GOST and Specifications perform similar functions, but are fundamentally different regulations. TU, for example, is dearly loved by the manufacturer for the disproportionately less bureaucratic red tape that invariably accompanies everything that is under state control, including GOST. Specifications are developed, approved and implemented by the manufacturer in the control system. This comes from the very meaning of the introduction of the Technical Conditions - quality control of goods that are not regulated by GOST.
