The amount of the grant to a novice farmer per year. How small businesses can get financial support from the state

When it became clear that European and American sanctions against Russia would not be lifted soon, the government began to actively support the financial and informational sphere Agriculture, to grocery stores were filled with domestic food products. The Ministry of Agriculture made a proposal to allocate funding for the development of farming in the regions, and the Government approved it, thanks to which more than 17 billion rubles were allocated from the budget to support the agricultural industry. Let's figure out what kind of subsidies for agriculture for development can be issued in 2019, and what conditions must be met for this.

What is the purpose of subsidies for agriculture for development

The current economic situation and the difficulties associated with running an agricultural business do not allow farmers to cope with the development and expansion of their own business on their own - they have to seek help from the Government. In order to diversify the Russian production market with locally produced food, the state annually allocates budgetary funds to finance problematic areas of agriculture. Key assistance measures include:

  1. Budget policy adjustment aimed at allocating additional investment in the agricultural sector. The authorities first find out which sectors are the most priority, and then assign subsidies interest rates on loans for the development of the agro-industrial complex, compensation under leasing agreements issued on necessary equipment.
  2. Budget subsidies, expressed in the purposeful appropriation of the unprofitable sale of agricultural products during a bad harvest. It is also possible to allocate compensation to farmers for lost profits while curbing the increase in the cost of socially significant products.
  3. Providing loans at preferential rates, priority investment of money in agricultural projects, development of special forms of insurance (against the death of breeding stock, against spoilage cultivated plants when grown in areas of risky agriculture).
  4. Planning for future investments in the agricultural industry, making forecasts for their development, developing assistance projects.

What areas of activity are considered priority

The program of active support for agriculture is designed for 2013-2020. It is assumed that by then the industry will be strong and will expand on its own.

  • creation of new jobs and areas of work;
  • level up wages in branch;

Startup Farmer Support Program

The essence of the program is to support farmers who are just starting farming. Since the launch of such a business is difficult, the Government decided to provide financial assistance so that the enthusiasm of entrepreneurs does not go out even at the start.

The amount of the subsidy and conditions for participation in the program

State assistance under this program consists in providing a one-time subsidy for the improvement of the economy (no more than 300 000 rubles) or in the issuance of an expansion grant ( one and a half million rubles). It is allowed to spend funds on the purchase of a plot of land, a stock of feed for livestock, seeds, livestock poultry and farm animals.

How to get a grant under the Beginner Farmer program

To try to get a grant, you need to draw up a detailed and competent business plan, on the basis of which the grant funds will be spent. It must be sent to the Ministry of Agriculture of the territorial entity at the place of registration of the farm. The package of documents does not differ from what we considered above. You will not have to defend the project publicly - the expert commission will consider the submitted papers on its own and make a decision within 15 days from the date of application.

Support program “Family Animal Farm”

The goals of this state program are assistance in the development of a family farm (in which there are no other workers except relatives, both close and distant), an increase in the number of farm animals, development social structure rural settlement. The funds are allocated in the form of a development grant.

Grant size and conditions for participation in the program

The amount of the grant is not a fixed amount and depends on the farm development business plan drawn up and submitted for consideration by the commission - the subsidy will be provided in the amount of 60% of total amount estimated costs (but not more than 10 million rubles). In this case, it is necessary to present documents proving the presence of the remaining 40% percent on the personal account (for this purpose, you can take a loan).

This project designed for those representatives of the agricultural business who produce meat and dairy products. The main conditions for participation in the program are:

  • the absence in the past of cases of receiving any grants for the development of small and medium-sized businesses or for the opening of a peasant farm;
  • the minimum period of operation of the farm before applying is 12 months;
  • at least three farm workers.

As in the case of other programs, it will be necessary to fill out a questionnaire for the participant of the competitive selection, which must be transferred to the agricultural department of the region where the enterprise is located. Funds for financing the project are allocated from the federal budget, but local authorities manage the money, which also have the right to pay funds from the regional budget.

Hello! Today we will talk about subsidies and grants for agriculture in 2018.

In connection with the sanctions rhetoric against our state, serious measures are being taken that are aimed at developing and raising the level of agriculture. This year, the state plans to allocate an even more serious amount of funds for this industry.

Types of grants for agriculture

Grant programs allow farmers and owners to access new level development, to build an economy that will be successful in economic terms.

Now let's look at what grants are:

  • Grants allocated for conducting communications at agricultural enterprises, for, for the construction of various facilities in agriculture;
  • Subsidizing measures to modernize the economy;
  • Subsidizing to pay off payments for;
  • Partial reimbursement of funds spent on construction works for the construction of production facilities;
  • Grants for the purchase of farm animals;
  • Compensation of funds spent on fertilizers.

In general, there are 2 options for supporting the agricultural sector. Grants given by the state to start-up farmers and family farms.

A novice farmer who meets certain criteria, which will be discussed below, can apply for such a grant.

Criteria for professional assessment

  1. The professionalism of a farmer who applies for a grant for agricultural development. This criterion is met by: farmers with higher education(preferably profile ones), having recommendations from local authorities;
  2. The presence of a well-written, in which: formulated goals for the future, ways to achieve them, resources used, end result.
  3. Availability ;
  4. Availability of objects in the property for the implementation of the goals;
  5. Plans for the implementation of the marketing of finished products.

The final criterion for evaluation is the following: how significant the proposed project is for society.

Taking into account all the above criteria, the commission selects the most worthy participant in the competition.

Requirements for applicants

  • Citizenship of the Russian Federation;
  • The position of the head of the KFH, and the current one is less than 2 years;
  • With at least 3 years of experience in the agricultural sector;
  • The applicant did not receive state. support earlier;
  • The applicant must live in the area where his farm is located.

Grant procedure

To implement all the ideas of a novice farmer, in any case, a certain amount of Money, without them anywhere. The only problem is that not everyone has these funds, and not everyone knows. It is in such cases that the state is ready to provide assistance in the form of a grant for the development of farming.

Grant - type financial assistance, which does not need to be returned, but the person who received it must provide reporting for the funds spent.

To get this help, you need to complete several tasks. Therefore, we will dwell on some of the subtleties and nuances of the procedure for obtaining support from the state.

First of all, it is worth considering that the proposed project should be of interest to the members of the expert commission. This needs to be reviewed before the application is submitted.

The funds received as a grant cannot be spent at your own discretion: you will need to account for them.

Now consider what documents are needed for a successful application:

  • Completed application form;
  • A photocopy of an identity document;
  • Photocopy of the diploma;
  • Business plan;
  • Correctly completed application form;
  • Recommendations;
  • Consent for the processing of personal data;
  • Copies of the Charter;
  • A certificate confirming that the applicant is indeed a small business entity.

If the commission requires a number of other documents, they will need to be provided.

The entire amount of the grant is not given out in full, the transfer takes place in shares.

If a farmer receives a grant for the development of agriculture, he will also need to pay taxes after receiving each tranche. Another important point: if the purpose of obtaining funds is any equipment, then it will be provided to the entrepreneur, and not financial resources for the acquisition.

Regarding grants for the creation of a farm, it is worth saying that they can be obtained not only from Russian investors, but also from foreign ones. Therefore, before submitting an application, it should be clarified who exactly is the investor, since their requirements differ significantly from each other.

Having studied these requirements in advance, you can adjust your business plan in accordance with their requests. For example, it is especially important for investors from other countries to use the funds received for their intended purpose, while domestic sponsors are more interested in the number of potential jobs that will be created if the project is implemented.

If we talk about receiving a grant for the development of peasant farms and farms, here preference is given to those who are ready not only to ask for money from the state, but also to contribute their own funds to the development of the business.

Other types of support

In addition to the grant, young farmers can also take advantage of one-time state assistance. The decision to issue it is also made by a commission of experts, and you can spend it on repairing or purchasing housing, purchasing furniture, office equipment, installing the Internet, conducting various communications, etc.

Conclusion of the contract and transfer of funds

After the farmer is recognized as the winner in the competition for the distribution of funds, an agreement is concluded between him and the Ministry of Finance, on the basis of which a grant is accrued. Funds will be credited within 5 days from the date of signing the contract.

The following items are included in the contract:

  • The amount of funds to be allocated;
  • The purpose of the allocation of funds;
  • Commitment to carry out agricultural activities within 5 years after the grant was issued;
  • Agreed reporting deadlines;
  • The level of responsibility of the parties to the contract for violation of its clauses;
  • The procedure for the return of funds not used for the implementation of the project.

Financial resources are transferred from the personal account of the Ministry to an account opened in the name of the recipient of the money. The term of the transfer is usually stipulated in the contract concluded earlier.

The maximum amount of a grant that can be allocated to one person is 1,500,000 rubles, and a one-time support is 250,000 rubles.

How to get a grant from private investors

A novice farmer can apply for a grant not only from the state, but also from a private foundation. Typically, such funds finance the grantee in stages. If the first amounts are disbursed successfully and the reporting for their use does not contain violations, the next part of the funds is paid.

An important point of addressing private investors is that they are unlikely to be interested in small projects. But if you think globally and can justify your plans, it is quite possible that you will be interested and provide the necessary financial support.

Based on the experience of people who have already participated in the competition for grants, we can give a few practical advice those who are just planning to try to get state support.

  1. Each region has its own specific moments of the competition. This must be taken into account and clarified such information in advance in order to be fully prepared;
  2. You need to register with the Federal Tax Service only after a detailed study of all documents on the competition. Otherwise, there is a risk of being denied access to it.
  3. Consider the expiration dates of all certificates so that you do not have to collect them again;
  4. Take your business plan seriously. The commission studies this document especially carefully;
  5. Study all the conditions for granting a grant in your region of residence;
  6. Strictly observe the deadlines for the submission of reporting documents.

Responsibility for misuse of the grant

If during the proceedings it is proved that the recipient of the grant did not plan to use it for its intended purpose, but only received and appropriated these funds, or did not report for them to deadlines, this act can be qualified under the article "Fraud".

Also, such an offense can be qualified under the article “Misuse of budgetary funds”, which already entails criminal liability.

What would you like to say, ending today's conversation? If a farmer receives a grant, many will benefit: residents of a particular area will buy local products, the farmer will make a profit, and hence the opportunity to expand his business.

What is the benefit of the state? The less imported agricultural products will be sold in our country, the less external influence will be rendered to her. But this story is from another area.

In 2012, a long-term program "How to become a farmer from scratch" was launched in Russia, aimed at developing the agricultural sector. the main objective new policy- for the period from 2013 to 2020 inclusive - to increase the number of farms and improve the productivity of the national agricultural sector. As part of the implementation of the goals set, an effective algorithm has been developed on how to become a farmer from scratch. State subsidies and grants will help in this in 2019.

Farming: activities

There are several classifications of activities in the farm. And before initiating the procedure for obtaining a subsidy for a novice farmer, you will have to familiarize yourself with each category of work. Depending on the chosen direction, the receipt of subsidies and grants will depend.

There are such types of agricultural production:

  • storage of finished products;
  • implementation of the results;
  • transportation;
  • processing and production of products.

Such distribution is also allowed depending on the territorial location of the future enterprise:

  • placement at the borders settlements;
  • organization within the existing farming;
  • detached turnkey building;
  • the formation of extensive production far from populated areas with great view works.

Depending on the types of work, the following types of farms can be defined:

  • horse breeding;
  • poultry farming;
  • breeding cows, goats, pigs;
  • cultivating land for growing vegetables;
  • cultivation of grain crops;
  • potato breeding;
  • beekeeping;
  • fishing;
  • growing fruits and berries.

But subsidies to farmers in 2019 will be provided in the following areas:

  • payment of fertilizer costs;
  • compensation for the purchase of farm animals;
  • financial investments to improve production;
  • partial payment for construction work;
  • rental compensation;
  • covering the costs of arranging ready-made territories.

Beginning Farmer Program

According to statistics, more than a third of the results of farm production is the merit of small farms. Therefore, in 2019, the Ministry of Agriculture decided to increase the amount of subsidies. The list of purposes for which the Startup Farmer grant can be spent has also increased.

The amount of the transfer and the conditions for obtaining the grant "Beginner Farmer"

This year, two targeted areas are provided, which are covered by funds from state budget. Grants for start-up farmers and a one-time payment in 2019 will go to:

  • improvement of living conditions;
  • farm modernization.

Benefits for novice farmers in 2019 can be provided only after the following conditions are met:

  • more than ten years of experience in the field of agricultural production;
  • higher education in this area;
  • letters of recommendation from places of previous employment;
  • rich and sensible business plan;
  • the possibility of self-investment (payment of at least a tenth of the costs);
  • business experience up to two years;
  • confirmation of the sources of sales of products.

Important! The chosen type of farming should be relevant for the region. And also it is necessary to prove the demand for the future enterprise.

Family Animal Farm Program

There is another possibility, how to become a farmer from scratch, receiving subsidies from the state. This is the organization of production, in which people who are related by ties of kinship work. If there are more than a hundred animals, it is allowed to attract outside workers. But only seasonal or temporary workers, and no more than five people.

Transfer amount and terms of provision

According to the requirements, the maximum cannot exceed 30,000,000 rubles. And the benefit provided should cover up to 60% of all expenses. The remaining 40% is the farmer's own investment. And at least a quarter of this amount must be available, the remaining 30% is the loan money.

But the maximum size of the subsidy for beginner farmers depends on the capabilities of the region, for example, in the Altai Territory it is a maximum of 3 million rubles. The main requirements that are mandatory for receiving a grant include:

  • participants must be relatives;
  • obligatory Russian citizenship of all persons and registration in the region;
  • independent participation in the conduct of business;
  • the family already has an enterprise that has been operating for more than 12 months;
  • So far no subsidies have been received.

How to write a business plan

Subsidizing farms, as mentioned above, occurs in specific amounts of money. This is the amount of funds necessary for the development of an agricultural enterprise in order to obtain further benefits, both for the farmer himself and for the investor, that is, the state.

The procedure for granting subsidies excludes the possibility of misuse of funds. And, in addition to the fact that recipients of finance are required to keep receipts for the amounts used, a preliminary spending plan is also required. In practice, such a document is called a business plan.

The main task of planning is the calculation of possible costs, the size of future benefits and ways to achieve it. Getting acquainted with the provided papers, state bodies assess the feasibility of the enterprise and the need to invest in its development. For the farmer himself, who wants to receive an allowance, a sound business plan is a guarantee of satisfaction of the petition.

When compiling a document, you need to use the following sections:

  • the title page is a page that contains the name of the farm, the direction of its activities, location and period of the Program;
  • summary is the main part of the document, which should contain detailed description the project, its advantages over competitors, ways of implementation and the size of the potential benefits for all participants;
  • setting goals - the ways of implementing the Program and the possible costs for each item are described in detail;
  • financial costs - this section will have to be drawn up very carefully, since it is important for investors to understand the feasibility of investments and the timing of the return of money.

The most important thing is to attract attention, since the subsidies of the Ministry of Agriculture for novice farmers are given selectively. It is very important to clearly show your advantages and capabilities over competitors.

Required documents

In order to be able to receive payments, you need to collect a package of such documents.

In any region, a novice entrepreneur is provided with at least two types of state assistance:

  1. Subsidy under the program of self-employment of the population in the employment center. Unemployed citizens will be allocated 58,800 rubles for these purposes.
  2. A grant of 300 thousand rubles from the Ministry of Economic Development of the Russian Federation.

Subsidies

Each region of our country has certain quotas for the provision of subsidies. You can find out their number at the employment center. If there are few subsidies in your area, consider whether it is worth fighting for - the amount is not high. There are regions where, since 2015, such subsidies have been allocated only to residents of single-industry towns or already existing entrepreneurs.

It is possible to get the approval of the commission - it consists of no more than 6 people. Half of them are employees of the employment center, and the other part are invited guests. You will have approximately 7 minutes to answer questions from guests. There is no need to talk about the project, because the experts get acquainted with it in advance. For them, the main thing is that you understand the intricacies of your own.

You will have approximately 7 minutes to answer questions from guests.

Business ideas that the subsidy "does not shine":

  • stock market fraud;
  • network marketing;
  • sale of alcohol;
  • pawnshop.

Grants

Having received money from the employment center, you can safely go for a grant. And you can go there right away - this time the Ministry of Economic Development will help you. federal program operates throughout the country, but the distribution of funds is handled by local authorities. This means that you do not need to go to Moscow - contact local funds to support small and medium-sized businesses.

There are chances

  1. You registered as an entrepreneur for the first time, and less than a year has passed since then.
  2. You have been trained in the basics entrepreneurial activity. Who has a legal or economic Education, the easier it is - you do not need to complete any courses.
  3. You are ready to invest at least 25% of your own funds from the amount of the desired grant. By the way, the percentage for each region is different. This needs to be clarified in your fund.

no chance

  1. The company is at the stage of bankruptcy, reorganization or liquidation.
  2. You have overdue tax and non-tax payments, fees, insurance premiums.
  3. Your company has wage arrears.
  4. You pay your employees wages below the living wage.

According to the experts of the Ministry of Economic Development, first of all, they pay attention to the social significance of the project and real opportunities payback. The state does not want to distribute money right and left. It is important for them that the enterprise does not go bankrupt in a couple of months, but develops and grows. If the company develops, then a stable replenishment of the budget is guaranteed. Each region identifies its priority areas. Somewhere it is agriculture, in another place it is industry or handicraft production.

Package of documents

If you have decided, then proceed to the collection of documents:

  1. Application for a grant. The application form is different everywhere - look on the website of the Ministry of Economy of your region.
  2. Business plan.
  3. Costings.
  4. Documents that confirm the presence production areas(if the premises are needed for the implementation of the project).
  5. List of creditors and debtors.
  6. Copies of contracts or draft contracts.
  7. Copies required licenses or permissions.
  8. Copies of documents on hiring the head and chief accountant.
  9. Questionnaire of an individual entrepreneur or head of a legal entity.
  10. Information about the presence and condition of the bank account.
  11. Copies constituent documents, if they are.

  13. Copies of the certificate of registration of an individual entrepreneur or legal entity.
  14. Certificate of absence of debts on taxes.
  15. Information about the passage of training.

Do not forget that it will take some time to collect documents. Pay attention to the expiration date as well. For example, a tax certificate is only valid for 10 days. Call the Fund for Support of Small and Medium Enterprises and find out about the start date of the competition. Applications from participants are accepted for 1 month, so you need to submit documents on time.

What's in the business plan?

Entrepreneurs should remember that they need not only to collect Required documents, but also provide a business plan of their activities. This is a complex document that requires detailed study. For those who have an economic education, it will be easier. And for those who have never had to compile it, entrepreneurship training courses will help.

The business plan must include:

  • production features;
  • calculation of investment amounts;
  • presentation of products or services;
  • description of organizational processes at the enterprise, taking into account the calendar plan;
  • forecasting risks and finding ways to minimize them.

Remember that the commission will evaluate each indicator and put down their points. For example, the more people you can employ in your company, the higher your score will be. If you are under 30 years old, this is another point for your project.

That's what you get points for.

What do they give?

There are few statistics on grants. Judging by it, among the entrepreneurs who received a grant, about 30% are engaged in the provision of services, 20% have own production, 12% - from trade.

The easiest way is to get money for the purchase of fixed assets, for renting premises and for the necessary raw materials and materials. As a grantee, you will greatly benefit by being ready to invest in the purchase of equipment with your own funds. This will convince the commission that you are serious and believe in success.

As a rule, the state more often finances projects in the field of production and agriculture, science (to a greater extent natural Sciences) and education.

Among the entrepreneurs who received a grant, about 30% are engaged in the provision of services, 20% have their own production, 12% are from the trade sector.

Agricultural grants

A special place in the system is occupied by agricultural grants. As part of state program development of agriculture for 2013-2020, a subprogram "Support for small business forms" was adopted, aimed specifically at helping small businesses.

There are several options here:

1. Grants for beginning farmers.

Available for specific purposes:

  • acquisition of plots from agricultural land;
  • development project documentation for the construction (reconstruction) of industrial and warehouse buildings, premises intended for the production, storage and processing of agricultural products;
  • acquisition, construction, repair and reconstruction of industrial and warehouse buildings, premises, outbuildings, engineering networks, barriers and structures, as well as their registration;
  • construction of roads and access roads to production and storage facilities;
  • connection of industrial and warehouse buildings, premises, outbuildings and structures to engineering networks: electric, water, gas and heat networks, road infrastructure;
  • purchase of farm animals;
  • receipt of agricultural machinery and equipment, cargo road transport, equipment for the production and processing of agricultural products;
  • purchase of seeds and planting material for laying perennial plantings;
  • obtaining fertilizers and pesticides.

To receive a grant, you need to contact the regional competition commission to support beginner farmers, where grants are distributed on a competitive basis. The Commission annually publishes the terms of the competition until January 15.

To participate in the competition, you must submit an application in the prescribed form. Contacts of regional competition commissions can be obtained at government bodies management of the agro-industrial complex in the regions.

This grant can only be received once. At the same time, he must repay no more than 90% of your costs for the acquisition of material resources for the development of the farm.

2. Grant for home improvement.

With Funds can be used to build housing, purchase furniture and other items for the farmer's home. However, such a grant does not provide for the purchase of secondary housing. It is assumed that a novice farmer builds a house himself or buys a new one.

In every region different dates conduct and conditions of the competition. To participate, you need to track the information on the websites of the relevant regional departments, as well as the ministries of agriculture of the regions.

3. Grant for a family livestock farm.

The grant can be used for:

  • development of project documentation for a family livestock farm;
  • construction, reconstruction or modernization of a family livestock farm;
  • construction, renovation or modernization production facilities processing of livestock products;
  • complete set of family livestock farms and facilities for the processing of livestock products with equipment and machinery, as well as their installation;
  • purchase of farm animals.

The amount of the grant cannot exceed 60% of your costs. To receive a grant, you must submit an application in the prescribed form for a grant to the commission under the governing body of the agro-industrial complex of a constituent entity of the Russian Federation.

With the participation of the Ministry of Agriculture of Russia, a system of agricultural consulting has been created in the country. System consultants will assist novice farmers in applying for grants and in resolving other issues.

"Granting" Rules

    1. Money is given to the organization for the performance of these tasks, and not to the entrepreneur personally.
    2. According to statistics, preference is given to the most realistic or most original projects.
    3. Not all grants are right for you. Take the maximum time to study the information: how much money is allocated, for what exactly. Otherwise, you run the risk of being refused - most often they are refused precisely because the application does not correspond to the subject of the grant.
    4. If you really need the money, then try to adjust your own tasks to the goals of the grant. But even here, be prepared to be rejected: it is unlikely that a fireworks retailer will be given a grant as an organization producing agricultural products.

The purpose and amount of the grant are finally written in the business plan and then do not change.

  1. Money never arrives all at once, but comes gradually - in tranches. Each stage of the project implementation will be financed separately. Moreover, where it is necessary to supply you with equipment, for example, office equipment, they will supply it, and will not give money for the purchase.
  2. Even the payment of a bank loan can be delayed, but it is unacceptable to spend grant funds for other purposes. Any mistake - and an indelible stain on your reputation.
  3. Complete all reports correctly and on time. Make everything as described in the instructions, and do not violate the deadlines.
  4. For the first time, you don't have to wait for maximum grants. Ask for the bare minimum of what you can't do without. Such an application has much more chances for selection: it will immediately be clear that you will take care of business, and not the situation own office, For example.
  5. There is no free cheese here either: you still have to pay income tax on the grant, be prepared for this.

Remember that problems in the economy are not the reason why you should refuse to start your own business. You can always find the best solutions. The main thing is to move forward towards your goal, and it is up to you to ask for help from the state or rely on your own strength.

There are people whose power lies in the money they have lent. And there are others whose power lies in the money they have borrowed. Auguste Detheuf, economist, writer

In connection with the sanctions imposed on our country and the accelerated course for import substitution, the state pays more and more attention to the support of rural producers. In 2017, 240 billion rubles were allocated for grants to farmers.

We asked farmers: is it a lot or a little?

Farmers say that the size of the grant for a novice farmer can be different:

  1. Grants can be given to farmers for the development of their farm, or, more specifically, for the purchase of land. The entrepreneur can build outbuildings or lead to them engineering Communication. The selection of applicants for such a grant is very strict, experts say. In addition, the farmer will have to account for how exactly he spent the funds;
  2. You can get help from the state to farmers for loan payments. The funds taken on credit can be spent exclusively on the development of the economy - and this must also be proved;
  3. If an entrepreneur leased agricultural machinery, he can apply for leasing subsidies that allow him to partially offset the costs. Farmers say they, too, are paid neatly;
  4. Support measures also include compensation for the funds that the farmer spent on improving housing conditions. We are talking about buying or building a new home.

How do we decide on the form of KFH

According to the current legislation, any organization and individual entrepreneurs. Which of them are more likely to receive a novice farmer grant in 2017?

Factors that should be taken into account when choosing a form of a peasant farm, according to farmers, are:

  • Ways of its organization;
  • The volume of taxes and social payments for a particular form of management;
  • State support programs that the entrepreneur considers the most beneficial for himself.

Officially, today there are three types of farms:

  • with the formation of a legal entity;
  • without it;
  • as well as a voluntary, family-based enterprise - KFH-LE ( entity).

In order to organize any of them, you must fulfill the prerequisites:

  • Firstly, to engage in the production, further processing, sales of agricultural products and goods;
  • Secondly, to take direct - personal participation in the activities of the farm.

The first type of KFH. The enterprise is organized by one person, while becoming its leader and acting independently. At the same time, he continues to work, but acquires some advantages due to his status. An entrepreneur can work himself or hire workers.

The second type - KFH do not form a legal entity, but act by agreement. At the same time, relatives, no more than 5 people, take part in the activities of the KFH. The elected head of such an enterprise receives the status of an individual entrepreneur. This form differs from a sole proprietorship by more complex property relations. An insurance premium is paid for any participant in such a peasant farm.

The third type - KFH as a corporate entity. Members of the household may not be relatives, but they must personally take part in the work, make their property contribution. Currently, you first need to register a peasant farm under an agreement, and then such a farm can receive the status of a legal entity.

Criteria assessed by the qualification commission

After with legal form KFH completely figured out, you need to check it for compliance with the criteria for receiving assistance to farmers from the state. In 2017, the qualification criteria are as follows:

  • Professionalism. The total work experience of the farmer must be at least 10 years, with preference given to the profile of work related to agriculture;
  • The presence of an auxiliary personal farm in which the entrepreneur has been working for at least 10 years;
  • You must have recommendations from local municipal authorities or be a member of a cooperative;
  • The applicant for the grant must also have their own material resources, not less than a third of the cost of the entire project. Resources include not only money, but also farm animals. It is also desirable to have some ready-made objects for agricultural work - for example, a warehouse, an aviary for animals;
  • The entrepreneur must provide a well-thought-out business plan detailing the entire agricultural project.
  • The marketing issue must be resolved. The advantage in obtaining state support from those farmers who already have an established sales, for example, own their own store or have entered into an agreement with trading network or catering establishment.

The social significance of the project is of particular importance. For example, in 2017, peasant farms that can offer jobs for local residents enjoy a clear advantage in receiving assistance to novice farmers (this also needs to be documented).

How to write a business plan

Farmers say that the following issues should be covered in the business plan without fail:

  • a description of the agricultural enterprise, indicating what and how will be produced;
  • legal part - a description of how the company will work;
  • a clause that describes all investments involved, or presumably attracted to the project;
  • a financial plan with answers to questions about payback (the company must pay off!), possible and planned profits, and the necessary investments in the enterprise;
  • analytical part, which examines possible risks and ways out of force majeure or crisis situations;
  • farm efficiency calculations.

The summary of the business plan should answer the question of how the development of the peasant farm is expected and what indicators are planned to be achieved in the coming years.

The application must contain all documents confirming the efficiency calculations and the financial part of the business plan.

Future entrepreneurs are provided free help in writing a business plan. This is done at the Employment Centers or at special points opened at qualification commissions. They say that no additional money is required there.

Required documents

The list of documents may vary depending on the territory and on the scale of the economy. It should be clarified at the consultation point or directly at the qualification commission. In addition to the applications and questionnaires of the selection participants, copies of diplomas and certificates, as well as other documents confirming the points of the business plan, in 2017 it is also necessary to submit an agreement that allows the processing of personal data (this is a standard procedure, you should not be afraid of it).

If the qualification commission asks for additional documents, they must be provided as soon as possible. Refusing to provide documents will not work: you simply will not be given money.

If the entrepreneur has already had problems with the business in the past (loan default, etc.), most likely, he will be refused.

The state support limit in 2017 is 1.5 million rubles, and the lump sum payment to start-up entrepreneurs is no more than 250 thousand rubles. It is not necessary to indicate the maximum amount of the subsidy in the business plan. Moderate your appetites and indicate less: officials love the modest.

How to get a grant for a novice farmer

It is assumed that subsidies and grants will be issued in tranches (separate transfers), and not at a time. A contract is concluded, which indicates the amount of funds allocated by the state and the purpose of receiving them;

  • The obligation of the entrepreneur to work at the enterprise for at least 5 years;
  • The procedure for the return of funds not disbursed during 2017.

This year, grants are subject to income tax, which the entrepreneur will have to pay after each tranche (money transfer).

Documents on the current performance and effectiveness of the project may also be requested from the farmer: you need to think about how to prove that you are a successful farmer.
