Fire safety briefing is carried out with the aim of bringing to the employees of organizations the basic requirements of fire safety, studying fire hazard technological processes of production and equipment, means fire protection and their actions in the event of a fire.

All employees of organizations should be allowed to work only after passing the fire safety briefing (Rules fire safety in Russian Federation. PPB 01-03, p. 7).

The legislation of the Russian Federation on fire safety is based on the Constitution of the Russian Federation and contains the federal law“On Fire Safety”, federal laws and other regulatory legal acts adopted in accordance with it, as well as laws and other regulatory legal acts of the constituent entities of the Russian Federation regulating fire safety issues.

The general legal, economic and social foundations of fire safety in the Russian Federation are determined by the Federal Law "On Fire Safety".

The legislation of the Russian Federation, in order to control compliance with fire safety requirements and suppress their violations, defines a special type of state supervisory activity carried out by officials of the State fire service Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences natural Disasters.

Ensuring fire safety is one of the most important functions of the state.

The first and, of course, an important goal, which should be achieved at any material cost, is to ensure the safety of workers, employees, visitors in the event of a fire.

The second goal is to preserve the property of the enterprise from destruction and damage by various hazards fire and extinguishing agents (water, foam). In order to achieve the second goal, one should take into account economic expediency activities, in this case, a reasonable risk is allowed.

All employees of the enterprise are allowed to work only after passing the fire safety briefing, and if the specifics of work change, they must undergo additional training.

The administration of the enterprise and persons duly appointed responsible for ensuring fire safety are obliged to:

– ensure timely compliance with fire safety requirements, orders, resolutions and other legal requirements of state fire inspectors;

- in all production, administrative, warehouse and auxiliary premises in prominent places, ensure the presence of a sign indicating the telephone number for calling the fire brigade;

- by an administrative document to establish a fire-fighting regime corresponding to the fire hazard, including:

– identify and equip smoking areas;

- determine the places and the allowable amount of raw materials, semi-finished products and finished products located in the premises at a time;

- establish the procedure for cleaning combustible waste and dust, storing oiled overalls;

- determine the procedure for de-energizing electrical equipment in the event of a fire and at the end of the working day, the procedure for conducting temporary hot and other fire hazardous work, the procedure for inspecting and closing the premises after work is completed;

Fire safety signs

The following types of signs are established by the state standard:

- pointers.

Signal colors of signs are intended:

- for external design fire safety signs;

- to designate locations fire fighting equipment, locations of manual start buttons for fire automatics installations, smoke protection systems, locations of funds personal protection, self-rescue, etc.;

- to indicate escape routes, as well as the boundaries of escape route zones that are not allowed to be cluttered or used for storage.

Primary fire extinguishing equipment includes devices, tools and materials designed to localize or extinguish a fire at the initial stage of its development (fire extinguishers, water, sand, felt, felt mat, asbestos cloth, buckets, shovels, etc.).

Fire extinguishers are divided into portable (weighing up to 20 kg) and mobile (weighing at least 20 kg, but not more than 400 kg). Mobile fire extinguishers may have one or more tanks for charging fire extinguishing agent (OTV) mounted on a trolley.

Depending on the used fire extinguishing agent, fire extinguishers are divided into main types:

- water (OV);

- air-foam (ORP);

– powder (OP);

– carbon dioxide (CO);

- combined.

Some types of fire extinguishers are shown in fig. 5–7.

According to the principle of displacement of the extinguishing agent, fire extinguishers are divided into the following:

When using air-foam fire extinguishers (Fig. 9), the following factors must be considered:

– the possibility of freezing of the working solution of fire extinguishers when negative temperature air and the need to transfer them to winter time in a heated room;

– high corrosivity of the fire extinguisher charge;

– the need for annual recharging of a fire extinguisher with a body made of carbon steel(due to insufficient charge stability when in contact with the material of the fire extinguisher body);

Air-foam fire extinguishers should not be used to extinguish fires in equipment under electric voltage, to extinguish strongly heated or molten substances, as well as substances that enter into a chemical reaction with water, which is accompanied by intense heat release and fuel spraying.

If a significant fire source is possible at the protected object (the supposed spillage of flammable liquid can occur over an area of ​​more than 1 m 2), it is necessary to use mobile fire extinguishers.

It is not allowed to use powder and carbon dioxide fire extinguishers with sockets made of dielectric materials at objects of non-sparking and weak electrification.

Fire extinguishers put into operation must be fully charged and in working order, with the control unit of the locking and starting device sealed. They must be in their assigned places during the entire time of their operation.

A person responsible for the acquisition, maintenance of fire extinguishers and control over their condition must be identified at the facility.

For each fire extinguisher installed at the facility, a passport is issued. The fire extinguisher is assigned a serial number, which is applied with paint to the fire extinguisher, recorded in the fire extinguisher passport and in the register for checking the presence and condition of fire extinguishers.

Forbidden:

– operate fire extinguishers if there are dents, blisters or cracks on the fire extinguisher body, on the shut-off and starter head or on the union nut, as well as in the event of a leak in the connections of the fire extinguisher units or if the pressure indicator malfunctions;

- perform any work if the fire extinguisher body is under pressure of the displacing gas or vapors of the fire extinguishing agent;

– strike a fire extinguisher or a source of propellant gas;

- use open fire or other sources of ignition when handling concentrated solutions of foaming agents, as they can form explosive mixtures with air;

- work with OTV without appropriate respiratory, skin and vision protection.

Fire hydrants must be in good condition, and in winter they must be insulated, they must be cleared of snow and ice. It is not allowed to park vehicles on the covers of fire hydrant wells and store materials and equipment. Roads and entrances to sources of fire-fighting water supply must ensure the passage of fire equipment to them at any time of the year.

Spilled paint and varnish materials and solvents should be immediately cleaned up with sawdust, water, etc. It is not allowed to wash floors, walls and equipment with flammable solvents.

When using combustible substances, their quantity at the workplace should not exceed the shift requirement. Containers with combustible substances should be opened only before use, and at the end of work, closed and handed over to the warehouse.

Containers from combustible substances should be stored in a specially designated place outdoors.

For the performance of work using combustible substances, a tool made of materials that do not give sparks (aluminum, copper, plastic, bronze, etc.) must be used. It is necessary to wash the tools and equipment used in the production of work with combustible substances in an open area or in a room with ventilation.

Premises in which work is carried out with combustible substances and materials must be provided with primary fire extinguishing equipment. To carry out all types of hot work in temporary places (except construction sites) the head of the facility must issue a work permit.

Places of hot work should be provided with primary fire extinguishing equipment (fire extinguisher, a box of sand and a shovel, a bucket of water).

In rooms where hot work, all doors connecting said premises with other rooms, including the doors of the vestibule locks, must be tightly closed. Windows, depending on the season, room temperature, duration, volume and degree of danger of hot work, should be, if possible, open.

The place for welding and cutting works in buildings and premises, in the constructions of which combustible materials are used, must be fenced with a solid partition made of non-combustible material. In this case, the height of the partition must be at least 1.8 m, and the gap between the partition and the floor is not more than 5 cm. To prevent the spread of hot particles, the specified gap must be fenced with a grid of non-combustible material with a mesh size of not more than 1.0-1.0 mm.

During breaks in work, as well as at the end of the work shift, the welding equipment must be turned off, including from the mains, the hoses must be disconnected and freed from flammable liquids and gases, and the pressure in blowtorches must be completely released.

Upon completion of work, all apparatus and equipment must be removed to specially designated premises (places).

During hot work prohibited:

- start work if the equipment is faulty;

– carry out hot work on structures and products freshly painted with combustible paints (varnishes);

- use clothes and gloves with traces of oils, fats, gasoline, kerosene and other flammable liquids;

- store clothes, flammable liquids, combustible liquids and other combustible materials in welding booths;

- allow to independent work students, as well as employees who do not have a qualification certificate and a fire safety coupon;

- allow contact of electrical wires with cylinders with compressed, liquefied and dissolved gases;

- perform work on devices and communications filled with combustible and toxic substances, as well as under electrical voltage;

- carry out hot work simultaneously with the installation of waterproofing and vapor barrier on the roof, installation of panels with combustible and slow-burning insulation, sticking floor coverings and finishing the premises using combustible varnishes, adhesives, mastics and other combustible materials.

Gas cylinders during their storage, transportation and operation must be protected from sunlight and other heat sources.

Cylinders installed indoors must be at least 1 m, and from heat sources with open fire at least 5 m.

Actions upon detection of a fire

(Here you should give examples of fires that took place at the enterprise. If the enterprise is not required by the standards technical means alerting people about a fire, it is necessary to familiarize yourself with the accepted procedure for alerting people about a fire.)

If a fire or signs of burning are detected (smoke, burning smell, temperature increase, etc.), you must immediately inform your immediate supervisor and the fire brigade by phone (in this case, you must give the address of the object, the place of the fire, and also inform your last name and order of approach to the object).

Take, if possible, measures to evacuate people, extinguish the fire and preserve material assets. When extinguishing a fire with fire extinguishers, the necessary safety measures should be observed (Fig. 11 and 12).

The head of the organization (or a person replacing him) or a person duly appointed responsible for ensuring fire safety, upon arrival at the fire site, must:

- report the occurrence of a fire to the fire brigade, notify the management and duty services of the facility;

- in the event of a threat to people's lives, immediately organize their rescue, using the available forces and means for this;

- check operation automatic systems fire protection (notifying people about a fire, fire extinguishing, smoke protection);

- if necessary, turn off the electricity (with the exception of fire protection systems), stop the operation of transporting devices, units, apparatuses, shut off raw materials, gas, steam and water communications, stop the ventilation systems in the emergency and adjacent premises, take other measures to prevent development of fire and smoke in the premises of the building;

- stop all work in the building (if it is permissible by technological process production), except for works related to fire extinguishing measures;

- remove all employees who are not involved in extinguishing the fire outside the danger zone;

- to carry out a general fire extinguishing guidance (taking into account the specific features of the facility) before the arrival of the unit fire brigade;

- ensure compliance with safety requirements by employees participating in fire extinguishing;

- simultaneously with extinguishing the fire, organize the evacuation and protection of material assets;

- organize a meeting of fire departments and assist in choosing the shortest way to get to the fire;

- inform the fire departments involved in extinguishing fires and conducting related emergency rescue operations with information about hazardous (explosive), explosive, highly toxic substances processed or stored at the facility, necessary to ensure the safety of personnel.

Upon the arrival of the fire department, the head of the organization (or a person replacing him) informs the head of the fire extinguishing about constructive and technological features object, adjacent buildings and structures, the quantity and fire hazard properties of stored and used substances, materials, products and other information necessary for the successful elimination of a fire. The fire drill registration log, the sample of which is presented in our article, should be kept by each organization. Responsible for filling it out is a specially trained person instructing workers fire safety at the enterprise.

During regular inspections, employees fire inspection be sure to check the existence of this document and the correctness of filling.

According to clause 10 of the Fire Safety Standards “Training fire safety measures for employees of organizations” (approved by order of the Ministry of Emergency Situations of the Russian Federation dated 12.12.07 No. 645), information about employees who have been instructed is recorded in the journal.

The form of the accounting journal and the procedure for filling it out are attached to the above norms (Appendix 1 to clause 10 of the Norms).

The magazine is made from sheets of A4 paper. Its pages are numbered and stitched with threads. The ends of the threads are fastened with a control seal or the seal of the organization. The seal or seal specifies the exact number of sheets in the magazine.

The cover indicates the name of the enterprise, the full name of the head, as well as the person responsible for filling out and maintaining the document. Start and end dates are fixed.

Introductory fire drill

As noted above, all new employees undergo training. This rule applies to both full-time employees, and for business travelers. And also for students and trainees.

The training is conducted by the head of the enterprise or a specialist appointed by his order. In any case, the instructor must be trained in the fire-technical minimum program and have an official document confirming knowledge.

The course program is approved by the head or the person responsible for fire safety. Appendix 2 of the Order of the Ministry of Emergency Situations of Russia No. 645 lists in detail the items that should be included in it. In short, employees should be told:

    about the legislation in the field of fire safety;

    about the specifics of the organization in this area;

    on general measures for the prevention of fires and extinguishing fires.

After the briefing has been carried out and knowledge has been verified, the instructor records the data of employees in the fire safety introductory briefing log. Each employee who attended the course must sign for the briefing.

What threatens the organization with the absence of a document

The absence of a magazine is a violation of fire safety requirements, for which Art. 20.4 of the Code of Administrative Offenses of the Russian Federation provides for administrative responsibility.

TO official responsible for fire safety in the organization, as well as the organization itself, may be punished in the form of a warning or a fine. Depending on the circumstances of the case, the fine varies from 6,000 to 15,000 and from 150,000 to 200,000 rubles.

The penalties for failing to comply with this obligation are severe. But the consequences of a fire can be even more serious. Therefore, the head of each organization should pay close attention to the timely training of employees.
