Transportation of goods on the territory of the Russian Federation is regulated by Chapter No. 23 of the Rules traffic. Transportation of oversized objects is additionally regulated by a number of federal laws and orders. Consider how oversized cargo should be transported, traffic rules and vehicle requirements.

REGULATORY DOCUMENTS

As you can see, only a small fraction of the aspects of oversized transportation are covered by the Rules of the Road. Basic regulation of transportation of oversized cargo on the roads of the Russian Federation is carried out federal law No. 257-FZ. In chapter 5 of article 31 you can find the following points:

  • transportation of bulky and heavy cargo requires a special permit;
  • the procedure for obtaining a special permit is established by the government of the Russian Federation;
  • before transportation, it is necessary to coordinate the route with the owner of the roads;
  • in case of damage, the amount of compensation is calculated by the owner of the road.

Fines and penalties

To get acquainted with the amount of penalties due for violations of the rules for the transportation of oversized cargo, read article 12.21.1 of the Code of Administrative Offenses of the Russian Federation. For example, for lack of a special permit, a driver may receive a fine of 2,000 rubles, but, even worse, he may lose his driver's license for up to six months.

WHAT CARGO IS CONSIDERED OUTSIZE

SDA ON TRANSPORTATION

Paragraph 23.5 of the SDA states that cars transporting such goods must be marked with the sign “Oversized cargo”. Additionally, at night (recall that this is the time from evening twilight to the beginning of twilight in the morning) and in conditions of poor visibility, a reflective element or a lamp must be installed in the nose of the car white light, in the aft part - a reflective element or a light source of sufficient power in red. SPECIAL REQUIREMENTS

Also, special permission from the traffic police is required when transporting heavy goods. What matters is the total weight of the car and the object being transported. Specific values ​​in different countries may differ, which must be taken into account when intending to cross the border. The definition of "heavyweight" in the Russian Federation includes:

  • two-axle vehicles weighing more than 18 tons;
  • three-axle machines with a mass of more than 25 tons;
  • four-axle cars weighing more than 32 tons;
  • road trains with 3 axles and a mass of more than 28 tons;
  • four-axle road trains, the mass of which is more than 36 tons;
  • road trains with 5 and a mass of more than 40 tons;
  • road trains with 6 axles or more, the mass of which is more than 44 tons.

Also, do not forget about the strict requirements for the distribution of the load along the axles. It is not only the distance between closely spaced axes that matters, but also normative loads highways. During the design, construction and reconstruction of the roadway, the allowable axial load is laid, for example, 6, 10 or 11.5 tons. That is why transportation can take place not along the shortest route, but with a choice of roads with a suitable load class.

Previously, if the length of a vehicle loaded with oversized dimensions was more than 24 m, but less than 30 m, and the width was more than 3.5 m, but less than 4 m, then the appropriate conditions for transportation could be created by the transport company without the participation of representatives of the traffic police. But since 2014, when transporting heavy and oversized cargo, it is necessary to use a cover car to ensure safety. Requirements for accompanying car:

  • the presence of a yellow-orange stripe;
  • the presence of flashing beacons yellow and orange color;
  • a reflective or light board must be installed, on which there will be an inscription warning about the features of the cargo (for example, “Large length”).

GOING ABROAD AND INTERREGIONAL TRANSPORTATION

If you intend to cross the border, please note that a car without special international permission will be detained.

When passing the route through two or more territorial units of the upper level of the Russian Federation, an inter-regional permit should be obtained. As in the case of an international special permit, you can apply for it through the State Services website. You can fill out an application during a personal visit at the offices of the Road Administration of the Russian Federation or at subsidiaries.

HOW TO GET PERMISSION

Obtaining a permit for the transportation of oversized cargo is regulated by the so-called Order 258. It is in this document that you can find out:

  • acceptance parameters and conditions for refusal to submit an application;
  • a full description of the procedure for compiling and submitting an application;
  • how the document should look and what information should be indicated in it;
  • subtleties in coordinating the transportation of heavy objects;
  • deadlines for obtaining permission;
  • the procedure for issuing a special permit or obtaining a refusal.

TRANSPORT PROHIBITION

Consider the cases in which transportation of oversized cargo is prohibited:

  • the load interferes with driving;
  • with a load, the car becomes unstable. To prevent a truck from tipping over, it is imperative to take into account seasonal characteristics and the risk of exposure to heavy winds;
  • due to the size of the object, the driver's view is limited, as a result of which he cannot adequately assess the traffic situation;
  • cargo closes lighting, reflectors, identification marks, state license plate;
  • during transportation, environmental pollution occurs.

TRANSPORT RULES

A car with oversized cargo moving on roads should not accelerate more than 60 km/h. At the same time, bridges should be overcome at a speed of no more than 15 km / h. Special attention should be given technical condition vehicle. The trailer must be equipped not only with a working parking brake, but also with a special device that guarantees the trailer to stop when the air lines of the pneumatic brake system coming from the tractor break. The load must be securely fastened, the integrity of the fastening must be checked periodically.

Often in the process of transportation it is necessary to transport various oversized cargo. There is no clear definition in the SDA for this.

It is generally accepted that the cargo is oversized if it does not meet the requirements and exceeds the dimensions of the vehicle itself, as a result of which the risk of accidents increases. Therefore, oversize must be allocated in such a way that other road users can notice it from a long distance and take measures to ensure safety.

There are two main types of this type of cargo:

  • large-sized - exceeds the dimensions of the vehicle, may block part of the roadway;
  • heavy - its weight is greater than the maximum allowable weight that this vehicle can carry.

If a we are talking about freight transportation, then the oversize exceeds the following parameters:

  • its height is more than 2.5 m;
  • weighs from 38 tons;
  • length starts from 24 m;
  • width - from 2.55 m.

What is the penalty for non-compliance?

It should also be recalled that the administrative code provides for punishment for improper organization of transportation of oversized items without an appropriate permit.

  • In particular, article 12.12.1 part 1 of the Code of Administrative Offenses states that the driver will be forced to pay a fine of 2,500 rubles.
  • The official who authorized such transportation will be obliged to pay 15-20 thousand rubles.
  • And for a legal entity, liability is imposed in the form of 400-500 thousand rubles.

Under the same article, a driver may be deprived of his driver's license for up to six months.

Based on all these factors, the driver and the person in charge can receive not only a fine for oversized cargo, but also lose their rights. Therefore, it is necessary to study and strictly adhere to the rules for transporting oversized items, which are described in the SDA.

Bulky cargo sign

First of all, the vehicle is marked with a special sign "Oversized cargo". He is metal plate with diagonal white and red lines. The size of the shield is 40x40 cm. It is also allowed to use stickers of the same size.

The surface of the plate must be reflective so that it is visible both in the daytime and at night.

In addition to this plate, any truck must be marked with the following signs:

  • road train;
  • bulky;
  • long length (Long Vehicle).

It is necessary to install this sign on those parts of the cargo that protrude above carriageway. Reflectors are also used. In the front they should be white color, in the back - red or orange.

Oversized - transportation by cars

You can often see how cars similarly to cargo transport oversized cargo protruding above the roadway. For drivers of passenger cars, liability for violation of transportation rules is also provided, so they should be considered.

The following cargo is considered oversized:

  • protrudes more than one meter from behind or in front;
  • on the side - 40 or more centimeters.

If you are dealing with this type of transportation, then you must use the above plate (sign) and attach it directly to the protruding parts of the oversized cargo. At night, in addition to the sign for oversized cargo, use reflectors - white in front, red in back.

It is necessary to place the load in such a way that it does not block the driver's view, there is no risk of it slipping, and does not cause harm pavement or ancillary structures.

Please note that if the load protrudes from the rear or front by more than 2 meters, and the total width exceeds 2.55 meters, then its transportation in passenger vehicles without special permission is prohibited. If an inspector stops you, then there is a high probability that an appropriate protocol will be issued and you will be deprived of your rights for up to six months.

Organization of transportation of oversized cargo

If massive objects are to be delivered by road, for example, heavy equipment or large agricultural machinery, you must take care in advance of obtaining permission from the regional department of the Ministry of Transport.

You will need to provide the following information:

  • metric parameters of the transported equipment;
  • the route along which the convoy will move;
  • quality certificates and additional documents confirming the characteristics of the cargo: dangerous, bulky, non-hazardous, and so on.

It may take up to 30 days to coordinate routes and obtain permission. The Ministry of Transport will analyze the route, and if it turns out that there are any communications along this route that interfere with travel (low bridges, overpasses, overhanging power lines, narrow sections of the road), then the route may be revised. It is possible that you will need to use another mode of transport, such as rail or sea.

In special cases, they can provide escort in the form of several patrol cars with orange flashing beacons. They will not give any priority in traffic, but will warn other car owners of a potential threat.

If a convoy consisting of several long vehicles is moving, the following requirements must be met:

  • accompanying cars with flashing beacons in front and behind the column;
  • the distance between each unit of transport must ensure safety;
  • if dangerous goods are transported, the presence of another additional heavy vehicle will be required to transfer the cargo to it in case of unforeseen situations.

In conditions of poor visibility, all vehicles must be equipped with signal lights.

There are also such cases when transportation of oversized cargo may be refused:

  • it is possible to transport it in other ways - railway, air or sea transportation;
  • the cargo is divisible, that is, it can be disassembled without damage;
  • 100% safety cannot be ensured, for example, if the route passes through settlements or near dangerous sections of the road.

Well, the most important point- only technically sound vehicles are allowed to such works. Therefore, before starting, it is necessary to undergo a complete diagnosis, eliminate any malfunctions. Drivers also undergo a mandatory medical examination and observe work and rest regimes.

Since a car is not a luxury, but a means of transportation, its scope is not limited to one trip from work to work, or country walks with the whole family. Even the smallest compact hatchback can be used to carry a variety of useful items. Which is exactly what a lot of people do.

However, drivers often break the rules:

  • they overload their cars - by doing this they only make things worse for themselves;
  • misplaced luggage;
  • trying to transport items that exceed the size of the car and so on.

SDA - transportation of goods

This topic is devoted to the 23rd section of the traffic rules of the Russian Federation, articles 23.1-23.5.

First of all, we read that overload should not be allowed. If the maximum allowable weight is, for example, one and a half tons, then it cannot be exceeded, since this will not only lead to breakdowns in the vehicle suspension or increased fuel consumption, but also to a deterioration in driving characteristics:

  • management will become more difficult;
  • shift in the center of gravity, the car may tip over if the driver does not adhere to the speed limit;
  • increase in stopping distance.

In paragraph 23.2 we read: the owner of the car must make sure that the load is well secured before starting the trip. Indeed, at speed, luggage placed on the roof is strongly affected by the headwind and can shift or even fall on the pavement, thus creating an emergency and obstructing other drivers.

Important information is contained in paragraph 23.3: the cargo is secured so that it:

  • did not block the view;
  • did not complicate the management process;
  • did not negatively affect the stability of the car on the track;
  • did not pollute environment, did not dust and did not leave marks on the coating.

Also here is another important requirement - lighting devices and registration plates should not be covered. If it is impossible to do without it, then the luggage is placed in such a way that it does not interfere with the correct perception of other drivers by hand signals.

Accordingly, if it is not possible to properly place the luggage, you must either stop and take measures to eliminate this problem, or even abandon further movement.

Requirements for the dimensions of the transported cargo

Often, car drivers have to transport various types of products that exceed the dimensions of the vehicle. We can talk about anything: pipes, reinforcement bars, lining, long spare parts for agricultural machinery (knives for combines reaching 5-6 meters).

How to be in that case?

We find the answer in the traffic rules:

If an object protrudes beyond the dimensions of the vehicle by more than one meter in front or behind, or by more than 0.4 meters on the sides, then it must be marked with a special plate - “Oversized cargo”. If there is no such plate with you, then it is enough to tie a piece of red fabric. At night, at the same time, reflectors are hung in front, reflective lights in white, and red in the back.

The height of such a loaded car should not be more than 4 meters from the road surface. It would seem that such a big thing can be put on the roof of your Lada or Opel? But those people who have ever transported foam will agree that it can be folded to a sufficiently high height, although you will have to go very, very slowly.

So if you don't want to be subject to articles of the Code of Administrative Offenses 12.21. Part 1 and pay a fine of 500 rubles, then follow these rules. AT last resort you can always call a cargo taxi - many people do this.

Exist standard requirements and the rules under which the transportation of heavy and oversized cargo is carried out. Traffic rules clearly regulate the features of their transportation along highways located on the territory of the Russian Federation.

What is oversized cargo?

Any object to be transported, with parameters exceeding the dimensions established by traffic rules, is called oversized (heavy) cargo. It does not have a clear definition and consists of a number of requirements that apply to the loading platform and the condition of the road surface.

The main parameters of cargo are height, length, width and weight. If an object exceeds the allowable values ​​in one of these indicators, it is considered to be an oversized cargo.

The difficulties of oversized transportation are primarily related to the peculiarities of the roads and the presence of tunnels and bridges along the route, which have restrictions on the height of arches and driveways, as well as the carrying capacity. This also includes the intersections with railway crossings on the roads, as well as the presence of communication lines and power lines. Transport may still be limited weather conditions and type of road surface.

Some types of agricultural special equipment, boats and yachts, drilling rigs, turbines, concrete products and other objects of various shapes, sizes and large masses can serve as an example of oversized cargo. Thus, any object can be considered oversized if, due to the peculiarities of its shape, size, weight and other parameters, it cannot be transported in a closed vehicle (for example, using containers of standard sizes).

Rules for the transportation of oversized cargo

According to clause 23.3 of the traffic rules, oversized and heavy loads are allowed to be transported if they do not affect the quality of the driver's view, do not impair the stability of the vehicle, do not block the visibility of reflectors, identification marks and lighting devices.

Oversized cargo should not create noise, impair visibility on the roadway for other road users by raising dust, cause mechanical damage to the road surface, and also have negative impact on the environment.

Paragraph 23.4 of the SDA states that if the object being transported exceeds the size of the transport platform by more than 1 m in front and behind, as well as by 0.4 m on one or each of its sides, the cargo must be equipped with a special reflective sign " Oversized cargo.

Important: transportation of oversized items in conditions of insufficient lighting or at night is permitted only if the following conditions are met: a white reflector or a lantern must be fixed to the front of the object, and a red reflector at the back. In addition, the vehicle must be equipped with orange and yellow flashing beacons.

When transporting oversized cargo by road, the speed of the vehicle must not exceed 60 km/h (when driving on bridges - 15 km/h). At the same time, the driver does not have the right to independently change the route, which is agreed in advance with government agencies. This is due to the load that the main routes, roads and structures located on a certain route can withstand.

Cargoes, depending on their weight and size indicators, are conventionally divided into 2 categories (taking into account the vehicle) - with a load on each axle and permissible dimensions (length, width, height). Thus, a car platform is considered to be a heavy load if its mass or axle load exceeds the established values. Oversized cargo is such transport (regardless of whether it is loaded or not), the dimensions of which exceed the allowable dimensions.

The instruction of the Ministry of Internal Affairs and the Ministry of Transport of the Russian Federation today regulates the transportation of oversized cargo and is the main normative document which permits their transportation by road. At the same time, any objects belonging to the category of heavy and oversized cargo are allowed for transportation subject to strict compliance with the traffic rules of the Russian Federation, transportation rules, as well as special requirements that are specified in the relevant permit.

An important regulatory document regulating the procedure for compensating for damage caused to roads and various structures by freight vehicles is Decree of the Government of the Russian Federation No. 962 dated September 29, 1995. Its provisions apply to transport companies and drivers transporting heavy and oversized cargo on roads located in Russia.

Important: For the transportation of oversized items, the owners of transport companies need to obtain a special permit. This can be done by submitting an application to the relevant road authorities, which are located in the region from where the truck route is planned. To obtain a permit for the transportation of oversized items of all categories outside the Russian Federation, an application must be submitted to the Ministry of Transport of Russia or to any of its divisions. If the route passes through the roads of federal importance, with the corresponding application, you should contact the Federal Highway Administration Service. To obtain a permit for the transportation of heavy and oversized objects along the route that passes through the roads belonging to the constituent entities of the Russian Federation, you must contact the territorial authorities of the roads (at the location of the transport company-carrier).

According to the Instructions for the transportation of oversized and heavy cargo, an application from carriers is submitted in a strictly prescribed form. It must contain the following information:

  • data on organizations coordinating the transportation of oversized items;
  • the exact dimensions, category and nature of the cargo being transported;
  • weight and size indicators of the vehicle;
  • terms of transportation of oversized items of certain categories;
  • detailed itinerary;
  • type, name, purpose and throughput highways.

A permit for the transportation of oversized cargo can be issued by state authorities on a one-time basis or for certain period. It depends on the category to which the objects to be transported belong, as well as on the type and features of their transportation. The received one-time permit indicates the exact route of the transport with the cargo, the terms agreed in advance. It is valid only once.

As for the documents issued for a certain period, they allow the transportation of oversized cargo of the first category and can be valid for 1-3 months. In order to obtain a permit for the transportation of heavy and oversized cargo of the second category, the trucking company must submit schemes:

  • road trains with depicted vehicles taking part in the transportation;
  • location of axles and wheels on vehicles;
  • distribution of axial loads.

The carrier company receives permission in government bodies road management, which also coordinate the transportation of oversized items along the route with the balance holders of communications and various structures (overpasses, metro, underground pipelines, power lines, etc.), authorized bodies subject of the Russian Federation, as well as regional departments of railways.

After obtaining the appropriate permission, coordination of transportation with the traffic police of the Ministry of Internal Affairs of Russia is required. It is mandatory to agree on the requirements for the transportation of oversized goods to ensure traffic safety. The carrier must obtain a special type pass from the traffic inspectorate, which gives the right to carry out transportation, which should be placed on windshield truck.

Without fail, representatives of the road inspectorate determine the need for escorting oversized and heavy cargo. For this can be used:

  • traffic police patrol cars;
  • tractors;
  • cover cars.

Please note that cover vehicles are used to escort cargo without fail if the vehicle width exceeds 3.5 m, and also if the road train used to transport oversized cargo is more than 24 m in length. Tractors and cover vehicles must be allocated for the transportation of oversized cargo by the carrier company or the consignor of the cargo.

The traffic police patrol car takes part in the transportation of cargo if the vehicle is wider than 4 m, the length of the road train is more than 30 m, and the object being transported belongs to the second category. This should also include cases when the used automobile cargo platform is forced to occupy part of the road in the oncoming traffic lane.

Oversized cargo is escorted by patrol cars on a contractual basis. When using cover vehicles, the latter must be equipped with flashing beacons without fail. Such cars move at a distance of 15-20 m to the left in relation to the escorted transport that carries the goods, so that the width of its dimensions protrudes beyond the width of the escorted vehicle.

If you have to move across the bridge, the position of the vehicles and the distance must also be agreed with the traffic police, drawing up a specific driving pattern.

Important: if due to a number of circumstances it became necessary to change the route when transporting oversized cargo, the carrier company is obliged to obtain an appropriate permit.

Owners motor transport enterprises, officials and drivers for violation of the rules for the carriage of goods and the operation of the vehicle, which are established by manufacturers, are liable in accordance with the current legislation of the Russian Federation.

Permissible cargo dimensions for transportation by road

Transportation of heavy and non-standard cargo according to traffic rules is carried out by special vehicles. Oversized weight should not exceed the allowable values ​​that are set by the manufacturers various kinds TS. As for the dimensions of the transported goods, they should not limit the visibility of the driver and not interfere with the control of the vehicle.

So, if the cargo protrudes beyond the limits of the vehicle, it must be marked with a special sign "Oversized cargo", and in the absence of the latter - with patches of red or white fabric, lanterns or reflectors.

For trucks

Transportation of extraordinary cargo exceeding any of the established standard parameters is carried out in accordance with the rules using oversized transport. So, for objects transported trucks, the following allowable dimensions:

  • length - 22 m;
  • height - 4 m;
  • width - 2.65 m;
  • weight - 40 tons.

If necessary, from the rear side of the vehicle, the length of the transported cargo can be increased up to 2 m, while the presence of identification marks is a prerequisite for transportation.

For cars

If the load exceeds the length of a passenger car by 1 m and the width by 0.4 m, it must also be marked with a special sign or a piece of red cloth. When transporting at night, an additional lamp or sign made of reflective material should be installed. It is forbidden to transport cargo, the height of which (from the level of the road) exceeds 4 m, and its weight is the values ​​​​set by the vehicle manufacturer.

Sign "Oversized cargo" - dimensions

Identification sign indicating the transportation of oversized cargo vehicles, is called "Oversized cargo". SDA defines the dimensions of this sign, which looks like a square with a side length of 0.4 m. Inside it there are stripes of white and red alternating under a certain slope, the width of which is 50 mm (GOST R12.4.026-2001).
This sign must be applied to oversized cargo. It can be purchased or made independently in the form of a sticker or pattern from reflective materials.


Oversize fine

According to Art. 12.21 SDA in case of violation of the rules for transporting goods, the driver can be punished in the form of a warning or fined 500 rubles. This can happen if there is no special sign, the transported object is not securely fixed on the vehicle, the cargo makes a lot of noise or dust. These penalties apply to owners of vehicles carrying goods that do not require a special permit.

If a vehicle carrying an extraordinary load exceeds the allowable dimensions by no more than 10 cm in the absence of a special permit, or if the dimensions have a value not exceeding the parameters specified in the permit by 10 cm, or if the axle load of the vehicle exceeds the parameters specified in the permit from 2 to 10%, this entails the imposition of an administrative fine. For drivers, its size is 1-1.5 thousand rubles, for officials- 10-15 thousand rubles, for legal entities - 100-150 thousand rubles. If the above violations are recorded technical means photo and video filming, the owner of a trucking company can be fined 150 thousand rubles.

In the event that the dimensions of the vehicle exceed the established dimensions by 0.1 m (but not more than 0.2 m), and also if its mass or axle load exceeds the permissible value by 10% (but not more than 20%) without an appropriate permit, the following are provided fines: for drivers - 3-4 thousand rubles, for officials - 25-30 thousand rubles, for legal entities - 250-300 thousand rubles. In the case of photo or video recording, the owner of the vehicle will be fined 300 thousand rubles.

If the dimensions of the vehicle are exceeded by 20 to 50 cm, and also if the mass or axle load exceeds the allowable by 20-50% without special permission, the following fines are provided. Drivers - 5-10 thousand rubles or deprivation of the right to drive a vehicle for a period of 2 to 4 months. Officials responsible for the transportation of oversized items can be fined 35-40 thousand rubles, legal entities - from 350 to 400 thousand rubles. In case of photo or video recording of violations, the fine will be 400 thousand for legal entities.

If the dimensions of the vehicle exceed the allowable values ​​by 50 cm, as well as if its mass or axle load is more than 50% of the designated norm with the appropriate permit, the driver will be fined 7-10 thousand rubles or deprived of their rights for a period of 4 to 6 months . For officials, a fine of 45-50 thousand rubles is provided, and for legal entities - 400-500 thousand rubles (500 thousand in case of photo or video recording of violations).
