The use of water sources must be coordinated with the owners of the land located in the 2nd and 3rd zones of the sanitary protection zone of the enterprise. The approval process takes 1-2 years.

First ZSO belt- strict regime zone. In order to reduce the ZSO of the 1st belt, it is necessary to submit to Rospotrebnadzor a draft justification for reducing the sanitary protection zone of the water supply source.

The second belt ZSO- bacteriological control. Boundary 2 of the ZSO belt is established by calculations, depending on the flow rate of the well, the thickness of the aquifer, and the bioactivity of bacteria.

Third belt ZSO- chemical control. Boundary 3 of the WZO belt is also planned by calculation, based on the debit of wells and the thickness of the aquifer, the period until the end of the operation of the well.

For the development of the SSZ project, the conclusion of hydrogeologists for a specific area of ​​the tenant of the subsoil plot will be required.

Responsibility for the lack of a project for sanitary protection zones

Without the ZSO project, the enterprise has nothing to present to Rosprirodnadzor if it suspects them of causing damage to the water body. Inspection authorities have the right and will apply penalties.

Administrative responsibility (No. 195-FZ of December 30, 2001, articles 8.13-15):

1.1. Sanitary regulations and norms (SanPiN) "Zones for the sanitary protection of water supply sources and drinking water pipelines" were developed on the basis of the Federal Law of March 30, 1999 N 52-FZ "On the sanitary and epidemiological well-being of the population" (Collection of Legislation Russian Federation, 1999, N 14, art. 1650), Decree of the Government of the Russian Federation of July 24, 2000 N 554, which approved the Regulations on the State Sanitary and Epidemiological Service of the Russian Federation and the Regulations on the State Sanitary and Epidemiological Rationing (Collected Legislation of the Russian Federation, 2000, N 31, art. 3295).

1.2. These SanPiN define the sanitary and epidemiological requirements for the organization and operation of sanitary protection zones (SPZ) of water supply sources and drinking water pipelines.

1.4. ZSO are organized at all water pipelines, regardless of departmental affiliation, supplying water from both surface and underground sources.

The main purpose of creating and maintaining a regime in the WSS is sanitary protection from pollution of water supply sources and waterworks, as well as the territories in which they are located.

1.5. ZSO are organized as part of three belts: the first belt (strict regime) includes the territory of the location of water intakes, sites of all water supply facilities and a water supply canal. Its purpose is to protect the water intake site and water intake facilities from accidental or intentional pollution and damage. The second and third zones (zones of restrictions) include the territory intended to prevent water pollution of water supply sources.

In each of the three belts, as well as within the sanitary protection strip, according to their purpose, a special regime is established and a set of measures is determined aimed at preventing the deterioration of water quality.

When developing a project for the ZSO for large water pipelines, a provision on the ZSO is preliminarily created, containing the hygienic foundations for their organization for this water supply system.

1.7. The definition of the boundaries of the WZO and the development of a set of necessary organizational, technical, hygienic and anti-epidemic measures depend on the type of water supply sources (underground or surface) designed or used for drinking water supply, on the degree of their natural protection and possible microbial or chemical contamination.

On water pipes with artificial replenishment groundwater WSS is organized both for a surface source (relative to water intake for infiltration basins) and for an underground source (to protect infiltration basins and production wells).

1.9. The principal decision on the possibility of organizing a WSS is made at the stage of a district planning project or a master plan, when a source of water supply is selected. AT master plans construction of populated areas of the zone of sanitary protection of water supply sources are indicated on the scheme of planning restrictions.

When choosing a source of domestic and drinking water supply for a separate facility, the possibility of organizing a WSS should be determined at the stage of choosing a site for the construction of a water intake.

1.10. For the sanitary and epidemiological conclusion of the choice to the center of state sanitary and epidemiological surveillance, the customer submits materials characterizing the source of water supply, including the approximate boundaries of the WSS and possible sources of pollution. The scope of materials is defined in Appendix 1.

The act on the choice of a site (route) is signed in the presence of a positive sanitary and epidemiological conclusion of the center of state sanitary and epidemiological surveillance.

1.11. The ZSO project should be integral part drinking water supply project and be developed simultaneously with the latter. For existing water pipelines that do not have established sanitary protection zones, the ZSO project is developed specifically.

When searching for sources of water supply and designing water intakes, as a rule, used for household and drinking needs, key points are:

  • (regulated by SanPiN 2.1.4.1074-01 “Drinking water. Hygiene requirements to water quality");
  • productivity of the designed water intake. The amount of water provided by a given water intake device in given hydrogeological conditions (characteristics and properties of the soil, ground water and the environment in which the structure is being built) under a certain mode of water intake;
  • forecast of possible changes in the composition (pollution) and properties of water for the entire period of water consumption. This trend may be due to the penetration of pollution from the surface of the soil, watercourses, adjacent aquifers, lateral (lateral) inflow of other waters. mineral composition, changing the conditions of feeding and unloading, changing the level of the exploited and the first from the surface of the aquifers.

The above information provides for the development of the Sanitary Protection Zone Project (SPZ), in accordance with the requirements of SanPiN 2.1.4.1110-02. It is carried out for designed and existing water intakes located on a single water intake site or separately, intended for both drinking and domestic water supply, regardless of their departmental affiliation. The project contains an assessment of the sanitary and environmental situation at the water intake, hydrogeological studies of the work site (determining the occurrence of groundwater, its properties and condition, forecasting the flooding process), calculating and justifying the size and boundaries of the WSS, as well as recommendations for organizing a water intake unit in accordance with regulatory requirements .

Zones of sanitary protection of water supply sources

Three zones of sanitary protection are established for groundwater intakes: the first zone is a zone of strict regime, the second and third are belts of restrictions.

The first belt of the sanitary protection zone is a strict regime zone


The zone of strict regime includes directly the territory of the water intake, the site of waterworks and water-carrying canals. Its boundary is set at a distance of at least 30 m from the water intake - applicable to protected groundwater. These include pressure and non-pressure interstratal waters that have a continuous water-resistant roof within all zones of the WSS, excluding the possibility of local supply from overlying aquifers (typical for artesian aquifers). For insufficiently protected groundwater - at least 50 m.

The territory of the first belt is fenced to exclude access to the territory of unauthorized persons. The control of the sanitary condition in accordance with the measures envisaged by the SZO project is carried out by the public utilities or other owners of water pipelines.

The second belt of the sanitary protection zone is the belt of restrictions or the zone of microbial contamination

The second belt is the belt of restrictions or the zone of microbial contamination. It is determined by hydrodynamic calculations (they describe physical phenomena in a moving fluid), taking into account the time of movement and the survival of microorganisms. Estimated time (100,200,400 days) depends on the density of bacterial contamination and features climatic zones. The result is a territory designed to prevent pollution of water sources.

On the territory of the second belt, it is not allowed to place cemeteries, cattle burial grounds, sewage fields, filtration fields, livestock, poultry enterprises and other facilities that cause a risk of microbial contamination.

The third belt of the sanitary protection zone protection of the aquifer from chemical pollution

The third zone of the sanitary protection zone is designed to protect the aquifer from chemical pollution. The boundary is also determined by hydrodynamic calculations, based on the migration rate of chemical pollutants.

A number of restrictions are associated with the location on the territory of the third zone of sources of chemical pollution: sludge collectors, warehouses for fuels and lubricants and mineral fertilizers. Control within the second and third belts of the WSS is carried out by the owners of facilities that have (or may have) a negative impact on the quality of water from water supply sources.

If the groundwater reserves provide an unlimited life of the water intake, then the third belt should ensure a longer preservation of the quality of groundwater.

For water intakes that are located in the area of ​​active connection between ground and surface waters and work mainly by attracting water from surface watercourses, it is necessary to install the second and third belts of the WSS for the surface water body.

DEVELOPMENT OF THE PROJECT OF THE ZONE OF SANITARY PROTECTION

Sanitary protection zones (ZSO)- a territory including a source of water supply and/or water supply, another object. ZSO consists of belts on which special regimes are established economic activity and protection, for example, for artesian wells, protecting groundwater from pollution.

The need to develop this project is regulated federal law No. 52-FZ "On the sanitary and epidemiological well-being of the population" (Article 18), the Law of the Russian Federation "On Subsoil" dated February 21, 1992 N 2395-1 (Art. 74, Art. 104) and SanPiN 2.1.4.1110-02 "Zones of sanitary protection of water supply sources and drinking water pipelines”.

In accordance with SanPiN 2.1.4.1110-02: sanitary protection zones are organized on all water pipelines, regardless of departmental affiliation, supplying water from both surface and underground sources.

The main goal of creating and maintaining a regime in the ZSO is sanitary protection from pollution of water supply sources and waterworks, as well as the territories in which they are located.

Sanitary protection zones are organized as part of three belts:

  • First belt(strict regime) includes the territory of the location of water intakes, sites of all water supply facilities and a water supply canal. Its purpose is to protect the water intake site and water intake facilities from accidental or intentional pollution and damage.

It should be noted that the development of SPZ projects is carried out only for water supply sources and drinking water pipelines. For water sources technical purpose establishment of sanitary protection zones is not required.

The boundaries of the sanitary protection zones established by the project are coordinated with the Ministry of Ecology and natural resources Republic of Crimea. The approved project of sanitary protection zones is the legal basis for establishing (changing, canceling) the boundaries of the WZO as lines of urban planning regulation of the territory.

The established boundaries of the ZSO are valid indefinitely and may be reviewed in the event of emerging or forthcoming changes in the operation of water sources (including the productivity of groundwater abstractions) or local sanitary conditions. The design and approval of new boundaries of the ZSO should be carried out in the same order as the original ones.

DEVELOPMENT OF THE PROJECT OF SANITARY PROTECTION ZONES

The following main stages can be distinguished in the development of the SPZ project:

  • Collection and analysis of initial information. Departure of a specialist to conduct a survey of the sanitary and technical condition of water intake facilities (wells) and the adjacent territory;
  • Development of the SPZ project - development of the project based on the results of the survey and the data received by the Customer, as well as stock materials of regional studies;
  • Sanitary and epidemiological examination of the project in an expert organization and obtaining a positive expert opinion;
  • Coordination of the project and obtaining a positive sanitary and epidemiological conclusion.

DEVELOPMENT OF THE PROJECT AND DETERMINATION OF THE SIZES OF SANITARY PROTECTION ZONES (SPZ)

The development of the project of the ZSO of the enterprise is carried out on the basis of an agreement (contract) drawn up in accordance with the established procedure for the creation of the project, which is a list of organizational, economic and legal provisions establishing the functional, technological and legal consolidation of the obligations, rights and responsibilities of the parties for the period of the agreement (contract).

To assess the scope of work at the stage of concluding an agreement on the development of a SPZ project, the Customer provides the Contractor with preliminary initial data:

  • Details of the enterprise (organization, institution);
  • Type of activity of the enterprise (organization, institution);
  • Type of water supply source (surface or underground);
  • Number and depth of water wells;
  • If there are two or more wells in the group, the distance between them;
  • Distance from water wells to facilities that are not directly related to the operation, reconstruction and expansion of water supply facilities;
  • List of available information on wells (license, passports for wells, drilling project, laboratory research water quality, etc.).

Note. The radius of the first ZSO belt should be at least 30 meters, i.e. the site for the placement of water wells should be at least 60x60 meters in size. However, in practice it is often found that the normative size of the first zone of the WSS is not maintained and objects that are not directly related to water intake facilities are already located at a distance of less than 15 meters. Or, the site has a standard size and is equipped, but the well is located on the edge of this site, which is also a violation of sanitary standards.

Establishment of the first ZSO belt with a justification for a radius of 15 meters or more is being coordinated and receives a positive sanitary and epidemiological conclusion. For a radius of less than 15 meters, it becomes very problematic to obtain a positive sanitary and epidemiological conclusion.

Thus, you need to know exactly the situation with the strict regime belt of the ZSO at your water intake. Please note that it is not allowed to locate objects on the ZSO-1 site that are not directly related to water intake facilities (placement of residential and utility buildings, human habitation, the use of pesticides and fertilizers), and also the ZSO-1 site should not be crossed by an internal road (even if there is minimal traffic on it).

COLLECTION OF INITIAL INFORMATION

At the first stage of development of the SPZ project, the Customer provides the Contractor with a package of documents, including, but not limited to, the following list of documents:

  1. General information about the enterprise:
  • Full name of the enterprise (organization) and its legal form;
  • Identification codes for all-Russian classifiers: OKATO; OKVED; OKPO and others;
  • Temporary mode of operation of the enterprise;
  • FULL NAME. leader
  • FULL NAME. and the position of the responsible person for protection environment at the enterprise;
  • Cadastral passport for land plots;
  • Form of ownership of land (lease or ownership). Attach contracts or other legal documents.

2. Characteristics of the object, including:

  • Purposes of water supply;
  • Date of commissioning of water wells;
  • Technical report on hydrogeological works (construction of a water intake structure);
  • Hydrogeological conclusion (if any);
  • Well passports;
  • Hydrogeological data (aquifer thickness, head, aquiclude capacity, well flow rate);
  • Data on water consumption from a water well and the amount of water consumed for technical and separately for drinking needs;
  • Analysis protocols drinking water conducted during the operation of water wells;
  • Data on the device of wells (annular grouting of the production string, concrete formwork of the well, head, pavilion of the pumping station, etc.);
  • Information about the pumping station. Information about the installation depth of the pump in the body of the well, brand of the pump;
  • Information about the place of discharge Wastewater from the village from the sewerage and the place of their discharge onto the terrain (water body);
  • Data on the water supply from the water well to the object, on the map and information about it, location;
  • Scheme of location of water wells;
  • Data on the prospect of construction in the area where the source of domestic and drinking water supply is located, including residential, industrial and agricultural facilities;
  • Documentation for land plot in the area where the wells are located (lease agreement, land ownership certificate, etc.);
  • In case of water treatment (availability of water purification and disinfection plants), attach passports for treatment plants;
  • Working programm production control water quality.

After receiving the initial data, the Contractor conducts an analysis for their compliance with the requirements of the sanitary and environmental legislation of the Russian Federation.

All information provided by the Customer for the implementation of the project by the Contractor is certified by the signature and seal of the head of the enterprise (organization, institution). The Customer is responsible for the completeness and reliability of the initial data provided.

The responsible executor of the project, if necessary, advises the Customer on the preparation of initial data for the project, and also organizes joint work with the Customer at the enterprise when forming a package of documents.

In the course of the Contractor's work on the development of the SPZ project, the Customer is obliged to provide free access to the territory of the enterprise to the Contractor's representatives to inspect the territory and production units.

SEQUENCE OF PREPARATION OF THE DRAFT ZSO

Stages of project development and determination of the size of the ZSO:

APPROVAL OF THE DRAFT ZSO

The approval of the draft ZSO is carried out in the following order:

  • Approval of the project of sanitary protection zones by the Customer;
  • Sanitary and epidemiological examination of the project in an expert organization with a positive expert opinion;
  • Approval at the Ministry of Ecology and Natural Resources of the Republic of Crimea with the receipt of a positive sanitary and epidemiological conclusion on the draft ZSO on compliance (non-compliance) sanitary rules and regulations;

As part of the project, a mandatory part is a list of envisaged measures that must be agreed with the owners of land falling within the radii of the second and third belts.

Maintenance of the project approval procedure by the Contractor:

  • Notification of the Customer about the readiness of the project;
  • Delivery of the draft ZSO to the approval body;
  • Monitoring the approval process;
  • If there are comments to the project - the elimination of comments and finalization of the project in terms of its competence, the Contractor carries out at no additional charge;
  • Notifying the Customer of receipt of all required permits and transfer of the agreed project and received sanitary and epidemiological conclusions to the Customer.

TERMS OF DEVELOPMENT AND APPROVAL OF THE DRAFT ZSO

The term for the development of the SPZ project (without taking into account the approval of the regulatory authorities) can be from 3 weeks to 6 months, depending on the number of wells and the complexity of the facility.

Terms of coordination in the coordinating bodies:

  • Obtaining a sanitary and epidemiological expert opinion - according to the conditions of expert organizations (the regulation is no more than 60 working days);
  • Coordination of the project in the Ministry of Ecology and Natural Resources of the Republic of Crimea - according to the terms of the coordinating organizations (the regulation is no more than 60 working days).

TERM OF THE PROJECT

The established boundaries of the WSS are valid indefinitely and may be revised in the event of any or future changes in the operation of water supply sources (including the productivity of groundwater intakes) or local sanitary conditions. The design and approval of new boundaries of the ZSO should be carried out in the same order as the original ones.

RESPONSIBILITY FOR THE ABSENCE OF THE DRAFT ZSO

Responsibility for the absence of a draft ZSO is established by articles 8.13 - 8.15 of the Code of the Russian Federation on administrative offenses", which provide for sanctions up to the imposition of a fine of 80,000 to 100,000 rubles. or administrative suspension of activities for up to 90 days.

COST OF DEVELOPMENT OF THE PROJECT

The minimum cost of project development for one well is from 90,000 rubles, including VAT.

The price includes support upon agreement in all coordinating bodies and organizations.

The cost of work does not include payment of state fees and payments for services of third-party organizations, the need for which will arise in the process of coordinating documentation:

Obtaining an expert opinion in the FBUZ "Center for Hygiene and Epidemiology in the Republic of Crimea and
Sevastopol" - from 25,000 rubles;

The cost of developing a project for a group underground water intake, as well as a surface one, is determined individually, depending on the scope of work and the availability of initial documentation.
