Transportation of children is a special type of transport service. It must be organized with strict requirements for punctuality, safety and comfort on the road for young passengers. The provision of such services and the ordering of buses (minibuses) for these purposes is regulated by a number of regulations, including:

  • rules organized transport groups of children by bus, approved on December 17, 2013 by Decree of the Government of the Russian Federation No. 1177;
  • Guidelines for ensuring sanitary and epidemiological well-being and safety of transportation of organized groups of children by road.

Organization of trips for children's groups

A group of children is considered to be 8 (or more) passengers who are under 16 years of age. The calculation does not include children accompanied by their parents. If there are children under the age of 7 in the group, additional rules apply.

When ordering a bus, the following requirements must be met

For such transportation, it is allowed to have category D and a continuous experience of at least 1 year. At the same time, over the past year, the driver should not have administrative penalties associated with traffic violations, as well as cases of deprivation of a driver's license.

When transporting children, the driver must observe the following rules

  • Strict observance of traffic rules.
  • Max speed movement - 60 km / h.

1. Organization of support

If the duration of the trip exceeds 3 hours, a doctor must go with a group of children. In addition, there must be an accompanying adult on each bus. It can be teachers, school staff, parents. 2. Duration of the trip

So, for passengers under 7 years old, the trip should last no more than 4 hours. At night (23.00 - 6.00) you can only organize. What documents are needed for organized transportation of children?

In addition, at night it is possible to transport organized groups of children to railway stations and airports, however, in this case, the distance over which such transportation is carried out should not exceed the established limit of fifty kilometers.

Another feature of the organization of transportation of children under the new rules is the mandatory availability of dry rations and bottles of water if the duration of the bus trip exceeds three hours.

As already noted, the new requirements for the organization of transportation of groups of children come into force from the first of January. At the same time, it was decided to postpone the item regarding the mandatory equipment of buses and satellite monitoring systems - it will begin to operate 180 days after the entry into force of the main changes.

General provisions

1. These Guidelines define the procedure for organizing and carrying out transportation of children, the main duties and responsibilities officials and bus drivers who organize and transport children to and from vacation spots on a one-time order or a tourist-excursion route. These recommendations have been developed for all legal entities and individuals involved in the transportation of organized children's groups.

2. The main objectives of these methodological recommendations are:

Summarizing the requirements for ensuring the safety of transportation of organized groups of children in one document;

Prevention of adverse effects on the body of children of harmful factors and conditions associated with staying in stationary conditions in passenger service areas and along the route of road transport;

Creation of a document that is used in the development of standards and work instructions by legal entities and individuals involved in the organization and implementation of the transportation of children's groups.

Customer - an organization, legal or individual, which is a consumer transport service for the transportation of children;

Contractor - an organization, legal entity or individual that performs the service of transporting children at the request of the Customer.

The functions of the Customer and the Contractor can be performed by one organization or legal entity that has both the need and the ability to provide the service.

5. In accordance with the Law of the Russian Federation of 07.02.92 N 2300-1 "On Protection of Consumer Rights", the Customer of the transport service has the right to receive information from the Contractor on the quality and completeness of the preparation of vehicles and drivers for the transportation of children.

6. Mass transportation of children in a car column (3 buses or more) is carried out only if the Customer has a notification from the traffic police about the allocation of a special escort car to the car column. The notification of the traffic police is presented by the Customer together with the application for the transportation of children by car column to the Contractor.

7. Excursion bus trips for children are organized along routes lasting up to 12 hours with one driver and up to 16 hours with two drivers.

Tourist trips are organized with a longer duration with the obligatory use of two drivers, in this case, when organizing a trip, conditions are provided for a good rest (in hotels, campsites, etc.) for drivers and passengers for at least 8 hours after 16 hours of movement.

Transportation of children during sightseeing and tourist trips is carried out during daylight hours. The movement of the bus at night is not allowed.

Tourist and excursion transportation of preschool children is not recommended.

In the event that the Customer is children's institution, tourist-excursion and one-time transportation children, as a rule, are organized only with the written permission of the parent organization.

Carry out transportation of children by road (except for sightseeing and tourist) when they are on the road for no more than four hours and in cases where it is impossible to organize the delivery of children by other means of transport.

8. In cases of an irregular (one-time) trip to a suburban area or in intercity traffic, the Customer has the right to demand that the bus be presented for an extraordinary check on the eve of the trip technical condition in the traffic police.

Basic requirements for the organization of transportation of children

1. To organize the transportation of children, the Customer must conclude an agreement with the Contractor. At the same time, the Contractor is obliged to have a license for this type of activity and a license card for the operated vehicle, except for the case if the specified activity is carried out to meet its own needs.

The transfer of a license or a license card to another carrier is prohibited.

2. If an economic entity, including a children's institution, has its own (own) bus (buses), then the requirements of all normative documents relating to ensuring the safety of transportation. In the absence of such opportunities, the bus must be based and serviced by the Contractor, who is able to ensure the implementation of all necessary requirements to ensure the safety of transportation.

3. Drivers who have a continuous three-year or more experience in motor vehicles of category "D" and who have not had violations over the past three years are allowed to transport groups of children. current Rules road traffic.

4. Transportation of organized groups of children is carried out with mandatory escort for the entire period of the trip for each vehicle of an adult accompanying person, and if the number of children transported is more than twenty - two accompanying persons. Before the trip, the accompanying persons pass special instruction together with the driver, conducted by the authorized representative of the Contractor or, as an exception, by the head of the Customer on the basis of these Guidelines.

The customer is responsible for the safety of transportation of children in the part that concerns him.

5. An automobile convoy with children to their destination is accompanied by an ambulance. If the number of buses is less than three, it is necessary to have a qualified medical worker in each bus.

6. The technical condition of the Contractor's buses must meet the requirements of the basic provisions for the admission of vehicles to operation. The driver must have a valid ticket on passing the state technical inspection of the bus.

7. The bus must be equipped with:

Two easily removable fire extinguishers with a capacity of at least two liters each (one in the driver's cab, the other in the passenger compartment of the bus);

Square markings yellow color with a red border (the side of the square is at least 250 mm, the width of the border is 1/10 of the side of the square), with a black image of the symbol road sign 1.21 "Children", which must be installed in front and behind the bus;

Two first aid kits (car);

Two wheel chocks;

Emergency stop sign;

When following in a column - an information plate indicating the place of the bus in the column, which is installed on windshield bus on the right in the direction of travel;

Buses with more than 20 seats, manufactured after 01.01.98 and used on tourist trips, must be equipped with tachographs - control devices for continuous recording of the distance traveled and the speed of movement, the driver's work and rest time. In this case, the owner of the vehicle is obliged to comply with the requirements of the Rules for the use of tachographs on road transport in the Russian Federation, approved by the Order of the Ministry of Transport of Russia of 07.07.98 N 86.

8. The class of the bus must correspond to the type of transportation of children. Before leaving the line, each bus must pass an inspection of the technical condition and compliance of equipment with the requirements established by the Rules of the Road.

9. When leaving the line to the place of landing, the driver must personally check the condition of the bus equipment.

10. A car column with children is accompanied by special vehicle Traffic police moving ahead of the column. If the number of buses in the convoy is more than 10 units, the traffic police additionally allocates a car that closes the convoy.

When transporting groups of children by one or two buses, escort by a special traffic police car is not necessary.

Escort of a column of buses during road transportation of groups of children is carried out from the place of formation to the final destination.

11. In case of mass transportation of children, the head of the Contractor shall appoint:

Of the number of drivers allowed to transport children - the senior driver;

From among the specialists of the Contractor's employees - a senior automobile column.

The senior driver, as a rule, drives the last bus of the column.

12. Before carrying out transportation of organized children's groups, the Contractor, together with the Customer, no later than three days before the appointed date for the start of transportation, submits to the relevant traffic police departments an official notification of the planned transportation indicating:

Dates and route of movement;

Traffic schedule that meets the requirements of the mode of work and rest of drivers, including the determination of the travel time checkpoints route, places of stops and rest, equipped in accordance with the requirements of sanitary legislation;

Schemes of the route of movement and maneuvering with the designation of dangerous sections on it, traffic police posts, points medical care, hospitals, etc.;

Confirmation of the allocation of medical support;

Brands and state number of the bus (buses), names of drivers who will transport children, with lists of children and persons accompanying them, approved by the territorial departments of education.

13. The customer is obliged to provide organized groups of children who are on the road for more than three hours with sets food products(dry rations) with the coordination of their assortment with the territorial departments of Rospotrebnadzor for the constituent entities of the Russian Federation in the prescribed manner, and also provide for the observance of the drinking regime during the movement in accordance with the current sanitary legislation.

14. The mode of work of the bus driver must provide for the driver, after the first three hours of continuous driving, to provide the driver with a special break to rest from driving on the road for at least 15 minutes. In the future, breaks of such duration are provided for no more than every two hours. In the event that the time of granting a special break coincides with the time of granting a break for rest and food, special break is not provided. When sending two drivers on one bus, they change at least every three hours.

15. Before the start of mass transportation of children to health camps by order of the head of the Contractor, a special commission is appointed, which conducts a preliminary survey of access roads to health camps and, based on the condition of the roads, determines the possibility of transporting children to health camps and special recreation areas, about which an appropriate act is drawn up.

16. When organizing regular transportation of children related to the educational process (for example, to and from school), it is necessary to coordinate bus routes and schedules with the traffic police.

Transport requirements

1. Bus drivers authorized to carry children must have a duration inter-shift rest before the trip at least 12 hours, as well as undergo a briefing.

The authorized person of the Contractor shall submit to waybill bus a mark on the passage of a special briefing by the driver.

2. The driver carrying out transportation must follow the instructions of the elder, if they do not contradict the Rules for the Transportation of Passengers, the Rules of the Road, and are not related to changing the route of the bus.

3. Road transportation groups of children by bus during the day from 23.00 to 05.00, as well as in conditions of insufficient visibility (fog, snowfall, rain, etc.) is prohibited. During the period of the day from 23.00 to 05.00 hours, as an exception, it is allowed to transport children to and from railway stations and airports, as well as in case of delays on the way to the nearest place of rest (overnight).

4. Transportation of children by bus is carried out only with the dipped headlights on. Transportation of children is prohibited when road or meteorological conditions pose a threat to the safety of transportation.

5. The speed of the bus is chosen by the driver depending on road, meteorological and other conditions, but should not exceed 60 km/h.

6. Before the departure of the bus on a flight, the driver (when driving in a column - the head of the column) must personally verify that the number of departing children and those accompanying the number seats(for sitting), in the absence of things and inventory in the aisles, on storage areas, in the inclusion of dipped headlights. The windows in the passenger compartment of the bus must be closed when driving. The upper shelves can hold light personal items.

7. On the way, the bus (buses) can be stopped only at special sites, and in their absence - outside the road, in order to exclude the sudden exit of the child (children) onto the road.

8. In the event of a forced stop of the bus caused by a technical malfunction, the driver must stop the bus so as not to interfere with the movement of other vehicles, turn on the emergency signal, and in its absence or malfunction, place an emergency stop sign behind the bus at a distance of at least 15 meters from the bus in the village and 30 meters - outside locality. The eldest gets off the bus first and, located at the front of the bus, directs the disembarkation of children.

9. In the event of a child being injured along the way, a sudden illness, bleeding, fainting, etc., the bus driver is obliged to immediately take measures to deliver the child to the nearest medical center (institution, hospital) to provide the child with qualified medical care.

10. When transporting children, the bus driver is prohibited from:

Follow at a speed of more than 60 km / h;

Change the route;

Carry in the cabin of the bus in which there are children, any cargo, luggage or equipment, except hand luggage and personal belongings of children;

Leave the bus or leave your seat if there are children on the bus;

When following in a car column, overtake the bus in front;

Leave the bus if there are children on the bus, including when boarding and disembarking children;

Drive the bus in reverse;

Leave their place or leave the vehicle, unless they have taken measures to prevent the spontaneous movement of the vehicle or its use in the absence of the driver.

11. On the way, the driver must strictly follow the Rules of the Road, move off smoothly, maintain a distance between the vehicle in front, do not brake sharply without the need, take precautions, and be attentive to the environment.

12. Upon arrival at the point of disembarkation of children from the bus, the driver must inspect the interior of the bus. If personal belongings of children are found in the cabin, hand them over to the accompanying person.

13. If there are any comments (shortcomings) on the organization of traffic, the state highways, streets, railway crossings, ferry crossings, their arrangement, threatening traffic safety, the driver is obliged to inform the dispatcher of the Contractor.

Organized transportation means the transportation of at least 8 children with accompanying, but without representatives (parents, adoptive parents, guardians or trustees), vehicles that are not included in the route. General requirements

An organized group of children can only be transported in buses. The previous version of the rules allowed transportation in box trucks, but this is now prohibited. Most often ordered school bus for excursions, trips to competitions or concerts, to the camp and back.

Only passengers whose names are on the list of the group leader can be on the bus. At the same time, the manager has the right to correct this list up to the departure of the vehicle (V).

When transporting minors by several buses, each vehicle is assigned a number.

  • Time limits. Transportation must be carried out from 6 am to 23 pm. At night, transportation is allowed as an exception for a distance of up to 100 km in cases where:
    • children are taken to the train station / airport and want to reduce the waiting time before the flight or, on the contrary, they are met from the train station / airport;
    • there was an unexpected delay due to an accident or weather conditions.
  • Age restrictions. Children can be on the same bus different ages. In cases of transportation of babies under the age of 7 years, the maximum allowable travel time may not exceed 4 hours.
  • Nutrition. For transfers lasting more than three hours, children must be provided with bottled water and food. Dry rations, compiled taking into account the recommendations of Rospotrebnadzor, are quite enough for these purposes.

Driver Requirements

In the new edition, the requirements for drivers have become softer: a continuous 12-month driving experience is no longer required before making a trip. Prior to this, the driver, who changed his job and lost 1-2 days, was no longer allowed to transport the children's group.

Now a driver with a category D license, whose experience is at least 12 months over the past 3 years, has the right to carry minors. He must not have any offenses in the last year that involve disqualification. Before ordering transport for children in Moscow or another city of the Russian Federation, check if the company has a suitable driver.

Before boarding the vehicle, the driver must undergo an examination by a medical officer and confirm good health, as well as undergo a safety briefing regarding the rules for transporting children.

Vehicle Requirements

According to the latest changes in legislation, a bus carrying children must be no older than 10 years. Transportation of children by older vehicles is prohibited. This rule will come into force from January 2018, but for now there is time to rejuvenate the fleet.

In the case of long intercity journeys in a column (more than 12 hours), a medical worker must be included in the number of accompanying persons. He should be in the closing bus together with the senior person responsible for the move.

If the transportation of minors is carried out by a convoy of three or more buses, it is necessary to be escorted by traffic police cars. An application for escort is submitted by the organizers no later than 10 days before the date of departure. If by one or two buses - no later than 2 days before departure, a corresponding notification should be submitted to the traffic police.

When ordering a bus for a school trip or other children's trip, you should take care of the "paper" side of the issue and issue all permits and information documents.

School time ends, holidays begin, and children are sent to rest. Most often, buses are used to deliver groups of children to various camps and vacation spots. Consider the rules for transporting children by bus in urban, suburban or intercity traffic, the requirements that must be observed, and responsibility for traffic violations relating to the transportation of groups of children, including children with disabilities.

Decree of the Government of the Russian Federation

Transportation of children in groups of 8 people is regulated Decree of the Government of the Russian Federation of December 17, 2013 N 1177 "On approval of the Rules for the organized transportation of a group of children by buses"(entered into force on 01.01.2014). As well as Decree of the Government of the Russian Federation of June 30, 2015 No. 652 "On Amendments to Certain Acts of the Government of the Russian Federation in Part of Improving the Rules for the Organized Transportation of a Group of Children by Buses"(entered into force on July 10, 2015).

The rules for the organized transportation of children on the bus make it possible to increase the safety and comfort of transporting children when students move from places of residence to places of study and sightseeing objects, to places of rest.

I will list the basic rules for transporting children:

1. For the transportation of children's groups, you can use a bus no older than 10 years.

2. The bus must be equipped with a tachograph and GLONASS equipment.

3. The bus is equipped with identification marks "Transportation of children".

4. Children under 7 years of age can only be included in the group if the expected travel time is less than 4 hours.

5. Driving at night (from 11 pm to 6 am) is FORBIDDEN and is allowed only in exceptional cases:

  • when traveling to the railway station, airport or from them;
  • delivery of children to their destination in case of a delay on the way;
  • completion of the organized transportation of children over a distance of no more than 50 km (determined from the tachograph and GLONASS).

6. If a long-distance trip of more than 3 hours is expected, the group must be accompanied by a health worker.

7. The driver must meet a number of requirements:

  • have a continuous experience of driving a vehicle of category "D" for at least a year;
  • during the year not to be arrested or deprived of a driver's license for traffic violations;

8. Each bus must be accompanied by adults (during the trip, they must be near the door).

9. If you are expected to be on the road for more than 3 hours, then a supply of water and food must be prepared.

For organized transportation of children, you need to have the following documents (stored for 3 years)

1. a list of children, in which their last names, first names, patronymics and age are indicated.

2. list of attendants with their phone numbers.

3. a document that reflects information about the driver, his phone number.

4. layout of children on the bus.

5. traffic schedule indicating the places of stops.

Fine for violation of transportation of children

The rules for transporting children on buses must be observed without fail, otherwise you will have to pay a fine.

According to the Code of the Russian Federation on administrative offenses(Code of Administrative Offenses of the Russian Federation) dated December 30, 2001 N 195-FZ (as amended on May 1, 2016) (as amended and supplemented N 138-FZ., intro. in force from 13.05.2016)

Article 12.23. Violation of the rules for transporting people

3. Violation of the requirements for the transportation of children, established by the Rules traffic, entails the imposition of an administrative fine on the driver in the amount of 3,000 rubles; for officials - 25,000 rubles; on the legal entities- 100,000 rubles.

4. Organized transportation of a group of children by buses that do not meet the requirements of the Rules for the organized transportation of a group of children by buses, or by a driver that does not meet the requirements of these Rules, or without a charter agreement, if the existence of such a document is provided for by these Rules, or without a route program, or without a list of children, or without a list of appointed accompanying persons provided for by these Rules, shall entail the imposition of an administrative fine on the driver in the amount of 3 000 rubles; for officials - 25,000 rubles; for legal entities - 100 000 rubles.

5. Violation of the requirements for the transportation of children at night, established by the Rules for the organized transportation of a group of children by buses, entails the imposition of an administrative fine on the driver in the amount of 5 000 rubles or deprivation of the right to drive vehicles for a period of 4 to 6 months; for officials - 50,000 rubles; for legal entities - 200,000 rubles.

6. Violation of the requirements for the transportation of children established by the Rules for the organized transportation of a group of children by buses, with the exception of cases provided for in parts 4 and 5 of this article, entails the imposition of an administrative fine on officials in the amount of 25 000 rubles; for legal entities - 100 000 rubles.
