Cars moving along the ring received priority, other drivers will have to give way to them. The ordinance on the change in the Rules of the Road, which determines the sequence of passing through roundabouts, entered into force on Monday. Experts commented on the new norm and suggested how long it would take drivers to change lanes and how traffic jams would change.

The rules of the road have been supplemented with a new paragraph establishing the priority of passing a roundabout. Decree No. 1300 of October 26, 2017, signed by Prime Minister Dmitry Medvedev, was published on the website of the Russian government on Monday and from that moment entered into force.

“When entering an intersection where a roundabout is organized and which is marked with sign 4.3, the driver of the vehicle is obliged to give way vehicles moving along such an intersection,” the document says.

The new traffic police regulations did not please drivers

“Now the schemes are very different, they are just different in different regions, in one city there can even be different schemes depending on what kind of intersection it is. Because of this, there conflict situations which could have been avoided if these rules were uniform,” Medvedev commented.

“This year, despite the fact that, according to statistics, the situation has become a little better overall, the statistics are worse at such difficult intersections. Here, the number of traffic accidents has increased by approximately 6-7%. And, as a rule, the employees of the Ministry of Internal Affairs and drivers themselves note that the root cause is precisely the confusion in the rules,” added First Deputy Prime Minister Igor Shuvalov.

Although still in Soviet times, in the 1970s, the country began to experiment with driving on the rings, said Alexei Nosov, executive secretary of the Auto-Moto Association of the Novosibirsk Region.

“Novosibirsk was one of the cities where the ring passed through the obstacle on the right. Those who drive a car for more than 10 years are used to automatically driving around the ring, which is a priority on the right,” Nosov said.

In Siberia, the main ring has long been in the Omsk, Irkutsk and Kemerovo regions. Quite often, this traffic pattern was also used in European Russia, for example, in Tolyatti.

“My subjective opinion is that it’s more convenient (to ride) on the right side of the obstacle,” said the motorist. He was supported by the chairman of the Movement of Motorists of Russia Viktor Pokhmelkin.

“Honestly, I don’t see the need for it. In Europe, indeed, the rule of priority for those who are in the circle has long been in effect. But we have another rule: if there are no signs, then those who enter the circle have priority - an obstacle on the right. Drivers have been accustomed to this for years, decades. And now chaos will begin, because not everyone has heard about it, not everyone has understood. Some will ride according to the old rules, others - according to the new ones. Traffic jams will begin and there will be quite massive accidents, ”Pokhmelkin said in an interview with Russia Today.

“I have traveled a lot in European countries, including in a car, and I can say that (the ring) is more convenient and increases throughput. When the priority is on the ring, you wait once, and if the priority is for those entering the ring, then after passing, you have to wait several times, respectively, and the speed of passing the intersections increases. The most important thing is monotony, it increases traffic safety,” Mikhail Nikulin, adviser on transport issues of the Council of Deputies of the city of Novosibirsk, expressed the opposite opinion.

The expert believes that there will be no more traffic jams, because traffic regulation takes the last place in the package of measures to unload roads. To solve this problem, priority should be given to public transport and, in general, to reduce car traffic.

Failure to comply with the requirement of the Rules of the Road to give way to a vehicle that has the priority right to pass through intersections is subject to a fine of 1,000 rubles (Article 12.13 “Violation of the rules for passing intersections” of the Code of Administrative Offenses)

According to the director of the Novosibirsk Center for Higher Driving Excellence, Viktor Zhigulin, the fact that the ring will become the main one will be better for the metropolis: “But our drivers are hard to rebuild, our drivers are inattentive.”

Alexei Nosov recalled that, for example, in Novosibirsk, the main ring has been introduced for five years already, and these intersections have not become hotbeds of accidents.

“Those rules that now provide that the ring is the main one is the default rule if there are no other precedence signs. It is clear that this will not come at once on all rings. There may be a ring on which in one section they will pass on the interference from the right, one of the sections will be the main one. Just because when they calculate traffic organization schemes for a separate section of the road, different rules passage for this intersection, including the roundabout. This is not a universal measure, it will not apply to all rings,” the interlocutor summed up.

Russian Prime Minister Dmitry Medvedev signed a decree on changing traffic rules at roundabouts. The corresponding document was published on the website of the Russian Cabinet of Ministers. According to the decree, now priority is given to motorists who are moving directly at the roundabout, and the rest of the drivers will have to give way to them.

“When entering an intersection where a roundabout is organized and which is marked with sign 4.3, the driver of the vehicle is obliged to give way to vehicles moving along such an intersection,” the document says.

As reported in explanatory note, this practice operates in almost all European countries.

According to Medvedev, the priority of passing a roundabout allows to increase the capacity of the road network. “The traffic patterns for roundabouts vary from region to region, and even in one city, from intersection to intersection,” the head of government noted.

Because of this, conflict situations arise that could have been avoided if these rules were uniform, the Russian prime minister believes. The purpose of the rule change, as emphasized in the explanatory note, is to improve safety and improve the organization of traffic at intersections.

Meanwhile, automotive experts disagreed about the benefits of innovations in traffic rules. Chairman of the Russian Motorists Movement Viktor Pokhmelkin believes that changes in the rules of roundabouts will provoke chaos on the roads.

"Smart Changes"

At the same time, Leonid Olshansky, vice-president of the Movement of Motorists of Russia, considered the changes traffic rules expedient.

Recall that the initiative to amend the rules for passing roundabouts belongs to the Ministry of Internal Affairs of Russia. The department presented the corresponding draft resolution in August this year.

According to the ministry, the current traffic regulations create confusion and provoke congestion and traffic jams.

“This is redundant, since everything is regulated by signs that are at each roundabout: “Give way” before each roundabout. I have not seen a single roundabout - not in major settlements, nor in those beyond the Urals, where the appropriate signs would not have been installed. It's like suggesting that pedestrians be prioritized on pedestrian crossing- he already de facto has it, ”said Dmitry Klevtsov, vice president of the organization, in an interview with RT.

A new clause has appeared in the code of traffic rules, according to which cars moving in a circle receive priority when driving at a circular intersection. On Wednesday, November 8, new traffic rules came into force in Russia. The main innovation in the code of traffic rules will be a change in the priority of transport at roundabouts - from now on, it will be received by cars moving in a circle. The goal of making this change in the Russian government was to increase safety and improve the organization of traffic at intersections.

“By the signed resolution, the rules of the road have been supplemented with a new paragraph 13.11¹, which establishes the priority of passing a roundabout. The rules governing the passage of unregulated intersections have been adjusted,” the government decree says.

So, paragraph 13.11¹ of the SDA reads:

“When entering an intersection where a roundabout is organized and which is marked with sign 4.3 (“Roundabout.” - RT ), the driver of the vehicle is obliged to give way to vehicles moving along such an intersection.”

Also, the third paragraph of paragraph 13.9 was excluded from the traffic rules: “If sign 4.3 is installed in front of the roundabout in combination with sign 2.4 (“Give way.” - RT ) or 2.5 (“Movement without stopping is prohibited.” - RT ), the driver of a vehicle at an intersection has priority over vehicles entering such an intersection.

The Russian government explained that the rules previously established by the SDA, which determine the procedure for passing roundabouts, often caused ambiguous perception by drivers. This, in turn, led to traffic congestion and traffic accidents.

Driving patterns for roundabouts differed not only in the regions, but even within the same city. The changes introduced unify the traffic pattern and are designed to reduce accidents on the roads.

The government emphasized that the priority of passing a roundabout is set in almost all European countries, and this scheme allows increasing the capacity of the road network.

The second significant change in the SDA concerns intersections with intersecting traffic flows.

The rules introduce a special road marking "Intersection Zone" in the form of an intersection of yellow diagonal lines in a square that marks the boundaries of the intersection.

From now on, regional authorities will have the right to apply this special marking in problem areas to improve traffic management and safety.

The government explained that traffic accidents and traffic difficulties at intersections were often due to violations of paragraph 13.2 of the SDA by road users:

It is forbidden to drive to an intersection or intersection of carriageways if a traffic jam has formed that will force the driver to stop, creating an obstacle to the movement of vehicles in the transverse direction.

According to the code of administrative offenses, such actions are punishable by a fine of 1 thousand rubles.

“The actual application of such an administrative measure is constrained by the complexities of administration. One of possible ways solution to this issue is the use of a special road markings", the government noted.

Motorists generally evaluate innovations positively. Experts note that in Europe, such rules of conduct at the crossroads have been in effect for a long time, effectively organizing traffic.

“The main change is the procedure for passing a roundabout. In many European countries, this rule has been in force for a long time. Probably their experience is good enough to take over and unload the ring, as well as the roads adjacent to the ring, ”Valery Soldunov, chairman of the All-Russian Society of Motorists, told RT.

However, he noted that the first time the new rules may cause confusion among traffic participants.

“I am a motorist myself and I can say that such an innovation at first can lead to the opposite effect - if not to traffic jams, then at least to misunderstanding and confusion among drivers. We are accustomed to other rules, we have already formed a certain mentality, and it will take time to relearn. On the other hand, I am sure that the amendments that came into force today were adopted on the basis of research and expertise. Let's hope that in the future there will be less traffic jams," Soldunov said.

Automotive expert Vyacheslav Subbotin also called regular changes in the rules for driving at a roundabout. However, he stressed that the likelihood of misunderstanding among drivers in such areas still remains.

“It's still ambiguous. The roundabout can be one where it will be necessary to give way: if there is a sign indicating the main road, and it is drawn how it passes the main road through the circle - you drove along it, and those who drive further will be required to give way, ”Subbotin said RT.

However, according to the expert, a serious impact on road traffic there will be no innovations. Subbotin did not rule out that for the first time after the introduction of new features of traffic rules, both with roundabouts and with the “waffle iron”, problems may arise.

He also commented and new markup at difficult intersections - the so-called waffle iron. According to the auto expert, such markings will be convenient not only for motorists, but also for pedestrians.

"Waffle iron" is a completely European experience, when complex intersections are painted with bright yellow diagonal markings. This is an additional warning to drivers so that they do not leave if there is a traffic jam. But this is not only to ensure that the movement is calm, but also so that pedestrians can cross such an intersection diagonally. Because at such intersections in Europe, the "Everywhere red" mode is activated for traffic, and for pedestrians - "Everywhere green". Actually there are not so many changes, but I think they are significant and remove a large number of signs (priority), which now there is simply no reason to put. But first, let's remember what was regulated and how.

What is a roundabout?

This is a section of the road in which there is an “island” in the middle, the road goes around it in a circle. Cars move along it counterclockwise (in our country, where there is right-hand traffic).

Entry is regulated by a special sign 4.3 (roundabout), or other priority signs, markings (if any)


As a rule, such intersections are not subject to regulation, traffic lights are not installed on them, traffic priority is given (from 11/8/17) to those who move along it (that is, they must be passed by everyone).

Turning lights (turn signals) , while overcoming the "circle" is not a prerequisite ( i.e. it is not necessary to include ), and they should be used only when the driver intends to move from one lane to another, or move off the “ring”.

What was before (before the changes in traffic rules)?

We read paragraph 13.11, everything is described there (I will try to retell in my own words in order to better understand):

  • If the roundabout was not regulated in any way, that is, there were no priority signs at the entrance to it, markings, etc., then it was recognized as “EQUIVALENT” and the “rule right hand". You had to let those who drove into the circle on the right
  • Priority signs at the entrance to the roundabout, for example, stood - “give way”, “STOP” and others. Thus, you understood that the ring is the main thing and you should let the cars that move along it pass


  • Change of the main road. Often the main road could enter the ring and go around it either completely or partially. And since the main road is a priority, we missed the cars that were moving along it.


As a rule, earlier the ring was fenced with “give way” signs (if there was a task in this) and it was still the main one.

What has changed now (8.11.17)

What does paragraph 13.11 (1) contain, an extract from the traffic rules:

When entering an intersection with circular traffic and which is marked with sign 4.3, the driver of the vehicle must give way to vehicles moving along such an intersection.

(clause 13.11(1) was introduced by Decree of the Government of the Russian Federation of October 26, 2017 N 1300)

Thus, it turns out that now this blue round sign with white arrows (4.3) indicates the priority of movement if you stop at roundabout and this sign is in front of you, then you MUST let everyone who moves along it pass.

Now the “right hand” rule, which I talked about in the first paragraph, no longer applies.

The second item (when such an intersection was given priority - “give way”, “STOP” and others) is now optional! We just put a "roundabout" and the driver must give way to those who move in a circle


The third point about the main road remains almost unchanged. If the main road enters the ring, then it is the main one by default, and you need to yield to everyone who moves on it. It also happens that these two designations can be side by side, and, as it were, duplicate each other.

Are all "rings" now the main ones?

NO, FRIENDS, NOT ALL! It is erroneous that now any "circular movement" is the main one! Priority are only those that are marked with the sign "4.3". If it is not there, then the usual rules described in 13.11 SDA apply. That is, the “right hand” rule (if there are no signs and markings at all), we take into account priority signs (“give way” and “STOP”), as well as deviations of the main road.
