As practice has shown, we are talking even about curbing the growth of the economy itself. All kinds of GOSTs and technical regulations describe and define general provisions. Each manufacturer improves its product, finds new ways of development and marketing moves. Regulatory commissions and standardization services will definitely not be in time for such a stormy activity. Therefore, the opportunity to draw up regulatory documents describing the product in detail is provided to the consumer or the customer himself. Such documentation is called technical conditions, the development of which you can order from us. (GOST prescribes the development procedure and the form of this document).

Specifications are one of the components of the design documentation package. Specifications describe in detail the entire path of the product - from raw materials to transfer to the consumer. Also, specifications regulate in detail the packaging, labeling, transportation methods and quality control. The type and completeness of design documents for products also describe the technical specifications.

There are a number of rules for defining and providing specifications. Specifications can be created for a specific type of product, or for a group of products (general specifications).

Technical specifications should regulate the following aspects of trade:

  • security requirements;
  • goods acceptance rules;
  • current and final quality control;
  • storage and transportation rules;
  • operating rules and operating conditions;
  • manufacturer's warranty;
  • environmental requirements.

GOST and TU - what's the difference?

Here we should start with the fact that the appearance and implementation of technical specifications did not affect the number of GOSTs in any way. First of all, because these are regulatory documents that complement each other, but do not replace each other. In addition, technical conditions and GOST do not have much in common.

Firstly, GOST is an abbreviation for decoding, which makes it clear that we are talking about state standards adopted at the legislative level and enshrined in ESKD. Technical specifications are not fixed anywhere by law and are valid only for a specific type of product and manufacturer. In fact, TU is a purely technical regulatory document.

Secondly, GOST is recognized as a higher standard, and when developing specifications, their provisions should not contradict the provisions of GOST. In this case, TS are considered null and void.

Thirdly, state standard is tough normative document, the development of which was based on the safety of the product and its quality. The TU is developed by the manufacturer himself, which gives him the opportunity to prescribe comfortable conditions for himself.

Designation of technical conditions (GOST 2.201) and interpretation

Accompanying documentation for products of mechanical engineering and instrumentation, which are manufactured according to specifications, are marked with an alphanumeric code, which, for example, looks like this: ABVG 109364. 275TU. Here, "ABVG" is the letter code of the company that developed the specification; 109364 - product code under which it is registered in ESKD; 275TU - the number assigned during the registration of TU.

Regulatory documents for materials and raw materials have a slightly different form: "TU 1234-567-891000-2013". Here, "TU" - means that the properties of the material are regulated by technical specifications.
The numbers are divided into groups and each has the following meaning:

1. Group - product code according to OKP.
2. Group - the number of specifications, which was assigned by the developer.
3. Group - the code of the organization that developed the specified specifications, determined by the OKPO classifier.
4. Year of entry into force of the normative document.

Despite the fact that GOSTs remain the guarantor of product quality, consumer confidence in specifications is constantly growing. This is due to an increase in the quality and range of goods manufactured according to specifications - GOSTs are updated infrequently. Sometimes developers of technical specifications ask a logical question: how is the number of conditions formed correctly, taking into account the latest amendments? After all, it is not always possible to keep track of all the changes that occur in the legislation.

There have been a lot of them over the past few years, therefore, in order to clarify all issues, it is best to immediately clarify how the number for the technical specification will be assigned and whether it will need to be changed to new numbers from next year.

The very first difficulties with the numbering of technical specifications arose when, starting from January 1 of this year, the All-Russian Product Classifier OK 005-93 was canceled. Instead of the OKP and several other classifiers, the following standards were adopted separately: All-Russian classifier of species economic activity OK 029-2014, as well as the All-Russian classifier of products by type of economic activity OK 034-2014.

In addition, a little over a year ago, Rosstandart issued a guideline "On the designation of technical specifications for products in connection with the cancellation of OKP." According to the published information, from now on, in the designation of any technical specifications, starting from a certain date, the 6-digit code OK 034-2014 will be used. However, no further clarification was forthcoming on this issue.

In November 2015, order number 1745 was issued, according to which all classifiers were completely abolished, but January 1, 2017 was set as the transition date. In February 2016, changes were made to the GOST 2.114-95 standard. In the updated version, in particular, in the eighth paragraph of subparagraph 3.7.2 of Article 3, an example of designating technical conditions for the Russian Federation was described, using the codes of a new sample - OK 034-2014 (KPKS 2008).

Specifications

Separately, I would like to note the Technical Conditions for food products. After development, they are subject to mandatory approval (examination and revision if necessary) and registration (development of catalog sheets and registration of technical specifications).

For products, for example, mechanical engineering, there is no mandatory approval and registration.

But such Specifications can also be agreed and registered if the manufacturer is ready and agrees to confirm that its products are manufactured on the basis of correctly developed specifications and this is verified by a government agency.

Specifications may be a normative document, for compliance with which products are certified and a certificate of conformity is obtained.

Also, technical conditions are the main document necessary for decision-making by the authorized services of Rospotrebnadzor in the sanitary and epidemiological assessment of domestic products.
