3.1.7. Organize control over compliance by drivers with the requirements for ensuring the safety of bus transportation.
3.2. In order to maintain buses in a technically sound condition, to prevent failures and malfunctions during their operation, the director must:
3.2.1. Ensure the technical inspection, maintenance and repair of buses in the manner and terms determined by the current regulatory documents.
3.2.2. Ensure daily pre-trip control of the technical condition of buses before departure with the appropriate marks in the waybill.
3.2.3. Ensure the protection of buses to exclude the possibility of their unauthorized use by the drivers of the organization, as well as by unauthorized persons, or causing any damage to the buses.
3.3. To organize the provision of safe road conditions on bus routes, the director is obliged to:
3.3.1. Notify authorities immediately executive power municipality, road, municipal and other organizations in charge of roads, streets, railway crossings, ferry crossings, as well as to the traffic police about the shortcomings in the condition of roads, streets, railway crossings, ferry crossings, their arrangement identified during the operation of routes threatening traffic safety, as well as sudden adverse changes in road and climatic conditions, natural phenomena; take the necessary preventive measures (organization of traffic at reduced speeds, changing the route of traffic, informing drivers, temporarily stopping the movement of buses) in accordance with applicable regulations.
3.3.2. Participate in a commission inspection of bus routes before their opening and during operation at least twice a year (by the autumn-winter and spring-summer periods) in the manner determined by the current legislative and other regulatory legal documents with the registration of the results of the survey by an act that gives conclusion of the commission on the possibility of operating bus routes.
3.3.3. Immediately inform the education department of the municipal body about the non-compliance of existing bus routes with traffic safety requirements in order to make a decision on the temporary suspension of bus traffic on these routes or their closure;
3.3.4. To carry out constant interaction with the traffic police to quickly obtain information about adverse changes in road and climatic conditions, road parameters, meteorological and other conditions under which traffic on the route of transportation of students of educational organizations by buses is temporarily stopped or limited.
3.3.5. Stop bus traffic in cases of urgency, when road or meteorological conditions pose a threat to the safety of transporting children (destruction of roads and road structures caused by natural phenomena, accidents on thermal, gas, electrical and other communications).
3.4. To organize the transportation process using technology that provides safe conditions for the transportation of children, the director is obliged to:
3.4.1. Ensure that transportation of groups of children is escorted by teachers or specially designated adults.
3.4.2. Ensure that pre-trip briefings drivers, accompanying persons and children about safety measures while traveling by bus for the transportation of students.
3.4.3. Provide each bus driver for the transportation of students with a route schedule indicating the time and places of stops, a route diagram indicating dangerous sections, information on traffic conditions and other necessary travel documents.
3.4.4. Organize control over compliance with routes and schedules (schedules) of movement, the number of passengers carried, not exceeding the number of seats.
3.4.5. Notify the traffic police authorities about the organization of transportation of students, mass transportation of children (to labor and recreation camps, etc.) in order to take measures to strengthen supervision of traffic on the route and resolve the issue of escorting columns of buses with special vehicles.
3.4.6. Provide escort for children transported by a convoy of buses by medical workers;
3.4.7. Regularly inform the municipal education authority about the causes and circumstances of traffic accidents, violations of the Rules of the Road and other traffic safety standards.
3.4.8. Keep records and analyze the causes of traffic accidents with buses and violations of traffic rules by drivers of an educational organization.

4. Rights.
4.1. The director of an educational organization has the right:
