Permission to use Rostekhnadzor (RTN) was issued in accordance with:

For which devices and objects it was necessary to obtain a Permit for the use of Rostekhnadzor

Rostekhnadzor issues a permit for devices operated at production facilities (sites or workshops) classified as "dangerous". Their list can be clarified in Order 112, which applies to both domestic equipment and imported devices, or call our company. Only the central office of Rostekhnadzor has the competence to issue a permit for hazardous equipment of foreign production.

The procedure for obtaining permission from Rostekhnadzor.

  1. Analysis of technical documentation. Corrective actions of technical documentation in accordance with safety regulations. As a rule, this stage takes only 1 day.
  2. The second stage, one of the most important, is the Expertise of Industrial Safety (EPB). On the basis of the submitted technical documentation, an EPB is developed in accordance with the rules for conducting an EPB (PB 03-246-98), with Amendment No. 1 (PBI 03-490 (246) -02). This procedure takes 2 weeks.
  3. A package of documents is drawn up in accordance with the “Administrative Regulations of the FSETAN for the performance of the state function of issuing permits for the use of technical devices (Order of Rostekhnadzor No. 112 dated February 29, 2008) (download). The terms for the formation of a package of documents are about 3 working days.
  4. Maintenance of documentation for the approval of industrial safety expertise in the federal service. In accordance with the regulations, the period for obtaining a permit is 60 days.

A complete list of hazardous equipment that must pass an industrial safety review before operation is determined by Order No. 112 of Rostekhnadzor. This order applies both to equipment manufactured in the Russian Federation and to imported devices. Among them: lifting, mining equipment, technical devices for gas supply, electrical equipment of the 1st and 2nd explosion-proof groups and much more.

In the event that the imported equipment does not meet the industrial safety requirements of the Russian Federation, the applicant may make a request to Rostekhnadzor to conduct side events to improve security. When importing lifting equipment into Russia that was previously used in another territory, Rostekhnadzor permission can be obtained only after an industrial safety review.

How to get permission to use Rostekhnadzor?

On the basis of the "Regulations on the procedure for issuing permits for the use of technical devices at hazardous production facilities", Rostekhnadzor's permit is issued only after an industrial safety review. It is also necessary to obtain a certificate of compliance with technical regulations or a refusal explanatory letter, in cases where the equipment is not subject to mandatory certification. In addition to certificates of conformity, all technical documentation for devices with detailed drawings and diagrams must be provided. The terms and procedure for obtaining the procedure are established by the administrative regulations for the implementation state functions on issuance of permits for use from 2 to 6 months.

Documents for obtaining permission from Rostekhnadzor:

  • Application to Rostekhnadzor;
  • Certificates of assignment of TIN, OGRN;
  • Applicant's company statistics codes;

4. To find an authorized organization, you need to use the Internet. Now it is easily accessible and everyone has it. You know how to use the Internet, but which search engine to use here does not matter. Someone is used to searching through Yandex, someone through Google, but this is not about that now. You will need to type your request in the search box, but you should not type the conclusion of the industrial safety expertise, since by this request you will not find all the participants who provide services for obtaining Permission to Use. As you may have guessed, it is necessary to type the request - “Permission to use”, you can also type “Permission to use pumps” as you like, and now let's move on to the most important thing - the choice of the Contractor.

5. When selecting a contractor (Contractor), of course, each company has its own rules on this matter, but the simplest is the choice of a Contractor at an affordable price and deadline. Yes, but how to choose a quality artist, you ask me? I answer, for this it is enough just to talk with the manager and understand how quickly and adequately he answers your questions, and of course it would not be superfluous to clarify the age of the company in the field of these services, as well as the availability of a license. But in any case, you can protect yourself from risks only by drawing up and using a legally competent contract, this is the most reliable protection. At the same time, I recommend that you reflect in the contract a clear name of the service, the deadline for completion and a list of necessary documents that you will be required to perform services for obtaining a Permit for Use. Immediately after you have chosen the Contractor and concluded an agreement with him, you can proceed to the next stage on the way to achieving the goal.

6. This stage is the start of the countdown after you receive the Permit of Rostekhnadzor for the use of pumps. As soon as you have made an advance payment and provided a set of technical documentation and information, the countdown begins from this moment, but this does not mean that you can relax and sleep peacefully, no, this is not so. First of all, you need to get confirmation from the Contractor that the set of documents you sent is sufficient to complete the work. As soon as such confirmation is received, you can immediately relax and ask the Contractor for a work schedule plan, according to which you will gradually monitor the implementation of a particular stage. What is included in the stages of work?

There are only four of them:
Stage 1 development and approval in Rostekhnadzor of the program of acceptance testing methods. This stage is approximately 75 days, after which you should be given a letter of approval of the PMI;

The 2nd stage includes carrying out acceptance tests of your pumps according to the methodology agreed with Rostekhnadzor. The result of this stage will be the provision by you to the Contractor of the protocol of the test report with the presence of the territorial inspector of Rostekhnadzor;

Next 3rd and most milestone - this is an examination of industrial safety by an expert organization with a conclusion in which either a positive or negative conclusion will be written about the possibility of using these pumps at a hazardous production facility. Simply put, whether or not your pumps comply with industrial safety regulations. If they do, then we proceed to the last decisive stage, as a result of which, a Permit for the use of pumps will be obtained;

4th final stage. Preparation, execution and submission to Rostekhnadzor of a set of accompanying documentation in order to obtain RNP for pumps. The set of accompanying documentation includes: application, power of attorney, payment order on payment of the state duty - 2000 rubles, a certificate of conformity of pumps, agreed by the PMI with the protocols of acceptance tests, the conclusion of an industrial safety examination and technical documentation for pumps (manuals, drawings, passports, etc.) After all this set of documents has been submitted to Rostekhnadzor, do not be lazy and ask the contractor for an application with the mark of Rostekhnadzor on acceptance of the set of documents. From the moment of receiving this letter, it is necessary to wait approximately 30-35 days, after which, in accordance with the requirements of the Administrative Regulations, Rostekhnadzor is obliged to issue a notification letter on the approval (not approval) of the submitted EPB conclusion. As soon as you have this letter in your hands, you can understand with 100% certainty that the Permission to use will be exactly received and you just need to wait about 30 days, after which the cherished, long-awaited blue piece of paper called Permission to use the Federal Service for Environmental, Technological and Nuclear Supervision will be released!
