On October 20 and 26, 2017, 2 new decrees of the Government of the Russian Federation - No. 1276 and No. 1300, respectively, were issued, amending the traffic rules, some of which come into force as early as November of this year. Now in spoken language about the Rules of the road appeared such a term as " waffle iron", and the circle has now become the main road in any case, even without the corresponding signs of priority and the main road. The sign is a white triangle in the format of road sign 1.6 "Intersection of equivalent roads". In the center of the field of the sign there is a schematic representation of a black intersection, similar in size to that shown on sign 1.6, with an image in the center of a square with red diagonals.

The new road sign belongs to the warning section. According to the Rules, they are installed 50-100 meters before the intersection in populated areas and 150-300 meters outside settlements. But it was for sign 1.35 that an exception was made - it is placed on the border of the intersection, or if it is impossible to do this, no more than 30 meters before the intersection.

Marking 1.26 can only be yellow.

When do the changes take effect?

The entry into force of these new traffic rules- a rather interesting and difficult thing. In short, the government decree regarding the waffle iron marking and photo fixation has already entered into force. No other changes yet.

The fact is that, according to the law, government decisions must go through the stage of publication in the official government media. This media is " Russian newspaper"(including the website), the Portal of the Government of the Russian Federation and the Collection of Legislation of the Russian Federation. And only after that another 7 days must pass to enter into force, unless a different period is indicated in the resolution itself.

So, resolution No. 1276 ( new markup"waffle iron") comes into force 180 days after publication, except for paragraph 3 of the changes, which take effect immediately - this is indicated in the document itself. The official publication of this resolution took place on October 30, 2017. That is, paragraph 3 (the marking itself and photographic fixation in the area of ​​​​its action) has come into force.

But the changes in the traffic rules regarding the change in the paragraph of the Rules itself and the appearance of a new road sign will come into force 180 days after October 30.

As for government decree No. 1300 (the circle is the main one), it does not specify a specific effective date, therefore, by default, it acquires it 7 days after publication in the official media. The publication took place on October 31, 2017, so on November 8, 2017, you will need to start giving way to drivers whose cars are on the circle.

The topic of the order of passing roundabouts has already been repeatedly procrastinated at us at various levels - they say, we need to have everything, like in Europe, where the driver who moves in a circle has an advantage. And things are still there: in the end, everything is determined by the signs. In April, First Deputy Prime Minister Igor Shuvalov came up with an initiative to amend the rules of the road, which would standardize "running in a circle", finally and irrevocably making circular traffic the main one. And now the Ministry of Internal Affairs has prepared amendments to the traffic rules, where the Russians read in white: “at the entrance to an intersection where a roundabout is organized, marked with sign 4.3 (“Roundabout” - approx. The head of the Probok.net expert center, a member of the government commission on road safety, Alexander Shumsky, in an interview with Gazeta.Ru, recalled that back in 2010 a resolution was adopted according to which the circle is considered the main one for motorists. However, the wording in the SDA remained the same, according to which the circle is considered secondary when driving, if there are no other road signs.

“As a result, it turned out that people remembered that the circle was the main one, and someone remembered that the circle was secondary, and many still do not understand how to drive correctly,” Shumsky told Gazeta.Ru.

Many, including myself, slow down not only when entering a circle, but also at the exit from it. Just in case - you never know who can come to your side.

At the same time, it’s funny that the practice, according to which the circle is considered the main thing, has really spread. But in different regions everything may turn out to be completely different, for example, people in the Caucasus do not drive the same way as in the Urals. In Moscow, it is customary to consider the circle as the main one, but as soon as you go somewhere outside the Moscow Ring Road, for example, to Dzerzhinsk, you start to get confused again.

Meanwhile, according to Shumsky, if the rules for entering the “main” circle are observed, this increases his throughput by 30-40 percent.
