1. From the beginning of next year, the SDA provides for the possibility of changing the usual insurance of citizens. We are talking about an electronic OSAGO policy - a document confirming the availability of compulsory insurance, if equipped with a two-dimensional QR code. It is in it that information will be laid down, with the help of which it is easy to get access to the insurance contract, located on a special web resource of the association of insurers. On the declared site, it will be possible to find not only data about the owner himself and his vehicle, but also the date of conclusion of the insurance contract, as well as the exact period of its validity.

2. From January 1 next year, all vehicles in Russia must be equipped with the ERA-GLONASS system. With its help, the insurer himself will be able to easily transfer all the data about the accident that has occurred, as well as draw up the appropriate protocol, in the absence of traffic police officers. Thanks to the announced opportunity, drivers will be able to file minor accidents on their own, without involving traffic inspectors for this. The minus of innovation is obvious: the cost of acquiring and installing the appropriate system. It is worth recalling that the announced change was supposed to come into force at the beginning of this year, but then the government decided to postpone the deadline for its implementation by exactly 12 months.

3. The wave of the next modernization of the traffic rules of the Russian Federation and the procedure for registering or re-registering a car was affected. Rumors are already circulating that the state duty paid under such a procedure will become significantly higher, but no one has yet named a specific amount. Most likely, we are talking about 2 thousand rubles.

In general, the text of the new regulation was sharpened to bring it into line with the current legislation. However, there are points that apply to most drivers.

For example, about checking documents on the road. The previous order stated that the verification of documents takes place only at a stationary traffic police post. However, during the period of the order, the number of such posts has decreased significantly. They are expensive to maintain. Yes, and than at a stationary post.

It is worth recalling that when order 185 came into force, the traffic police did not have the technological capabilities that they have now. To check the documents, it was necessary to deliver the stopped person to the post. It was for this reason that there was no point in checking the documents on the road, except in cases where the driver committed a violation.

There was another reason. At that time, gangs of swindlers hunted on the road, who, dressed up in the form of traffic police officers, slowed down cars, allegedly to check documents. How such a meeting could end can be found in the criminal reports.

However, as noted in the traffic police, now both traffic police officers and scammers have a lot of reasons to stop the car. Few of the stopped citizens will begin to check with the duty officer whether it was natural to stop him.

In the new order of the Ministry of Internal Affairs, which approves the regulations for the supervision of compliance with the rules by road users, another one has been introduced.

Initially, the regulations, approved by the 185th order, contained a requirement not to use cameras for automatically fixing violations in the area of ​​temporary signs.

The matter is that temporary signs at us are established by road builders. They do not always meet the requirements of traffic rules, GOSTs. They often forget to take them off after the job is done. As a result, traffic jams are created in already repaired sections only because there are forgotten signs. In addition, often forgotten signs are used by dishonest traffic police inspectors, catching alleged violators. One such in the Kasimovsky district of the Ryazan region set up a camera. And he stopped, as it were, an intruder who had exceeded the speed limit. The violator demanded to drive to the place where the sign was installed. As it turned out, while the traffic police officer was catching violators, the road workers arrived and removed the sign.

It is clear that violators of the requirements of temporary signs must also be held accountable. But often this is done not to control traffic safety, but to replenish the regional budget.

In the new order on the work of the Road Patrol Service, which allowed citizens to take photographs and videos of communication with an employee of the State traffic inspectorate.

That is, such an opportunity is provided for the traffic police themselves, but has disappeared for those who are faced with the need to communicate with the traffic police. At the same time, the employees of the State traffic inspectorate themselves are even obliged to film video, if the registration of any action that should be performed in the presence of attesting witnesses occurs without them.

However, one must understand that the order of the Ministry of Internal Affairs applies only to employees of the Ministry of Internal Affairs and cannot indicate to citizens their actions, rights and obligations. All over the world for the driver in general the main law is the Rules of the road. He doesn't need to know the others. And only in our country the driver should know not only his rights and obligations, but also the regulatory authorities. To avoid unpleasant situations on the road.

The law on the police has an obligation to film everything on video. But citizens have precisely such rights provided for by the same law on the police. It is clear that the rights of citizens should not be included in the requirements prescribed for police officers.

The main thing is that the traffic police themselves do not abuse this gap. After all, even now, when the old order is in effect, traffic police officers now and then forbid drivers or their passengers to film administrative actions.

To this, the traffic police respond that if this happens, the driver has the right to file a complaint against the inspector. Then the latter will be held accountable for exceeding his authority.

The order prescribes the transfer of documents into the hands of the inspector in "pure form". That is, without covers and other content. If the inspector finds excess, he must return the documents with a request to free them from unnecessary content.

Also included is the requirement that documents be transmitted without any restraints. Alas, the use of special chains, locks and tablets has recently become popular, which do not allow the inspector to take the document in hand.

In Europe and the USA, drivers only need to know the Rules of the Road. If they are observed, then this is enough not to enter into communication with the police. In Russia, the driver needs to know not only the rules, but also the Code of Administrative Offenses, namely, its 12th, "driver's" chapter. And other documents.

To ensure road safety, the action of the road sign "Stopping is prohibited" is extended to route vehicles outside the zone of stops of route transport. The document also introduces changes in the movement of cyclists. You are now allowed to drive on the sidewalk or footpath when accompanied by an adult cyclist under the age of 14.
Earlier, Russian Prime Minister Dmitry Medvedev signed a new decree amending the rules of the road. The document entered into force on July 12. In particular, children under the age of seven were forbidden to be left alone in a car without adult supervision. The fine for such a violation amounted to 500 rubles.
In addition, the non-alternative use of child restraints for the transport of children under the age of seven, as well as the use of such devices or seat belts provided for by the design of the vehicle, for the transport of children from seven to 11 years of age, inclusive, has been established.

Expected changes in 2017

The greatest number of innovations awaits drivers in the summer of 2017. However, the first changes have already taken effect.

• In early July, owners of new vehicles will have access to electronic technical data sheets. Paper driver's licenses will no longer be issued, and the old ones can be used until the car changes hands. Owners documents will no longer be stored, this mission will now be performed by the traffic police database.
• Commercial vehicles will be available for management only drivers who have received the rights of the Russian sample, starting from June 1.
• Adjustments have been made to the procedure for issuing and issuing OSAGO policies via the Internet. Most of the changes will affect the receipt by insurers of information about drivers through online databases.
• Starting from February, VU can be obtained through the nearest branches of the MFC. This feature has become available for drivers replacing or renewing their licenses. New rights are still issued by the traffic police.
