2. 4. Systematically reconciles data on road traffic accidents, in which the rolling stock of the enterprise participated, with the data of the State traffic inspectorate.

5. Develops or participates in the development of draft orders, instructions and other documents of the enterprise on issues of ensuring traffic safety.

6. Organizes agitation and mass work on traffic safety in the team (lectures, reports, conversations, competitions, consultations, showing special films, etc.)

7. Systematically informs the driver's staff, engineering and technical workers, the management of the enterprise about the state of accidents, the causes and circumstances of traffic accidents.

8. Participates in events related to ensuring road safety (traffic safety reviews, campaign runs, competitions, etc.).

9. Together with the personnel department, draws up and submits to the management of the enterprise materials on the awarding of distinguished drivers.

10. Takes part in establishing the causes and circumstances of traffic accidents, as well as in identifying violations established norms and rules for ensuring traffic safety associated with shortcomings in the work of the enterprise.

21. Participates in the work of the attestation commission for advanced training of drivers of the enterprise.

^ ON THE ORGANIZATION OF ROAD SAFETY AND ACCOUNTING

ROAD ACCIDENTS ON TRANSPORT

This Instruction establishes the main provisions and is mandatory in the organization of work to prevent road accidents in departmental transport.

The instruction contains a description of work in the communications ministries of the Union republics, production and technical communications departments, at enterprises and communications organizations to ensure traffic safety; duties of services, divisions and officials of motor transport companies for the prevention of road accidents.

This Instruction is based on the current guidance materials of the Ministry of Internal Affairs of the USSR and the Ministry of Motor Transport of the RSFSR on the prevention and registration of road accidents.

General provisions

1. Ensuring traffic safety is one of the main responsibilities of employees of departmental transport.

2. In order to prevent accidents, the relevant services and subdivisions of motor vehicles should carry out systematic work aimed at eliminating the causes that contribute to the occurrence of road accidents, and, first of all:

2.1. Maintaining, in accordance with the established procedure, records of all traffic accidents and violations of transport discipline, analysis and identification of the causes of their occurrence. Based on the analysis materials, development and implementation of measures to reduce and prevent road traffic accidents.

2.2. Maintaining high labor and transport discipline among drivers and other employees of the fleet.

2.3. Improving conditions and improving the organization of work of drivers. Particular attention should be paid to improving the efficiency of the use of working time by freeing drivers from participation in repairs and maintenance vehicles, the widespread use of staggered work schedules, the reduction of unproductive losses of working time on the line and in the performance of preparatory and final work.

2.4. Security high level technical condition rolling stock.

2.6. 5. The duties of the heads of enterprises and organizations using communication transport are charged with monitoring the work of drivers on the line.

Organization of work on traffic safety

6. The organizers of the entire complex of work to prevent traffic accidents are: in the USSR Ministry of Communications - the Department of Mechanization and Transport, in the ministries of communications of the Union republics, production and technical communications departments - a department, department, service, group or chief mechanic, senior engineer engineer for mechanization and transport, at motor transport enterprises, enterprises and communication organizations that have vehicles - the head of the enterprise (organization).

7. Directorates, departments, services, groups, chief mechanics, senior engineers, engineers of the ministries of communications of the Union republics, production and technical communications departments, enterprises and communications organizations organize and control the work of subordinate fleets to prevent traffic accidents, for which:

7.1. They exercise control over the implementation of resolutions of directive bodies, orders and letters of the Ministry of Communications of the USSR, the Ministry of Communications of the Union Republic, the production and technical department of communications, enterprises and organizations of communications on the prevention of accidents in transport.

7.2. They organize an inspection of the work of motor transport companies, enterprises and communication organizations using transport on traffic safety issues, require them to develop and implement measures aimed at preventing accidents in transport.

7.3. Regularly listen to the reports of the heads of fleets on the state of accidents and ongoing work on traffic safety.

7.4. They organize seminars with traffic safety engineers, column chiefs and other engineering and technical workers of the fleet to improve their skills and exchange work experience.

7.5. Conduct competitions on traffic safety.

7.6. They analyze the state of accidents in departmental transport, take measures to eliminate the causes of traffic accidents and other shortcomings in the work of motor vehicles on traffic safety, issue review letters and other documents with an analysis of the situation on the ground and proposals for eliminating existing shortcomings.

7.7. They study and disseminate the positive experience of the best drivers and fleets in preventing accidents.

7.8. They exercise control over the training and advanced training of drivers in subordinate fleets.

7.9. They send their representatives to the places of road traffic accidents with serious consequences to participate in the internal investigation, monitor the elimination of the causes of accidents.

7.10. Provide record keeping, compilation and timely submission of reports on traffic accidents, reconcile data on traffic accidents with the data of the State Traffic Inspectorate.

7.11. Prepare materials for awarding the best drivers, long time working without accidents, badges "For work without accidents" (Appendix 1).

7.12. They maintain constant communication with public organizations and the State traffic inspectorate on traffic safety issues.

8. Management and organization of control over work to prevent road traffic accidents in departmental transport are carried out by the permanent commission on road safety of the USSR Ministry of Communications on the basis of Order of the USSR Ministry of Communications N 333 of September 29, 1982, in the ministries of communications of the Union republics, production and technical communications departments, at enterprises and communications organizations - on the basis of their similar orders and regulations.

9. In car fleets, work to prevent traffic accidents is organized in accordance with:

10. In car fleets, the traffic safety department (senior engineer, traffic safety engineer):

10.1. Develops, together with other services, departments and public organizations, measures to prevent road accidents and monitors their implementation.

10.2. Carries out control and checks of services and divisions of the economy in matters of the implementation of regulatory documents to ensure traffic safety and makes proposals to the management to eliminate the identified shortcomings.

10.3. Keeps records of traffic accidents and traffic violations committed by drivers of the fleet, analyzes the causes of their occurrence, prepares reports on traffic accidents.

10.4. Systematically reconciles data on traffic accidents, in which the rolling stock of the fleet was involved, with the data of the State traffic inspectorate.

10.5. Participates in the preparation of draft orders, instructions and other documents of the fleet on road safety issues.

10.6. Organizes agitation and mass work on road safety: lectures, reports, discussions, competitions, consultations, showing special films, etc.

10.7. Summarizes and disseminates the positive experience of accident-free operation of drivers, teams, columns.

10.8. Together with the personnel department, draws up and submits materials for awarding drivers with the "For work without accidents" badge.

10.9. Takes part in establishing the causes and circumstances of traffic accidents, as well as in identifying other violations of the Rules of the road.

10.10. Organizes consideration in the team of motor transport accidents committed by drivers, as well as violations of the Rules of the Road and the rules for the technical operation of vehicles.

10.11. Carries out control over the passage by drivers of pre-trip and post-trip medical examinations, compliance with deadlines medical re-examination (Appendix 2).

10.12. Together with other services, organizes classes for employees of the motor vehicle fleet to study the Rules of the Road, instructions for organizing road safety and other documents related to road safety issues, and also tests knowledge of these documents.

10.13. Organizes the work of the office (corner) of traffic safety according to the plan approved by the head of the fleet, and equips it (Appendix 3).

10.14. Participates in the work of the attestation commission for advanced training of drivers and their training (Appendix 4).

10.15. Takes part in the work of the relevant commissions for the inspection of roads and streets on the routes of the vehicle fleet.

10.16. Carries out systematic control over the work and technical condition of the fleet on the line and in the fleet, involving engineering and technical personnel and public organizations in this work.

10.17. Leads necessary documentation on road safety (Appendix 5).

11. The main tasks of the fleet operation service to ensure traffic safety are:

11.1. Organization of transportation, excluding the causes of traffic accidents.

11.2. Creation of normal conditions for work on the line of rolling stock and drivers.

11.3. Regular educational work with drivers.

12. To solve these problems, the operation service:

12.1. Examines the road and other working conditions of drivers on the line and service facilities, takes effective measures to eliminate deficiencies that contribute to the emergence of an emergency.

12.2. Instructs drivers taking into account the specific conditions of transportation, road conditions and meteorological features, paying attention to Special attention drivers with less than one year of work experience (Appendix 6).

12.3. Ensures compliance with traffic safety requirements when transporting passengers on trucks, as well as fire safety rolling stock when transporting flammable goods, guided by the relevant rules.

12.4. Before issuing a waybill, checks that drivers have a driver's license and a warning ticket.

When receiving waybills from drivers, draws attention to the notes made on waybill police officers and other officials, and informs the management of the motor vehicle fleet about each case.

13. The main task of the technical service of the fleet in ensuring traffic safety is the maintenance of the rolling stock in technical good condition, which excludes a sudden breakdown of the car on the line and contributes to the confident work of drivers.

14. To solve this problem, the technical service:

14.1. Provides regular and high-quality maintenance and repair of vehicles and trailers in accordance with the current Regulations.

14.2. Carries out control over the technical condition of the rolling stock when it is released onto the line and returned to the garage.

14.3. Eliminates malfunctions of the rolling stock, identified during the control of the technical condition, as well as detected by drivers on the line.

14.4. Organizes an analysis of each case of a return or downtime of a car on the line due to a technical malfunction that threatens traffic safety with the chief engineer of the fleet, identifying the reasons and persons who allowed a marriage in work or released a faulty car on the line, and taking measures to prevent the recurrence of such cases.

14.5. Organizes maintenance of rolling stock on long routes at intermediate or final points of movement. If possible, uses the production capacities of other motor transport enterprises on contractual terms.

14.6. Provides technical training for car drivers, maintenance workers and engineering workers to study design features cars and trailers, garage equipment and methods for monitoring the technical condition of rolling stock, as well as carrying out (together with the personnel department) work to improve the skills of drivers.

15. To control the operation of vehicles on the line transport companies a special passenger car is allocated in accordance with the List of special cars by the Ministry of Communications of the USSR and the Ministry of Communications of the Union Republic.

16. The best drivers who do not have comments and penalties for violations of the rules of traffic and car care, who fulfill planned tasks during the year, mainly working on cars seconded to communication enterprises remote from the car fleet, may be granted the right to independently monitor the technical condition of cars .

The procedure for approving drivers who are allowed to exercise self-control is defined in the attached Temporary Regulation on self-control over the technical condition of cars (Appendix 7).

The transfer of vehicles to drivers for self-control does not relieve the technical service from responsibility for the timely and high-quality maintenance and repair of these vehicles, as well as from periodic monitoring of their technical condition.

17. The main tasks of control are:

17.1. Identification of violations by car drivers of the Rules of the Road and, first of all, leading to traffic accidents (transportation of people in trucks not equipped for this, driving while intoxicated, exceeding the established speed, etc.).

17.2. Checking the technical condition of cars.

17.3. Identification of deficiencies in the maintenance of streets, roads, access roads, loading and unloading areas (poor lighting, untimely snow removal and sanding, etc.), railway crossings, bridges and other structures that threaten traffic safety.

18. Control over the work of drivers on the line is organized primarily on routes with heavy traffic, in places of congestion of vehicles and hazardous conditions traffic, as well as at points of loading and unloading.

When drawing up schedules for monitoring the operation of vehicles on the line, the presence of police posts for regulating and supervising traffic is taken into account in order to establish contacts with them in work.

19. To carry out work on the prevention of road accidents in the fleet, a traffic safety office (corner) is equipped, which should have road signs, stands, simulators, amplifying equipment and others visual aids, special literature on the organization of traffic safety and driving skills, as well as materials reflecting the state of accidents, labor and transport discipline in the fleet.

20. The most important condition successful work on accident prevention is the active participation of the public. For this purpose, commissions of public control over traffic safety in departmental vehicles are created in the fleets, the work of which is organized in accordance with the Regulations on the commission of public control over traffic safety in motor transport (Appendix 8 - not given).

Classification of traffic accidents

21. A traffic accident is an incident that occurred during the movement of vehicles and caused the death or bodily injury of people or damage to vehicles, cargo, roads, road and other structures or other property.

22. Road accidents are divided into the following types:

22.1. Collision - an incident in which moving vehicles collided with each other or with rolling stock railways.

This type also includes collisions with a suddenly stopped vehicle (before a traffic light, during a traffic jam or due to a technical malfunction) and collisions of railway rolling stock with a vehicle that has stopped (left) on the tracks.

22.2. A rollover is an incident in which a moving vehicle overturns. This type of accident does not include rollovers that were preceded by other types of accidents.

22.3. Collision with a stationary vehicle - an incident in which a moving vehicle ran into a stationary vehicle, as well as a trailer or semi-trailer.

A collision with a suddenly stopped vehicle is considered a collision.

22.4. Collision with an obstacle - an incident in which the vehicle ran over or hit a fixed object (bridge support, pole, tree, mast, Construction Materials, fence, etc.).

22.5. Collision with a pedestrian - an incident in which a vehicle ran over a person or he himself ran into a moving vehicle.

This type also includes incidents in which pedestrians suffered from a load or object carried by a vehicle (boards, logs, cable, rope, etc.).

22.6. Collision with a cyclist - an incident in which a vehicle runs over a cyclist or he himself collides with a moving vehicle.

22.7. Collision with horse-drawn transport - an incident in which a vehicle ran over draft animals, as well as carts transported by these animals, or draft animals or carts transported by these animals hit a moving vehicle.

22.8. Collision with animals - an incident in which a vehicle ran over birds, wild or domestic animals (including pack and riding animals), or these animals or birds themselves hit a moving vehicle, as a result of which people were injured or property damage was caused.

22.9. Other incidents - incidents not related to the types listed above. These types of accidents include tram derailments (which did not cause collisions or rollovers), the fall of the transported cargo or an object thrown by the wheel of the vehicle on a person, animal or other vehicle, a collision with persons who are not participants in the movement, a collision with a suddenly appeared obstacle ( dropped cargo, detached wheel), falls of passengers from a moving vehicle or in the cabin of a moving vehicle as a result of a sharp change in speed or trajectory, etc.

Accounting and reporting of road accidents

23. In accordance with the order of the Council of Ministers of the USSR of September 9, 1969 N 1954r, announced in the Order of the Ministry of Communications of the USSR of 06.05.70 N 393, as well as the Rules put into effect by the Order of the Ministry of Internal Affairs of the USSR of 04.24.84 N 85, motor transport companies organize the registration of traffic accidents.

24. All traffic accidents involving vehicles owned by motor transport companies are subject to registration, regardless of the scene of the accident, its consequences and the fault of the drivers.

25. When organizing accounting, motor fleets should keep in mind that:

25.1. Vehicles include cars, motorcycles, scooters, motorized carriages, mopeds, bicycles with outboard engines, trams, trolleybuses, tractors and other self-propelled mechanisms, regardless of engine power and top speed vehicle, as well as horse-drawn transport (with the exception of pack and riding animals).

25.2. The number of deaths in road traffic accidents includes people who died from injuries at the scene of a road traffic accident or within seven days from the moment of the accident.

25.3. The number of people injured in road traffic accidents includes people who received bodily injuries that caused disability or the need for hospitalization for a period of at least one day, or the appointment of outpatient treatment after receiving the first medical care. The appointment of outpatient treatment, if necessary, is confirmed by documents (certificates) medical institutions.

26. Not subject to accounting:

Incidents with tractors, other self-propelled machines and mechanisms during their performance of the main production operations for which they are intended (plowing, trenching, stacking, harvesting agricultural products in the fields, logging, loading and unloading operations performed using truck cranes or dump trucks, installation masts, supports, etc.);

Incidents resulting from intentional actions aimed at taking life or causing harm to people's health or property;

Incidents resulting from the victim's attempt to commit suicide;

incidents resulting from natural Disasters;

Incidents resulting from a violation of safety regulations and rules for the operation of vehicles in the absence of a driver at the wheel (starting the engine using the crank or starting the engine with the gear engaged: when coupling and uncoupling vehicles with trailers, tractor sledges and agricultural implements, etc. .);

Fires on moving vehicles that are not related to their technical malfunction.

27. Reports of traffic accidents on subordinated transport by motor companies are registered in the register of traffic accidents (Appendix 9).

The journal must be numbered, laced, sealed and subject to storage for three years from the date of the last entry.

28. Reports on traffic accidents involving vehicles of the fleet are sent within 3 days to a higher organization by subordination. The report contains all the information provided for by the current form of reporting on road traffic accidents.

29. About traffic accidents with serious consequences, when one or more people died or two or more people were injured, the higher organization of republican subordination immediately sends a report to the Ministry of Communications of the Union Republic and to the Department of Mechanization and Transport of the Ministry of Communications of the USSR, and the higher organization of the Union subordination - to the Department of Mechanization and Transport of the Ministry of Communications of the USSR (Appendix 10).

In addition to the report in the specified order, within 10 days, an act of investigation of the traffic accident is submitted and the measures taken as a result of the investigation are reported (Appendix 11).

30. Reports are the basis for drawing up a report on traffic accidents.

When preparing the report, special attention is paid to the correctness of filling in all the columns provided for in the form, as well as to the completeness of the circumstances of the incident, the characteristics of the main and concomitant causes of the incident (the condition of the driver and the violations committed by him, the condition of the car, roads, shortcomings in the organization of traffic, etc. .).

In the column " Preventive measures measures taken in relation to the accident, as well as measures taken against the driver who committed the accident and other persons involved, as well as measures to prevent such accidents (holding meetings, issuing special information materials, eliminating deficiencies in vehicle maintenance, road maintenance, changes in the organization of traffic, the mode of operation of drivers, etc.).

If necessary, diagrams of the incident, photographs, additional explanations are attached to the report.

31. In cases where traffic accidents are committed by drivers in a state of intoxication or overwork, as well as due to a technical malfunction of cars, detailed explanations of the circumstances of the incidents are attached to the reports, which indicate whether there have been similar accidents in the fleet before and what measures were taken. to prevent them.

32. All traffic accidents involving their vehicles, as well as the return of vehicles to the garage with external damage to the vehicle fleet, are immediately reported to the internal affairs bodies.

33. Information about traffic accidents with injured motor vehicles is verified with city and regional internal affairs bodies by the 5th day of the month following the reporting one.

34. For more proper organization preventive work on traffic safety, motor transport companies keep records of violations of transport discipline by drivers: removal of license plates from cars for technical malfunctions; drivers deprived of their rights; car theft, etc.

Accounting materials are used when carrying out educational work with drivers, when summing up the results of social competition, traffic safety competitions, etc.

35. In accordance with the Rules for recording traffic accidents, Order of the Central Statistical Bureau of the USSR dated 31.08.81 N 484 and Order of the Ministry of Communications of the USSR dated 13.04.84 N 119, motor transport companies submit a report on road traffic accidents on a cumulative total for the I quarter , half year, 9 months, year (Appendix 12).

The report is compiled on the basis of reports after checking them with the traffic police data. The procedure and deadlines for submitting the report are determined by the Timesheet (list) of forms statistical reporting enterprises, institutions and organizations of the system of the Ministry of Communications of the USSR, approved by the Order of the Ministry of Communications of the USSR of 13.04.84 N 119 (N 27 of the Report Sheet).

36. The first section of the report in the form of an accident-3 reflects information about traffic accidents with victims, in the second part - information about all traffic accidents involving departmental vehicles, regardless of the location of the accident, the severity of its consequences, the amount of damage, guilt driver or other employees of the organization.

37. The information entered in the first part of the report in the form of an accident-3 is certified by the department (department) of the traffic police of the Ministry of Internal Affairs of the union (without regional division), autonomous republic, the Internal Affairs Directorate of the region (regional) executive committees. The responsibility for the correctness of the information in the second part lies with the head of the fleet (Appendix 13).

The procedure for investigating traffic accidents

38. The purpose of an internal investigation is to identify violations of the established norms and rules for ensuring traffic safety that have led to traffic accidents or contribute to their occurrence, as well as to develop measures to prevent accidents in vehicles.

39. Internal investigation in accordance with Guidelines(Appendix 14) is carried out:

39.1. The head of the fleet - all traffic accidents that occurred with vehicles belonging to the enterprise (organization).

40. The term of an official investigation for the heads of motor transport facilities is three days, for the heads of the ministries of communications of the Union republics, departments, enterprises, and organizations of communications - no more than five days.

41. The duty officer or other employee of the motor vehicle fleet, having received a message about a traffic accident, reports this to the head of the motor vehicle fleet. The latter, in turn, reports the incident to the republican, regional and regional committees of the trade union of communications workers and to the internal affairs bodies.

42. The head of the fleet and the head of the department (senior engineer, engineer) for traffic safety, having received a message about a traffic accident, personally go to the place to conduct an official investigation; upon establishing that the consequence of the incident was serious bodily injury or death of a group of people, the head of the vehicle fleet immediately reports to the head of a higher organization by subordination.

43. For the internal investigation of traffic accidents with group consequences, the Ministry of Communications of the Union Republic, the production and technical department of communications, an enterprise, an organization appoints a commission with the participation of executives ministries, PTUS, enterprises, organizations and public organizations.

The task of the commission includes, along with clarification of the circumstances of the incident, the establishment of the conditions existing in the fleet that influenced the occurrence of the incident (state labor discipline, educational work, control systems for the operation of vehicles on the line, mode of operation, etc.).

44. In order to prevent traffic accidents, based on the results of the investigation, specific measures are developed to eliminate the causes that led or contributed to the occurrence of accidents.

45. Based on the results of an internal investigation, an analysis of a traffic accident is carried out.

The parsing order is as follows:

45.1. The heads of the fleets within three days analyze each traffic accident at meetings of the chiefs of columns and all engineering and technical workers associated with the operation of vehicles, as well as at meetings of drivers and repair workers.

45.2. The heads of the Ministries of Communications of the Union Republics, PTUS, communications enterprises and organizations, within five days, analyze each traffic accident with serious consequences at meetings with the participation of heads of subordinate motor fleets and communications enterprises operating vehicles.
