    In accordance with Part 5 and Clause 1 of Part 13 of Article 59 of the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 2012, N 53, Art. 7598; 2013, N 19 , article 2326; N 30, article 4036) and subparagraphs 5.2.35-5.2.37 of the Regulations on the Ministry of Education and Science of the Russian Federation, approved by Decree of the Government of the Russian Federation of June 3, 2013 N 466 (Collected Legislation of the Russian Federation, 2013 , N 23, item 2923; N 33, item 4386; N 37, item 4702), I order:

    1. Approve the attached Procedure for conducting the state final certification for educational programs of secondary general education.

    2. Recognize as invalid the orders of the Ministry of Education and Science of the Russian Federation:

    The procedure for conducting state final certification for educational programs of secondary general education

    I. General provisions

    1. The procedure for conducting the state final certification for educational programs of secondary general education (hereinafter referred to as the Procedure) determines the forms for conducting the state final certification for educational programs of secondary general education (hereinafter referred to as the GIA), participants, the timing and duration of the GIA, requirements for the use of teaching aids and education, means of communication during the GIA, requirements for persons involved in the GIA, the procedure for checking examination papers, the procedure for filing and considering appeals, changing and (or) canceling the results of the GIA.

    2. The GIA, which completes the development of state-accredited basic educational programs of secondary general education, is mandatory.

    3. Students who are winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren in the current academic year, members of the national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation 1 (hereinafter referred to as the Ministry of Education and Science of Russia), are exempt from passing the state final certification in an academic subject corresponding to the profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

    Students studying in educational programs of secondary vocational education who do not have secondary general education are entitled to take the GIA, which completes the development of educational programs of secondary general education and upon successful completion of which they are issued a certificate of secondary general education 2 .

    4. The State Examination Board is conducted by the State Examination Boards (hereinafter referred to as the SEC) in order to determine the compliance of the results of mastering the basic educational programs by students with the relevant requirements of the federal state educational standard 3 .

    5. The GIA is held in the Russian language and mathematics (hereinafter referred to as compulsory subjects). Examinations in other academic subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​​​(English, German, French and Spanish), computer science and information and communication technologies (ICT), as well as in the native language from among languages ​​of the peoples of the Russian Federation and literature of the peoples of the Russian Federation in their native language from among the languages ​​of the peoples of the Russian Federation (hereinafter referred to as the native language and native literature) - students take it on a voluntary basis of their choice.

    6. GIA in all academic subjects specified in paragraph 5 of this Procedure (with the exception of foreign languages, as well as native language and native literature), is conducted in Russian.

    II. Forms of the GIA

    7. GIA is carried out:

    a) in the form of a unified state exam (hereinafter - the USE) using control measuring materials, which are sets of tasks of a standardized form 4 (hereinafter - KIM), - for students in educational programs of secondary general education, including foreign citizens, stateless persons , including compatriots abroad, refugees and internally displaced persons who have mastered educational programs of secondary general education in full-time, part-time or correspondence forms, as well as for persons who have mastered educational programs of secondary general education in the form of family education or self-education and admitted in the current year to the GIA;

    b) in the form of a state final exam (hereinafter - GVE) using texts, topics, assignments, tickets - for students in educational programs of secondary general education in special educational and educational institutions of a closed type, as well as in institutions executing punishment in the form of deprivation of liberty , for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education integrated with educational programs of basic general and secondary general education, for students with disabilities or for students with disabilities and disabled people in educational programs of secondary general education 5 ;

    c) in the form established by the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education 6 - for students in educational programs of secondary general education who have studied their native language and native literature (national literature in their native language) and have chosen an exam in their native language and (or) native literature for the passage of the GIA.

    8. For students on educational programs of secondary general education in special educational and educational institutions of a closed type, as well as in institutions executing punishment in the form of deprivation of liberty, for students receiving secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education, integrated with educational programs of basic general and secondary general education, for students with disabilities or for children with disabilities and disabled students studying in educational programs of secondary general education, the GIA in individual academic subjects at their request is carried out in the form USE.

    III. GIA participants

    9. Students who do not have academic debts and who have completed the curriculum or individual curriculum in full (having annual marks in all academic subjects of the curriculum for each year of study in the educational program of secondary general education are not lower than satisfactory) are allowed to the GIA.

    10. Students who have mastered the educational program of secondary general education in the form of self-education or family education, or who have studied under an educational program of secondary general education that does not have state accreditation, have the right to take an external course of the State Academic Examination in an organization that carries out educational activities according to an educational program of secondary general education that has state accreditation, in the forms established by this Procedure 7 .

    These students are admitted to the GIA, provided they receive marks not lower than satisfactory at the intermediate certification.

    11. The subjects chosen by the student, the form (forms) of the GIA (for students specified in paragraph 8 of this Procedure) are indicated by him in the application.

    The application is submitted before March 1 to the organization carrying out educational activities in which the student mastered the educational programs of secondary general education, and for the persons specified in paragraph 10 of this Procedure, to the organization carrying out educational activities according to the state accredited educational program of secondary general education.

    Students change (supplement) the list of exams indicated in the application if they have good reasons (illness or other circumstances, documented). In this case, the student submits an application to the SEC indicating the changed list of subjects for which he plans to take the GIA, and the reasons for changing the previously declared list. The specified application is submitted no later than one month before the start of the relevant examinations.

    Persons who have mastered the educational programs of secondary general education in previous years and have a document of education confirming the receipt of secondary general education (or educational programs of secondary (complete) general education - for persons who have received a document of education confirming the receipt of secondary (complete) general education, until September 1, 2013), as well as citizens with secondary general education received in foreign educational organizations (hereinafter referred to as graduates of previous years), also take the USE, including if they have valid USE results from previous years.

    Founders of educational organizations located outside the territory of the Russian Federation and implementing educational programs of secondary general education with state accreditation (hereinafter referred to as the founders), foreign institutions of the Ministry of Foreign Affairs of the Russian Federation (hereinafter referred to as the Russian Foreign Ministry), having specialized structural educational units in their structure (hereinafter referred to as institutions abroad), allow graduates of previous years to pass the Unified State Examination, if it is possible to organize the passing of the Unified State Examination to the specified persons in educational organizations located outside the territory of the Russian Federation and implementing state-accredited educational programs of secondary general education, foreign institutions.

    To participate in the Unified State Examination, these persons submit before March 1 to the places of registration for passing the Unified State Examination an application indicating the list of subjects for which they plan to take the Unified State Examination this year.

    In the absence of the opportunity to participate in the Unified State Examination within the deadlines established in accordance with paragraph 27 of this Procedure, graduates of previous years submit an appropriate application before July 5 of the current year and participate in the delivery of the Unified State Examination within the additional deadlines established in accordance with paragraph 28 of this Procedure.

    12. The applications specified in paragraph 11 of this Procedure are submitted by students, graduates of previous years personally on the basis of a document proving their identity, or by their parents (legal representatives) on the basis of a document proving their identity, or authorized persons on the basis of a document proving their identity. identity, and duly executed power of attorney.

    Students, graduates of previous years with disabilities, when applying, submit a copy of the recommendations of the psychological, medical and pedagogical commission, and students, graduates of previous years, children with disabilities and disabled people - the original or a duly certified copy of a certificate confirming the establishment of disability, issued by the Federal state institution of medical and social expertise.

    Graduates of previous years, when applying, present the original documents on education. The original of a foreign education document is presented with a duly certified translation from a foreign language.

    IV. Organization of the GIA

    13. The Federal Service for Supervision in the Sphere of Education and Science (hereinafter referred to as Rosobrnadzor) performs the following functions as part of the GIA:

    establishes the procedure for the development, use and storage of KIM (including the requirements for the regime of their protection, the procedure and conditions for placing information contained in KIM on the Internet information and telecommunication network (hereinafter referred to as the Internet network) 8 ;

    provides methodological support for the GIA 9 ;

    together with the founders, the Ministry of Foreign Affairs of Russia and foreign institutions, ensures the holding of the State Examination outside the territory of the Russian Federation 10 , including the creation of the SEC, subject and conflict commissions for holding the State Examination outside the territory of the Russian Federation, and organizes their activities 11 ;

    organizes the development of KIM for conducting the Unified State Examination, assessment criteria for examination papers performed on these KIM (hereinafter referred to as assessment criteria), texts, topics, assignments, tickets and assessment criteria for conducting the GVE, including creating commissions for the development of KIM for each academic subject ( hereinafter referred to as the Commission for the Development of KIM), and also organizes the provision of the specified materials to the GEC 12;

    organizes a centralized verification of students' examination papers, performed on the basis of KIM 13;

    determines the minimum number of USE points, confirming the mastering of the educational program of secondary general education (hereinafter referred to as the minimum number of points) 14 ;

    organizes the formation and maintenance of a federal information system for ensuring the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education, and the admission of citizens to educational organizations for obtaining secondary vocational and higher education (hereinafter referred to as the federal information system) 15 in the manner established by the Government of the Russian Federation Federations 16 .

    14. The executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, ensure the conduct of the SIA, including:

    create the SEC (with the exception of the approval of the chairmen of the SEC), subject and conflict commissions of the constituent entities of the Russian Federation and organize their activities 17 ;

    provide training and selection of specialists involved in the GIA in accordance with the requirements of this Procedure;

    establish the form and procedure for conducting the GIA for students who have studied their native language and native literature;

    develop examination materials for conducting the GIA in their native language and native literature;

    in agreement with the SEC, they determine the places of registration for passing the exam, the locations of the examination points (hereinafter referred to as the PET) and the distribution of students and graduates of past years between them, the composition of the leaders and organizers of the PET, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure ;

    organize the formation and maintenance of regional information systems to ensure the conduct of the GIA for students who have mastered the basic educational programs of basic general and secondary general education (hereinafter referred to as regional information systems) 18 and entering information into the federal information system in the manner established by the Government of the Russian Federation 19 ;

    organize informing students and their parents (legal representatives), graduates of previous years on the organization and conduct of the GIA through organizations that carry out educational activities and local governments that manage education, as well as by interacting with the media, organizing the work of telephones "hot line" and maintaining a section on the official websites on the Internet of the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, or specialized websites;

    ensure the processing and verification of examination papers in accordance with this Procedure;

    ensure that students and graduates of past years are familiarized with the results of the State Academic Examination in all academic subjects within the time limits established by this Procedure;

    carry out accreditation of citizens as public observers in the manner established by the Russian Ministry of Education and Science 20 .

    15. The founders, the Ministry of Foreign Affairs of Russia and foreign institutions ensure the conduct of the State Examination outside the territory of the Russian Federation, including:

    participate in the activities of the SEC, subject and conflict commissions created to conduct the GIA outside the territory of the Russian Federation;

    provide training and selection of specialists involved in the GIA, in accordance with the requirements of this Procedure;

    in agreement with the SEC, they determine the places of registration for passing the exam, the location of the PES and the distribution of students and graduates of previous years between them, the composition of the leaders and organizers of the PES, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

    ensure information security during the storage, use and transfer of examination materials, including determining the storage locations for examination materials, persons having access to them, take measures to protect KIM from disclosure of the information contained in them;

    organize the entry of information into the federal information system in the manner established by the Government of the Russian Federation 21 ;

    organize informing students and their parents (legal representatives), graduates of past years on the organization and conduct of the State Examination through organizations engaged in educational activities and foreign institutions, as well as by interacting with the media, organizing the work of hotline telephones and maintaining a section on official sites on the Internet of founders and foreign institutions or specialized sites;

    ensure the conduct of the GIA in the PES in accordance with the requirements of this Procedure;

    ensure the processing of examination papers in accordance with the requirements of this Procedure;

    provide students and graduates of previous years with the results of exams in all academic subjects within the time limits established in accordance with paragraph 72 of this Procedure;

    carry out accreditation of citizens as public observers in the manner established by the Russian Ministry of Education and Science 22 .

    16. In order to inform citizens about the procedure for conducting the GIA in the media, in which the official publication of the regulatory legal acts of state authorities of the constituent entities of the Russian Federation, on the official websites of the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, founders, foreign institutions , organizations engaged in educational activities, or specialized sites publish the following information:

    on the deadlines and places for submitting applications for passing the GIA, places of registration for passing the Unified State Examination (for graduates of previous years) - until December 31;

    17. Organizational and technological support for conducting the GIA outside the territory of the Russian Federation, ensuring the operation of the federal information system, conducting a centralized verification of examination papers performed on the basis of KIM, is carried out by an organization defined in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

    Organizational and technological support for the GIA in the territories of the constituent entities of the Russian Federation, including the provision of activities for the operation of regional information systems and interaction with the federal information system, processing of examination papers of students, graduates of past years, is carried out by organizations defined in accordance with the legislation of the Russian Federation - regional processing centers information (hereinafter referred to as RTsOI).

    18. The composition of the SEC is formed from representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers in the field of education, founders of the Ministry of Foreign Affairs of Russia and foreign institutions, local governments, organizations engaged in educational activities , scientific, public and other organizations and associations, as well as representatives of Rosobrnadzor.

    The composition of the HES created in the constituent entities of the Russian Federation is coordinated by Rosobrnadzor.

    19. The general management and coordination of the activities of the SEC is carried out by its chairman, approved by Rosobrnadzor.

    Chairman of the SEC:

    organizes the formation of the composition of the SEC and submits it for approval to Rosobrnadzor;

    coordinates the proposals of the executive authority of the constituent entity of the Russian Federation that carries out state administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia on the personal composition of the leaders and organizers of the PES, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

    coordinates the proposals of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia on the places of registration for the exam, the locations of the PES and the distribution of students and graduates of previous years between them;

    organizes the formation of the composition of subject commissions, submits for approval to Rosobrnadzor candidacies of chairmen of subject commissions, on the recommendation of the chairmen of subject commissions, determines candidates for members of subject commissions sent for inclusion in the subject commissions created by Rosobrnadzor;

    makes a decision to send members of the SEC to the PES, the RCOI, the subject commissions and the conflict commission to monitor the conduct of the State Examination;

    considers issues of violation of the established procedure for conducting the State Examination by persons involved in the conduct of the State Examination, takes measures to eliminate violations, including making a decision to remove these persons from work related to the conduct of the State Examination;

    after each exam, considers information received from members of the SEC, public observers, officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, and other persons about violations identified during the SIA, takes measures to counter violations of the established procedure for conducting the State Examination, including organizing inspections on the facts of violation of the established procedure for conducting the State Examination, decides on the removal of persons who have violated the established procedure for conducting the State Examination, from work related to the conduct of the State Examination;

    considers the results of the GIA and makes decisions on the approval, change and (or) cancellation of the results of the GIA;

    makes decisions on admission (re-admission) to the delivery of the GIA in the cases established by this Procedure.

    20. Members of the SEC:

    ensure compliance with the established procedure for conducting the State Examination, including, by decision of the Chairman of the SEC, by March 31, they check the readiness of the PES, ensure the delivery of examination materials to the PES, monitor the conduct of the State Examination in the PES, the RCOI, subject commissions and the conflict commission;

    interact with the head and organizers of the PES, public observers, officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, present in the PES, RTsOI, subject commissions and the conflict commission on compliance with the established procedure for conducting the GIA;

    in case of detection of violations of the established procedure for conducting the State Examination, they decide to remove students, graduates of previous years, as well as other persons who are in the PES from the exam, in agreement with the chairman of the SEC, they decide to stop the exam in the PES or individual PES classrooms.

    21. Checking the examination papers of students and graduates of previous years (including oral answers) is carried out by subject commissions in the relevant academic subjects.

    The composition of subject commissions for each academic subject is formed from persons who meet the following requirements (hereinafter referred to as experts):

    availability of higher education;

    compliance with the qualification requirements specified in the qualification reference books and (or) professional standards;

    work experience in organizations engaged in educational activities and implementing educational programs of secondary general, secondary vocational or higher education (at least three years);

    availability of a document confirming the receipt of additional professional education, which includes practical classes (at least 18 hours) for assessing samples of examination papers in accordance with the assessment criteria for the corresponding academic subject, determined by Rosobrnadzor 23 .

    22. The general management and coordination of the activities of the subject commission in the relevant academic subject is carried out by its chairman. Candidates for the chairmen of the subject commissions created in the constituent entities of the Russian Federation are approved by Rosobrnadzor.

    Chairman of the Subject Committee:

    submits to the SEC proposals on the composition of the subject commission, on the candidacies of experts proposed for inclusion in the subject commissions created by Rosobrnadzor;

    in agreement with the head of the RCOI, forms the work schedule of the subject commission;

    provides advice to experts on the evaluation of examination papers;

    interacts with the head of the RCOI, the chairman of the conflict commission, the Commission for the development of KIM;

    submits to the SEC information about the violation by the expert of the established procedure for conducting the GIA.

    23. Consideration of appeals of students, graduates of previous years is carried out by a conflict commission, which does not include members of the SEC and subject commissions. The composition of the conflict commissions is formed from representatives of the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, executive authorities of the constituent entities of the Russian Federation exercising delegated powers, founders, the Ministry of Foreign Affairs of Russia and foreign institutions, local governments, organizations engaged in educational activities, scientific, public and other organizations and associations.

    Mediation board:

    accepts and considers appeals of students, graduates of previous years on violations of the established procedure for conducting the GIA, as well as on disagreement with the points given;

    makes a decision based on the results of the consideration of the appeal to satisfy or reject the appeals of students, graduates of previous years;

    informs students, graduates of previous years who filed appeals, and (or) their parents (legal representatives), as well as the SEC about the decisions taken.

    General management and coordination of the activities of the conflict commission is carried out by its chairman.

    24. Decisions of the SEC and conflict commissions are documented in protocols. In case of equality of votes, the vote of the chairman of the SEC, the conflict commission, is decisive.

    25. In order to facilitate the implementation of the GIA, organizations engaged in educational activities:

    send their employees to work as leaders and organizers of the PES, members of the SEC, subject commissions, the conflict commission, technical specialists and assistants for the persons specified in paragraph 37 of this Procedure;

    enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation 24 ;

    against signature, inform students and their parents (legal representatives), graduates of previous years about the dates, places and procedure for submitting applications for passing the GIA, including in the form of the Unified State Examination, about the place and timing of the GIA, about the procedure for conducting the GIA, including grounds for removal from the exam, change or cancellation of the results of the State Examination, on the conduct of video recording during the exam in the PES and classrooms, on the procedure for filing and considering appeals, on the time and place of familiarization with the results of the State Examination, as well as on the results of the State Examination received by students, graduates of past years.

    26. In order to ensure compliance with the procedure for conducting the GIA, citizens accredited as public observers in the manner established by the Russian Ministry of Education and Science 25 are entitled to:

    upon presentation of an identity document and a certificate of a public observer, be present at all stages of the GIA, including when checking examination papers and when considering appeals on violations of the established procedure for conducting the GIA, disagreement with the points given;

    send information about violations identified during the SIA to federal executive authorities, executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, and local governments exercising management in the field of education 26 .

    V. Timing and duration of the GIA

    27. For the conduct of the Unified State Examination and the GVE on the territory of the Russian Federation and beyond its borders, a single exam schedule is provided. For each academic subject, the duration of the examinations is determined.

    The GIA for compulsory academic subjects begins no earlier than May 25 of the current year, for other academic subjects - no earlier than April 20 of the current year.

    28. For persons re-admitted this year to take exams in the relevant academic subjects in the cases provided for by this Procedure, and graduates of previous years, additional terms for the GIA in the forms established by this Procedure are provided (hereinafter referred to as additional terms).

    29. For the following categories of students, graduates of previous years, the GIA in compulsory academic subjects, by decision of the chairman of the SEC, is carried out ahead of schedule, but not earlier than April 20, in the forms established by this Procedure:

    1) students and graduates of previous years called up for military service during the period of the GIA - when submitting the agenda of the military commissariat;

    2) students traveling to Russian or international sports competitions, contests, reviews, olympiads and training camps during the period of the GIA - on the proposal of the sports and other organizations that send students to relevant events;

    3) students leaving for a permanent place of residence during the period of the GIA - upon presentation of documents confirming permission to enter and (or) reside in a foreign state;

    4) students leaving to continue their studies in a foreign country during the period of the State Academic Examination - when submitting documents confirming enrollment or admission to the competition, entrance examinations in a foreign educational organization;

    5) students, graduates of previous years, sent for medical reasons to medical organizations for medical, rehabilitation and recreational activities during the period of the GIA - upon presentation of a referral issued by a medical organization.

    30. The GIA in the form of GVE for students in institutions executing a sentence of deprivation of liberty, released from serving a sentence no earlier than three months before the start of the GIA, is carried out within the time limits determined by the executive authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education , in agreement with the founders of such institutions, but not earlier than February 20 of the current year.

    31. The break between examinations in compulsory academic subjects, the timing of which is established in accordance with paragraph 27 of this Procedure, is at least two days.

    32. The duration of the examination in academic subjects does not include the time allocated for preparatory activities (instructing students and graduates of previous years, issuing examination materials to them, filling in the registration fields of examination papers, setting up the necessary technical means used during examinations).

    With the duration of the exam 4 or more hours, meals are provided for students.

    For students and graduates of previous years, specified in paragraph 37 of this Procedure, the duration of the exam is increased by 1.5 hours.

    33. By decision of the chairman of the SEC, the following are allowed to take exams this year in the corresponding academic subject in additional terms:

    students who received an unsatisfactory result at the GIA in one of the compulsory subjects;

    students and graduates of previous years who did not appear for exams for good reasons (illness or other documented circumstances);

    students and graduates of previous years who did not complete the examination work for good reasons (illness or other documented circumstances);

    students and graduates of previous years, to whom the conflict commission satisfied the appeal of violation of the established procedure for conducting the GIA;

    students and graduates of previous years, whose results were annulled by the decision of the chairman of the SEC in the event of violations of the established procedure for conducting the GIA, committed by the persons specified in paragraph 40 of this Procedure, or other (including unidentified) persons.

    VI. Conducting a GIA

    34. KIM for the USE are delivered to the constituent entities of the Russian Federation, foreign institutions and founders on paper in specialized packaging or electronic media in encrypted form.

    The schedule for the delivery of examination materials and the type of media on which the KIM is provided is agreed upon by the founders, the Ministry of Foreign Affairs of Russia and the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education with an authorized organization no later than March 1.

    Examination materials for the GVE are sent to the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, foreign institutions and founders not earlier than one month before the start of exams in the relevant academic subjects in electronic form, ensuring the confidentiality and security of the information contained in them. Examination materials for the early examination of the GVE are sent to the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, foreign institutions and founders according to the schedule agreed by the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia with Rosobrnadzor. Replication of examination materials for the GVE is provided by the executive authorities of the constituent entities of the Russian Federation, which carry out state administration in the field of education, founders, foreign institutions.

    Storage of examination materials is carried out in accordance with the requirements of the procedure for the development, use and storage of CMM, established by Rosobrnadzor 27 . Opening examination materials before the start of the exam, disclosure of information contained in the KIM, examination materials for the GVE is prohibited.

    35. Exams are held at PES, the locations of which are approved by the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, the founders, the Ministry of Foreign Affairs of Russia in agreement with the SEC.

    In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising state administration in the field of education, the founders and the Ministry of Foreign Affairs of Russia, in agreement with the SEC, decide to postpone the exam to another PES or to another day, provided for by the schedules of the Unified State Examination and the State Higher Examination.

    36. The number, total area and condition of the premises provided for the GIA (hereinafter referred to as the audience) ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations.

    The number and location of PES are determined based on the fact that there are at least 15 students in the PES (with the exception of PES organized for the persons specified in paragraph 37 of this Procedure, including PES organized at home, in hard-to-reach and remote areas, in special educational institutions of a closed type, in institutions executing punishment in the form of deprivation of liberty, as well as those located outside the territory of the Russian Federation, including in institutions abroad), graduates of past years, while in each classroom there are no more than 25 students, graduates of past years in compliance with the relevant requirements of sanitary and epidemiological rules and regulations. In the absence of the possibility of organizing a PES in accordance with the specified requirement, additional measures of control over compliance with the established procedure for conducting the GIA are provided.

    Premises not used for the examination shall be locked and sealed for the duration of the examination.

    At the time of the examinations in the classrooms, stands, posters and other materials with reference and educational information on the relevant academic subjects are closed.

    For each student, graduate of previous years, a separate workplace is allocated. In the classroom, a place is allocated for personal belongings of students, graduates of past years.

    In the cases provided for by this Procedure, the classrooms allocated for conducting exams are equipped with computers.

    PES are equipped with stationary or portable metal detectors, video surveillance equipment. The storage period for the video recording of the exam is at least three months from the date of the exam. By decision of the SEC, PES are equipped with mobile communication signal suppression systems.

    Auditoriums are equipped with video surveillance equipment. The absence of video surveillance equipment, a malfunctioning or disconnection of these means during the exam, as well as the absence of a video recording of the exam is the basis for stopping the exam in the PES or individual PES classrooms in accordance with paragraph 20 of this Procedure or the cancellation of the results of the GIA in accordance with paragraph 70 of this Procedure and re-admission of students, graduates of previous years to take the exam in accordance with paragraph 33 of this Procedure. Upon the fact of a malfunction, disconnection of video surveillance equipment or the absence of a video recording of the exam, a member of the SEC draws up an act, which is transferred to the chairman of the SEC on the same day. Video surveillance materials are used by persons involved in the conduct of the exam in order to detect facts of violations of the procedure for conducting the exam. The period of storage of the video recording of the exam, on the basis of which it was decided to stop the exam in the PES or individual classrooms of the PES, to remove the student, graduate of previous years from the exam, to cancel the exam results, is at least three years from the date of the relevant decision.

    37. For students, graduates of past years with disabilities, students, graduates of past years with disabled children and disabled people, as well as those who studied at home for health reasons, in educational organizations, including sanatoriums and resorts, in which the necessary medical, rehabilitation and health-improving measures for those in need of long-term treatment, the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, foreign institutions and the founders organize the GIA in conditions that take into account their state of health, especially psychophysical development.

    The material and technical conditions for the exam provide the possibility of unhindered access for such students, graduates of previous years to the audience, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience is located on the first floor; availability of special chairs and other devices).

    During the examination, there are assistants who provide the specified students, graduates of previous years with the necessary technical assistance, taking into account their individual capabilities, helping them to take a workplace, move around, and read the assignment.

    These students, graduates of previous years, taking into account their individual capabilities, use the technical means they need in the process of passing the exam.

    For deaf and hard of hearing students, graduates of previous years, the exam rooms are equipped with sound amplifying equipment for both collective and individual use, if necessary, an assistant sign language interpreter is involved.

    For blind students, graduates of previous years:

    examination materials are issued in Braille or in the form of an electronic document accessible using a computer;

    Written examination work is done in Braille or on a computer.

    For visually impaired students, graduates of previous years, examination materials are copied in an enlarged size; in the exam rooms, magnifying devices and individual uniform lighting of at least 300 lux are provided. Copying of examination materials takes place on the day of the examination in the presence of the head of the PES and members of the SEC.

    For students, graduates of previous years with a violation of the musculoskeletal system:

    written examination work is carried out on a computer with specialized software;

    GVE in all academic subjects at their request is carried out orally.

    During the examination for these students, graduates of previous years, meals and breaks are organized to carry out the necessary therapeutic and preventive measures.

    For persons who, for medical reasons, are not able to come to the PES, the exam is organized at home.

    38. For students who have mastered the educational programs of secondary general education in special educational institutions of open and closed types, as well as in institutions executing punishment in the form of deprivation of liberty, the executive authorities of the constituent entities of the Russian Federation, exercising public administration in the field of education, with the assistance of the administrations of such institutions organize the GIA, taking into account the special conditions of detention and the need to ensure public safety during the passage of the GIA.

    39. In the PES, a room (rooms) is allocated for the head of the PES, equipped with a telephone connection, a printer and a personal computer with the necessary software for automated distribution of students, graduates of previous years and organizers among the audiences for the exam (if such distribution is made in the PES), and also for the safe storage of examination materials. In the case of using KIM on electronic media in encrypted form, PES leaders are also provided with specialized software for transcribing and replicating examination materials and access to the Internet. If, according to the decision of the SEC, the scanning of examination papers of students, graduates of previous years is carried out in the PES (in classrooms), then the PES is also provided with scanners.

    Premises are allocated in the PES for representatives of organizations engaged in educational activities, accompanying students (hereinafter referred to as accompanying persons), representatives of the media, public observers and other persons who have the right to be present at the PES on the day of the exam. These rooms are isolated from the classrooms for the exam.

    40. On the day of the exam in the PES there are:

    a) the head and organizers of the PES;

    b) members of the SEC;

    c) a technical specialist for working with software, providing information and technical assistance to the head and organizers of the PES;

    d) the head of the organization in whose premises the PES is organized, or a person authorized by him;

    e) law enforcement officers and (or) employees of internal affairs bodies (police);

    f) medical workers and assistants providing the necessary technical assistance to the persons specified in paragraph 37 of this Procedure, taking into account their state of health, features of psychophysical development, including directly during the exam;

    g) accompanying persons.

    The leaders and organizers of the PES are appointed by the executive authority of the constituent entities of the Russian Federation, which carries out state administration in the field of education, the founder, the Ministry of Foreign Affairs of Russia, in agreement with the SEC.

    Persons who have undergone appropriate training are involved as leaders and organizers of the PES. When conducting the Unified State Examination in a subject, the organizers and assistants do not include specialists in this subject. It is not allowed to involve as leaders and organizers of PES, as well as assistants and technical specialists of pedagogical workers who are teachers of students taking an exam in this PES (with the exception of PES organized in hard-to-reach and remote areas, in organizations engaged in educational activities outside the territory of the Russian Federation). Federation, foreign institutions, as well as in institutions of the penitentiary system).

    The leaders and organizers of the PES, members of the SEC are informed about the location of the PES to which they are sent, not earlier than three working days before the exam in the relevant academic subject.

    On the day of the exam, by decision of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, officials of these bodies are present in the PES.

    On the day of the exam, representatives of the media, public observers, accredited in the prescribed manner, are also present at the PES at will.

    Representatives of the media are present in the classrooms for the exam only until the students, graduates of previous years start filling in the registration fields of the examination paper.

    Public observers move freely along the PES. At the same time, there is only one public observer in one auditorium.

    41. Admission to the PES of the persons specified in paragraph 40 of this Procedure is carried out only if they have documents proving their identity and confirming their authority. The admission of students, graduates of previous years in the PES is carried out if they have documents proving their identity, and if they are on the distribution lists in this PES.

    If the student does not have an identity document, he is admitted to the PES after confirmation of his identity by the accompanying person.

    At the entrance to the PES, law enforcement officers and (or) employees of the internal affairs bodies (police), together with the organizers, check the presence of these documents from students, graduates of previous years, as well as the persons specified in paragraph 40 of this Procedure, establish the correspondence of their identity submitted documents, check the presence of the indicated persons in the distribution lists in this PES.

    42. Exam materials are delivered to the PES by members of the SEC on the day of the exam in the relevant academic subject.

    43. Prior to the start of the exam in the form of the Unified State Examination, the head of the PES organizes the automated distribution of students, graduates of previous years and organizers by audience. According to the decision of the SEC, the automated distribution of students, graduates of previous years and organizers by audience is carried out by the RCOI. In this case, the distribution lists are transferred to the PES along with the examination materials. The distribution of students, graduates of previous years, specified in paragraph 37 of this Procedure, is carried out individually, taking into account their state of health, features of psychophysical development.

    The distribution lists of students, graduates of previous years by audience are transferred to the organizers, and are also posted on the information stand at the entrance to the PES and at each audience in which the exam will be held. The organizers assist students, graduates of previous years in placing in the classrooms in which the exam will be held.

    Organizers are distributed among audiences based on the fact that each audience has at least two organizers. During the exam, some of the organizers are on the floors of the PES and help students, graduates of previous years navigate the premises of the PES, and also control the movement of persons not involved in the exam.

    In the case of using KIM on electronic media in encrypted form, the head of the PES receives the decryption code for KIM from the RCOI and, in the presence of SEC members and public observers (if any), organizes the decoding, replication of KIM on paper and packaging of examination materials for the exam. By decision of the SEC, the replication of KIM is carried out in classrooms in the presence of students, graduates of previous years. The time of receipt of the decryption code and the start of replication of KIM is agreed upon by the founders, the Ministry of Foreign Affairs of Russia and the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, with an authorized organization.

    44. Students, graduates of previous years are seated at their desks in accordance with the distribution. Changing the workplace is not allowed.

    Before the start of the exam, the organizers instruct students, graduates of previous years, including informing them about the procedure for conducting the exam, the rules for completing the exam paper, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the SIA and about disagreement with the points given, about cases of removal from the exam , as well as the time and place of familiarization with the results of the GIA.

    The organizers inform students, graduates of previous years that the entries on the KIM and drafts are not processed or checked.

    The organizers issue examination materials to students and graduates of previous years. Examination materials for the USE include KIM, registration forms, forms for answering tasks with a choice of answers, with a short answer, with a detailed answer (hereinafter - the USE forms). Examination materials for the GVE in writing include assignments and sheets (notebooks) for answers.

    In case of detection of marriage or incompleteness of examination materials, the organizers issue a new set of examination materials to the student, graduate of previous years.

    At the direction of the organizers, students, graduates of previous years fill in the registration fields of the examination paper. The organizers check the correctness of filling in the registration fields of the examination paper by students, graduates of previous years. Upon completion of filling in the registration fields of the examination paper by all students, graduates of previous years, the organizers announce the beginning of the exam and the time of its end, fix them on the board (information stand), after which the students, graduates of previous years proceed to the examination work.

    In case of lack of space in the form for answering tasks with a detailed answer, at the request of the student, the graduate of previous years, the organizers give him an additional form. In this case, the organizer indicates the number of the additional form in the previous form of answers to tasks with a detailed answer. As necessary, students and graduates of previous years are given drafts. It is allowed to make notes in the KIM.

    Each student, graduate of previous years is also given a form to send comments to the SEC about violations of the GIA procedure. After the exam, all forms (both completed and unfilled) are collected and sent to the SEC.

    45. During the exam, students, graduates of previous years observe the established procedure for conducting the GIA and follow the instructions of the organizers, and the organizers ensure the established procedure for conducting the GIA in the classroom and monitor it.

    The exam is taken by students, graduates of previous years on their own without the help of outsiders. During the exam, on the desktop of a student, a graduate of previous years, in addition to examination materials, there are:

    b) an identity document;

    c) means of training and education 28 ;

    d) medicines and nutrition (if necessary);

    e) special technical means (for persons specified in paragraph 37 of the Procedure);

    f) a form for sending comments to the SEC about violations of the GIA procedure.

    Students, graduates of previous years leave other things in a place specially allocated in the classroom for personal belongings of students, graduates of previous years.

    During the exam, students, graduates of previous years should not communicate with each other, they cannot move freely around the audience and PES. During the exam, students, graduates of previous years can leave the audience and move around the PES, accompanied by one of the organizers. When leaving the classroom, students, graduates of previous years leave examination materials and drafts on the desktop.

    During the exam in the PES it is prohibited:

    a) students, graduates of previous years - to have with them means of communication, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storing and transmitting information;

    b) organizers, assistants providing the necessary technical assistance to the persons specified in paragraph 37 of this Procedure, technical specialists - to have communication equipment with them;

    c) to the persons listed in paragraph 40 of this Procedure - to provide assistance to students, graduates of previous years, including transferring to them communications equipment, electronic computers, photo, audio and video equipment, reference materials, written notes and other means of storage and transmission of information;

    d) students, graduates of previous years, organizers, assistants providing the necessary technical assistance to the persons specified in paragraph 37 of this Procedure, technical specialists - to take out examination materials on paper or electronic media from classrooms and PES, photograph examination materials.

    Persons who violate the established procedure for conducting the GIA are removed from the exam. To do this, the organizers, the head of the PES or public observers invite members of the SEC, who draw up an act of removal from the exam and remove persons who have violated the established procedure for conducting the GIA from the PES.

    If a student, graduate of previous years, for health reasons or other objective reasons, does not complete the examination work, then he leaves the audience ahead of schedule. In this case, the organizers invite a medical worker and members of the SEC, who draw up an act on the early completion of the exam for objective reasons.

    Acts on the removal from the exam and on the early completion of the exam for objective reasons on the same day are sent to the SEC and the RCOI for consideration when processing examination papers.

    46. ​​When conducting the Unified State Examination in foreign languages, the audition section is included in the exam, all tasks for which are recorded on audio.

    Audiences allocated for the "Listening" section are equipped with audio media playback facilities.

    To complete the tasks of the "Listening" section, technical specialists or organizers set up an audio recording playback tool so that it can be heard by all students, graduates of previous years. The audio recording is listened to by students, graduates of previous years twice, after which they proceed to the examination work.

    47. When conducting the exam in foreign languages, the exam also includes the section "Speaking", the oral answers to the tasks of which are recorded on audio media.

    To complete the tasks of the "Speaking" section, audiences equipped with digital audio recording facilities are used. Technicians or organizers set up digital audio recording tools to record high-quality oral responses.

    Students, graduates of previous years receive a registration form and assignments for the oral part of the KIM. Students, graduates of previous years, one by one, are invited to record oral responses to KIM assignments. In the audience, a student, a graduate of previous years, approaches the digital audio recording facility and, at the command of the organizer, loudly and legibly gives an oral answer to the tasks of the CIM. The organizer gives the student, graduate of previous years to listen to the recording of his answer and make sure that it was produced without technical failures. If a technical failure occurred during the recording, the student, the graduate of previous years is given the right to take the "Speaking" section again.

    48. When conducting the GVE orally, the oral answers of the students are recorded on audio media or recorded. Auditoriums intended for recording oral responses are equipped with digital audio recording facilities. In the oral response room, technicians or facilitators set up digital audio recording facilities to record the oral responses in a quality manner. After preparation, students are invited to the digital audio recording facility. At the command of the organizer, students give a verbal answer to the task loudly and legibly. The organizer gives the student to listen to the recording of his answer and make sure that it was made without technical failures. In the case of recording oral answers, the student is given the opportunity to familiarize himself with the protocol of his answer and make sure that it is recorded correctly.

    49. 30 minutes and 5 minutes before the end of the exam, the organizers inform students, graduates of previous years about the imminent completion of the exam and remind them of the need to transfer answers from drafts and KIM to the examination paper.

    At the end of the exam, the organizers announce the end of the exam and collect examination materials from students, graduates of previous years. If the answer forms for tasks with a detailed answer and additional forms contain blank areas (with the exception of registration fields), then the organizers cancel them as follows: "Z".

    The collected examination materials are packed by the organizers into packages (separate for each type of material). On each package, the organizers mark the name, address and number of the PES, the number of the audience, the name of the subject on which the exam was conducted, and the number of materials in the package, the surname, name, patronymic (if any) of the organizers.

    Students, graduates of previous years, who completed the examination work ahead of schedule, hand it over to the organizers and leave the PES without waiting for the completion of the exam.

    50. Answers to the tasks of the examination paper, completed by blind and visually impaired students, graduates of previous years in specially provided notebooks and oversized forms, as well as examination papers performed on a computer, in the presence of SEC members, are transferred by assistants to the USE forms.

    51. Upon completion of the exam, the members of the SEC draw up a report on the USE in the PES, which is submitted to the SEC on the same day.

    Examination papers of the Unified State Examination of students, graduates of previous years on the same day are delivered by members of the SEC from the PES to the RCOI, with the exception of PES, in which, by decision of the SEC, examination papers are scanned. In such PES, immediately after the completion of the exam, the technical specialist scans the examination papers in the presence of the SEC members, the head of the PES and public observers (if any). By decision of the SEC, examination papers are scanned in classrooms in the presence of students, graduates of previous years. Scanned images of examination papers are transferred to the RCSC, an authorized organization for further processing. Paper examination papers of the Unified State Examination are sent for storage at the RTsOI, and the GVE - to the places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the Ministry of Foreign Affairs of Russia, the founder.

    Examination papers of the GVE on the same day are delivered by the members of the SEC from the PES to the subject commissions.

    Unused and used examination materials, as well as used drafts, are sent to the places determined by the executive authority of the constituent entity of the Russian Federation in charge of state administration in the field of education, the Ministry of Foreign Affairs of Russia, and the founder to ensure their storage. Unused and used examination materials are stored until December 31 of the current year, used drafts - within a month after the exam. After the expiration of the specified period, the listed materials are destroyed by persons appointed by the executive authority of the subject of the Russian Federation, exercising state administration in the field of education, the Ministry of Foreign Affairs of Russia, the founder.

    VII. Checking examination papers and their evaluation

    52. When conducting the GIA in the form of the Unified State Examination, a hundred-point assessment system is used, in the form of the GVE - a five-point assessment system.

    53. Checking the examination papers of the Unified State Examination of students, graduates of previous years includes:

    processing of USE forms;

    checking the answers of students, graduates of previous years to the tasks of the examination work, providing for a detailed answer;

    centralized verification of examination papers.

    54. Exam papers of the Unified State Examination of students, graduates of previous years who were removed from the exam or who did not complete the examination work for objective reasons, in the cases provided for by this Procedure, are processed, but not checked.

    Records on drafts and KIMs are not processed or checked.

    55. The processing of the USE forms is carried out by the RTSOI using special hardware and software. The processing of examination papers received during the USE outside the territory of the Russian Federation is carried out by an authorized organization.

    RTSOI processes the USE forms for all academic subjects. At the same time, the processing of the USE forms in the Russian language, mathematics, RCOI must be completed no later than six calendar days after the relevant exam (including the verification by the subject commissions of the answers to the tasks of the examination paper with a detailed answer); for other academic subjects - no later than four calendar days after the relevant exam, and for exams conducted ahead of schedule and in additional terms - no later than three calendar days after the relevant exam.

    56. The processing of exam papers for the exam includes:

    scanning of USE forms;

    recognition of information entered into the USE forms;

    reconciliation of the recognized information with the original information entered in the USE forms;

    providing the subject commissions with depersonalized copies of the forms with answers to the tasks of the examination paper with a detailed answer, as well as forms for the protocols for checking the examination papers of the Unified State Examination;

    scanning, recognition and reconciliation of the recognized information with the original information entered in the protocols for checking the exam papers of the exam.

    57. When checking oral answers to the tasks of the "Speaking" section of the USE in foreign languages, subject commissions are provided with files with digital audio recordings of oral answers in foreign languages ​​and specialized software for listening to them.

    58. The exam papers of the Unified State Examination, which have been processed, are stored in the RTsOI, and the examination papers of the GVE - in the places determined by the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the Ministry of Foreign Affairs of Russia, the founder. Examination materials are stored in a room that excludes access to them by unauthorized persons and allows ensuring the safety of these materials, until December 31 of the current year and after the expiration of the specified period, they are destroyed by the head of the RCOI (a person authorized by the executive authority of the constituent entity of the Russian Federation, exercising public administration in the field of Ministry of Foreign Affairs of Russia, founder).

    59. As part of the verification of examination papers of students, graduates of previous years, subject commissions:

    accept examination papers for consideration;

    they check the answers of students, graduates of previous years and evaluate them in accordance with the assessment criteria for the relevant academic subject, the development of which is organized by Rosobrnadzor 29 .

    Experts are prohibited from copying and removing examination papers, assessment criteria, protocols for checking examination papers from the indicated premises, as well as disclosing to unauthorized persons the information contained in these materials. Upon completion of the check, the materials used by the experts (with the exception of the protocols for checking examination papers) are destroyed by a person designated by the head of the RCOI.

    In the event that an expert violates these requirements, performs his duties in bad faith, or uses the status of an expert for personal purposes, the SEC makes a decision to exclude the expert from the subject committee.

    60. Examination papers undergo the following types of checks:

    b) in the cases established by this Procedure, inter-regional cross-checking, checking by a third expert (hereinafter referred to as the third check), re-checking, as well as checking as part of an appeal on disagreement with the scores.

    Only those experts who, on the recommendation of the SEC, were included in the composition of the subject commissions created by Rosobrnadzor, are allowed to the checks specified in subparagraph "b" of this paragraph.

    61. According to the results of the first and second checks, experts independently assign points for each answer to the tasks of the USE examination paper with a detailed answer, for each answer to the tasks of the GVE examination paper. The results of each assessment are entered into the protocol for checking the examination papers of students and graduates of previous years by the subject commissions. The protocols for checking exam papers of the Unified State Examination, after filling out, are transferred to the RTSOI for further processing.

    62. In the event of a significant discrepancy in the scores given by two experts, a third test is scheduled. A significant discrepancy in scores is determined in the assessment criteria for the corresponding academic subject.

    The expert who carries out the third check is provided with information about the scores given by the experts who previously checked the examination paper.

    63. The distribution of the USE examination papers among the experts, the calculation of points for each task of the USE examination paper with a detailed answer, as well as the determination of the need for a third check are carried out automatically, using specialized hardware and software tools of the RCSI.

    The distribution of the GVE examination papers, the calculation of the final points of the GVE examination work is carried out by the chairman of the subject committee and recorded in a protocol, which is then transferred to the SEC.

    64. RCOI and subject commissions work in premises that exclude the possibility of access to them by unauthorized persons and the dissemination of information of limited access. The RTsOI and subject commissions are represented by:

    c) officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the transferred powers of the Russian Federation in the field of education - by decision of the relevant authorities.

    65. Immediately upon completion of the processing and verification of the examination papers of the USE, the RCOI sends to the authorized organization the results of processing and verification of the answers of the examination papers of the USE.

    After receiving the specified data from all subjects of the Russian Federation, the authorized organization ensures the conduct of a centralized verification of the USE examination papers.

    66. Centralized verification includes:

    organization of inter-regional cross-checking and, in cases established by this Procedure, re-checking;

    reconciliation of the answers of students, graduates of previous years to the tasks of the examination work with a choice of answers and with a short answer with the correct answers to these tasks;

    determination of the primary USE scores (the sum of points for correctly completed tasks of the examination paper);

    transfer of primary USE scores to a hundred-point grading system.

    By decision of Rosobrnadzor, the exchange of USE examination papers between the constituent entities of the Russian Federation (interregional cross-checking) is organized.

    Organizational and technological support for inter-regional cross-checking of examination papers is carried out by the RCI of the relevant subjects of the Russian Federation with the assistance of an authorized organization.

    The centralized verification is completed no later than five working days from the date of receipt of the results of processing the USE forms, as well as the results of verification of answers to the tasks of the examination paper with a detailed answer and oral answers in foreign languages ​​from all constituent entities of the Russian Federation (with the exception of the centralized verification of examination papers sent to for rechecking).

    On behalf of Rosobrnadzor, the subject commissions created by Rosobrnadzor conduct a recheck of individual examination papers of students, graduates of previous years who took the Unified State Examination in the territory of the Russian Federation or abroad.

    By decision of the executive authority of the constituent entity of the Russian Federation, which carries out state administration in the field of education, the subject commissions of the constituent entity of the Russian Federation recheck individual examination papers of students, graduates of previous years who passed the GIA on the territory of the constituent entity of the Russian Federation.

    The results of the verification are documented in protocols.

    Upon completion of the centralized verification of the exam papers of the USE, the authorized organization ensures the transfer of the results of the USE to the RCSI.

    VIII. Approval, modification and (or) cancellation of the results of the GIA

    67. Upon completion of the verification of the examination papers of students, graduates of previous years, including the receipt from the authorized organization of the results of the centralized verification of examination papers of the Unified State Examination, the RTSOI, the authorized organization transmits data on the results of the Unified State Examination to the relevant State Examination Commissions, and the chairmen of the subject commissions - data on the results of the GVE on to each student, graduate of previous years.

    The Chairman of the SEC reviews the results of the GIA for each academic subject and decides on their approval, amendment and (or) cancellation.

    68. Approval of the results of the GIA is carried out within one working day from the date of receipt of the results of the centralized verification of the examination papers of the Unified State Examination, the results of the verification of the examination papers of the SVE.

    69. Based on the results of rechecking the examination papers of students, graduates of previous years, the chairman of the SEC decides to save the results of the State Examination or to change the results of the State Examination in accordance with the protocols for rechecking the examination papers of students, graduates of previous years. Students, graduates of previous years are given the results only after rechecking.

    70. If the conflict commission satisfied the appeal of a student, a graduate of previous years about a violation of the established procedure for conducting the State Examination, the chairman of the SEC decides to cancel the result of the State Examination of this student, a graduate of previous years in the relevant academic subject, as well as on his admission to the State Examination in additional terms.

    If the conflict commission satisfied the appeal of the student, graduate of previous years about disagreement with the points given, the chairman of the SEC decides to change the result of the GIA in accordance with the protocols of the conflict commission.

    71. When establishing the facts of violation of the procedure for conducting the State Examination by students, graduates of previous years or persons listed in paragraph 40 of this Procedure, the absence (malfunction) of video surveillance equipment, the Chairman of the SEC decides to cancel the results of the State Examination in the corresponding academic subject.

    In order to make a decision to cancel the result of the GIA in connection with a violation of the established procedure for conducting it, the SEC requests from authorized persons and organizations the necessary documents and information, including examination papers, information about the persons present at the PES, and other information on compliance with the procedure for conducting the GIA, checks on the facts of violation of the established procedure for conducting the GIA.

    72. The decision to cancel the results of the exam in the cases provided for by this Procedure is taken within two working days from the moment the conflict commission makes the relevant decisions, the completion of the audit organized by the chairman of the SEC.

    73. After approval, the results of the GIA are transferred to organizations engaged in educational activities, as well as local governments that manage in the field of education, founders and foreign institutions to familiarize students, graduates of previous years with the results of the GIA they received.

    Familiarization of students, graduates of previous years with the results of the State Examination Institute on the subject of study is carried out no later than three working days from the date of their approval by the chairman of the SEC. By decision of the SEC, the acquaintance of students, graduates of previous years is carried out using information and communication technologies in accordance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

    IX. Evaluation of the results of the GIA

    74. The results of the GIA are considered satisfactory if the student in compulsory subjects when passing the Unified State Examination scored a score not lower than the minimum, determined by Rosobrnadzor 30 , and when passing the GVE received marks not lower than satisfactory (three points).

    If the student received an unsatisfactory result at the GIA in one of the compulsory subjects, he is allowed to re-take the GIA in this subject in the current year in the forms established by this Procedure, in additional terms.

    75. Students who have not passed the GIA or who have received unsatisfactory results at the GIA in more than one compulsory academic subject, or who have repeatedly received an unsatisfactory result in one of these subjects at the GIA in an additional period, are given the right to pass the GIA in the relevant academic subjects not earlier than in a year within the terms and in the forms established by this Procedure. To pass the repeated GIA, these persons are reinstated in the organization carrying out educational activities for the period necessary to pass the GIA.

    X. Acceptance and consideration of appeals

    76. The conflict commission accepts in writing the appeals of students, graduates of previous years about the violation of the established procedure for conducting the GIA in the academic subject and (or) about disagreement with the points given to the conflict commission.

    77. The conflict commission does not consider appeals on the content and structure of assignments in academic subjects, as well as on issues related to violations by students, graduates of previous years of the requirements of this Procedure and incorrect execution of the examination paper.

    78. When considering an appeal, the verification of the facts set forth in it is not carried out by persons who took part in the organization and (or) conduct of the relevant examination or who previously checked the examination work of the student, graduate of previous years who filed the appeal.

    79. In order to perform its functions, the conflict commission requests from authorized persons and organizations the necessary documents and information, including examination papers of the GVE, forms of the Unified State Examination, KIM, information about the persons present at the PES, other information on compliance with the procedure for conducting the State Examination.

    80. A student, a graduate of previous years and (or) his parents (legal representatives), if desired, are present during the consideration of the appeal.

    The appeal also includes:

    a) members of the SEC - by decision of the chairman of the SEC;

    b) public observers accredited in accordance with the established procedure - at will;

    c) officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation exercising the transferred powers of the Russian Federation in the field of education - by decision of the relevant authorities.

    The hearing of the appeal is conducted in a calm and friendly atmosphere.

    81. An appeal about a violation of the established procedure for conducting the SEC (with the exception of cases established by paragraph 76 of this Procedure) is submitted by a student, a graduate of previous years on the day of the exam in the relevant academic subject to a member of the SEC, without leaving the PES.

    82. In order to verify the information contained in the appeal about the violation of the procedure for conducting the GIA, the SEC members organize an audit with the participation of organizers who are not involved in the audience in which the student, graduate of previous years took the exam, technical specialists and assistants, public observers, security officers law enforcement and healthcare workers. The results of the audit are drawn up in the form of a conclusion. The appeal and the conclusion on the results of the audit on the same day are transferred by the members of the SEC to the conflict commission.

    83. When considering an appeal about a violation of the established procedure for conducting a GIA, the conflict commission considers the appeal and the conclusion on the results of the audit and makes one of the following decisions:

    to dismiss the appeal;

    on the appeal.

    If the appeal is satisfied, the result of the GIA, according to the procedure of which the student, graduate of previous years filed an appeal, is also canceled and the student, graduate of previous years is given the opportunity to take an exam in a subject on another day, provided for by the schedules of the Unified State Examination, GVE.

    84. An appeal for disagreement with the points given is filed within two working days from the date of the announcement of the results of the GIA in the corresponding academic subject.

    Students file an appeal about disagreement with the points given to the organization carrying out educational activities, by which they were admitted to the GIA in the prescribed manner, graduates of previous years - by decision of the SEC in the PES or the places where they were registered for passing the exam.

    By decision of the SEC, the filing and (or) consideration of appeals is organized using information and communication technologies, subject to the requirements of the legislation of the Russian Federation in the field of personal data protection.

    Students, graduates of previous years are informed in advance about the time, place and procedure for considering appeals.

    85. The head of the organization, who accepted the appeal, immediately transfers it to the conflict commission.

    86. When considering an appeal about disagreement with the points given, the conflict committee requests to the RCOI, the subject committee, printed images of the examination paper, electronic media containing files with digital audio recordings of the oral answers of the student, graduate of previous years, copies of the protocols for checking the examination paper by the subject committee and KIM, texts , topics, tasks, tickets performed by a student, a graduate of previous years who filed an appeal.

    These materials are presented to the student, graduate of previous years (in case of his participation in the consideration of the appeal). A student, a graduate of previous years, confirms in writing that he has been presented with images of the examination work performed by him, files with a digital audio recording of his oral answer.

    87. In the event of disputes regarding the assessment of the examination paper, the conflict commission establishes the correctness of its assessment. To do this, experts in the relevant academic subject are involved in the consideration of the appeal.

    If the experts do not give an unambiguous answer about the correctness of assessing the examination work of a student, a graduate of previous years, the conflict commission applies to the Commission for the Development of KIM for the relevant academic subject with a request for clarification on the content of KIM tasks (including tasks with a choice of answers or with a short answer ), according to the evaluation criteria.

    88. Based on the results of consideration of the appeal of disagreement with the points given, the conflict commission decides whether to reject the appeal and keep the points set, or to satisfy the appeal and change the points.

    In case of detection of errors in the processing and (or) verification of the examination work of a student, a graduate of previous years, the conflict commission transmits the relevant information to the RCOI, the subject commission for recalculating the results of the State Examination. To recalculate the results of the exam, the protocol of the conflict commission is sent to the authorized organization within two calendar days. The authorized organization submits the USE results changed as a result of the recalculation to the RCSC, which within one calendar day submits them for further approval by the SEC.

    89. The conflict commission considers an appeal about a violation of the established procedure for conducting a GIA (with the exception of cases established by paragraph 76 of this Procedure) within two working days, and an appeal about disagreement with the scores - four working days from the date of its receipt by the conflict commission.

    The USE is an exam that is conducted using control and measuring materials (standardized tasks). Passing the exam is mandatory for graduates of 11 classes. Completion of tasks allows you to determine the level of development of the Federal State Educational Standards of the general education program.     Location

    The USE is taken at special PES points. As a rule, they are placed in educational institutions or in other organizations that meet the established requirements.

    The organizational and territorial scheme of the exam in the region, the location, the number of PES, as well as the distribution of USE participants between them is carried out by the executive bodies of the subject. The delivery time of graduates to the examination point should be no more than an hour.

    In accordance with the procedure for conducting the exam, you must come to the PES with a passport or other identification document. In addition, the graduate must have a pass for the exam. It is issued at the place of registration of the USE participant.

    Nuances of the organization

    PES premises not used for the examination must be sealed and locked. Posters and stands, other materials with reference information related to academic subjects are closed in the classrooms.

    Each graduate is allocated a separate place in the audience. If necessary, the classrooms are equipped with computers.

    The entrance to the PES is equipped with a portable or stationary metal detector, as well as video surveillance equipment. Exam records are kept until 01.03 of the year following the year conducting the exam. Order the use of records is determined by Rosobrnadzor and the executive structures of regional authorities in compliance with the provisions of Order No. 1400.

    Additional premises

    In the PES building before the entrance are equipped with:

    1. Places for storing things of graduates, medical workers, organizers, assistants, technical specialists.
    2. Room for accompanying persons.
    3. A room for the head of the PES, equipped with telephone communications, a printer, a PC for automated distribution of exam participants to audiences (if such distribution is provided).

    Additionally, a room may be allocated for media representatives, public observers and other persons entitled to be present at the PES.

    Audiences

    In accordance with the procedure for conducting the exam, classrooms in which graduates perform assignments are equipped with video surveillance equipment.

    The absence of these funds or their faulty condition, as well as the absence of a video recording of the Unified State Exam, is considered as a basis for suspending the exam in the entire PES or in individual classrooms. At the same time, graduates are allowed to retake the exam.

    Persons present in the PES

    According to Regulations on the procedure for conducting the exam, at the examination point are:

    1. Head of PPE.
    2. Organizers.
    3. Members of the SEC (at least 1 person).
    4. Technical Specialist.
    5. The head of the institution in which the PES is organized, or a person authorized by him.
    6. Police officers or other persons providing law enforcement.
    7. Health workers.
    8. Assistants who provide assistance to graduates with disabilities.

    Distribution by audience

    In accordance with changes in the procedure for conducting the exam, automated distribution of graduates and organizers by audience can be carried out by the RCOI (regional information processing center). In this case, the lists are transferred to the PES along with the exam materials.

    Automated distribution of participants can also be carried out by the head of the PES.

    The lists are handed over to the organizers and posted on a special stand at the entrance to the point, as well as on the door of each audience.

    Organizers

    There must be at least 2 persons in each audience. During the examination, part of the organizers is distributed among the floors of the PES. These persons help graduates navigate the building of the point, control the movement of people who are not involved in the USE.

    Training

    Before the actual start of the exam, graduates are read the rules of the exam. In particular, the observers explain the procedure for filling in the registration fields of the forms, filing an appeal, the time for publishing the results, and the duration of the exam. In addition, the consequences violations of the procedure for conducting the exam.

    The exam is conducted in writing and in Russian (except for the exam in foreign languages).

    After getting acquainted with the procedure for conducting the exam Graduates are given KIMs and forms. Before completing tasks, participants fill in the registration fields of the forms. After this procedure is completed, the observer officially announces the start and end time of the USE. It is fixed on the board.

    What can be taken to the exam?

    On the desktop of the graduate are:

    1. Exam materials.
    2. Gel pen with black ink.
    3. Identity document.
    4. Special technical devices (for participants with disabilities).
    5. Drafts (except for the exam in a foreign language (section "Speaking")).

    Depending on the object, there may also be auxiliary measuring instruments on the table. Upon delivery:

    1. Mathematicians can have a ruler.
    2. Physics - ruler and calculator (non-programmable).
    3. Geography - non-programmable calculator, protractor, ruler.
    4. Chemistry - non-programmable calculator.

    If necessary, the placement of medicines and food is also allowed.

    The graduates leave the rest of the things in a specially designated place at the entrance to the PES.

    Important point

    During the exam, graduates are not allowed to communicate with each other, free movement around the audience. Exit from the premises and movement along the PES is carried out only when accompanied by the organizer. When exiting, the participant leaves drafts, examination materials, writing materials on the table.

    Prohibitions

    From the moment you enter the PES until the end of the exam, it is prohibited:

    1. Graduates have electronic computers, means of communication, audio, video, photographic equipment, written notes, reference materials, other information carriers.
    2. Assistants, organizers - to have means of communication.
    3. Observers, organizers and assistants - to assist graduates in writing answers to assignments, to provide them with equipment, computers, communications, reference materials, and other media related to the subject.

    No person participating in the exam has the right to take examination materials and drafts on paper or digital media out of the audience, to photograph them.

    In case of violation of the USE rules, the guilty person is removed from the exam. At the same time, the organizers, public observers or the head of the PES invite members of the examination committee to draw up an act.

    Exam Completion

    The organizers inform about the imminent expiration of the time for passing the exam in 30 and 5 minutes. before the end of the exam. At the same time, graduates are recommended to quickly transfer answers from drafts to forms.

    At the end of the set time, the organizers announce the end of the exam, collect all the materials.

    If there are empty spaces in the forms for detailed answers and in additional forms, the organizers cancel them as follows: Z.

    The collected materials are packed in bags. Each of them is marked with the name, number, address of the PES, audience number, name of the subject, number of materials in the package, full name of the organizers.

    Graduates who completed the work ahead of schedule have the right to hand it over to the organizers and leave the PES without waiting for the end of the exam.

    Possibility of retake in case of unsatisfactory result

    If a graduate has not scored the required number of points in a compulsory subject (mathematics at the profile / basic level or Russian), he can retake the exam. Retake the exam is carried out on the reserve days allotted for this.

    If, upon re-taking, an unsatisfactory result was obtained again, you can try again in the fall. However, in this case, it will not work to enter a university immediately after school, since the period for accepting documents will expire. However, upon receipt of a satisfactory number of points, a certificate will be issued.

    Nuances

    There are several restrictions in the rules for retaking the exam. In particular:

    1. Graduates who fail to score the minimum number of points in both Russian and Mathematics lose the right to retake the current year. They can try their hand again in a year.
    2. For those who graduated from school a year or more ago, the possibility of re-taking this year does not apply.

    In addition, you should take into account that:

    1. If the graduate passed the exam in mathematics of the profile and basic levels and overcame the minimum threshold for at least one of them, the exam will be considered passed.
    2. Mathematics retakes are allowed at any level of the graduate's choice.

    If the minimum score was not scored in non-compulsory subjects, it will be possible to retake only next year.

    Who else can take the exam again?

    The right to retake the exam is given to graduates who have started work, but did not finish it for a good reason. This fact must be documented. As a rule, this situation is associated with a deterioration in the health of the graduate during the exam.

    In addition, anyone who has encountered organizational and technical problems in the PES can retake. For example, someone did not have enough additional forms, turned off the electricity, etc.

    Re-passing the exam is also provided for in case the organizers of the exam commit violations of the rules for its conduct. In such situations, the results of all examinees are canceled.

    If the graduate himself violated the rules, for which he was removed from the exam, his results are also canceled. He will be able to retake the exam only next year.

    Appeal

    An exam participant has the right to appeal about:

    • Violation of the order of the exam. In this case, objections are filed on the day of submission.
    • disagreement with the results. An appeal in this regard is submitted within 2 days (working days) after the official announcement and familiarization with the number of points scored.

    They do not accept appeals on the content and structure of tasks, as well as in case of violation of the procedure for conducting an exam or the rules for filling out forms by the applicant himself.

    Violation of the order by the organizers

    In such cases, the USE participant, without leaving the PES, receives a special form from the organizer in 2 copies. After filling out both forms are transferred to the representative of the examination committee. He certifies the forms with his signature. One copy is given to the participant of the exam, the other - to the conflict commission.

    The result of the consideration of the appeal can be obtained from the educational institution or territorial authorities exercising powers in the field of education within 3 days from the date of filing.

    If the application is approved, the result of the exam is subject to annulment. The participant, in turn, gets the opportunity to retake the exam on a reserve day.

    Cancellation of the result is allowed if the fact of violation by the organizer of the rules of conduct in the PES is confirmed by the internal investigation of the examination committee.

    Disagreement with results

    When filing an appeal on this matter, the exam participant, within two days after getting acquainted with the results, applies to the conflict commission. The secretary gives him 2 forms of appeal. After filling out the forms, they are transferred to the secretary, who certifies them with a signature. As in the previous case, one form is transferred to the exam participant, the second remains in the commission.

    The graduate is informed of the place and time of the consideration of the appeal.

    As a result of consideration, the appeal may be rejected or satisfied. In the first case, the number of points scored is saved, in the second - it changes.

    Features of the exam for graduates with disabilities

    Special conditions, taking into account the state of health and psychophysical health, are created for graduates:

    • with disabilities;
    • disabled children;
    • persons trained at home, in sanatorium-and-spa institutions.

    The material and technical equipment of the premises should ensure unhindered access of these persons to the audience, bathrooms, as well as stay in these premises.

    Information on the number of graduates with disabilities is sent no later than 2 days before the date of the exam.

    During the exam, assistants help such graduates:

    • take the place of;
    • read the assignment
    • move around the audience and PES.

    Audiences for hearing impaired persons are equipped with sound amplifiers for both collective and individual use. If necessary, a sign language interpreter may be involved.

    For blind graduates:

    1. Exam materials are drawn up in Braille or in the form of an electronic document that can be read using a PC.
    2. The required number of accessories is provided for formatting answers in Braille.

    For visually impaired graduates, materials are copied on an enlarged scale. Classrooms should have magnifiers and individual lighting. Copying of materials is carried out on the day of the exam in the presence of the head of the point and members of the examination committee.

    For persons with disorders of the musculoskeletal system, written work can be performed on a PC with special software.

    In the process of conducting the exam for graduates, breaks, meals and the implementation of the necessary medical and preventive procedures are organized.

    For persons with indications for homeschooling, the exam can be organized at home.

    Translation of USE scores into a 100-point system

    After checking the answer forms, the primary score is determined. There are special tables for transferring USE scores to a 100-point system. When entering a university, test (final) results are taken into account. They are different for each item. In the photo below you can see the correspondence table of the test score in mathematics of the basic level.

    The red line indicates the minimum threshold for obtaining a certificate and admission to a university. It must be said that higher educational institutions take into account the results of the exam in mathematics at the profile level. Correspondence of the primary score to the test one is shown below.

    There are 2 thresholds for the Russian language - obtaining a certificate (green line in the photo) and admission to a university (red line).

    In addition, there is an approximate correspondence between the test score and the school grade (according to a five-point system). For example, the following USE results correspond to the grade "5":

    It has been established how the state final certification (GIA) is carried out for educational programs of secondary general education.

    There are the following forms of GIA.

    The first is the exam. Graduates must pass mathematics and Russian. Other subjects are chosen at the discretion of the student. The second form is the state final exam. It is held in special educational institutions of a closed type, in institutions that carry out punishment in the form of deprivation of liberty, as well as for persons with disabilities (including for the disabled). At the same time, at the request of the examinees in individual subjects, the Unified State Examination can be conducted. For students who have chosen an exam in their native language and (or) native literature, the form of the exam is determined by the executive authorities of the regions.

    Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, do not pass the GIA in the corresponding subject.

    With the choice of disciplines that the student will take, you need to decide before March 1 (an appropriate application is submitted). Then items can be changed only for a good reason.

    Particular attention is paid to the procedure for conducting the exam.

    The exam is held according to a single schedule. At the same time, exams in compulsory subjects begin no earlier than May 25, and for the rest - no earlier than April 20 of the current year. For graduates of previous years, the exam may be held ahead of schedule. There must be at least 2 days between mandatory exams and other exams.

    During the exam, there are no more than 25 people in the classrooms. Premises not used for the exam are locked and sealed. Auditoriums are equipped with video surveillance equipment. The exam record is kept for at least 3 months.

    On the desktop, in addition to examination materials, for example, there is a pen, a passport, medicines and food (if necessary), a form for sending comments to the SEC about violations of the GIA procedure.

    It is established how the results of the exam are approved, as well as how an appeal is filed.

    The previous acts relating to the GIA are no longer valid.
