I live in a house built in 1970. There has never been a major overhaul. The maximum hot water that flows from our tap is 50 degrees (I measured it with a thermometer in the morning and in the evening several times). I think it should be hotter. SanPiN regulations strictly establish what the temperature of hot water in an apartment should be - the standard for 2019 has remained unchanged compared to the previous year. This means that all citizens of Russia have the right to use hot water a certain temperature (for which, by the way, they pay) and complain when they encounter violations of SanPiN requirements. And the point is not at all that along with water, a citizen is deprived of basic amenities - if the water flowing from the tap is too cold or too hot, the health of the person who uses it is at risk.

What standards have been set?

What temperature should hot water be? It directly depends on the type of water supply system:

    If the system is open minimum 60 degrees Celsius.

    In a closed system minimum 50 degrees Celsius.

According to the regulations of 2019, the temperature of hot water in the apartment should not exceed 75 degrees. This limit does not depend on the type of water supply system.

The temperature regime is extremely important to observe for a number of reasons.

    Exceeding the temperature threshold leads to damage to the plastic elements of the water supply - and in fact in most modern apartments plumbing is mostly plastic. Who should pay for repairs in this case is a big question. All the time while the citizen will look for the guilty and prove the right to compensation, he will have to sit unwashed.

A drop in temperature to 59 degrees or an increase to 76 in an open water supply system is already considered a violation of the Rules for the provision of utilities (there are some). However, these Rules still allow minor deviations from the temperature limits.

    It is allowed to lower the temperature during the day (from 5 am to midnight) by 3 ° Celsius - that is, up to 57 °.

    At night (from midnight to 5 am), it is permissible to lower the minimum threshold by 5 ° - that is, up to 55 °.

The supply of hot water can be completely suspended in 2 cases: if on pumping station or the supply line has an accident, or if scheduled maintenance work is being carried out. In the case of prevention, citizens are not entitled to deprive water supply for more than 4 hours.

How to measure temperature?

Of course, it is useless to go to the management company with unfounded accusations that “a little warm is coming out of the tap” - give her evidence. Therefore, a citizen who considers himself injured due to violations of SanPiNA regulations and wants to uphold justice, must first of all learn how to measure the temperature of hot water in an apartment. This procedure is simple, short-term and does not require ingenious improvised means.

A thermometer with a scale of 100 degrees is what measures the temperature of hot water in a tap. For measurement, a citizen needs to prepare this household appliance, then strictly adhere to the algorithm of actions, which, according to management companies, invariably leads to accurate results.

    Open the faucet and let the water drain for about 3 minutes. So get rid of stagnant water, the temperature of which is traditionally lower.

A citizen needs to wait for the visit of an expert - according to Government Decree No. 354, an expert should appear on the doorstep no more than 2 hours after the citizen has filed a complaint. The expert will measure the temperature of the water from the tap on his own (of course, no one will believe the citizen himself). Then the housing and communal services employee will draw up an act in which he will describe whether the violation really took place, how and when the measurement was carried out. The consumer of utilities will receive one of the copies of the act in his hands - the expert will take the second copy with him.

Having with him an act indicating a violation of the norms for the temperature of hot water in apartment building, a citizen has the right to demand from the management company a recalculation of the payment for hot water supply.

For hot water, the temperature of which drops below 40° Celsius, the consumer of services pays as for cold water.

Decree No. 354 states that the period during which a citizen has the right to recalculate ends when people from the management company come to the citizen’s home and perform a final check that confirms that the temperature of the hot water is high enough. In case of refusal to recalculate, a citizen should file a complaint against the actions of the management company with Rospotrebnadzor or the world court.

The temperature of hot water depends both on the type of water supply systems and on the time of day. At night, the temperature can drop by 2 degrees lower than during the day.

Temperature standards

The standards for all indicators in the apartment must comply with SanPiN ( sanitary rules and norms) and GOSTs. SanPiN regulations for hot water in 2017 have not changed. These standards are adopted for reasons of expediency, since too cold or hot water can be harmful to human health. Citizens pay not only for the delivery of water, but also for the convenience associated with a certain temperature.

The water temperature directly depends on the type of water supply. Simply - cold and hot water must be of their own, a certain temperature. The temperature of hot water should be 60-75 degrees (not higher than 60 ° C and not lower than 75 degrees). This temperature is required for all places of water intake.

In a closed system, the water temperature should be 50 degrees (this is the minimum), in an open system - 60 ° C.

The following deviations are allowed by the rules for the provision of public services:

  • decrease by 5 degrees during the night (from 0 to 5.00 in the morning);
  • daytime temperature drop by 3 o C (from 5.00 to 0.00).

These rules are in place for human safety. Hotter water than recommended can cause burns varying degrees gravity. The high temperature is especially dangerous for young children, who can turn on the tap, but do not immediately figure out how to dodge or block the flow of water.

But not only therefore, the temperature of hot water should not exceed 75 degrees. The fact is that the plumbing in the vast majority of modern apartments consists of plastic. And, of course, increased temperature negatively affects all plastic parts.

How to take your own temperature

If it seemed to a citizen that the temperature of the hot water in the tap is much hotter than usual, then it should be measured in accordance with all the rules. It is possible to present requirements to a service organization only when measuring according to all the rules with the minimum allowable error. The thermometer must be in good working order and contain a 100 degree scale.

The algorithm of actions should be as follows:

  1. Open a hot water faucet while cold water should be closed. Water should drain within 3 minutes. Stagnant water is usually a little lower, so it should come off.
  2. Substitute a container under the stream of water, preferably with a volume of at least a liter.

These rules are based not only on the comfort of using hot water, but also on the safety of residents. In case of deviation from the regulation more than the specified limits for every 3 0 C, residents have the right to demand a reduction in payment for hot water supply by 0.1% for every 60 minutes of violation.   1. When the water temperature in the hot water supply is ≤ 50 0 C, there is a sufficient degree of probability of getting burned;
  2. At a temperature ≥ 65 0 С, burns on the skin occur in 2-5 seconds;
  3. At a water temperature of 55 ° C, a burn can be obtained in one and a half minutes.

The problem is solved as follows: hot water with centralized distribution residential buildings first stored in tanks where the temperature is maintained sufficient to kill the bacteria. As DHW is supplied to the houses, its temperature drops to a regulated level, and the use of DHW should be carried out only when cold water is connected to the house at the same time.

How to measure temperature

General complaint form:

  1. Title of the document;
  2. Statement that the temperature schedule is violated when providing residents with hot water according to the application form in accordance with federal law No. 195 under article 7.23;
  3. The application itself contains the description and essence of the complaint. It is necessary to write in the document that independent and control measurements of the DHW temperature were carried out with the report of information from the previously drawn up act: date of measurement, personal data of the employee who conducts the control measurement of the temperature of hot water, temperature parameters;
  4. The complaint must end with the requirement to eliminate violations in the supply of hot water supply or to eliminate violations of the temperature regime of hot water supply. In addition, you can oblige the company to inform you about the performance of the relevant work;
  5. At the end of the written complaint, the date of its preparation is indicated and the signature of the applicant is put. The complaint must be filed and registered in 2 copies. The second copy of the complaint, which remains with the applicant, must contain a mark on the receipt of the document, and it must also indicate the date of receipt of the application and bear the seal of the managing organization. The response to the complaint must be received no later than 30 working days.

How to request recalculation in case of deviation from the temperature schedule

How is the recalculation done DHW payment if the temperature schedule for supplying hot water is violated? Having a control measurement certificate in hand, confirmed by an official of the management company, you need to visit the management organization in order to issue a recalculation of the hot water service.

If the DHW temperature at the time of measurement was ≤ 40 0 ​​С, then it is necessary to pay for the DHW consumption, according to the legislation, according to the tariffs for cold water. Thus, in order to carry out an official recalculation, you need to have an act of measuring the DHW temperature in your hands. Before drawing up the act, an application for measurement is submitted, the document must contain the registration number, the time of acceptance into office work, and the data of the dispatcher who accepted the application. If the act was drawn up during a technical failure, and subsequently the temperature of the HW returned to normal, the dispatcher is obliged to notify the applicant about this, indicating the timing of the emergency DHW operation and time to repair a breakdown in the pipeline.

Features of measurements

The Code of the Russian Federation on Administrative Violations contains Article 7.23, which provides for penalties or administrative sanctions for violation of the regulations for providing the population with hot water supply. Therefore, the measurement and follow-up actions should be carried out officially and documented in order not only to establish the fact of a violation, but also to determine the exact time frame in which the recalculation of payment for DHW services. In this case, the initial date is the time of drawing up the metering report, the end date for recalculation is the date of checking the compliance of the temperature regime for the supply of hot water after the elimination of an accident, breakdown or other reason for the violation of the schedule. If the management company refuses to recalculate, the applicant has the right to file a complaint with Rospotrebnadzor or the courts.

If violations fall within the scope of Federal Law No. 195 under Article 7.23, then the defendant may be fined, while the amount of the fine for an individual performing person may be 500-1000 rubles, for an organization - 5000-10000 rubles.

When paying utility bills, you have the right to demand the fulfillment of your duties from the management company in full, and receive the appropriate quality of services and products for your money. Therefore, if you see that the service does not correspond to the declared one, do not be afraid to protect your rights and demand that the company providing the service fulfill its obligations. What to do if water does not meet the requirements of SanPiN

If you have a need to recalculate payments for inappropriate hot water delivery services, then your actions must take place in the legal field, namely, comply with the requirements of government decree No. 354 Russian Federation, which establishes the rules for the provision of public services to consumers.

Requirements that will govern your actions as an aggrieved consumer:

  1. If you find a violation, then you must inform the dispatcher in writing or orally. In any case, do not forget to indicate your coordinates - personal data, address, reason for contacting. The dispatcher is obliged to register your appeal and give it a go;
  2. In response, the dispatcher must provide you with his data, the registration number of your application and the time of its submission;
  3. the fact of violation of the provision of services must be checked by the dispatching service and recorded. For this, an additional check of the violation is carried out together with the applicant, about which an act is drawn up. According to paragraph No. 108 of Resolution No. 354, such an inspection must be organized no later than two hours after the receipt of the claim. Other time is agreed with the applicant;
  4. After the audit, an act must be drawn up, as a result of which violations will be eliminated. The document must contain a description of the violation, if it was detected, how and with what the control measurement of the DHW temperature was carried out, the measurement time and the address at which all the described actions were carried out;
  5. For each participant in the audit, a copy of the act is drawn up, the applicant must also have one copy.

If you, as the applicant and the injured person, do not agree with the results of the check and measurements, you can request an additional examination. The repeated check is coordinated and carried out in the same way as the primary one, only the expert already participates in it. If the fact of violation is not confirmed and recorded during the repeated check, the costs of the examination shall be borne by the applicant.

Actions after receipt of the act

After you have completed all the documents and received an act of violation of the quality of utilities for the delivery of hot water, your next step is to file a request for recalculation of payment. You can find out the time for which the recalculation should be made from the information above.

Deviation is already considered fifty-nine or seventy-six degrees. Minimum temperature hot water must be provided, regardless of the state of communications and heating equipment. All rules and conditions must be specified in the cooperation agreement between the client and the service provider.

What are the reasons for lowering the water temperature?

We all understand that some rules are immutable, especially when they directly relate to a person's health and are paid by him out of his own pocket. On the other hand, there are a number of reasons why the temperature of hot water can be lowered below normal, simply because it is simply impossible to do otherwise in the current situation. During these events, the hot water supply may be interrupted, but this should not affect the quality of life of the residents. That is why there are norms that, in turn, limit the possibility of a prolonged cessation of hot water supply in an apartment building:

  • eight hours in one month, in total;
  • no more than four hours in a row;
  • no more than one day (when we are talking about the accident).

If these deadlines have been exceeded, then you have the right to recalculate the tariff plan. The latter for the time of turning off hot water (reducing its temperature) should be reduced by fifteen hundredths of a percent.

How to check the norm and where to turn in case of deviations from it

The measurement of the temperature of hot water cannot be carried out in the way that the inspector immediately wanted. There is a clear algorithm that must be followed, and only then the result will be recognized as true. In all other cases, measurements are considered incorrect and invalid.

  1. The tap with hot water is opened, and water flows freely for two to three minutes. Thus, stagnant and cooled water in the pipeline descends, the temperature of which does not interest us.
  1. Under the stream of hot water, after equalizing its temperature to a uniform one, a special glass is placed.
  1. When the glass is full, it is removed, the tap is closed, and a sensitive thermometer with a scale of up to one hundred degrees Celsius (no less) is immersed in the glass.
  1. It takes some time for the thermometer to heat up, and then readings are taken from it.

Despite the fact that in general a fairly wide range is given for the temperature of hot water, small deviations from it in any direction are allowed.

During the daytime, from five in the morning to midnight, these are fluctuations of three degrees Celsius, and at night (from midnight to five in the morning), fluctuations of up to five degrees Celsius.

I must say that every three degrees of deviation reduce the tariff by one tenth of a percent, but only for the current date.

If you find in your apartment deviations in the temperature of hot water from the norm, you should first contact the housing and communal services. If these problems are caused by an accident and unscheduled repairs, then the dispatcher with whom you contact is obliged to notify you of this, informing you of the estimated time for repairing the breakdown. In the event that there are no reasons for lowering the temperature at your site, you should accept the application and consider it in the near future.

In order to be sure that the application will not be shelved, as is often the case in such institutions, be sure to write down the application number, the time you called the housing and communal services, and the name of the person who accepted the application. After that, they will definitely consider it, and you can be sure that in the near future there will be an increase in the temperature of hot water in your house to the normal limits, or some other measures will be taken.
