Where to get certified. Mandatory certification of products in Russia or how to certify your products

A market participant must first of all decide what type of certificate, certificate or declaration he needs to issue in accordance with the requirements of the law. It is important to have on hand something confirming quality indicators, certificates of state registration, declarations of conformity with the Customs Union and GOST R. The most popular permits are certificates:

  • compliance with the TS;
  • compliance with GOST R;
  • fire safety and others.

Important basic documents that you need to look into and carefully go through the lines are three Lists with:

  • products certified without fail in the GOST R system;
  • goods subject to mandatory declaration;
  • goods subject to mandatory state registration.

Knowledge of OKP commodity codes can speed up the search for the right positions. The absence of your product in these lists means that there is no need to undergo a mandatory certification procedure, but only if it is not specified in the technical regulations (TR) of the Customs Union.

After finding out the type of document that needs to be issued, an application package is drawn up. It is sent to the certification center in in electronic format. If the basic normative document of the certified products is GOST, it is indicated in the application. Otherwise, a copy is provided. specifications. After agreeing on the cost of work and payment of the invoice issued by the certification center, the tests required by the regulations are carried out. And after registration, you can get a certificate own production.

The distributor has the possibility of obtaining a document authorizing the sale. It indicates the manufacturer of the product and fixes the rights of the distributor as the recipient and holder of the certificate (declaration). The certificate of production of own production is usually issued to the manufacturer for serial production of products. The period of validity of such a document allowing the sale of goods is from 1 to 3 years.

Performance indicators monitored during the certification process

The production certification algorithm provides for sequential verification of the following performance indicators of manufacturing companies:

  • the quality of the declared manufactured products;
  • the presence of problems of an organizational and technical nature for all elements of the production chain of the process;
  • organizational moments during the maintenance and repair of the equipment used in manufacturing process equipment, tooling and instrumentation;
  • degree of organizational state of incoming control in relation to the quality of raw materials;
  • the level of organization of the process of control of technological discipline in relation to finished products And so on.

All together allows you to understand the features of the certification procedure.

Stages of certification verification

The implementation of certification involves the implementation of seven mandatory procedural steps:

  • filing an application, which is submitted to one or another certification body that has passed the licensing procedure;
  • making a decision on the intentions contained in the application;
  • sampling carried out in compliance with the entire set of requirements, in respect of which a full cycle of necessary tests is carried out;
  • the most complete check of the enterprise on the organization of the production process;
  • analysis of the results obtained during testing and verification;
  • permission to obtain a certificate;
  • full-scale inspection of the production process.

On this page you can find out not all the details about how you can get a certificate for your own products. When carrying out certification of this type, manufacturers can focus on the profile Regulation approved in July 1993 by the Ministry of Foreign Affairs, which is drawn up in full accordance with government Decree No. 715. All the nuances of certification of products of their own production are clearly and clearly spelled out in it. In addition, you can get advice from the specialists of the STANDARD-TEST certification body using one of the feedback forms on the website.

This article will be devoted to the certification of products that are made at home. The most important and interesting moments of such production will be presented here.

Many are currently interested in the question that concerns the need for certification home products. It should be noted that, unfortunately, this procedure cannot be dispensed with if this product is sold in any foreign or Russian markets. If such home-made products are created only for oneself, but not for sale, then the requirements of the current legislation do not apply to them. It is not necessary to undergo a conformity assessment for such products as knitwear, various items for interior decoration and other items that will not be sold in the future, but will remain for personal use only.

At the same time, it should be noted that this is currently the only permitted option for creating goods at home. If the products are manufactured only for sale, they will be subject to special requirements, in particular to the production premises.

If you decide to release a specific product for sale on Russian territory, then for this it will be necessary to comply with absolutely all safety standards for the product and the process of its manufacture. And, of course, to the production room. This is due to the fact that in home environment at the moment, very often, it is simply impossible to provide the required control, cleanliness and other enough important criteria manufacture of various products.

When goods are made to be put into circulation, it is extremely important during the creation process to comply with all the requirements that apply to the production facility. First of all, this concerns fire safety and sanitary and hygienic standards, but only in this case, it is still necessary to take into account the technological specifics of production.

It should be clarified that specialized technical regulations and standards establish specific requirements for the manufacture of certain products. At the moment, this is most noticeable in the food products. To date, there is a special technical regulation of the Customs Union. It is entirely devoted to the conditions for creating food products.

In addition, the regulations also highlight the requirements for the following items:

  1. The place where the product will be made.
  2. Monitoring the normal operation of inventory and all technological equipment.
  3. Storage conditions for raw materials and finished food products.
  4. The method of disposal of various wastes.

In order to produce products and then launch them into sale, you must comply with the following conditions:

  1. Ensuring flow in a variety of technological operations, which completely eliminates the cross or counter flow of raw materials, as well as any contamination of inventory items.
  2. Create conditions in the production process that will make it possible to reduce air pollution to the very minimum.
  3. Protect the production area from any animals, especially rodents and insects.
  4. Constantly carry out Maintenance and the required repair of production equipment, as well as disinfection, cleaning, washing.
  5. Provision of space that is used to perform a process operation.
  6. Protect manufactured goods and products from the ingress of dirt, which may well provoke the formation of condensation and mold.
  7. To have a possibility proper storage raw materials used, various packaging materials and other products used in food.

Today, only those goods that fully comply with all safety standards participate in the trade turnover, and it is also very important that they be made in a special industrial premises. When the product is ready, in case of need, it will need a conformity assessment. For example, certification, obtaining a declaration and state registration, an examination that certifies industrial safety and other.

If commodity production is just beginning to develop, the produced batches are very small. It should be noted that such documents are mainly received individual entrepreneurs Or businesses with small budgets.

From all that has been said above, it can follow that for the vast majority of types of products home production it is not necessary to complete permits as a certificate, registration certificate, declaration of conformity. And, of course, you need to remember one thing important rule. It concerns the admission to the sale of those products that are obtained as a result of non-industrial production. It says that the sale of this product will be allowed only after it passes special state supervision.

MANDATORY CERTIFICATION OF PRODUCTS IN RUSSIA OR HOW SHOULD YOU CERTIFY YOUR PRODUCTS?

A bit from the history of certification ...
In the conditions of the planned economy of the USSR, product quality played an important role. In order to control and improve quality, a category was developed state standards GOST. All GOSTs were mandatory for use in areas defined by the standard itself.
Decree of the Council of Ministers of November 18, 1984 No. 984 "On the procedure for certification of engineering products" in the USSR introduces the concept of "certification" as a check of the compliance of product characteristics with the requirements of standards. Today, certification sometimes refers to the process of obtaining a certificate. This document is considered the first legislative act in the field of certification of the USSR.
Mandatory certification in Russian Federation was enshrined in law in accordance with the Law of the Russian Federation of February 7, 1992 No. 2300-1 "On Protection of Consumer Rights". In Article 7, the law designated the "Consumer's right to product safety" and mandatory certification as a procedure for confirming safety.
The next ten years saw the formation, structuring and development of legislation in this area, and the apogee of this was the adoption federal law dated December 27, 2002 No. 184-FZ "On technical regulation". The law implied the introduction of several hundred technical regulations, for compliance with the requirements of which products had to be checked, and GOSTs became voluntary for use. A seven-year period was determined by the provisions of the law for the implementation of this.
new The “turning point” was the creation (and entry into force in July 2010) of the Customs Union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, within which the formation of a single system technical regulation, including the development of unified .

So how to navigate in this variety of documents and how to be guided by certification at the present time?

First step. In order to independently find out whether the products need mandatory confirmation of compliance with the requirements normative documents, first of all, in addition to the name of the product, it is necessary to determine its codes according to the Commodity Nomenclature foreign economic activity of the Customs Union (TN VED code), as well as on request All-Russian classifier products OK-005 (OKP code).
Both lists are systematized sets of products by groups. The structure is intuitive - from general to specific. OKP code - six-digit, TN VED code - ten-digit. OKP is purely for internal use on the territory of the Russian Federation, while the FEACN characterizes the goods crossing the border.
They exist in paper and electronic form (text files, online directories). The second is preferable, since the enumeration options and finding the right position is greatly accelerated with the use of keyword search (eg product name, application area, etc.).
With The next step is to check the presence (absence) of a position in the lists of products subject to mandatory confirmation of conformity. Already started to work Technical Regulations of the Customs Union(TR CU) and each TR CU includes a list of products to which it applies. So, for products covered by technical regulations, you should be guided by the lists attached to these same regulations, for other products - a list of the system GOST R certification. In addition, additional permits may be required. For example, if a product is included in the Unified List of Goods Subject to Sanitary and Epidemiological Surveillance (Control) at the Customs Border and customs territory customs union, then for such products it is necessary to obtain, as they say, a “hygienic conclusion” (), also some products are subject to mandatory confirmation of compliance with the requirements”, such products need a “fire certificate”, etc.
And, of course, do not forget about the periodic adjustment of the above documents, in connection with which, you should make sure that the latest edition is available.
The final step in obtaining a certificate of conformity will be to contact the certification body, where experts will confirm the need mandatory confirmation compliance, or explain why these products are not subject to mandatory requirements.
The market is filled with unscrupulous organizations offering instead of a quality certificate, as we used to call it, only a piece of paper, often without genuine signatures, with “drawn numbers of test reports and other points that violate rules and regulations. The sale of products with such a "document" can subsequently lead to problems for consumers of products and supervisory authorities.
Therefore, it is necessary to carefully approach the choice of a certification body, it is necessary:
. make sure that the body that will conduct the mandatory certification has an accreditation certificate and the right to issue certificates specifically for your products
. ask which of the experts will sign the document, request his accreditation to make sure that the expert has the right to work in the field of your product
. find out if there is an archive in the organ. The body must keep for 5 years not only a copy of the certificate, but also all Required documents for mandatory certification
. request a reference list, recommendations
It is important to remember that the certificate implies the safety and quality of products, and marking with the mark of conformity informs consumers about this. Therefore, it is necessary to carefully approach the choice of a certification body that will carry out the procedure for confirming the conformity of products. Quality is when the customer returns, not the product.
