Standard program of fire-technical minimum and fire safety briefings for employees of organizations. The Guidelines (hereinafter referred to as the Guidelines) were developed in order to implement the requirements of articles 3, 16, 18, 24, 25, 34, 37 of the Federal Law of December 21, 1994 No. 69-FZ "On fire safety”, NPB “Training fire safety measures for employees of organizations” (appendix to the Order of the EMERCOM of Russia dated December 12, 2007 No. 645).

Methodological recommendations contain the provisions and requirements of the federal fire service which must be observed in the training and development of training programs in the field of fire safety. The training programs for managers and employees of the organization are given.

Methodological recommendations are intended for persons approving training programs for employees of the organization in the field of fire safety; for managers and specialists of the organization responsible for fire safety; for developers of training programs on fire safety measures within the framework of fire safety briefings and a fire-technical minimum.
1. Fire-technical minimum for employees of the organization
1.1. The fire-technical minimum is carried out in order to bring to the attention of the heads and chief specialists of the organization, persons responsible for the fire safety of the divisions of the organizations, as well as those engaged in the performance of work of increased fire danger (electricians, welders, warehouse workers, construction and other professions, to which additional requirements for labor safety), and checking their knowledge of the main provisions of the current regulatory technical documents in the field of fire safety.

1.2. The following training order is established:

1.2.1. Managers and chief specialists (technologists, mechanics, power engineers, etc.) of the organization are trained on an off-duty basis in specialized training centers (hereinafter referred to as the training center) that have a license from the State Fire Service (hereinafter referred to as the State Fire Service) for the right to train fire safety measures . Listed persons are trained once every three years.

1.2.2. Heads of divisions, persons responsible for ensuring fire safety in divisions of the organization, engineering and technical workers of explosion and fire hazardous areas (workshops), persons performing work associated with increased fire hazard are trained once a year.

Training is carried out in a training center with a break from production or directly in the organization by a person (service) appointed (appointed) by order of the head of the organization. At the same time, persons appointed by order of the head of the organization must have the appropriate qualifications, as well as experience in the field of fire safety or labor protection for at least 5 years, and have certificates of passing the fire-technical minimum.

1.3. Training is carried out according to the programs and within the terms agreed with the territorial management body of the State Fire Service in accordance with the Methodological Recommendations. As a result of training, managers and chief specialists of the organization and persons responsible for the fire safety of the organization's divisions should know:

main legislative and other regulatory technical papers on fire safety;

the main tasks solved by fire prevention in the organization;
basic rights and obligations of the organization as one of the elements of the fire safety system;

organizational basis for ensuring fire safety in the organization:
analysis of the fire safety of the organization, development of orders, instructions and regulations establishing the proper fire regime at the facility, training employees in the fire safety measures adopted in the organization;

measures aimed at preventing a fire in the organization;

order of ensuring fire protection organizations;

the procedure for investigating, registering and recording cases of fires, victims and deaths in fires, determining material damage from fires in an organization;

organization of a voluntary fire brigade in the organization, ensuring its activities; rights, obligations and benefits provided to volunteer firefighters.

1.4. At the end of the course of the fire-technical minimum, students pass tests (exams) in the volume of the studied program of the commission of the training plant, or created in the organization by order (instruction) of the head, consisting of at least three people. The composition of the commission created in the organization must necessarily include representatives of training centers that have the right to issue certificates of completion of training, as well as firefighters.

1.5. Control questions for conducting tests (exams) are developed by educational complexes or organizations, taking into account the specifics of production and in accordance with the functions performed by the trainees.

1.6. When conducting tests (exams) using computer training tools, the verification programs should provide the possibility of using them in the training mode and preliminary familiarization with control questions.

1.7. The results of tests (exams) are documented in the form of minutes of the commission meeting, which is signed by the members of the commission in accordance with the Methodological Recommendations.

1.8. Persons who have been trained and passed the test (exam) at the fire-technical minimum rate are given a certificate signed by the chairman of the commission, certified by the seal of the organization that issued the certificate, and the date of subsequent recertification is indicated in accordance with the Methodological recommendations.

1.9. Persons who did not pass the test (exam) due to poor preparation are required to undergo a re-test within a month. Unsatisfactory results of the re-inspection are grounds for prohibiting employees from fulfilling their functional duties(performance of work) and termination employment contract(contract) with the employer.

1.10. Employees who are trained directly in the organization may be exempted from introductory and primary fire safety briefings at the workplace.
2. Exemplary training program and guidelines for conducting
learning

2.1. Sample curriculum
An exemplary training program (hereinafter referred to as the Program) has been developed taking into account the universality of its application for any categories of employees of organizations passing the fire-technical minimum. The program is designed for a 40-hour fire-technical minimum course for managers and chief specialists of organizations. The training time can be reduced to 24 hours for employees of organizations not associated with fire hazardous production processes, as well as those responsible for ensuring fire safety in the organization and other categories of employees who undergo training annually.

The program consists of 12 interrelated sections, the study of which ensures compliance with the principles of continuity, consistency and systematic training, set out in paragraph 2.2 of this chapter.

Explanatory note

According to this program of the fire-technical minimum, pedagogical workers, specialists and technical workers of an educational institution are trained directly in the educational institution itself.

The training is conducted by the director or a person responsible for fire safety, appointed by order of the director, who has the appropriate training (who has been trained and tested the knowledge of the fire-technical minimum and has the appropriate certificate).

Training under the fire-technical minimum program is carried out with the aim of bringing to teachers and employees of an educational institution the basic requirements of fire safety, studying fire protection equipment, as well as familiarizing them with the duties and actions in case of fire and evacuation of children.

Training of teachers and school employees in the fire-technical minimum is carried out within a month after being hired and with a subsequent frequency of at least once every three years after the last training.

In order to test the knowledge of fire safety requirements for employees of the boarding school who have been trained in the fire-technical minimum, by order of the director, a qualification commission is created consisting of at least two people who have been trained and tested knowledge of fire safety requirements in the prescribed manner (trained and tested in learning organization).
