This standard establishes requirements for the construction, content, presentation and execution of explanatory notes to draft state, industry, republican standards and standards for enterprises of all types.

1. GENERAL PROVISIONS

1.1. An explanatory note to the draft standard is drawn up for each revision of the draft sent for feedback, sent for approval and submitted for approval.

1.2. An explanatory note to the draft standard should be prepared by the organization (enterprise) that develops the standard.

If there are several developers, an explanatory note to the draft standard is made by the leading organization (enterprise)-developer.

1.3. For each developed standard, an independent explanatory note is drawn up.

It is allowed to draw up one explanatory note with the simultaneous development, preparation for harmonization and approval of interrelated standards of the same category for homogeneous standardization objects.

2. REQUIREMENTS FOR THE CONSTRUCTION, CONTENT AND PRESENTATION OF THE EXPLANATORY NOTE

2.1. The title of the explanatory note indicates the category and full name of the standard, the serial number of the revision of the draft standard and (or) information about the stage of development of the standard.

2.2. The explanatory note to the draft standard should consist of sections that are sequentially numbered within the entire explanatory note and denoted by Arabic numerals with a dot at the end of the number. Section headings should be in capital letters.

If necessary, the explanatory note can be divided into subsections, paragraphs and subparagraphs according to the requirements established in GOST 1.5-68 * for standards.

2.3. The explanatory note should consist of sections arranged in the following sequence:

the basis for the development of the standard;

goals and objectives of the development of the standard;

data on the standardization of the object by the beginning of the development of the draft standard;

characteristics of the object of standardization;

scientific and technical level of the object of standardization;

technical and economic efficiency from the implementation of the standard;

the expected date of the introduction of the standard into force and the expected period of its validity;

relationship with other standards;

information about the mailing list for feedback (to all editions of the draft standard, except for the first one);

information on approval (only to the final version of the draft standard submitted for approval);

information sources;

additional information.

It is allowed, when compiling explanatory notes to the second and subsequent (except for the final) editions of the draft standard, not to place in these explanatory notes sections whose content has not changed.

2.4. An explanatory note to each edition of the draft standard is drawn up based on the indicators, norms, characteristics, requirements included in this edition, with the rationale for their changes.

2.5. In the "Basis for the development of the standard" section, indicate the topic number according to the approved plan, the date and name of the organization that approved the terms of reference.

In the case of developing a draft standard that is not included in the standardization plan (unscheduled topic), directive documents of higher authorities should be indicated on the basis of which the standard is being developed.

It should also be indicated in accordance with which integrated standardization program, if any, the standard is being developed.

2.6. In the "Aims and Objectives of Standard Development" section, you should indicate the end results that will be achieved by applying the standard, and the tasks that will be solved when developing the standard.

2.7. In the section "Data on the standardization of the object by the beginning of the development of the draft standard" indicate information that the standard is being developed for the first time, or information about the current standards, specifications, instructions, other documents in force at the beginning of the development of the draft standard for this object of standardization.

2.8. In the section "Characteristics of the object of standardization", depending on the object being standardized (products, indicators, norms, characteristics, requirements of an organizational, methodological and general technical nature), categories and types of standard indicate the main indicators, norms, characteristics, requirements of the draft standard that determine the scientific and technical the level of the object of standardization, and their feasibility study.

The main indicators, norms, characteristics, requirements of the draft standard may be the requirements of the main directions of development of the national economy of the USSR, indicators of standardization plans and technical specifications for the development of standards, and indicators of the use of material resources.

In the same section, information is provided from reports on the results of research and development work or links to reports indicating the location of the reports, as well as information on the results of patent research of the standardization object, on domestic and foreign discoveries and inventions tested in practice and published for the last ten years prior to the approval of the standard, and conclusions on testing prototypes or pilot batches of standardized products.

2.9. In the section "Scientific and technical level of the object of standardization" a comparative analysis of indicators, norms, characteristics, requirements provided for by the draft standard is given;

with indicators, norms, characteristics, requirements of standards (recommendations) of the CMEA, ISO, IEC, and other international organizations;

with indicators, norms, characteristics, requirements of domestic and foreign standards;

with the best samples of equipment and goods of domestic production and foreign firms;

with the highest modern achievements of science, technology, advanced domestic and foreign experience in this field.

This section should reflect the compliance of indicators, norms, characteristics, requirements of the draft standard:

tasks defined in the main directions of development of the national economy of the USSR;

complex scientific and technical programs, including the object of standardization;

comprehensive standardization programs.

In this section, based on the above data, they give a general conclusion about the scientific and technical level of indicators, norms, characteristics, requirements of the standardization object.

If with the final version of the draft standard submitted for approval, tables of comparison of indicators or a map of the technical level and product quality according to GOST 2.116-71 * are sent separately, then in the explanatory note to this version only the results of the comparative analysis are indicated and a general conclusion is made about the scientific and technical the level of indicators, norms, characteristics, requirements of the object of standardization.

2.10. In the section "Technical and economic efficiency from the implementation of the standard", the expected economic efficiency, economic advantages of the standardization object and the main sources of obtaining the economic effect should be indicated.

If it is impossible to calculate the economic efficiency from the implementation of the standard, the necessary justification should be provided. In this section, indicators of social efficiency from the implementation of the standard (if any) are indicated.

2.11. In the section "Estimated date of entry into force of the standard and the expected period of its validity" should be given:

substantiation of the expected term for the introduction of the standard into force, taking into account the time required to carry out measures to implement the standard;

substantiation of the main measures for the implementation of the standard, including the substantiation of the possibility of organizing a centralized (specialized) production of products;

justification for the approval of the draft standard without limitation of validity or justification for the expected duration of the standard.

2.12. In the section "Relationship with other standards" should indicate:

belonging of the draft standard to the set of standards included in the system;

data on the relationship of the draft standard with other standards, as well as standards and recommendations of the CMEA and other international organizations;

substantiated proposals on the need to revise, develop changes or cancel existing interrelated standards.

In the event of a revision of the product standard, information is provided on the interchangeability of products according to the developed and current standards and measures to ensure the operation and repair of products manufactured according to the current standard.

2.13. In the Feedback Submission Details section, you should specify:

the number of organizations (enterprises) to which the draft standard was sent;

the number of organizations (enterprises) that sent feedback;

a brief summary of the reviews;

review results.

2.14. In the "Information on approval" section, information should be provided on the approval of the draft standard with interested organizations (enterprises); on holding conciliation meetings; give a brief description of the issues discussed at them; indicate the disagreements that remained during the development of the draft standard.

If the draft standard is not required to be agreed, then the explanatory note should indicate that the standard is not subject to agreement.

2.15. In the "Sources of information" section, you should indicate the sources of information used in the development of the draft standard, including:

normative acts of the current legislation;

normative acts of ministries, departments, associations and enterprises;

domestic standards and specifications (their designations);

foreign and international standards and other documents of international organizations (their designations and names);

patent research reports;

reports on completed research and development work and others.

2.16. In the "More Information" section, if necessary, you can include:

options for resolving certain issues and (or) individual issues on the draft standard with a request to organizations (enterprises) to which the draft standard is sent for review to express their opinion;

and other questions.

2.17. The explanatory note should be stated in accordance with the requirements established in GOST 1.5-68, section 1, for standards.

3. REQUIREMENTS FOR EXPLANATORY NOTES

3.1. An explanatory note to the draft standard should be printed in accordance with the requirements of GOST 6.38-72*.

3.2. The explanatory note to the draft state, industry, republican standard must be signed by the head (deputy head) of the leading organization (enterprise)-developer, the head of the standardization service, the head of development (theme) and performers.

The explanatory note to the draft enterprise standard must be signed by the head of the department (subdivision) of the developer, the head of the development (theme) and the executors.

Signatures are placed on the last page of the explanatory note to the draft standard.

2. Hall

Specifies the first impression of the object that the client is introduced to. The space between the hall and two corridors turns into a large dining-living area.
