1. Scope and general provisions

1.1. Sanitary rules "Organization and conduct of production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures" (hereinafter - sanitary regulations) determine the procedure for organizing and conducting production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures and provide for the obligations of legal entities and individual entrepreneurs to fulfill their requirements.

1.2. Sanitary rules were developed in accordance with the Federal Law "On the sanitary and epidemiological well-being of the population" dated March 30, 1999 No. 52-FZ (Collected Legislation of the Russian Federation, 1999, No. 4, art. 1650), Decree of the Government of the Russian Federation dated July 24, 2000 No. 554 “On Approval of the Regulations on the State Sanitary and Epidemiological Service of the Russian Federation and the Regulations on State Sanitary and Epidemiological Regulation” (Collected Legislation of the Russian Federation, July 31, 2000, No. 31, Article 3295).

1.3. real sanitary regulations are intended for legal entities and individual entrepreneurs preparing for commissioning and / or manufacturing, storing, transporting and selling products, performing work and providing services, as well as for bodies and institutions of the State Sanitary and Epidemiological Service of the Russian Federation, exercising state sanitary and epidemiological supervision .

1.4. When developing sanitary rules for certain types of activities and production processes, making additions and changes to the current sanitary rules, it is necessary to include in them, as an independent section, the requirements for the organization and implementation of production control.

1.5. Legal entities and individual entrepreneurs, in accordance with their activities, are obliged to comply with the requirements health legislation, as well as resolutions, instructions and sanitary and epidemiological conclusions of officials of bodies authorized to exercise state sanitary and epidemiological supervision, including:

· develop and carry out sanitary and anti-epidemic (preventive) measures;

· ensure the safety for human health of the work performed and the services provided, as well as products for industrial purposes, food products and goods for personal and household needs during their production, transportation, storage and sale to the population;

· exercise production control, incl. through laboratory research and testing, compliance with sanitary rules and sanitary and anti-epidemic (preventive) measures in the performance of work and the provision of services, as well as in the production, transportation, storage and sale of products.

2. The procedure for organizing and conducting production control

2.1. Production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures (hereinafter - production control) carried out by legal entities and individual entrepreneurs in accordance with their activities to ensure control over compliance with sanitary rules and hygiene standards, the implementation of sanitary and anti-epidemic (preventive) measures.

2.2. aim production control is to ensure the safety and (or) harmlessness for humans and the environment of the harmful effects of production control objects through the proper implementation of sanitary rules, sanitary and anti-epidemic (preventive) measures, organizing and monitoring their compliance.

2.3. Objects production control are industrial, public premises, buildings, structures, sanitary protection zones, zones sanitary protection, equipment, transport, technological equipment, technological processes, workplaces used to perform work, provide services, as well as raw materials, semi-finished products, finished products, production and consumption waste.

2.4. Production control includes:

a) the availability of officially issued sanitary rules, methods and techniques for monitoring environmental factors in accordance with the activities carried out;

b) implementation (organization) laboratory research and tests in the cases established by these sanitary regulations and other state sanitary and epidemiological rules and regulations:

At the border of the sanitary protection zone and in the zone of influence of the enterprise, on the territory (production site), at workplaces in order to assess the impact of production on the human environment and human health;

Raw materials, semi-finished products, finished products and technologies for their production, storage, transportation, sale and disposal; b) implementation (organization) of laboratory research and testing:

c) organization of medical examinations, professional hygiene training and certification of officials and employees of organizations whose activities are related to the production, storage, transportation and sale of food products and drinking water, the upbringing and education of children, public utilities and consumer services to the population;

d) control over the availability of certificates, sanitary and epidemiological conclusions, personal medical books, sanitary passports for transport, other documents confirming the quality, safety of raw materials, semi-finished products, finished products and technologies for their production, storage, transportation, sale and disposal in cases provided for by applicable law;

e) justification of safety for humans and environment new types of products and technologies for their production, safety criteria and (or) harmlessness of industrial and environmental factors and the development of control methods, incl. during storage, transportation and disposal of products, as well as the safety of the process of performing work, providing services;

f) keeping records and reporting established by the current legislation on issues related to the implementation of production control;

g) timely informing the population, local authorities, bodies and institutions of the state sanitary and epidemiological service of the Russian Federation about emergency situations, production shutdowns, violations of technological processes that pose a threat to the sanitary and epidemiological well-being of the population;

i) visual control by specially authorized officials (employees) of the organization for the implementation of sanitary and anti-epidemic (preventive) measures, compliance with sanitary rules, development and implementation of measures aimed at eliminating the identified violations.

2.5. The nomenclature, volume and frequency of laboratory studies and tests are determined taking into account the sanitary and epidemiological characteristics of production, the presence of harmful production factors, the degree of their impact on human health and the environment. Laboratory studies and tests are carried out by a legal entity, an individual entrepreneur independently, or with the involvement of a laboratory accredited in the prescribed manner.

2.6. Program (plan) production control is drawn up by a legal entity, an individual entrepreneur prior to the commencement of activities, and for operating legal entities, individual entrepreneurs affecting the sanitary and epidemiological situation and (or) endangering the sanitary and epidemiological well-being of the population - no later than three months from the date of entry into force of these sanitary regulations without expiration date . Necessary changes, additions to the program (plan) production control are made when changing the type of activity, production technology, other significant changes in the activities of a legal entity, an individual entrepreneur.

The developed program (plan) of production control is approved by the head of the organization, an individual entrepreneur or duly authorized persons.

2.7. Events for holding production control carried out by legal entities and individual entrepreneurs. Responsibility for the timeliness of the organization, the completeness and reliability of the ongoing production control is borne by legal entities, individual entrepreneurs.

2.8. Legal entities and individual entrepreneurs provide information on the results of production control at the request of the authorities authorized to exercise state sanitary and epidemiological supervision.

3. Requirements for the program (plan) of production control

Program (plan) of production control (hereinafter - program) is drawn up in any form and must include the following data.

3.1. A list of officially issued sanitary rules, methods and techniques for monitoring environmental factors in accordance with the activities carried out.

3.2. The list of officials (employees) who are entrusted with the functions of exercising production control.

3.3. List of chemicals, biological, physical and other factors, as well as objects of production control that pose a potential hazard to humans and their environment (control critical points), for which it is necessary to organize laboratory studies and tests, indicating the points at which sampling is carried out (laboratory studies and tests are being carried out); frequency of sampling (laboratory research and testing)*.

* The basis for determining the list chemical substances, biological, physical and other factors, selection of points where sampling, laboratory research and testing are carried out, determining the frequency of sampling and research, incl. in the sanitary protection zone and in the zone of influence of the enterprise, are sanitary rules, hygienic standards and data from the sanitary and epidemiological assessment.

3.4. The list of positions of employees subject to medical examinations, professional hygiene preparation and attestations.

3.5. A list of works and services carried out by a legal entity, an individual entrepreneur, manufactured products, as well as types of activities that pose a potential danger to humans and are subject to sanitary and epidemiological assessment, certification, licensing.

3.6. Measures that provide for the justification of the safety for humans and the environment of products and the technology of its production, criteria for the safety and (or) harmlessness of industrial and environmental factors and the development of control methods, incl. during storage, transportation, sale and disposal of products, as well as the safety of the process of performing work, providing services.

3.7. List of accounting and reporting forms established by the current legislation on issues related to the implementation of production control.

3.8. The list of possible emergencies associated with production shutdowns, violations technological processes, other situations that pose a threat to the sanitary and epidemiological well-being of the population, in the event of which the population, local authorities, bodies authorized to exercise state sanitary and epidemiological supervision are informed.

3.9. Other activities that are necessary for effective control over compliance with sanitary rules and hygiene standards, the implementation of sanitary and anti-epidemic (preventive) measures. The list of these measures is determined by the degree of potential danger to a person of the activity (work performed, service provided) carried out at the facility of production control, the capacity of the facility, and possible negative consequences of violations of sanitary rules.

4. Features of production control in the implementation certain types activities

4.1. Production control is carried out using laboratory research, tests on the following categories of objects:

a) industrial enterprises (objects): workplaces, production facilities, production sites (territory), the border of the sanitary protection zone, raw materials for the manufacture of products, semi-finished products, new types of industrial and technical products, food products, new technological processes (technologies production, storage, transportation, sale and disposal), production and consumption waste (collection, use, neutralization, transportation, storage, processing and disposal of waste).

Production control includes laboratory research and testing of production environment factors (physical factors: temperature, humidity, air velocity, thermal radiation;

non-ionizing electromagnetic fields (EMF) and radiation - electrostatic field; permanent magnetic field (including hypogeomagnetic); electric and magnetic fields of industrial frequency (50 Hz); broadband EMF created by PC; electromagnetic radiation of the radio frequency range; broadband electromagnetic pulses;

electromagnetic radiation of the optical range (including laser and ultraviolet); ionizing radiation; industrial noise, ultrasound, infrasound; vibration (local, general); aerosols (dusts) of predominantly fibrogenic action; lighting - natural (absence or insufficiency), artificial (insufficient illumination, illumination pulsation, excessive brightness, high uneven distribution of brightness, direct and reflected glare); electrically charged air particles - air ions; aerosols of predominantly fibrogenic action (APFD); chemical factors: mixtures, incl. certain substances of biological nature (antibiotics, vitamins, hormones, enzymes, protein preparations) obtained by chemical synthesis and / or for the control of which methods of chemical analysis are used, harmful substances with a highly directed mechanism of action, harmful substances of hazard classes 1-4; biological factor).

Frequency of production laboratory control harmful factors of the production environment can be reduced, but not more than twice as compared with the normalized indicators by industrial enterprises(industrial facilities) in cases where they have not been observed for a number of years, but not less than 5 years, exceeding the MPC and MPC based on the results of laboratory studies and measurements carried out by laboratories accredited for technical competence and independence, and establishing a positive trend in their sanitary - hygienic condition (carrying out effective sanitary and recreational measures, confirmed by the results of research and measurements of industrial environment factors, lack of registration of occupational diseases, mass non-communicable diseases and high level morbidity with temporary disability, except for production control harmful substances with a highly directional mechanism of action, harmful substances of 1-4 hazard classes and cases of changes in production technology).

b) water bodies used for drinking and domestic water supply and recreational purposes, located within the boundaries of urban and rural settlements.

Laboratory control is carried out over the compliance of drinking water with the requirements of sanitary rules, as well as the compliance of the water body with sanitary rules and the safety for human health of the conditions for its use;

When carrying out activities related to the release of all types of industrial, household and surface Wastewater from the territories of populated areas, production and other facilities, laboratory control over the work treatment facilities, the composition of discharged wastewater;

c) water supply facilities (operation of centralized, non-centralized, house distribution, autonomous drinking water supply systems for the population, drinking water supply systems at Vehicle Oh);

d) public buildings and structures: medical and preventive, dental, clinics, offices and other buildings and structures in which pharmaceutical and / or medical activities are carried out.

In the implementation of pharmaceutical and medical activities in order to prevent infectious diseases, including nosocomial diseases, control over compliance with sanitary and anti-epidemic requirements, disinfection and sterilization measures should be provided;

e) in the production of disinfectants, pest control and deratization agents, the provision of disinfection, pest control and deratization services, including monitoring the effectiveness of manufactured and used drugs, compliance with the requirements for their use, storage, transportation, disposal, as well as accounting and control of the number (population) of rodents and insects of production control objects during extermination measures.

4.2. When carrying out the production of disinfection, disinsection and deratization agents, the provision of disinfection, disinsection and deratization services, control over the effectiveness of manufactured and used drugs, compliance with the requirements for their use, storage, transportation, disposal, as well as accounting and control of the number (population) of rodents and insects of production control objects during extermination measures.

4.3. When operating water bodies, centralized, non-centralized, house distribution, autonomous drinking water supply systems for the population and drinking water supply systems on vehicles, laboratory control should be provided for the compliance of the drinking water quality of these systems with the requirements of sanitary rules, as well as the compliance of the water body with sanitary rules and the safety of human health conditions use.

4.4. When carrying out activities related to the release of all types of industrial, household and surface wastewater from the territories of populated areas, industrial and other facilities, laboratory monitoring of the operation of treatment facilities, the composition of discharged wastewater should be provided.

4.5. When carrying out activities related to the generation of production and consumption waste, control, including laboratory control, should be provided for the collection, use, neutralization, transportation, storage, processing and disposal of production and consumption waste.

5. Obligations of legal entities and individual entrepreneurs in the implementation of production control

When detecting violations of sanitary rules at the facility of production control, a legal entity, an individual entrepreneur must take measures aimed at eliminating the identified violations and preventing their occurrence, including:

· suspend or terminate its activities or the work of individual workshops, sections, the operation of buildings, structures, equipment, transport, the performance of certain types of work and the provision of services;

· stop using raw materials in production, materials that do not meet established requirements and those that do not ensure the release of products that are safe (harmless) for humans, remove from sale products that do not comply with sanitary rules and pose a danger to humans and take measures to apply (use) such products for purposes that exclude harm to humans, or to destroy them;

· inform the body authorized to carry out state sanitary and epidemiological supervision of the measures taken to eliminate violations of sanitary rules;

· take other measures provided by the current legislation.

6. Organization of state sanitary and epidemiological supervision over the implementation of production control

6.1. Supervision of the organization and conduct of production control by legal entities and individual entrepreneurs is integral part state sanitary and epidemiological supervision carried out by authorized bodies.

6.2. Bodies authorized to exercise state sanitary and epidemiological supervision, without charging legal entities and individuals at their request, are required to provide information on state sanitary and epidemiological rules, hygienic standards, methods and techniques for controlling human environmental factors that must be available at the facility , and on the list of chemicals, biological, physical and other factors for which the organization of laboratory research and testing is required, indicating the points at which sampling, laboratory research and testing are carried out, the frequency of sampling and laboratory research and testing.

6. General provisions

6.1. The production control program determines the procedure for organizing and conducting production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures and provides for the obligations of the organization's officials to comply with the requirements of sanitary rules. 6.2. Working conditions, workplace and labor process should not harmful effect per person. Requirements for ensuring safe working conditions for humans are established by sanitary rules and other regulatory legal acts Russian Federation. 6.3. Officials(heads of structural divisions of the organization) are obliged to exercise general control over the implementation of sanitary and anti-epidemic (preventive) measures to ensure safe working conditions for humans and the requirements of sanitary rules and other regulatory legal acts of the Russian Federation related to production processes and technological equipment, organization of workplaces, collective and personal means protection of workers, the regime of work, rest and welfare of workers, in order to prevent injuries, occupational diseases, infectious diseases and diseases (poisoning) associated with working conditions. 6.4. Working conditions with machines, mechanisms, installations, devices, devices that are sources of physical factors affecting a person (noise, vibration, ultrasonic, infrasonic effects, thermal, ionizing, non-ionizing and other radiation) should not have a harmful effect on a person. 6.5. Criteria for safety and (or) harmlessness of working conditions with sources of physical factors affecting a person, incl. extremely acceptable levels impacts are established by sanitary regulations. 6.6. The use of machines, mechanisms, installations, devices and devices, as well as the production, application (use), transportation, storage of substances, materials and wastes that are sources of physical factors affecting humans, are allowed if there are sanitary and epidemiological conclusions on the compliance of working conditions with sources physical factors of human impact on sanitary rules.

7. The procedure for organizing and conducting production control

7.1. Production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures (hereinafter referred to as production control) is carried out by officials of structural divisions and the administration of the organization, who are entrusted with the functions of exercising production control by order of the production unit in accordance with their activities to ensure monitoring compliance with sanitary rules and hygiene standards, the implementation of sanitary and anti-epidemic (preventive) measures. 7.2. The purpose of production control is to ensure the safety and (or) harmlessness for humans and the environment of the harmful effects of objects of production control through the proper implementation of sanitary rules, sanitary and anti-epidemic (preventive) measures, organizing and monitoring their observance. 7.3. The objects of production control are production, public premises, buildings, structures, sanitary protection zones, equipment, transport, technological equipment, technological processes, workplaces used to perform work, provide services. 7.4. Production control includes: 7.4.1. Availability of officially published sanitary rules, methods and techniques for monitoring environmental factors in accordance with the activities carried out. 7.4.2. Implementation (organization) of laboratory research and testing. 7.4.3. Organization of medical examinations. 7.4.4. Necessary changes, additions to the program (plan) of production control are made when changing the type of activity, production technology, other significant changes in the activities of a legal entity, individual entrepreneur. 7.7. The developed program (plan) of production control is agreed upon by the head of the Office of Rospotrebnadzor for the Belgorod Region, which carries out state sanitary and epidemiological supervision of the activities of a legal entity and is approved by the head of the organization. 7.8. Measures for conducting production control are carried out by officials of the structural divisions of the organization, which are entrusted with the functions of implementing production control by order of the production unit. 7.9. Structural divisions by territorial affiliation to the control bodies in the field of consumer protection and human well-being provide information on the results of production control at their request. 7.10. At the end of the year, a general report on the implementation of the production control program is submitted to the head of the Department Federal Service on supervision in the field of consumer protection and human well-being in the Belgorod region.

8. Duties of officials of the structural divisions of the organization, which are entrusted with the functions of exercising production control

8.1. The official, who is entrusted with the functions of exercising production control, upon revealing violations of sanitary rules at the object of production control, must take measures aimed at eliminating the identified violations and preventing their occurrence, including: 8.1.1. Suspend or terminate its activities or the work of individual workshops, sections, operation of buildings, structures / equipment, transport, performance of certain types of work and provision of services. 8.1.2. Stop using in the production of raw materials, materials that do not meet the established requirements and do not ensure the release of products that are safe (harmless) for humans. 8.2. Officials who are entrusted with the functions of implementing production control are required to: 8.2.1. Comply with the requirements of the Production Control Program. 8.2.2. Comply with the requirements of sanitary legislation, as well as resolutions, instructions and sanitary and epidemiological conclusions of officials exercising state sanitary and epidemiological supervision. 8.2.3. Develop and implement sanitary and anti-epidemic (preventive) measures. 8.2.4. To ensure the safety for human health of the work performed and the services provided. 8.2.5. Carry out production control, incl. through laboratory research and testing, compliance with sanitary rules and sanitary and anti-epidemic (preventive) measures in the performance of work and the provision of services, as well as in the production, transportation, storage and sale of products. 8.2.6. Provide hygiene training for employees.

9. Responsibility of officials for the implementation
Production control programs

9.1. Overall responsibility for the implementation of the production control program rests with the director of the organization. 9.2. Responsibility for the timeliness of the organization, completeness and reliability of the ongoing production control rests with the heads of structural divisions. 9.3. By order of the organization, officials are appointed to exercise production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures. 9.4. For violation of the sanitary legislation for officials who are entrusted with the functions of exercising production control, disciplinary and administrative liability is established in accordance with the legislation of the Russian Federation and the collective agreement of the organization.

10. Activities providing justification

10.1. Measures that provide justification of human safety are: 10.1.1. Conducting production control over compliance with sanitary and hygienic (preventive) measures by responsible officials. Officials responsible for the implementation of production control are appointed by order (Appendix 2). 10.1.2. Conducting laboratory studies of the influence of substances, biological, physical and other factors on a person. Laboratory studies are given in Appendix 3. 10.1.3. Carrying out periodic medical examinations of personnel employed in hazardous working conditions in accordance with the requirements of current legislation. Requirements for ensuring safe working conditions for a person are established by sanitary rules and other regulatory legal acts of the Russian Federation.

6. The procedure for organizing and conducting production control

Production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures (hereinafter referred to as production control) is carried out by officials of structural divisions and the administration of the organization, who are entrusted with the functions of exercising production control by order of the production unit in accordance with their activities to ensure monitoring compliance with sanitary rules and hygiene standards, the implementation of sanitary and anti-epidemic (preventive) measures.

The purpose of production control is to ensure the safety and (or) harmlessness for humans and the environment of the harmful effects of objects of production control through the proper implementation of sanitary rules, sanitary and anti-epidemic (preventive) measures, organizing and monitoring their observance. The objects of production control are production, public premises, buildings, structures, sanitary protection zones, equipment, transport, technological equipment, technological processes, workplaces used to perform work, provide services.

Production control includes:

7. Duties of officials of structural divisions of the organization

The official, who is entrusted with the functions of exercising production control, upon revealing violations of sanitary rules at the object of production control, must take measures aimed at eliminating the identified violations and preventing their occurrence, including:

8. Responsibility of officials for the implementation of the Production Control Program

Overall responsibility for the implementation of the production control program rests with the director of the organization. Responsibility for the timeliness of the organization, completeness and reliability of the ongoing production control rests with the heads of structural divisions. By order of the organization, officials are appointed to exercise production control over compliance with sanitary rules and the implementation of sanitary and anti-epidemic (preventive) measures.

For violation of the sanitary legislation for officials who are entrusted with the functions of exercising production control, disciplinary and administrative liability is established in accordance with the legislation of the Russian Federation and the collective agreement of the organization.

9. Measures providing justification of safety for humans and the environment

The measures providing for the justification of safety for a person are:

1. Maintenance by responsible officials of production control over compliance with sanitary and hygienic (preventive) measures. Officials responsible for the implementation of production control.

2. Conducting laboratory studies of the influence of substances, biological, physical and other factors on a person.

3. Carrying out periodic medical examinations of personnel employed in hazardous working conditions, in accordance with the requirements of the current legislation.

4. Issuance of washing and disinfecting agents to employees.

5. Issuance of milk or other equivalent food products to workers employed in jobs with harmful working conditions in accordance with the requirements of the law. The list of professions of employees of the organization engaged in work with harmful working conditions, for which the right to issue 0.5 liters of milk or other equivalent products has been established.

6. Issuance of overalls, footwear and other PPE to employees in accordance with the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment, approved. Decree of the Ministry of Labor of Russia dated 08.12.1997 No. 61, and the collective agreement.

7. Measurements of emissions of pollutants into the atmosphere from stationary sources and in the sanitary protection zone.

8. Monitoring the quality of network water at facilities operating on an open hot water supply scheme, and facilities that prepare network water for hot water supply.

9. Quality control of make-up network water during corrective alkalization of water in an open heat supply system with water in a closed heat supply system.

10. Wastewater quality control in accordance with agreements with water supply and sewerage enterprises.

11. Control of the discharge of standard clean water into water bodies.

12. Quality control of technical water of artesian wells.

13. Soil control in the first zone of the sanitary protection zone of technical water supply sources and fuel oil storage areas.

14. Prevention of diseases through medical examinations, vaccination of personnel.

15. Taking measures to prevent possible emergencies that pose a threat to the sanitary and epidemiological well-being of the population.

16. Training of personnel in the rules for fulfilling the requirements of sanitary legislation and sanitary standards.

17. Carrying out measures for disinfestation and deratization of the necessary objects.

18. Carrying out certification of workplaces for working conditions in accordance with the requirements of the current legislation.

19. Maintenance of order and conditions of maintenance of the territory, corresponding to sanitary rules.

20. Compliance with the conditions for the collection, accumulation, removal and disposal of production and consumption waste in accordance with the requirements of sanitary rules.
