traffic rules roundabout direction indicators. Rules of the road (SDA RF)

13.1. When turning right or left, the driver must give way to pedestrians and cyclists crossing carriageway the road it turns into.

13.2. It is forbidden to go to an intersection or intersection of carriageways if a traffic jam has formed that will force the driver to stop, creating an obstacle to the movement of vehicles in the transverse direction.

13.3. The intersection, where the sequence of movement is determined by the signals of a traffic light or a traffic controller, is considered regulated.

With a yellow flashing signal, non-working traffic lights or the absence of a traffic controller, the intersection is considered unregulated, and drivers are required to follow the rules for driving through unregulated intersections and priority signs installed at the intersection.

Regulated intersections

13.4. When turning left or making a U-turn at a green traffic light, the driver of a trackless vehicle must give way vehicles moving from the opposite direction straight or to the right. Tram drivers should be guided by the same rule among themselves.

13.5. When driving in the direction of the arrow switched on in the additional section at the same time as the yellow or red traffic light, the driver must give way to vehicles moving from other directions.

13.6. If the signals of a traffic light or a traffic controller allow the movement of a tram and trackless vehicles at the same time, then the tram has an advantage regardless of the direction of its movement. However, when moving in the direction of the arrow switched on in the additional section at the same time as the red or yellow traffic light, the tram must give way to vehicles moving from other directions.

13.7. A driver who enters an intersection with an enabling traffic signal must exit in the intended direction, regardless of the traffic signals at the exit from the intersection. However, if there are stop lines (signs 6.16) at the intersection in front of the traffic lights located on the driver's route, the driver must follow the signals of each traffic light.

13.8. When the permissive signal of the traffic light is turned on, the driver is obliged to give way to vehicles completing the movement through the intersection, and to pedestrians who have not completed the crossing of the carriageway of this direction.

Unregulated intersections

13.9. At the intersection of unequal roads, the driver of a vehicle moving along a secondary road must give way to vehicles approaching along the main road, regardless of the direction of their further movement.

At such intersections, the tram has an advantage over trackless vehicles moving in the same direction or in the opposite direction on an equivalent road, regardless of the direction of its movement.

In the event that sign 4.3 is installed in front of a roundabout in combination with sign 2.4 or 2.5, the driver of a vehicle located at the intersection has priority over vehicles entering such an intersection.

13.10. In the event that the main road changes direction at an intersection, drivers moving along main road, should be guided by the rules for passing the intersections of equivalent roads. The same rules should be followed by drivers moving on secondary roads.

13.11. At the intersection of equivalent roads, the driver of a trackless vehicle must give way to vehicles approaching from the right. Tram drivers should be guided by the same rule among themselves.

At such intersections, the tram has an advantage over trackless vehicles, regardless of the direction of its movement.

13.12. When turning left or making a U-turn, the driver of a trackless vehicle is obliged to give way to vehicles moving straight or to the right on an equivalent road from the opposite direction. Tram drivers should be guided by the same rule among themselves.

13.13. If the driver cannot determine the presence of a road surface (darkness, mud, snow, etc.), and there are no priority signs, he must assume that he is on a secondary road.

"On amendments to the Rules traffic Russian Federation”, which sets the priority when passing a roundabout. Right now in different regions and the cities of Russia, historically, different rules have been established for the passage of such interchanges: somewhere, cars entering the circle have an advantage, and somewhere already moving in a circle.

In the text of the new draft, it is proposed to exclude from article No. 4531 the third paragraph of clause 13.9 of the SDA, which reads: “If a sign is installed in front of the roundabout” Roundabout Circulation” in combination with the sign “give way” or “traffic without stopping is prohibited”, the driver of a vehicle located at an intersection has an advantage over vehicles entering such an intersection.”

Paragraph 13.11 in the draft is reformulated: “At the intersection of equivalent roads, except for the cases provided for in paragraph 13.111 of the Rules, the driver of a trackless vehicle is obliged to give way to vehicles approaching from the right. Tram drivers should be guided by the same rule among themselves. At such intersections, the tram has an advantage over trackless vehicles, regardless of the direction of its movement.

The footnote of paragraph 13.11 implies the following: “When entering an intersection where a roundabout is organized, marked with a roundabout sign, the driver of the vehicle is obliged to give way to vehicles moving along such an intersection.”

Thus, on the territory of Russia, a single rule for passing roundabouts will be established, when cars already on the circle have an advantage. According to representatives of the Ministry of Internal Affairs of Russia, the adoption of the amendments will have a positive impact on road safety. It is expected that the innovation will not entail socio-economic, financial and other consequences. The Ministry of Internal Affairs also believes that the adoption of the project will not require additional financial resources from the federal budget. There will also be no need to amend the regulatory legal acts of the Government of the Russian Federation.

However, it should be borne in mind that in many cities the priority for entering the circle is now given to participants moving in the busiest directions. And it is not a fact that bringing the rules for driving along such interchanges to a single format will have a positive effect on the organization of traffic.

Now the bill is undergoing the procedure of public hearings and anti-corruption expertise. The next stage is the completion of the development of a draft regulatory legal act. After that, it will be formed final version project text. If approved and accepted, it should not enter into force immediately, but only 360 days after publication.

In the text of the new draft, it is proposed to exclude the third paragraph of clause 13.9 of the SDA from Article No. 4531, which reads: “If a “circular traffic” sign is installed in front of a roundabout in combination with a “give way” or “traffic without stopping is prohibited”, the driver of a vehicle at an intersection has priority over vehicles entering such an intersection.

The topic of the order of passing roundabouts has already been repeatedly procrastinated at us at various levels - they say, we need to have everything, like in Europe, where the driver who moves in a circle has an advantage. And things are still there: in the end, everything is determined by the signs. There is a “carrot” (sign 2.4 “Give way”) at the entrance to the roundabout, which means you need to skip the roundabout. No sign - right hand rule works

In April, First Deputy Prime Minister Igor Shuvalov came up with an initiative to amend the rules of the road, which would standardize "running in a circle", finally and irrevocably making circular traffic the main one. And now the Ministry of Internal Affairs has prepared amendments to the traffic rules, where the Russians read in white: “at the entrance to an intersection where a roundabout is organized, marked with sign 4.3 (“Roundabout” - approx. KP), the driver of the vehicle is obliged to give way to vehicles, moving along such an intersection. That is, now the dominance of the circle will work without additional signs.

As in Europe: at roundabouts, the one who moves in a circle will have priority.

Roundabout rules 2017

In Russia, they can change the rules for passing a roundabout. The bill was initiated by the Ministry of Internal Affairs, which refers to the experience of European countries. This is stated in the draft law, published on the Internet portal of draft regulations.

Under the current rules, a driver at an intersection has priority over entering vehicles only when there is a "Roundabout" sign in combination with a "Give way" or "No non-stop driving" sign.

Changes in traffic rules 2017

Earlier it was reported that the Ministry of Transport and the Ministry of Internal Affairs was instructed to study the possibility of granting motorcyclists the right to move in the so-called row spacing, as well as introducing separate stop lines for motorcyclists and motorists.

In addition, from July 12, changes to the Rules of the Road came into force. According to the amendments, signed by Prime Minister Dmitry Medvedev, the use of a special car seat applies only to children under the age of seven.

The Ministry of Internal Affairs of Russia has prepared a draft resolution of the Russian government, which involves important changes in traffic rules regarding the passage of a roundabout. Back in April 2017, the order to develop a relevant document was given by First Deputy Prime Minister Igor Shuvalov, who oversees the situation on the roads in the government, following a regular meeting of the government commission on road safety. It was expected that the document would be developed within a month, after which it would be promptly implemented. However, in the end, it took almost four months to prepare it.

Roundabout: traffic rules 2017, changes in traffic rules, law, priority.

Currently, there are various scenarios for the driver's behavior in such a situation. If there is a “Give way” sign in front of the circle, then the driver entering the intersection must allow all cars on the circle to pass and only then go there himself. If there is no sign, then those who are on the circle give way.

Now, according to the document, cars moving in a circle will always have an advantage if there are no other road signs.

Roundabout: traffic rules 2017, changes in traffic rules, law, priority.

As explained in the department, the need to establish such a priority is due to the ambiguity of drivers' perception of the current standards. So, in different regions of the country and even in one city, the traffic patterns of roundabouts differ from each other, which contributes to the formation of congestion and the occurrence of accidents. When establishing the priority of passing a roundabout, the throughput of the road network increases significantly in comparison with reverse circuit through the said intersection.

“The practice of priority for passing a roundabout has been established in almost all European countries, this positive experience confirms the feasibility of introducing the proposed changes,” the agency noted.

The head of the Probok.net expert center, a member of the government commission on road safety, Alexander Shumsky, in an interview with Gazeta.Ru, recalled that back in 2010 a resolution was adopted according to which the circle is considered the main one for motorists. However, the wording in the SDA remained the same, according to which the circle is considered secondary when driving, if there are no other traffic signs.

“As a result, it turned out that people remembered that the circle was the main one, and someone remembered that the circle was secondary, and many still do not understand how to drive correctly,” Shumsky told Gazeta.Ru.

Many, including myself, slow down not only when entering a circle, but also at the exit from it. Just in case - you never know who can come to your side.

At the same time, it’s funny that the practice, according to which the circle is considered the main thing, has really spread. But in different regions, everything can turn out to be completely different, for example, in the Caucasus they drive differently than in the Urals. In Moscow, it is customary to consider the circle as the main one, but as soon as you go somewhere outside the Moscow Ring Road, for example, to Dzerzhinsk, you start to get confused again.

Changes in the roundabout rules. Expert opinion.

Earlier, in an interview with Gazeta.Ru, journalist Igor Morzharetto, a member of the government commission on road safety, also agreed that the law already stipulates that those who are on the circle get the advantage, but this is not spelled out very clearly. Therefore, to recall this again, in his opinion, it would not be superfluous.

Meanwhile, according to Shumsky, if the rules for entering the “main” circle are observed, this increases his throughput by 30-40 percent.
