On December 13-16, 2016, the next annual international exhibition "Safety and Labor Protection" was held in Moscow. One of the important and interesting areas of this exhibition was the segment of overalls and personal protective equipment (PPE).

Russia, as a country with a fairly well-developed industry, is one of the world's largest consumers of overalls and personal protective equipment. Yes, a consulting agency Grand View Research put the Russian Federation with a result of 2.02 billion USD in fourth place in the world in terms of the PPE market in 2015. Only the USA, China and Germany were higher. However, it is worth noting that in Russia itself there are different estimates of this figure, which differ in a rather wide range - from 115 to 180 billion rubles. Perhaps this fact is due to the lack of sufficiently high-quality market analytics in this segment, as stated by the market participants themselves. Nevertheless, both analysts and market participants agree that the workwear and PPE segment is quite promising direction business showing growth every year. Thus, according to Rosstat, in 2015 this segment showed an increase of 8%. Further growth predicts and Ministry of Industry and Trade. According to Viktor Evtukhov, Deputy Minister Ministry of Industry and Trade, in January-October 2016, the production of workwear increased by 33%, and by 2025 the market volume may reach 200 billion rubles.

High growth rates are due to the policy of import substitution. Now a significant part of workwear is made from foreign materials. At the same time, a large share of imports falls on the products of the USA and England. In order to change this situation, Ministry of Industry and Trade included in the plan for import substitution in the light industry 14 projects aimed at the development and production of fabrics for overalls, the most special clothing and special footwear. And these measures are already giving positive results– in 2016, 90% of the enterprises of the oil and gas complex were provided with Russian-made overalls and personal protective equipment. In addition, the growth of the workwear market will be facilitated by the strengthening of labor protection standards and an increase in the level of staffing with workwear. For example, in Europe annually 350-400 USD are spent on providing one employee, and in Russia so far - 100 USD (in the oil and gas sector - 350 USD).

Work is also underway to bring the Technical Regulations “On the safety of personal protective equipment” into a more understandable form for manufacturers, certification bodies and testing laboratories. It is expected that more than 200 changes and refinements will be made to it, which will make workwear safer, and its production and certification easier.

Perhaps, it is the overalls that perfectly show how effective import substitution can be with a thoughtful and reasonable government approach. To start assessing the state of this segment, let's cite one fact - the winter overalls used in Russia by the end of 2017 consisted of 100% of domestic products. Now more.

September 2015 is a turning point in the development of the workwear segment

It would seem, well, what is it? Adopted a regulation that regulates the quality of Personal Protective Equipment (PPE) and mandatory procedure checks and write-offs of worn out items every 12 months.

But it turned out that most of the foreign PPE did not meet the safety requirements, the declared requirements for protective properties, and by the beginning of 2016 they were all decommissioned.

Next was the Northern Breakthrough. Foreign companies, who, together with the Russians, began to explore the northern shelf, very quickly became convinced that our overalls for working in conditions low temperatures many times more efficient and cheaper than foreign analogues.

An inconspicuous legal regulation was adopted next, according to which PPE of foreign origin had to be mandatory certification. The result was not long in coming, let's look at the schedule of requests for overalls on the Internet:

On this chart, the dips are a demonstration of the formation of public procurement (and procurement of large oil and gas companies with state participation). But you should pay attention to the wave at the beginning of spring and in autumn period- albeit a little (12% of the total), but this increase is provided by the population who wants to buy workwear High Quality. We will not give a schedule, we will simply list it, in descending order of PPE popularity:

  • Gloves, mittens, mittens;
  • Work jackets (including those with high levels of protection, reflectors, etc.);
  • Work suits (light) and trousers (including canvas ones);
  • Hats (this includes welding helmets);
  • Shoes.

It is these groups of goods among the population that show the greatest growth in popularity. And, given that in 2017 the leaders of production entered the retail market - Vostok-Service, Energokontrakt, Technoavia, BTK Group, Spetszashchita, Respiratory Complex, Roskhimzashchita, growth will continue.

In general, you can do without beautiful graphics, just note that in this graph:

dynamics retail sales workwear stores is 89% in 2015, 112% in 2016 and 122% in 2017. And in textile industry these are the highest.

And with what do manufacturers of workwear enter 2018?

Most likely with certainty tomorrow. Demand for PPE is not decreasing; on the contrary, the end of 2017 gave contracts with Norway, Canada and Denmark, which are also developing Arctic deposits.

The catalog of overalls produced by Russian enterprises has significantly expanded. In 2017, the assortment growth amounted to 8.7%. The number of PPE produced from new materials (non-combustible, dielectric, etc.) has grown to 23% (in 2016 it was 9.8%).

From 2015 to 2016, the PPE market showed average height in 40%, and in monetary terms - 78 billion rubles. In 2017, the growth was more modest, about 18%, and in total the market broke through the mark of 100 billion rubles. Our reservation is the volume of the market for all workwear and protective equipment which includes shoes. But the textile component grows in proportion to the overall increase in volume.

And one more caveat is the data on the sold PPE, that is, those that the buyers paid for. An increase of almost 20% per year, such is the forecast for 2018, and this is the price of the fact that the authorities simply changed the conditions for regulating product quality.

Maybe something similar should be done with the children's knitwear market? But this is just food for thought. Let's return to the question of how promising overalls are.

Statistical data is a rather confusing thing, it is not easy to understand them, but we found interesting numbers. They indirectly well confirm the optimism of experts regarding the PPE market.

Pay attention not to the dynamics (although the growth in the production of such fabrics in Russia is encouraging), but to the total number. We mean the number of fabrics for workwear produced in 2017. And the tendency to increase this number of produced fabrics. It is curious that with a reduction in imports, the share of deliveries from the EurAsEC countries is slowly but surely growing. Let's not hide, these are Uzbekistan and Kazakhstan, which are actively cooperating with our leaders in the production of workwear.

By the way, the share of Japan in the import component is also growing, despite the overall decline in the final figure. We have already written about the Japanese interest in our textile capabilities. The exhibition in Yekaterinburg gave its results, apparently.

In conclusion, we can say that workwear in Russia is one of the market drivers. Well protected from fakes, a wave of gray imports and illegal production. A promising, growing, growing market retail, which becomes an integral attribute of any urban landscape. Even now, overalls, Moscow is an excellent indicator, it makes it possible to distinguish a janitor from an electrician. And everyone is wearing overalls that perform their functions, according to the tasks of this employee.

It remains only to see how the market growth was distributed in these years by individual product categories:

The failure in shoes in 2015 is not a failure, there is simply no data for this year. But from the dynamics it is obvious that any PPE manufacturer will feel confident in 2018. If it produces high-quality overalls or gloves and “other PPE”. It is they who, apparently, will help in the development of any manufacturer.

And our assessment is growth in 2018 by 15%, expansion of the catalog of workwear, offering the market such protective equipment that is not yet available in the world. And all this applies to Russian textile enterprises.

* Calculations use average data for Russia

This market analysis is based on information from independent industry and news sources, as well as official data. Federal Service state statistics. The interpretation of indicators is also made taking into account the data available in open sources. The analytics includes representative areas and indicators that provide the most full review the market in question. The analysis is carried out for the Russian Federation as a whole, as well as for federal districts; Crimean federal district not included in some reviews due to lack of statistical data.

Special clothing is a personal protective equipment (suit, overalls, dressing gown, underwear, aprons, etc.) designed to protect against harmful and dangerous factors for the health of the worker in the workplace. In some cases, special clothing may be considered by employers as a means of communication with end consumers and private investors through attribution to corporate style elements.

In Russia, the provision of workwear by the employer is regulated by law and is mandatory. Clothing requirements set Technical Regulations customs union No. 019/2011. These factors allow us to say that while in the country there are manufacturing enterprises, there is also a need for overalls, which makes this line of business attractive for investments of any scale, tk. opening the production of technologically simple special clothing does not require significant capital investments.

According to the OKVED classifier, the production of workwear directly (without special accessories - gloves, etc.) includes:

18.21 - Manufacture of overalls;

18.24.32 - Manufacture of protective work clothing from materials coated or impregnated with plastic or rubber.

The share of protective overalls in the total amount is small, therefore, in the further analysis, only general-purpose overalls will be considered.

According to Rosstat, the number of organizations in Russia that submitted information about their activities (according to OKVED 18.21) decreased from 95 in 2011 to 80 in 2014. A slight reduction in players did not affect the dynamics of net revenue, which increased over the same period from 18 .5 to 51.5 billion rubles. Profit from sales increased from 1.8 to 6.4 billion. Other financial indicators grew proportionally - the size of current and non-current assets, receivables and payables, etc. Such dynamics may indicate market consolidation - an increase in production volumes of large market players and weeding out the weak ones. In addition, this may indirectly indicate an increase in the solvency of the industry, increasing the volume of orders for workwear, as well as a quantitative expansion of the industry due to the expansion of existing industrial productions and creating new ones.

At the same time, the average number of employees in the industry during the period under review remained practically unchanged: 49,966 people in 2011 and 51,754 people in 2014. Based on the data obtained, it can be assumed that labor productivity has increased, and also that part of the volume was produced by contractors outside the Russian Federation, in particular in China.

In the Southern Federal District, the situation is somewhat different from the nationwide. The number of organizations that submitted information here decreased from 3 to 2. It should be noted that here we are talking only about legal entities, while clothing is often produced by individual entrepreneurs, and simply underground production, for which, of course, there is no data in Rosstat. Sales revenue increased from 173.2 million to 928.6 million rubles. However, the peak of sales in the industry came in 2012, when the revenue amounted to 1 billion rubles. Other indicators of the market grew proportionally. The profitability of the business increased significantly due to the cost reduction.

Analysis economic indicators industry by region shows a typical situation: constant and steady growth in the core regions (VFD, BFD, NWFD) and a sharp drop in non-specialized (FEFD, NCFD). At the same time, the highest profitability falls on the Northwestern Federal District.

In general, the profitability of the business, according to available data, is relatively low - 12.5% in 2014. However, this is offset by the stability of the market.

From the dynamics of others financial indicators in the country as a whole, it can be noted:

Some decrease in asset turnover (2.15 / 1.72 times);

Increasing the degree of self-sufficiency working capital (47,6% / 56,5%);

Decrease in the share of long-term liabilities (14.9% / 2.0% of total capital) and increase in the share of short-term liabilities (19.8% / 38.6% of the liability currency).

All these figures indicate that the workwear market has a strong growth trend. Studies of individual industries, as the main consumers of workwear, show that this trend may continue over the coming years.

This is also confirmed by government plans to subsidize interest on loans of the most important Russian industry investment projects. In 2014-2015, 1 billion rubles were allocated for this in the budget.

Summarizing the data obtained, we can say that the production of workwear is an industry that is attractive for private investment, including for small and medium-sized businesses.
