Before

Until 2014, the population and business structures paid for hot water as follows. For the calculation, it was necessary to know only the consumed number of cubic meters. It is this amount of thermal energy, according to their calculations, that is necessary to heat one cubic meter of water. As Irina Bugoslavskaya, Deputy Chairman of the Tariffs Committee, told Fontanka, the indicator “0.06 Gcal” was derived based on the following data: the temperature of the hot water provided should be 60-75 degrees, the temperature of the cold water used to prepare hot water should be 15 degrees in winter, 5 degrees in summer. According to Bugoslavskaya, the committee officials made several thousand measurements, removing information from metering devices - the artificially deduced figure was confirmed.

In connection with the use of this method of payment, there was a problem associated with risers and heated towel rails connected to the hot water system. They heat the air, that is, they consume Gcal. From October to April, this thermal energy is added to heating, but this cannot be done in summer. For a year now, a system has been operating in St. Petersburg, according to which payment for heat supply can be charged only during the heating period. As a result, unaccounted for heat is generated.

Decision

In May 2013, federal officials came up with a way out of the situation of unaccounted heating with heated towel rails and risers. To this end, it was decided to introduce a two-component tariff. Its essence lies in the separate payment cold water and its heating - thermal energy.

There are two types of heating system. One implies that the pipe with hot water departs from the one intended for heating, the other implies that for hot water water is taken from the cold water supply system and heated.

If hot water is taken from the same pipe as heating, then payment for it will be calculated taking into account the costs associated with chemical treatment, staff salaries, and equipment maintenance. If cold water is taken for heating by the State Unitary Enterprise Vodokanal of St. Petersburg, then the payment for it is taken according to the tariff - now it is a little more than 20 rubles.

The tariff for heating is calculated based on how much resources were spent on the production of thermal energy.

Confused dwellers

Since January 1, 2014, a two-component tariff has been introduced for consumers who do not belong to the "population" group, that is, for organizations and enterprises. In order for citizens to be able to pay according to the new principle, it is necessary to make changes to regulations. Pay by new system prohibit the rules for providing utilities. How to check their correctness?

Like any other similar device, the water meter fails over time. It has a guaranteed lifetime, but sometimes it fails before the expiration of this period. If you suspect that the device is not working properly, you can check it yourself. To do this, you need to turn off the water in the apartment and fix the value of the three red numbers (these are liters). After that, it is recommended to take a vessel with a volume of 10 liters, fill it and pour out the water. It is advisable to skip at least 50 liters in this way. If after that the device does not show the volume that you poured out, the device is faulty and needs to be checked. Keep in mind that one cubic meter of water is 1000 liters.

The verification takes place at the expense of the owner of the water meter or, in the case of a guarantee for it, by a certified organization from which the device was purchased. Before these manipulations, the owner of real estate will have to pay for water according to standard tariffs. After checking, the meter is either repaired or replaced with another one. In case of an overpayment, a recalculation is performed, the funds are given into the hands of the owner of the living space.


The cause of the failure also plays an important role. If there is damage to the seal on the water meter, there are no arrows, a scheduled verification was missed - the owner of the device will be fined.

How to calculate payment for water based on readings?

In order to independently calculate the final cost, you must have information about the tariff and know the readings of the device. If this month the meter reading is 00502, then 502 cubic meters of water have passed through the water meter for the entire time. From this value, you must subtract the value that was last month, for example, 00482. Subtract 482 from 502, it turns out that 20 cubes were spent this month.

Next, you need to multiply the resulting number according to your tariff. For example, if it is 30 rubles per cubic meter, then you need to multiply 30 by 20, as a result, you will get 600 rubles for payment.

How to pay for water by meters?

Water supply services must be paid every month. To do this, it is necessary to transfer information from the device to the Unified Information and Settlement Center. This can be done in various ways:

  • One of the most common ways to pay for water is to call this center. All that is required is to report the values ​​from the counter to the dispatcher. No need to go anywhere and stand in lines, which is very convenient.
  • Another popular option is the internet. To do this, you need to visit the site of the management company. If this is your first time, registration is required.
  • Personal visit to the Unified Information and Settlement Center. A person comes and leaves an entry in the log with the values ​​of the water meter.
  • Information from the counter to the center can also be sent by mail.

With a closed (centralized) hot water supply system, hot water from the heating network is used exclusively for heating, and hot water supply is provided through a separate circuit or is carried out by heating the water pipe. drinking water in central heating points (CHP).

In accordance with the current legislation, tariffs for hot water in closed system hot water supply are set in the form of two-component tariffs, consisting of a component for cold water and a component for thermal energy.

The component for cold water is equal to the established tariff for cold water, the component for thermal energy is equal to the established tariff for thermal energy.

The amount of payment for the utility service for hot water supply is determined in accordance with the Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings, approved by the Government Decree Russian Federation dated May 6, 2011 No. 354, according to the formula No. 24.

Citizens at the legislative level are obliged to install individual water meters in apartments and houses. Of course, if it is possible to do so. If it is technically possible to install meters, but citizens refuse, then when calculating the fee for using the resource, consumption rates with increasing coefficients are applied.

The legislative framework

The provision of utilities, which also includes cold and hot water supply, is regulated by the Rules approved by Government Decree No. 354. They contain formulas that are used to calculate the payment for the use of water in apartments where meters are installed, and without them.

The standards for water consumption and its disposal have remained unchanged for almost 30 years. They may vary slightly depending on the type of home.

The cost of one cubic meter of water is set by the authorities of the region in compliance with the norms federal law No. 210-FZ, which regulates the application of tariffs in this area.

The rate of consumption of cold water per person without a meter

It was calculated by calculation that on average per month a person can consume 6,935 cubic meters cold water. What is the origin of this number? We regularly spend resources on daily needs, without which the concept of a comfortable life is impossible.

To calculate the consumption of water in general, both hot and cold, we took the average statistical indicators that a person needs daily for the following purposes:

  • taking a shower daily - up to 30 liters;
  • washing, shaving, etc., which is our daily requirement - 200 liters per week;
  • water that is collected in the toilet bowl - about 200 liters per day;
  • bathing - 200 liters per week;
  • other expenses associated with laundry, cleaning, washing dishes.

There are also losses and other water costs that may affect the entire residential building. This includes common house needs that go to cleaning. common areas, costs associated with unauthorized connections, leaks in the home's water supply, and many other factors.

As a result, a decent amount runs up, from which an approximate amount of cold water was isolated. It was adopted as the consumption standard per person per month, if there is no individual meter in the housing.

This is a rather large value, which is difficult to cover without even saving water. But utilities to cover their costs have the right to overestimate it if necessary. At the same time, the upper bar is strictly limited - it should not be more than two sizes of the standard.

The fee for the resource according to the standard is taken from each person registered in the premises, regardless of whether he actually lives there. This also includes temporarily registered citizens. According to Clause 28 of the Decree of the Government of the Russian Federation of December 26, 2016 No. 1498 from 01/01/2017.

About multiplying factors

In the absence of individual meters and the availability of technical feasibility for their installation, legislators decided to apply multiplying factors to calculate fees for all consumed resources. This norm has been introduced since the beginning of 2017 and significantly affects the costs of the population. On the other hand, this measure encourages citizens to install metering devices.

The formula for calculating cold and hot water without a meter

The question is often asked: If there is no water meter, how is it calculated per person in 2019?

The formulas for calculating water according to the standard are fixed in PP No. 354 in Appendix No. 2 Section 1 of clause 4a.

It is not possible to install the counter technically

The formula for calculating the cost of cold water for the owner or tenant of an apartment that is not equipped with individual metering devices, if it is not technically possible to install a meter (PP RF No. 354 Chapter VI paragraph 42):

Important: Follow the date of verification of cold and hot water meters, otherwise they will be calculated according to the standard.

The rate of consumption of hot water per person without a meter

It has been determined that a person spends more cold water than hot water. Therefore, the monthly standard for it is slightly lower and is 4,745 cubic meters. At the same time, the calculation for the water entering the heating system is made separately.

The standard includes only the actual consumption figures for each person and it is considered that no more than 140 liters of hot water are consumed daily for all his needs. The same rule applies here as with cold water when public utilities can increase the standard by no more than two times. And you need to pay according to the standard for each citizen registered in the living space.

The formula for calculating the payment for hot water is similar to the calculation for cold water using the cost of 1 cubic meter of hot water at the regional tariff.

Note that dividing the rate of consumption of hot and cold water by 30 days in a month, we get quite serious numbers. This more than covers all possible expenses, so the meters will help to significantly save the family's water costs.
