1. General Provisions

1.1. The traffic safety and line control department (hereinafter the traffic safety department) is a structural subdivision of the urban electric transport enterprise and reports directly to the head of this enterprise.

1.2. The traffic safety department is headed by the chief auditor, who may be the deputy head of the enterprise, appointed and dismissed by order of the head of the city electric transport enterprise.

1.3. For employees in the security department traffic appointed persons who have higher education and work experience in the municipal electric transport system for at least 3 years or secondary technical education with at least 5 years of experience in municipal electric transport.

1.4. Employees of the traffic safety department are appointed, moved and dismissed from their positions by the head of the city electric transport enterprise on the proposal of the chief auditor.

1.5. The traffic safety department in its activities is guided by the "Law on Road Safety of the Russian Federation", orders of the Ministry of Gransport of the Russian Federation, the Department of City Electric Transport, the Rules technical operation trams, trolleybuses, the Rules of the Road, the Regulations of the PDD GET, these Regulations.

1.6. It is not allowed to assign functions that do not comply with these Regulations to employees of the traffic safety department.

1.7. For preventive work on the line for the prevention of road accidents and departure to the scene of incidents, the road traffic police department is provided with special vehicles.

II. Main goals

The main tasks of the Road Traffic Safety Department are:

2.1. Development and organization of activities aimed at ensuring traffic safety, education driver's staff and other employees of the enterprise a sense of high responsibility for ensuring the safety of passenger transportation, improving the professional skills of drivers.

2.2. Systematic monitoring of activities officials services, depots, car repair shops, car garages on issues of ensuring road safety in certain job responsibilities.

2.3. Methodological guidance and assistance to the operation service in matters of road safety.

2.4. Control technical condition rolling stock on the line.

2.5. Monitoring the implementation by drivers of traffic rules, PTE on the line.

2.6. Checking road safety on the track facilities and contact network.

2.7. Accounting and analysis of the work of the enterprise in matters of traffic safety, participation in the investigation of accidents.

III. Structure

3.1. The structure and staff of the road safety department are formed and approved by the head of the enterprise in accordance with this regulation on the traffic safety service.

IV. Functions

4.1. It checks the work of all officials of the enterprise in terms of ensuring the safety of the movement of vehicles, seeking through the heads of these departments to promptly eliminate the revealed shortcomings.

4.2. Takes part, on site, in the official investigation of the causes and circumstances of traffic accidents, if necessary, organizes consideration of the results of the investigation by the head of the enterprise and develops measures to eliminate such cases.

4.3. Draws up the next report on traffic accidents with serious consequences signed by the head of the enterprise in accordance with the order of the Ministry of Transport N 85/368 of 01.04.97.

4.4. Keeps records, analyzes, determines the causes of traffic accidents, violations of the Rules for the technical operation of a tram, trolleybus, traffic rules, develops measures to complete work aimed at ensuring road safety.

4.5. Prepares incident reports vehicles enterprises, compares the data in them with the data of local bodies of the State traffic inspectorate and submits it to higher organizations in the established manner.

4.6. On a monthly basis, at briefing meetings, informs drivers about the state of accidents, identified cases of violations of PTE, traffic rules, instructions received on traffic safety issues and measures taken to prevent traffic accidents.

4.7. Prepares and at least once a quarter reports at a meeting with the head of the enterprise on the state of road transport discipline at the enterprise, makes proposals for the elimination and prevention of identified shortcomings.

4.8. If necessary, prepares and submits to the management of the enterprise proposals for improving the maintenance of the rolling stock, tramway, power supply, automation and communication devices that increase the level of road safety, and seeks their implementation.

4.9. Takes part in the work of the State traffic inspectorate to consider materials on violations of the Rules of the road committed by the drivers of the enterprise, in the work of the attestation commission of the enterprise, in the work of the commission of the transport inspection.

4.10. Carries out constant monitoring and gives recommendations on the organization:

- training, advanced training and professional skills of drivers, driver-instructors, driver-mentors, heads of routes (shifts);

- training of drivers, compliance with the requirements of the established procedure for their admission to independent work on the line;

- instructing drivers on the features of the operation of trams, trolleybuses and special vehicles. transport in hazardous areas and when weather conditions change;

- the work of drivers on the line, the regime of their work and rest, pre-trip and post-trip medical examinations, medical re-examinations;

- repair of rolling stock and its release on the line;

- operation of rolling stock on routes with difficult traffic conditions;

- compliance with the rules for the use of traffic control means used on the routes of the city;

- conducting classes with drivers, engineering and technical workers to study PTE, traffic rules and other documents related to ensuring road safety.

4.11. Conducts talks, lectures, reports, including among students general education schools on issues related to road safety.

4.12. Takes part in the preparation and holding of meetings, reviews, competitions, monthly meetings on road safety issues, as well as in the study and dissemination of the positive experience of the departments of enterprises and individual drivers who prevent traffic accidents.

4.13. Participates in the work of the working commission on newly constructed tram and trolleybus lines and monitors compliance with the requirements of the database.

4.14. Takes part in the work of commissions to check the technical condition of the rolling stock, tramway, contact network and intersections with the railway. tracks in the same level on the routes of trams and trolleybuses, the condition of bridges, overpasses, flyovers.

4.15. Considers and approves materials for awarding drivers with the badge "For work without accidents."

V. Interaction of the road safety department with other divisions, services and departments of the enterprise

5.1. All orders, directives and regulatory documents issued in the divisions of the enterprise related to road safety issues are coordinated with the road safety department.

5.2. Instructions of road traffic police employees regarding the elimination of the causes and consequences of road accidents are mandatory for all employees of the enterprise.

5.3. Based on the results of inspections related to traffic safety in the depot and services, issue audit instructions with registration in the journal and monitor their implementation.

5.4. The heads of the depot and services are obliged to notify the road traffic police department of traffic accidents, not included in the traffic police statistics, with the participation of vehicles of the assigned unit.

VI. Rights

6.1. The Chief Auditor for Road Safety has the right to:

- give the heads of all departments of the enterprise (if necessary with an entry in the book of audit instructions) binding instructions on road safety, notifying the head of the enterprise about this, and monitor their implementation.

The issued instructions can be canceled by the head of the enterprise with a corresponding entry about this in the book of audit instructions:

- make proposals to the administration of the enterprise on encouraging drivers, employees of services, departments for the prevention of traffic accidents, progress made in the work to ensure road safety, as well as to apply for prosecution of persons who do not comply with audit orders and requirements normative documents on road safety issues;

- represent, on behalf of the management, the enterprise of the city electric transport in government bodies, public organizations on road safety issues.

6.2. The traffic safety department has the right to:

- demand and receive from the heads of services, departments, depots and other divisions of the enterprise oral and written explanations, information on traffic safety, as well as information on the implementation of audit instructions;

- limit the speed of trams, trolleybuses on sections of the tram track and roads, the condition of which threatens the safe transportation of passengers. Make proposals to the head of the enterprise on the complete cessation of traffic in such sections;

- prohibit the release of the rolling stock on the line or return it to the depot upon detection of technical malfunctions of the rolling stock that threaten traffic safety, in accordance with the Rules for the technical operation of a trolleybus (tram);

suspend drivers and other line workers from work whose condition or action threatens road safety, with subsequent notification of the head of the relevant department.

VII. A responsibility

7.1. The Chief Auditor for Road Safety is personally responsible for the fulfillment of the tasks assigned to the department by this regulation, direct supervision of the work of the audit apparatus.

7.2. The degree of responsibility of employees of the road safety department is established by job descriptions developed by the chief auditor and approved by the head of the city electric transport enterprise.

ABOUT TRAFFIC SAFETY

IN THE SYSTEM OF THE MINISTRY OF AGRICULTURE AND PRODUCTION OF THE REPUBLIC OF BELARUS

1. General Provisions

1.1. The traffic safety service is being created in all subdivisions of the system of the Ministry of Agriculture and Food of the Republic of Belarus, which have cars, tractors and other self-propelled equipment, to organize work to prevent traffic accidents and improve the efficiency of the use of vehicles.

1.2. The traffic safety service in its activities is guided by legislative and other regulations operating in the field of road safety, as well as this Regulation.

1.3. The road safety service solves the tasks assigned to it in close cooperation with other services and divisions of associations, organizations, farms and enterprises of the Ministry of Agriculture and Food of the Republic of Belarus, with the State Traffic Inspectorate of the Ministry of Internal Affairs of the Republic of Belarus, road and municipal institutions and organizations, as well as public organizations whose activities are related to road safety.

2. Main tasks

2.1. Development and implementation of organizational, technical and preventive measures aimed at ensuring safe operation Vehicle.

2.2. Educating the drivers, machine operators and other employees of the system of the Ministry of Agriculture and Food of the Republic of Belarus of a sense of high responsibility for ensuring road safety, improving the professional skills and qualifications of drivers and machine operators.

2.4. Accounting for traffic accidents and violations of traffic rules, analysis of the causes of their occurrence.

2.5. Study and dissemination of positive experience in organizing trouble-free operation of transport.

3. Functions of the traffic safety service

3.1. Carries out methodological guidance, coordination and control over the activities of road safety services of all subordinate enterprises and organizations of the system of the Ministry of Agriculture and Food of the Republic of Belarus, provides practical assistance in their work.

3.2. Analyzes the results of road safety services and, on this basis, develops measures to improve it.

3.4. Develops or participates in the development of draft orders, instructions, rules, regulations, instructions and other regulatory documents of the Ministry of Agriculture and Food of the Republic of Belarus on road safety issues.

3.5. Develops, together with other services and divisions of the system of the Ministry of Agriculture and Food of the Republic of Belarus, measures to prevent road accidents and monitors their implementation.

3.6. Keeps records of traffic accidents and violations of traffic rules, analyzes the causes of their occurrence, in the prescribed manner provides operational information on traffic accidents and measures taken to prevent them.

3.7. Summarizes data on the state of accidents in transport of the system of the Ministry of Agriculture and Food of the Republic of Belarus, analyzes the state of work to ensure road safety and, on the basis of this, develops and submits proposals to the leadership of the Ministry of Agriculture and Food of the Republic of Belarus on the most rational directions and forms of work to prevent road accidents and measures to reduce the severity consequences from them.

3.8. Organizes an official investigation of road traffic accidents with serious consequences, at the same time finds out the causes and circumstances of these accidents, and also takes the necessary measures to fulfill violations established norms and rules for ensuring road safety associated with shortcomings in the work of subordinate enterprises, farms and organizations. Prepares relevant materials and proposals to the leadership of the Ministry of Agriculture and Food of the Republic of Belarus.

3.9. Conducts inspections of subordinate enterprises and farms, requires their management to provide the necessary materials on ongoing measures to ensure road safety, oral and written explanations, gives relevant officials mandatory instructions to eliminate identified violations current rules, regulations, orders, instructions, instructions and other normative documents, and the necessary recommendations to the heads of collective farms.

3.10. Trains necessary materials on road safety issues for consideration by the board, the Central Commission of the Ministry of Agriculture and Food of the Republic of Belarus for ensuring road safety.

3.11. Carries out control over the quality of training of drivers and machine operators, training them in the correct actions in extreme conditions, advanced training and professional skills of drivers and machine operators in the system of the Ministry of Agriculture and Food of the Republic of Belarus.

3.12. Every year, together with other services, organizes classes for drivers, machine operators and engineering and technical workers to study the rules of the road and other documents related to ensuring road safety.

3.13. Carries out control over the training of drivers and the work of driver-mentors, the admission of drivers to drive only those categories of vehicles that they have been granted the right to drive, participates in the work of the attestation commission to improve the skills of drivers.

3.14. Organizes the conduct of drivers and machine operators about the features of the operation and use of vehicles, taking into account road and climatic conditions, as well as the observance of the regime and rest.

3.15. Carries out control over the passage of drivers and machine operators of pre-trip medical examinations, as well as, together with the divisions in charge of personnel issues, over compliance deadlines medical recertification.

3.16. Informs drivers, machine operators and engineering and technical workers about the state of accidents, causes and circumstances of road accidents, organizes analysis of the facts of road accidents and violations of traffic rules committed by drivers and machine operators in the team of the organization, enterprise.

3.17. Provides assistance to organizations, enterprises, collective farms in organizing the work and equipping classrooms (classes) for road safety.

3.18. Carries out agitation and propaganda work in the workforce to ensure road safety (lectures, reports, discussions, consultations, etc.).

3.19. Takes part in the work of the relevant commissions for the inspection of roads on the routes of the subordinated transport.

3.20. Provides assistance and directs the work of commissions to ensure traffic safety in subordinate transport, other public formations involved in ensuring traffic safety.

3.21. Carries out work to prevent traffic accidents and violations of traffic rules among employees of organizations, enterprises that are owners of individual motor vehicles.

3.22. Systematically reconciles data on traffic accidents, in which the vehicles of organizations and enterprises were involved, with the data of the State traffic inspectorate.

3.23. Informs the State Traffic Inspectorate about traffic accidents involving subordinate vehicles, as well as cases of vehicles returning to the parking lot with external damage.

3.24. Submits to the State traffic inspectorate data on the amount of material damage from damaged vehicles and cargo in road accidents.

3.25. Participates in determining the topics of research work on road safety issues carried out by departmental scientific institutions, ensures, together with the interested services of the system of the Ministry of Agriculture and Food of the Republic of Belarus, the implementation of completed research work in this area.

3.26. Summarizes and disseminates the positive experience of accident-free work of drivers, the best brigades, detachments (columns).

3.27. Participates in reviewing and debriefing labor collectives systems of the Ministry of Agriculture and Food of the Republic of Belarus.

4. The traffic safety service has the right:

4.1. Conduct inspections of the work of other services of the subdivisions of the system of the Ministry of Agriculture and Food of the Republic of Belarus on their implementation of legislative and other normative acts regulating issues of ensuring road safety, make proposals to the leadership of the Ministry of Agriculture and Food of the Republic of Belarus, regional, district associations, organizations, enterprises, farms to eliminate the identified violations.

4.3. Require the heads of services and divisions of the system of the Ministry of Agriculture and Food of the Republic of Belarus, heads of organizations, enterprises to provide the necessary information on issues of ensuring road safety.

4.4. Consider and give an opinion on draft documents related to ensuring road safety, prepared by other services and divisions of the system of the Ministry of Agriculture and Food of the Republic of Belarus.

4.5. To involve, in agreement with the Ministry of Agriculture and Food of the Republic of Belarus, employees of other services and divisions to check the work of subordinate institutions, organizations, associations, enterprises to ensure road safety.

4.6. Submit proposals to the relevant authorities on rewarding employees of services and departments for the successes achieved in ensuring road safety, as well as petition for prosecution of persons who do not comply with the requirements of regulatory enactments on road safety issues.

4.7. Prohibit the release of vehicles on the line and return them from the line if technical malfunctions that threaten road safety are detected.

4.8. Check with drivers and machine operators of subordinate transport on the line for the availability of certificates for the right to drive vehicles, waybills, documents for the transported cargo, make entries in waybills upon detection of violations by drivers and machine operators of the rules of the road, the rules for the operation of vehicles.

4.9. Suspend, in accordance with the established procedure, from work on vehicles drivers and machine operators whose condition or actions threaten road safety.

5. Management of the road safety service

5.1. The head of the traffic safety service of the Ministry of Agriculture and Food of the Republic of Belarus is appointed and dismissed by order of the leadership of the Ministry of Agriculture and Food of the Republic of Belarus.

Heads of the traffic safety service of regions, districts, organizations, enterprises - by order of the head of the relevant organization or enterprise, the nomenclature of which includes this position, in agreement with the higher traffic safety service, in collective farms - by the decision of the board.

5.2. The head of the traffic safety service of the Ministry of Agriculture and Food of the Republic of Belarus reports directly to the head of the State Inspectorate for Labor Protection, Transport and fire safety. The heads of the traffic safety services of regional and district associations report directly to the heads of the relevant inspections, which include this service, as well as the head of the higher traffic safety service.

The heads of the traffic safety services of organizations, enterprises report directly to the head of the relevant department, enterprise, as well as the head of the higher traffic safety service.

5.3. Head of traffic safety service:

5.3.1. Manages all activities of the traffic safety service and is personally responsible for the proper performance of the tasks and functions assigned to the service, organizes the work of the service, develops and submits for approval to the management the regulation and job descriptions.

5.3.2. Ensures high-quality implementation of the instructions of the leadership of the Ministry of Agriculture and Food of the Republic of Belarus in a timely manner, and also participates in the preparation by other departments of the system of the Ministry of Agriculture and Food of the Republic of Belarus required documents and materials on issues within the competence of the traffic safety service.

5.3.3. Represents in accordance with the established procedure in organizations and institutions on issues within the competence of the traffic safety service.

5.3.4. Develops and implements measures to improve the organization, style and methods of work of the road safety service, strengthen performance discipline, improve the business skills of employees, introduce scientific labor organization and computer and organizational equipment into the practice of the service.

6. States and Logistics

6.1. Headcount traffic safety service is determined depending on the number of cars, tractors and other self-propelled vehicles.

In fleets with the presence of vehicles up to 100 units, a full-time position of a road safety engineer is introduced, up to 200 units - 2 people; over 200 units - a department for road safety is being created.

6.2. To organize control over the correct use and storage of vehicles, travel to the scene of traffic accidents in order to investigate them and provide first aid to victims of an accident, as well as conduct, together with the traffic police, health and road organizations preventive work with drivers and machine operators at the locations of vehicles, examinations road conditions on the most busy transportation routes during the period of harvesting and transport work and other mass transportation, the traffic safety service is provided special vehicle"Traffic Safety".

6.3. Organizations, enterprises, farms of the system of the Ministry of Agriculture and Food of the Republic of Belarus allocate office space for group classes on ensuring road safety and organize the provision of them with the necessary equipment.

Chapter 8. ORGANIZATION OF TRAFFIC SAFETY SERVICES

8. 1. OBJECTIVES OF TRAFFIC SAFETY SERVICES

Traffic safety in road transport can be ensured:

high qualification and discipline of the driver;

high quality level of technical condition and staffing of vehicles;

the necessary condition of the road network and the organization of traffic;

qualified management and control over the transportation and use of rolling stock.

Ensuring these conditions requires the ATP traffic safety service to:

development of draft plans for preventive work with drivers;

systematic control over the implementation of regulatory documents, instructions, orders to ensure traffic safety;

verification of the implementation by all ATP services of the necessary measures to ensure traffic safety;

keeping records of accidents and violations of the Rules of the Road in accordance with the rules of accounting and departmental instructions,

conducting an analysis of the materials of the accident and violations committed by drivers, and organizing their appropriate discussion in the team;

participation in the conduct of internal investigations of road accidents, generalization and dissemination of best practices for accident-free operation of drivers, teams and motorcades;

organizing the work of the traffic safety office and conducting agitation and mass work on traffic safety;

providing methodological assistance to public organizations working on traffic safety;

monitoring the training of drivers and the work of driver-mentors.

In turn, the operation service performs the following tasks to prevent accidents:

ensuring the normal duration of the working day of drivers;

development of traffic schedules corresponding to the traffic conditions on the routes, and monitoring their observance;

examination of road conditions on the routes of the ATP, identification of sections unfavorable in terms of safety conditions and taking immediate measures to eliminate the identified shortcomings;

organizing the work of medical workers for pre-trip and other examinations of drivers;

organizing internships and training for drivers to improve their skills;

ensuring compliance with the requirements of the Rules of the Road when transporting bulky and dangerous goods;

compiling passports and route maps indicating dangerous places and familiarizing all drivers with the specifics of routes;

systematic rationing of speed limits on routes and, accordingly, adjustment of the traffic schedule;

regular inspections of the condition of roads and artificial structures on bus routes;

taking measures to prevent overloading of buses by passengers on routes;

implementation of linear communication between the rolling stock and control centers.

The operation service conducts mandatory training for all newly hired drivers on the routes where they will work.

When sending drivers to other routes, the operation service introduces them to the features of new routes. On routes with difficult road conditions, only experienced, disciplined drivers should be sent.

The most important activities of the production and technical service in ensuring road safety are:

organization of diagnosing the technical condition of units that affect traffic safety;

ensuring timely and high-quality elimination of defects and malfunctions of the rolling stock;

regular and high-quality implementation of maintenance plans;

ensuring that vehicles are equipped with fire extinguishers, emergency stop signs, first aid kits;

organization of selective control of the technical condition and staffing of vehicles on the line and technical assistance in case of forced stops of the rolling stock on the line.

Particularly responsible for the production and technical service are the preparation of rolling stock for the transport of people on trucks. In this type of transportation, the technical serviceability of vehicles and their completeness must, of course, be ensured in full compliance with the requirements of the Rules of the Road.

The special attention of the production and technical service, from the point of view of ensuring traffic safety, is required by the organization of the technical operation of vehicles, when they are separated from the main technical base (long business trips, etc.). In this case, a technical support plan is developed in field work conditions and everything necessary is provided for the systematic monitoring of the technical condition of vehicles and the implementation of the necessary amount of maintenance and technical assistance on the line.

The level of work to ensure traffic safety at motor transport enterprise decisively depends on the general technical culture of all employees. Therefore, work to improve technical knowledge should be considered as one of the conditions for successful prevention of accidents by the production and technical service, designed to carry out training. At the same time, first of all, it is necessary to ensure that drivers and technical personnel systematically study the features of new vehicles, train drivers to improve their skills, familiarize all employees with regulatory documents and instructions for technical operation and technology for transporting passengers and goods.

Depending on the nature and extent of violations of instructions, current rules, regulations, orders, etc., officials and engineering and technical workers may be held liable for the following types of liability: disciplinary, administrative, criminal, financial, public.

Disciplinary liability provides for the imposition of a penalty on an employee in accordance with existing legislation or the Rules of Internal work schedule. Depending on the degree of violation, the following can be announced: a remark, a reprimand, a severe reprimand, a demotion, a dismissal.

Administrative responsibility of officials for violation of labor legislation, traffic rules and road accidents occurs in cases provided for by the administrative legislation of the Russian Federation, and is expressed in the imposition of a fine on them.

Criminal liability of officials occurs in cases where their actions contain signs of a criminal act or inaction, qualified in accordance with the articles of the Criminal Code (CC) of the Russian Federation.

Ignorance by officials of labor legislation, labor protection standards, traffic rules and other regulatory documents within the scope of their official duties and the work performed does not relieve them of responsibility for the violations committed.

8. 2. ORGANIZATION OF THE OFFICE OF TRAFFIC SAFETY

The methodological center of preventive work to prevent accidents at the ATP is the traffic safety office.

The activity of the work and the equipment of the office can serve as one of the signs of the level of all work in this area at the ATP.

The exposition and equipment of the office, of course, must correspond to the profile and preferential conditions of the transport work of this ATP.

We can name the following main areas in which materials and the corresponding exposition should be available in each office:

Traffic Laws;

data on accounting and analysis of accidents and violations of the Rules of the Road by drivers;

best practices for trouble-free operation;

features of a new type of cargo and the impact of its properties on traffic safety, depending on road conditions and speed limits;

taking into account the properties of the cargo when performing loading and unloading operations;

placement and securing of cargo in the body of the car, ensuring its safety and traffic safety

In order to reduce the accident rate at the ATP, an action plan is being developed to prevent road accidents, which includes the following main issues

organization and timing of the medical examination of all drivers;

measures to improve the working conditions and rest of drivers;

improving the control of the technical condition of vehicles;

inspection of road conditions on routes;

monitoring the implementation of instructive materials and orders;

organizing promotion of best practices, holding reviews, competitions on traffic safety;

improving the professional qualities of drivers To improve the quality level of accounting, analysis of accidents, as well as various information of an operational and planned nature, it is advisable to have a device for a small information and computer complex that allows storing, searching, processing and obtaining the necessary information.

8. 3. BUSINESS GAMES IN THE ORGANIZATION AND SAFETY OF ROAD TRAFFIC

Active decision-making methods are increasingly being introduced into the practice of professional management activities, allowing for more rational action on practical, operational and strategic problems. The same methods allow to improve the qualifications of specialists.

In this regard, intensive training methods are being introduced to improve the training and retraining of traffic safety specialists. One of these methods is a training method that reproduces specific production situations or production activities, with the development of recommendations for solving the problem. Active Methods are an effective means of advanced training, since it is known that the greatest assimilation of the studied material (90% and more) occurs when analyzing specific situations. Active learning methods include: business games, lectures-discussions, off-site classes to study best practices in production, questionnaires, various logical methods ("incident", "brainstorming", "collective generation of ideas", "analysis of business papers" , "scenarios", "peer reviews", etc.).

Of all active learning methods, the most effective, including for specialists in the field of organization and traffic safety, is a business game. The advantages of its use are as follows:

the possibility of widespread use of computer technology to solve complex technical, socio-economic, organizational and managerial tasks, such as situational analysis of road accidents, processing of collected information on road accidents, analysis of statistical data, calculation of the effectiveness of measures to prevent accidents in road transport , management of the database service at various levels, etc.;

a high degree of compliance of the game model with the real stages of work, for example, such as collecting data on accidents and filling out the primary registration card for accidents, conducting an internal investigation of an accident, instructing the driver and technical personnel of a motor transport company on various traffic safety issues, control on the line, etc. ,

application of logical and mathematical formalization business game to master new methods of planning, for example, measures to prevent accidents with the calculation of the priority of their implementation, carrying out technical control of rolling stock, etc.;

an insignificant period of preparation for the game with a sufficient level of qualification of listeners, their competence in the tasks to be solved;

the use of several methods simultaneously in one business game, such as "brainstorming", expert assessments, group consultations, questionnaires, etc.;

the opportunity in a limited period (6 - 12 hours) to assess the situation, find solutions, check the level of one's own knowledge.

In addition, each game method can imitate the production activities of any department with a multivariate solution to various problems. Thus, in the "brainstorming" method, which is the generation of ideas on the problem being solved, a performance rule is established to create an environment in which the participant of the game stops only at constructive proposals. At the first preparatory stage of the game, a questionnaire can be used. With the help of developed questionnaires on a specific topic, independent judgments of the players are collected. Written methods of revealing the topic are then used in business games to analyze "business papers". The basis of this method is the classification of a set of information (job descriptions, requirements for materials and spare parts, letters from institutions of various office notes etc.) The task of each employee, both in the database service and in other services, is to be able to navigate this flow of information, determine their relationship, discard from consideration those that are not related to this issue or official, and make a certain decision. The analysis is being carried out according to many criteria with a certain differentiation procedure. When analyzing and making a decision, mathematical models of applied system analysis using computer technology, and utility theory, which has a practical application to real business situations. For example, technical diagnostics at ATP or control on the line can be reduced to a mathematical model for constructing a hierarchy of "the risk of an accident due to a technical malfunction" or an assessment of the conditions for safe, comfortable and efficient movement can be mathematically formalized on the basis of "qualitative growth of the hierarchy of goals".

An important stage of the business game is the final assessment of subjective (intuitive-logical) and objective (formalized) decisions, as well as an assessment of the degree of problem solving. for decision-making The search for the primary source of the incident (uncertain situation) that has arisen can be formalized. With a qualitative analysis of an accident in a business game, the "role-playing" method can also be applied. Each player, in accordance with the chosen role (the head of the ATP or the database service, the traffic police inspector on duty, the medical worker, the injured driver, etc.) analyzes the situation, looks for reasons Road accident, possible ways of its prevention, develops preventive measures. In the process of the game, self-learning and adjustment of activity, understanding of the reasons for this or that behavior of others take place.

The most promising in business games for forecasting, planning, choice and decision-making are the methods of stage-by-stage expert forecasting and system analysis. These methods represent obtaining expert estimates, determining their hierarchical structure, applying mathematical and statistical processing and correcting the results of the previous stages based on the information obtained during the processing of expert data.

The most important conditions for business games are self-organization, self-learning, self-discipline as a result of the participants' interest in solving the problem they are interested in.

Thus, a game model that provides for the development of the best solution in the shortest possible time without costly errors, in practice, is an imitation of the solution to a specific problem. The uncertainty of this problem in the game can be formalized to a certain extent.

Conducting a business game is preceded by painstaking work on its detailed development. The more carefully all the details of the game are thought out, the more likely it is to achieve its main goal - to activate the work of the participants and get results faster.

Analysis a large number The existing developments on business games made it possible to single out the following main stages of preparing and conducting a game.

1. The object and range of questions (problems) for game simulation are determined. The description of the object should be simple enough for the participants of the game to understand its essence. As players become more proficient in using the simulation model, it can become more complex. When studying the elements of an object and the connections between them in a game, the simulated system operates for a certain interval (day, month, year, etc.), and in the process of game simulation, this interval is considered for several hours. When searching for the optimal solution, problems are identified, the duration of which may be different, in some cases insufficiently precisely defined, and sometimes difficult to predict.

2. The purpose, purpose and nature of the game simulation are determined by the specific conditions and capabilities (technical, organizational, informational) of the organization in which the game is to be played, as well as the capabilities of the game procedure.

3. A leader (constructor) or a group of people is allocated to develop the game, who know the process under consideration, who are professionally able to clearly explain the meaning and construction of the game.

4. The initial information is studied, systematized and presented to the game participants in the most visual and convenient form for the game.

5. Depending on the problem being solved, the availability of technical means, means of processing and transmitting information, the nature of the game, a possible method of playing the game is selected.

6. Based on the goals, criteria, evaluation of the effectiveness of the functioning of systems, the level of planning, the degree of formalization, the duration of the game simulation, the composition technical means, decision tools, i.e., taking into account the conditions under which the game is played, possible levels of decision making are determined (optimal or approximate decisions, qualitative or quantitative assessment of the decisions made), analysis and solution of the problem or only analysis, etc. and, accordingly, the possibility and necessity of using various algorithms and computer programs for solving problems are determined.

7. The game complex (the composition of the teams participating in the game) is determined by the goals of the game and the number of players. The complex may include one or more groups of experts, arbitration, technical staff, game administrator.

The functions of the participants are distributed by teams (arbitration commission, technical workers, leaders of expert groups, members of expert groups) and by links of expert groups. In some cases, the functions of the links must correspond to the production functions of the relevant departments (for example, to simulate the activities of the ATP - the department of the chief mechanic, the planning and economic department, the control room). In games related to the expert assessment of a specific production problem and ways to solve it, the functions of the participants in expert groups are usually homogeneous, i.e., the principle of equal participation in the creative process of all participants, including arbitration and technical workers, is observed.

This stage requires a long study, since the fuzzy definition of the functions of each participant may require the intervention of the game administrator, resulting in a decrease in the activity and interest of the participants.

8. The game complex is an integral structure, the nature and quality of links between elements (teams) of which are determined by the rules of interaction. The rules are built in accordance with the chosen method of the game, technical and information support, the rules of the game, the features of the simulated object. The decisive role in drawing up the rules of interaction is played by the game designer, who must study the simulated object (process) in detail, determine the composition of the technical means of imitation, the volume and structure of information support, the composition of the game documentation and workflow, the system for evaluating the activities of participants, the rules of refereeing and general rules player behavior.

9. The game designer searches for existing developments on the procedural part of the game that meets its goals and nature. If there are similar developments, they are either accepted in in full, or change in accordance with the nature of the problem being solved.

10. To check the correctness of building a game simulation, the game is debugged with a team of developers. The result of debugging is a refined sequence of operations in the game, corrected rules for the interaction of teams and forms of documents, as well as a workflow scheme, exactly set time game experiment and the regulations for conducting individual cycles, phases, stages, steps, operations in the game and the total duration of the entire game.

11. Preparation of participants consists in familiarizing them with the goals, the essence of the game, organizational, technical and socio-economic data of the simulated system and its features. Participants get acquainted with the functions that they have to perform in the game. The successful conduct of a business game depends on the correct preparation of the players for participation in the game, the correspondence of the functions of the player to his level of general and professional training, on the activity of the host of the game, on clear and competent leadership in the game. from the speed of obtaining and processing information, etc.

One of the most important activities of the database service in the ATP is the prevention of accidents. This problem can be the subject of its imitation in the form of a business game (Fig. 8. 1). In this case, at the first stage, players can be offered the choice of the optimal solution from a variety of options.

Modeling a game situation may include the following steps (Table 8.1).

The stages of game situations are naturally interconnected, but they can also be considered separately (fragmentally). Each stage of game simulation can be accompanied by the emergence of conflict situations that are the result of a high degree of variability in the occurrence of traffic accidents, conflicting interests of individual ATP employees, insufficient competence, and others. reasons. Therefore, the choice of solution is not only objective, but also subjective.

Accounting for accidents as the primary stage of all subsequent stages of decision-making requires not only complete and timely registration of information about accidents, but also their standard registration in accordance with the current Rules for accounting for accidents. In the production activities of a traffic safety engineer, for example, the following contradictions may arise:

the form of registration of the collected information about the accident does not comply with the regulated guidelines;

untimely registration of accidents and reporting forms, etc.

The elimination of the contradictions that have arisen is possible with a game simulation of the production activities of the traffic safety service and the ATP.

The simulation procedure may be as follows. The leader offers the game participants a description of the accident. Participants in the game are required to submit information to arbitration in a regulated form of accounting. Evaluation of the correctness and completeness of the information provided determines the outcome of the fragment of the game "Accounting for accidents". The game situation can be supplemented by an analysis of information about the accident to determine the sufficiency of the information provided. At the end of the game, arbitration evaluates the qualifications of the participants according to their decisions.

Developed on the basis of the Model Regulations on the road safety service in the system of the ministry (department), approved at a meeting of the Commission for Road Safety under the Ministry of Internal Affairs of the USSR on February 14, 1978, Protocol No. 3. Designed for all motor transport enterprises and organizations of the Ministry of Autotransport of the RSFSR and regulates the basic principles of organizing the traffic safety service in the system of the Ministry of Autotransport of the RSFSR, its functions, structure, number, rights, duties, tasks.

The work was carried out in accordance with the comprehensive plan of the most important research and development work for 1985, approved by the minutes of the meeting of the Collegium of the Ministry of Autotransport of the RSFSR of December 20, 1984, as well as the Plan of Work on Standardization and Metrology of the Ministry of Autotransport of the RSFSR for 1985.

This RD establishes the tasks, rights and obligations of the traffic safety service of the Ministry of Motor Transport of the RSFSR, its enterprises and organizations.

1. General Provisions

1.1. The traffic safety service is being created in the system of the Ministry to organize work to prevent traffic accidents.

1.2. The traffic safety service in its activities is guided by the Laws of the USSR, the RSFSR, the instructions of the Presidium of the Supreme Soviet of the USSR, the RSFSR, the resolutions of the Central Committee of the CPSU and the Council of Ministers of the USSR, the RSFSR, the decisions of the All-Union Commission for Ensuring Traffic Safety and orders, instructions and guidance documents of the Ministry of Road Transport of the RSFSR, according to traffic safety.

1.3. To organize the work, methodological guidance and control over the activities of all services and divisions of the central apparatus of the ministry, enterprises, and divisions and organizations, a traffic safety service is being created.

The traffic safety service of the ministry consists of the Office of the Chief Auditor for Traffic Safety, departments of auditors for traffic safety of republican and territorial associations of road transport, departments (groups) for traffic safety, deputy heads of the enterprise for traffic safety, driver-instructors - in motor transport enterprises (with the number of drivers less than 150 people - engineer (senior engineer) of traffic safety).

1.4. The Office of the Chief Auditor for Traffic Safety reports directly to the Minister of Motor Transport of the RSFSR.

Departments (groups) of associations and enterprises report to the respective first leaders.

1.5. The head of the Office of the Chief Auditor for Traffic Safety of the Ministry is appointed and dismissed by order of the Minister.

Heads of the traffic security service of an association, enterprise, organization are appointed and dismissed by order of the head of the relevant enterprise (organization), whose nomenclature includes this position, in agreement with the higher traffic security service.

1.6. The heads of the traffic safety services are personally responsible for the fulfillment of the duties assigned to the services by this Regulation.

1.7. The main tasks of the traffic safety service are:

1.7.1. Identification and study of the causes and conditions for the occurrence of traffic accidents and violations of the Rules of the Road.

1.7.2. Development and participation in the implementation of organizational and technical measures to ensure the trouble-free operation of vehicles.

1.7.3. Implementation of methodological guidance and control over the activities of services and departments of enterprises, organizations, associations in terms of ensuring traffic safety.

1.7.4. Development and participation in the implementation of activities to educate the driver and other employees of the industry a sense of high responsibility for ensuring safety road transport, improving the professional skills of drivers.

1.7.5. Study and dissemination of best practices in the organization of accident-free operation of vehicles.

1.8. The traffic safety service solves the tasks assigned to it in close cooperation with other services and divisions of the association, organization, enterprise, with the bodies of the State Automobile Inspectorate, road, communal and other organizations whose activities are related to ensuring traffic safety.

1.9. The traffic safety service takes part in the review and evaluation of the results of the activities of transport enterprises and organizations, of which it is a member, on issues of ensuring road safety.

2. Duties and rights of the traffic safety service of the Ministry

2.1. Office of the Chief Auditor for Traffic Safety of the Ministry:

2.1.1. Carries out functional management, coordination and control of the activities of traffic security services of all subordinate enterprises and organizations of the Ministry, provides them with practical assistance in their work.

2.1.2. Analyzes the results of the activities of the traffic safety service and, on this basis, develops measures to improve it.

2.1.3. Together with the relevant departments, develops thematic plans classes with employees of the traffic safety service to improve their skills.

2.1.4. Organizes the introduction of the achievements of science and technology in the activities of traffic safety services of territorial associations and enterprises.

2.1.5. Determines the procedure for work and monitors the correct use of special vehicles of the traffic safety service.

2.1.6. Carries out inspections of the work of services and divisions of the Ministry, its enterprises and organizations on their implementation of legislative acts and regulatory documents on issues of ensuring road safety.

2.1.7. Keeps records of traffic accidents and analyzes the state of accidents in the transport of the Ministry, evaluates the effectiveness of work to ensure the safety of road transport and, on the basis of this, develops and submits proposals to the leadership of the Ministry on the most rational directions and forms of work to prevent accidents and the severity of their consequences.

2.1.8. Develops, together with other services and divisions of the Ministry, measures to prevent road accidents and monitors their implementation.

2.1.9. Prepares the necessary materials on the safety of road transport for consideration at a board meeting, scientific and technical council of the Ministry.

2.1.10. Develops or participates in the development of draft orders, instructions and other regulatory documents of the Ministry on issues related to ensuring traffic safety.

2.1.11. It studies the best domestic and foreign experience and methods of work on the prevention of road accidents, develops measures to put them into practice in the system of the Ministry, and prepares reviews and recommendations on these issues.

2.1.12. Organizes meetings, conferences, seminars, competitions and other events on road transport safety issues, takes measures to implement the recommendations adopted on them to prevent road accidents.

2.1.13. Organizes official investigations of traffic accidents with serious consequences and prepares relevant materials and proposals for the leadership of the Ministry.

2.1.14. Participates in the organization of research work on road safety conducted by industry and other scientific institutions, and organizes the implementation of completed developments.

2.1.15. Carries out control over the quality of training of the driver's staff and the improvement of his qualifications in the educational institutions of the Ministry.

2.1.16. Prepares and submits to the leadership of the Ministry materials on awarding distinguished drivers with the badge “For work without accidents”.

2.1.17. Provides material and technical assistance in providing traffic safety services with the necessary materials and equipment.

2.2. The Office of the Chief Auditor for Traffic Safety has the right to:

2.2.1. Give, in accordance with the procedure established by the Ministry, binding instructions to the heads of services and departments of the Ministry, heads of enterprises and organizations on issues of ensuring traffic safety, and control their execution.

2.2.2. Require the heads of services and divisions of the Ministry, heads of enterprises and organizations to provide the necessary information on traffic safety issues.

2.2.3. Conduct a survey of enterprises and organizations, require their leaders to submit materials on ongoing measures to ensure the safety of road transport, oral and written explanations, give the relevant officials mandatory prescriptions of regulatory documents, rules, orders, instructions, etc.

2.2.4. To involve, in agreement with the leadership of the Ministry, employees of other services and departments in checking the work of organizations and enterprises on issues of ensuring traffic safety.

2.2.5. Make proposals to the leadership of the Ministry on encouraging the executives of subordinate units for good performance and achieved results in ensuring traffic safety, as well as petition for prosecution of officials who do not ensure compliance with the requirements of regulatory documents on traffic safety.

2.2.6. In special cases, in agreement with the leadership of the Ministry, prohibit the movement of subordinate vehicles on the streets and highways upon detection of shortcomings in their arrangement or maintenance that threaten traffic safety.

2.2.7. Control the work of drivers of the Ministry on the line, check whether they have certificates for the right to drive vehicles, warning coupons for them, travel (route) sheets, documents for the transported cargo, as well as the correctness of their completion; make appropriate entries in the waybill (route) when violations of the Rules of the Road, rules for the operation of transport are detected, and, if necessary, return the rolling stock to the enterprise.

2.2.8. Consider and give opinions on draft documents related to ensuring road safety, prepared by services and departments of the Ministry.

2.2.9. Prepare conclusions on research and design work related to ensuring traffic safety.

2.2.10. On behalf of the leadership to represent the Ministry in government organizations, in print, on radio and television on traffic safety issues.

3. Duties and rights of the traffic security service of republican, territorial associations and other organizations

3.1. The traffic safety service of the association and other organizations:

3.1.1. Carries out functional management, coordination and control of the activities of subordinate traffic safety services, provides them with practical assistance.

3.1.2. Analyzes the results of the activities of subordinate traffic safety services and, on this basis, develops measures to improve them.

3.1.3. Provides methodological assistance to subordinate traffic safety services in planning and organizing their work and monitors the implementation of plans.

3.1.4. Provides assistance in the organization of advanced training of employees of the traffic safety service.

3.1.5. Promotes the introduction of the achievements of science and technology in the activities of traffic safety services.

3.1.6. Provides assistance to enterprises in equipping and organizing the work of traffic safety offices.

3.1.7. Carries out control and checks at least once every two years the implementation by the services and divisions of the association, as well as subordinate enterprises and organizations of regulatory documents on traffic safety, takes measures to eliminate the identified shortcomings and violations.

3.1.8. Keeps a record of traffic accidents committed by drivers of subordinate enterprises and organizations and analyzes the causes of their occurrence, prepares and submits reports on traffic accidents in accordance with the established procedure and measures taken by their warning.

3.1.9. Carries out reconciliation of data on traffic accidents, in which the rolling stock of the Ministry of Autotrans of the RSFSR participated, with the bodies of the State traffic inspectorate.

3.1.10. He travels to the field and participates in the official investigation of traffic accidents with serious consequences and prepares relevant materials and proposals for the leadership of the association (organization).

3.1.11. Reports to higher organizations about cases of traffic accidents with victims (RD “Accounting and analysis of traffic accidents and violations of the traffic rules in the Ministry of Autotrans of the RSFSR”).

3.1.12. Prepares materials for consideration by the management on the state of accidents in the association, its causes and necessary measures to prevent traffic accidents.

3.1.13. Develops, together with the services and divisions of the association, the organization of measures to prevent road accidents and monitors their implementation.

3.1.14. Develops or participates in the development of draft orders, instructions and other regulatory documents on traffic safety.

3.1.15. It studies, summarizes and disseminates positive experience in the prevention of road accidents.

3.1.16. Organizes meetings, conferences, contests and other events on traffic safety issues.

3.1.17. Together with the relevant departments, it provides classes for employees of the association and enterprises to study the governing documents related to the issues of ensuring the safety of road transport, and also tests the knowledge of these documents.

3.1.18. Carries out control over the quality of driver training in subordinate educational institutions and advanced training of drivers in enterprises.

3.1.19. Participates in the development by the relevant departments of measures for the organization of pre-trip and post-trip medical examinations of drivers.

3.1.20. With the involvement of operational services, it ensures the conduct of surveys of highways and streets on the routes of transport of the association (organization).

3.1.21. Provides control over the rationing of traffic speeds on the bus routes of transport of the association (organization).

3.1.22. Prepares and submits to the management and the regional committee of the trade union materials on awarding distinguished drivers with the badge "For work without accidents."

3.1.23. Participates in research work on traffic safety carried out for the industry.

3.2. The traffic safety service of an association (organization) has the right to:

3.2.1. Give instructions in the prescribed manner to the heads of services and divisions of the association, heads of enterprises on issues of ensuring traffic safety.

3.2.2. Require the heads of services and departments of the organization, heads of enterprises to provide the necessary information on traffic safety issues.

3.2.3. Carry out inspections of enterprises in terms of their compliance with regulatory documents to ensure traffic safety, require the submission of materials, oral or written explanations and issue mandatory instructions to the relevant officials to eliminate the identified violations of existing documents.

3.2.4. To involve, in agreement with the leadership of the association of employees of services and divisions, in checking the work of enterprises on issues of ensuring traffic safety.

3.2.5. To prohibit, in accordance with the procedure established by the Ministry, the movement of transport subordinate to the association (organization) on the streets and highways if defects are found in their arrangement or maintenance that threaten traffic safety.

3.2.6. To prohibit the operation of vehicles subordinate to the association with technical malfunctions that threaten traffic safety.

3.2.7. Make proposals to the management of the organization on encouraging the executives of enterprises for the good organization of work and the results achieved in ensuring traffic safety, as well as petition for prosecution of officials who do not ensure compliance with the requirements of regulatory documents on traffic safety.

3.2.8. Control the work of drivers of the Ministry on the line, check whether they have certificates for the right to drive vehicles, warning coupons for them, travel (route) sheets, documents for the transported cargo, as well as the correctness of their completion; make appropriate entries in the waybill (route) when violations of the Rules of the Road, the rules for the operation of transport are detected, and, if necessary, return the rolling stock to the auto company.

3.2.9. Remove, in accordance with the procedure established by law, from driving vehicles drivers and other employees of the association, whose condition or actions threaten traffic safety, and require the relevant managers to take the necessary measures against them.

3.2.10. Develop and submit for approval to the management of the organization job descriptions for employees of the traffic safety service.

3.2.11. On behalf of the management, represent the organization in state and public bodies on traffic safety issues.

3.2.12. Consider and give opinions on draft documents related to ensuring traffic safety, prepared by the services of associations and enterprises.

3.2.13. Develop and submit to the Office of the Chief Auditor for Traffic Safety proposals for inclusion in the plan of research work on traffic safety.

3.2.14. Submit to the Office of the Chief Auditor for Traffic Safety proposals for improving regulatory documents to ensure traffic safety.

4. Duties and rights of the traffic safety service of the enterprise

4.1. Enterprise Traffic Safety Service:

4.1.1. Keeps records of traffic accidents and violations of the Rules of the Road committed by the company's drivers, analyzes the causes of their occurrence, prepares reports on traffic accidents and measures taken to prevent them in the prescribed manner (RD "Rules for recording and analyzing accidents and traffic violations") .

4.1.2. Together with services, divisions, public organizations of the enterprise, it develops measures to prevent road accidents (RD “Guidelines for planning measures to prevent accidents”).

4.1.3. Carries out systematic control and checks of services and divisions of the enterprise in terms of their implementation of regulatory documents on traffic safety (RD "Instructions for organizing an audit ATP work for the Prevention of Road Accidents”) and makes proposals to the management on the prevention of road accidents and violations of the Rules of the Road (Appendix).

4.1.4. Systematically reconciles data on traffic accidents, in which the rolling stock of the enterprise participated, and violations of the Rules of the Road with the State traffic inspectorate.

4.1.5. Develops or participates in the development of draft orders and other documents of the enterprise on traffic safety issues.

4.1.6. Organizes agitation-mass work on traffic safety in the team (lectures, reports, conversations, competitions, consultations, showing special films, using visual propaganda, etc.).

4.1.7. Regularly informs the driver's staff, engineering and technical workers, the management of the enterprise about the state of accidents, the causes and circumstances of traffic accidents.

4.1.8. Participates in All-Union, republican, regional events related to ensuring traffic safety (All-Union reviews of road safety, propaganda runs, competitions, etc.).

4.1.9. Summarizes and disseminates the positive experience of accident-free work of drivers, the best brigades, columns (detachments).

4.1.10. Together with the personnel department and other services, prepares materials on awarding distinguished drivers with the “For work without accidents” badge and other incentives and submits to a higher organization, and in relation to drivers and other employees who violate safety requirements, proposals for the application of disciplinary measures.

4.1.11. Travels to the places where the traffic accident occurred, committed by the driver of the enterprise, and organizes an internal investigation (RD "Regulations on the conduct of an internal investigation and analysis of road accidents"); prepares relevant materials and proposals for the management of the enterprise.

4.1.12. Organizes in the team of the enterprise analysis of traffic accidents committed by drivers, violations of the Rules of the Road and the rules for the technical operation of vehicles.

4.1.13. Participates in the work of the commissions of the city (district) department of internal affairs when considering administrative materials on violation of the Rules of the Road by the drivers of the enterprise.

4.1.14. Takes part in resolving issues of hiring drivers, transferring them to work from a car of one brand to another, from one bus route to another. Controls the admission of drivers to driving vehicles in accordance with the RD "Guidelines for checking the compliance of drivers with the conditions and types of transportation", RD "Instructions on the procedure for drivers on the line", RD "Regulations on conducting briefings with the driver's staff", RD "Regulations on professional development and training of drivers”, etc.

4.1.15. Carries out control over the passage of pre-trip and post-trip medical examinations by drivers, over compliance with the established terms of medical re-examination.

4.1.16. Organizes driver briefings with other services (RD “Regulations on conducting driver briefings”), and also provides methodological assistance to the enterprise services in conducting classes and conversations.

4.1.17. Carries out control over the operation of vehicles, the work of drivers on the line, compliance with the regime of their work and rest.

4.1.18. Carries out control over the training of drivers (RD "Regulations on advanced training and training of drivers"), the work of driver-instructors for the selection of driver-mentors.

4.1.19. Together with other services, organizes classes for employees of the enterprise to study the Rules of the Road, traffic safety guidelines and other documents related to traffic safety issues, and also tests knowledge of these documents.

4.1.20. Organizes the work of the traffic safety cabinet according to the plan approved by the head of the enterprise, and makes proposals to the enterprise administration on equipping traffic safety cabinets (RD “Regulations on equipping and organizing the work of traffic safety cabinets”).

4.1.21. Participates in the work of the qualification commission.

4.1.22. Together with the operation service, it organizes a survey of roads and streets on the routes of the enterprise's transport.

4.1.23. Participates in the work on the prevention of traffic accidents and violations of the traffic rules among the employees of the enterprise, who are individual owners of cars and motorcycles.

4.1.24. Receives from the technical and other services of the enterprise documents on the amount of material damage from damage in a traffic accident to road structures, all vehicles of the enterprise and the cargo they carry; submits them to the territorial association (organization) and, upon request, to the State traffic inspectorate, arbitration and other organizations.

4.1.25. Immediately notifies the head of the enterprise and the higher organizations about a traffic accident involving the vehicles of the enterprise.

4.2. The traffic safety service of the enterprise has the right to:

4.2.1. Carry out inspections of the work of the services and divisions of the enterprise in the part related to the prevention of road accidents, demand from the relevant employees of the enterprise the necessary materials, oral and written messages.

4.2.2. If necessary, check if drivers of subordinate transport on the line have certificates for the right to drive vehicles, coupons for them, travel (route) sheets, documents for the transported goods, make entries in the travel (route) sheets if violations by drivers of the Rules of the Road, rules of operation are detected transport, if necessary, return the rolling stock to the enterprise.

4.2.3. Submit proposals in accordance with the procedure established by the Ministry to ban the movement of vehicles of the enterprise on the streets and highways if defects in their equipment or maintenance are found that threaten traffic safety.

4.2.4. Suspend, in accordance with the procedure established by law, from work drivers and other employees of subordinate transport, whose condition or actions threaten traffic safety, and require the relevant managers to take the necessary measures against them.

4.2.5. Prohibit the release of the company's rolling stock onto the line or return it from the line if technical malfunctions that threaten traffic safety are detected.

4.2.6. Make proposals to the management of the enterprise for promotionemployees of the enterprise for the good organization of work and the results achieved in ensuring traffic safety, as well as to petition for prosecution of officials who do not ensure compliance with the requirements of regulatory documents on traffic safety.

4.2.7. Consider and give opinions on draft documents related to ensuring traffic safety, prepared by employees of the enterprise.

4.2.8. Submit proposals for the consideration of the management of the enterprise on the hiring and dismissal of employees of the traffic safety service, encouraging and imposing disciplinary sanctions on them.

4.2.9. Develop and submit for approval to the management of the enterprise job descriptions for employees of the traffic safety service.

4.2.10. On behalf of the management, represent the enterprise in local state and public organizations on traffic safety issues.

5. Number, financing and material support of the traffic safety service

5.1. The number of employees of traffic safety service units is determined depending on the number of vehicles and drivers, the specifics of the transport process, as well as other factors affecting the amount of work to ensure traffic safety.

5.2. The staffing of traffic safety workers in the central office of the Ministry is established within the limits of the available number and wage fund approved for the central office of the Ministry, and in republican and territorial associations of road transport, enterprises and organizations - within the established number and maximum allocations for the maintenance of the management apparatus.

5.3. In the apparatus of the Ministry, the total number of the Office of the Chief Auditor for Traffic Safety is determined by the Minister according to the approximate list of staff positions: Head of the Office, Deputy Head of the Office, Head of Department, Chief Specialist, Lead Engineer, Senior Engineer, Engineer, Secretary-typist.

5.4. In republican associations, the total number of departments of the auditor for traffic safety is determined by the head of the association according to the approximate list of staff positions: deputy head for traffic safety (head of department), lead engineer, senior engineer, engineer.

5.5. In the traffic safety services of territorial associations, departments of at least 4 people are introduced.

The number of departments with a total number of drivers from 5,000 to 10,000 increases to a number of at least 5 staff units;

from 10,000 to 15,000 drivers - at least 7 staff positions;

over 15,000 drivers, at least 1 staff unit for every 5,000 drivers is introduced into the staffing table.

5.6. An approximate list of full-time positions of units of the traffic security service of territorial associations: deputy head of the association (head of department), deputy head of the department, senior engineer, engineer.

Other positions are introduced with the permission of higher organizations.

The position of deputy head of an association is being introduced in a territorial association with more than 4,000 drivers.

In production associations of bus stations and bus stations, the positions of deputy production association for traffic safety are being introduced.

5.7. In the traffic safety service of the enterprise, with an average number of up to 150 drivers, one staff unit is established;

With an average number of drivers from 151 to 300 - 2 staff units;

With an average number of drivers from 301 to 450 - 3 staff units.

If the average number of drivers exceeds 450, a department of at least 4 people is created, and for each additional group - from 1 to 250 drivers, it is recommended to introduce an additional staff unit into the staffing table.

It is allowed to increase the number in the presence of branches.

5.8. An approximate list of full-time positions of the enterprise security service units: deputy head, head of department, senior engineer, engineer.

The position of deputy head of an enterprise for traffic safety is being introduced at enterprises and organizations with 200 or more drivers. For every 100 drivers employed by the company, one driving instructor is assigned (Appendix ).

When calculating the staffing of the traffic safety services of associations, enterprises and other organizations operating passenger vehicles (buses, passenger taxis), as well as carrying out regular intercity and international transportation of goods, the total number of drivers is determined by increasing their average number by 1.4 times.

5.9. To control the work of drivers on the line and go to the scene of traffic accidents, traffic safety services are provided with cars and propaganda buses.

In addition, motor transport enterprises allocate training vehicles in an amount that meets the need for driver training.

1. General Provisions

1. Driver-instructor for traffic safety of a motor transport company *) carries out particularly responsible transportation of passengers and goods, requiring high professional skills in driving vehicles (when developing newly opened routes for bus traffic, when mass transportation of children and adolescents to pioneer camps, labor camps and recreation, when transporting goods in difficult road and meteorological conditions, etc.).

2. The driver-instructor improves the professional skills of the drivers assigned to him in driving vehicles directly on the line in order to prevent accidents in extreme conditions and instill in them a sense of high responsibility for ensuring the safety of the transportation of passengers and goods and observing transport discipline.

3. For every 100 drivers working in the enterprise, one driver-instructor is appointed from among the most trained, experienced and disciplined drivers with the qualification of the 1st or 2nd class, who did not violate the Rules of the Road and traffic accidents through their fault.

4. The appointment of a driver-instructor and the assignment of a column (detachment) or brigade to him is carried out by order of the head of the motor transport enterprise.

5. Before being appointed, the driver-instructor must undergo special training in accordance with the program approved by the Ministry at a training center (driving school) with a break from production, pass tests and receive an appropriate certificate.

6. The driver-instructor reports directly to the head of the traffic safety service of the enterprise. It is recommended to introduce the driver-instructor to the Council of Brigadiers.

Responsibilities

1. The driver-instructor controls directly on the line the use of the drivers assigned to him professionally right tricks driving vehicles, their compliance with the Rules for the carriage of passengers and goods, the Rules of the road established by schedules speed modes movement and provides them with effective methodological and practical assistance.

2. 4. The driver-instructor studies the professional and personal qualities, as well as other features of the drivers assigned to him and gives recommendations on the appropriateness of their use in certain types of transportation, while disseminating the best practices of the best drivers and teams that ensure trouble-free operation and a high culture of serving the population and the national economy.

5. The driver-instructor keeps a daily record of his work in a special journal indicating the activities planned for the month and the deadlines for their implementation, approved by the head of the enterprise database service.

Rights

The driver-instructor has the right to make suggestions:

About changing the permanent route of work or transferring the drivers assigned to it to another brand of car, taking into account their professional and personal qualities;

On the extension of the internship period or on the removal from the internship of drivers whose professional level does not ensure the safe transportation of passengers;

About rewarding or punishing individual drivers for their work in ensuring road safety;

On the reduction of class for individual drivers whose professional and personal qualities do not meet the relevant qualification requirements.

Salary

The remuneration of the driver-instructor is made according to the temporary bonus system with the payment of a premium for class. Hourly tariff rate at the same time, it is established according to the make of car prevailing in the column (detachment).

When determining the duration annual leave driver-instructor should be guided by the provisions governing the duration of the annual leave of the drivers of the vehicles concerned.
