Criteria for determining the frequency and the scope of inspection control are the degree of potential danger of products, the stability of production, the volume of output, the availability of a quality system, the cost of conducting inspection control, etc.

The results of inspection control are formalized in an act that evaluates the results of sample tests and other checks, makes a conclusion about the state of production of certified products and the possibility of maintaining the validity of the issued certificate.

Mandatory certification of products (confirmation of conformity of products) is carried out on the basis of laws and legislative provisions and provides evidence of the conformity of a product (process, service) with the requirements of technical regulations, mandatory requirements in accordance with the legislation of the Russian Federation on technical regulation. Since mandatory certification relates to safety, protection of human health and the environment, therefore, the aspect of mandatory certification is safety and environmental friendliness.

Mandatory certification established by the legislation of the Russian Federation is a system of certification of products or services, the certification of which is mandatory requirement. Most often, mandatory certification is applied to products that may affect the safety of people, their property and environment, a mandatory certificate is issued for such products. Product certification includes various certification schemes. The most common is the issuance of a certificate of conformity for a contract, for serial production and for a specific batch of products.

Voluntary product certification

Voluntary certification is subject to products for which there are no mandatory safety requirements. At the same time, its implementation limits access to the market for low-quality products by checking such indicators as reliability, aesthetics, economy, etc.

Voluntary certification is carried out in accordance with the Law of the Russian Federation "On Certification of Products and Services" at the initiative of applicants (manufacturers, sellers, performers) in order to confirm the compliance of products (services) with the requirements of standards, specifications, recipes and other documents determined by the applicant. (The Law of the Russian Federation "On Certification of Products and Services" dated June 10, 1993 N5151-1 became invalid after six months from the date of official publication.) Voluntary certification is carried out on the terms of an agreement between the applicant and the certification body.
