The law establishes which disabled people are entitled to a disabled sign on a car (groups 1 and 2), but the traffic rules do not specify exactly what document the driver must provide to the traffic police officer.

If there are doubts about the authenticity of documents, the traffic police officer is guided by Art. thirteen federal law No. 3, defining the rights of the police:

  • Clause 2 allows verification of the presented documents if there is information about the commission of a crime related to their illegal use;
  • Clause 4 gives police officers the right to request the necessary data from medical institutions.

Modern driver's licenses do not include a special mark on the disability group. In Moscow and a number of other regions, transport departments have the right to issue certificates on special forms that allow you to park for free in paid parking lots.

In fact, now the main confirmation of the right to benefits for disabled drivers and people transporting them is pensioner's ID. This document contains a mark on the disability group, on the basis of which a pension is assigned.

The inspector can also provide a certificate based on the results of a medical and social examination. The conditions and procedure for its implementation for registration of disability for groups 1 and 2 are established by Decree of the Government of the Russian Federation No. 95 as amended in 2015.

In practice, the following situation is possible: a healthy driver drove a disabled person, left the car under a prohibition sign and went about his business, and upon returning he saw an inspector at his car.

Even if the identification mark is installed, it is impossible to prove that there was a passenger in the cabin with handicapped. If the plate was removed after the trip, in fact the car was parked in the wrong place.

If this happened in Moscow, you can solve the problem by issuing a permit at the MFC for free parking in places for the disabled at any time of the day. This benefit also applies to some other regions, but not all.

It is convenient in that the certificate is issued for the machine itself. In this case, the benefit is valid even when the disabled person is not in the car (for example, he is in a medical facility, and the driver is waiting for him).

Knowing about the benefits that the "disabled" sign gives, some healthy drivers stick such stickers on their cars. They hope to be able to deviate from some traffic rules, including parking and stopping in inappropriate places.

If, when checking documents, the traffic police inspector reveals that neither the driver nor the passengers have a disabled person’s certificate, he will issue a fine of 5,000 rubles for this violation.

The driver risks not only getting a large fine, but also being arrested for up to six months.

Drivers of tractors, rollers and other low-speed vehicles that cannot accelerate faster than 30 km/h must have a red triangle in a yellow frame so that other road users can overtake them in the no-overtaking zone. But this is good news, it has been possible to overtake slow-moving vehicles in the area of ​​​​the “Overtaking is prohibited” sign for a long time, but drivers of slow vehicles do not bother to use stickers, and without them it is difficult to prove to the traffic police inspectors that they are right. The obligation to identify yourself with signs under glass now also applies to deaf drivers (yellow circle with three black dots), driving school cars (red triangle with the letter “U”) and owners of trucks that transport non-standard goods (“Dangerous Goods” signs, “ Oversized cargo" etc.). In all these cases, the inspector has the right to fine the driver for 500 rubles.

Another sign, "Transportation of children", is required to be installed in the case of organized transportation of children by bus. If you are carrying your own children in your car (even if there are many of them), such a sign is not required.

Differences in child transport signs

Disagreements regarding the sign arose due to some confusion. It is necessary to distinguish between transportation in a passenger car of a child and organized transportation a large number children.

According to paragraph 7.15 of the List of malfunctions in which the operation of motor vehicles is prohibited, it is impossible to move in a vehicle that is not equipped with mandatory identification marks.

In the list of mandatory signs, the eighth item is the sign "Transportation of children". It looks like a rectangular sticker on a yellow background with a red border around the edge. The sign has a picture of children in black.
