What is a social scholarship

The Social Scholarship is a student benefit provided to full-time students in a government-funded program that meets the requirements of scholarship applicants.

The social scholarship is intended to alleviate the difficult financial situation of low-income university students and is paid in a fixed amount every month for one year, without affecting the student's right to receive other types of scholarships - academic, gubernatorial, presidential, and so on.

Who is eligible for a social scholarship

A special commission of the university is engaged in compiling lists of applicants for social scholarships. The decision to assign a payment or to refuse a scholarship is based on the degree of social vulnerability of the student.

The main conditions for granting a social scholarship are:

passing an educational program in full-time education;
admission to an educational institution for a free department financed from the country's budget;
receiving any kind of social assistance from the state.

The list of persons eligible for social scholarships includes:

orphans;
children without parental care;
students who have lost a single parent or both parents during the period of study;
children who were assigned a disabled group after birth;
disabled people of I and II groups;
disabled people who received a disabled group after participating in hostilities or eliminating the consequences of the Chernobyl accident;
students from low-income families.

Features of the appointment of a social scholarship

The list of students who are entitled to apply for social benefits from the university is closed, however, the appointment of a social scholarship has its own peculiarities, according to which this financial assistance can be accrued in excess of the established norm.

So, full-time students of the 1st and 2nd year, whose education is financed from the budget, and who are going to receive a bachelor's or specialist's degree, can apply for a payment. Such students, subject to passing the exams for "4" and "5", will receive an increased social scholarship in the amount of 6307 rubles (or more if a district multiplier coefficient operates in this region).

A scholarship accrued on such conditions can be awarded based on the results of an intermediate assessment and only if there is documentary evidence of the student's difficult financial situation. The possibility of receiving funds does not depend on the place of registration of the student - both residents of the city and non-resident students apply for a scholarship on equal terms.

Another advantage of this type of payment is its accrual not only directly during the period of study (as in the case of an academic scholarship), but also during the student's stay on academic leave, on leave to care for a child under 3 years old, on sick leave due to pregnancy and childbirth.

The amount of the social scholarship in 2019

The amount of the social scholarship is approved by the management of the educational institution after agreeing on its size with the trade union organization and the student council of the university.

The amount of social payment within the university cannot be lower than the amount approved by the Government of the country for the current year, taking into account the current level of inflation, the level of professional education and the category of students when making a decision. The university has the right, at its discretion, to increase the amount of payments, but at its own expense - the funds should not be allocated from the money allocated from the country's budget.

The minimum scholarship payment can also be increased by a regional coefficient, taking into account the educational process in one of the educational institutions of the Far North or equivalent territories (for example, scholarships at Altai universities will be increased by a coefficient of 1.4).

How to apply for a social scholarship in 2019

In order to receive a social stipend, you need to contact the social protection authorities with a request to provide a list of required documents and a certificate of the right to pay a social stipend.

Next, you need to go to the dean's office to the leadership of the university, taking with you a student ID and the required set of documents, including a certificate from the SZN authorities. How is the accrual and payment of social scholarships

When the university administration receives from the student an application for a scholarship and a certificate from the SZN authorities, the commission examines the submitted papers for authenticity and registers the application. The rector draws up a local act (Order) on the appointment of a monthly payment. The order is transferred to the accounting department of the university.

The scholarship period is 1 year, after which you will have to receive a certificate again and submit a new application if there are legal grounds for continuing to receive payment.

In the event of a student being expelled or voluntarily leaving the educational institution, as well as if the student has a systematic violation of discipline, the scholarship will be canceled and payments will stop.

In some universities, the size of the scholarship depends on each grade received during the last session. Each "excellent" rating significantly increases the amount of the payout.

Social scholarship 2017

The following categories of students can count on social payments:

Students from poor families.
Students without parents.
Students who received a dose of radiation as a result of accidents.
Disabled people of groups I and II, disabled children.
Students who have completed military service under a contract in the Armed Forces of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Federal Security Service of the Russian Federation for a period of at least three years.

The minimum scholarship for 2017 is 2010 rubles. per month.

To qualify for a social scholarship, a student must prepare and submit to the social security authorities documents confirming the low level of income in the family, as well as a document confirming his education at the university at the expense of federal funds.

After the social security authority issues a certificate for receiving a social scholarship. It must be submitted to the dean's office.

The payment of social scholarships is suspended in the event of an academic debt. As soon as the debt is eliminated, the payment of the scholarship continues.

Government Scholarship 2016/2017

Senior students of higher educational institutions (as a rule, starting from the third year) have the opportunity to receive a government scholarship. Part-time students are not eligible for this scholarship.

The scholarship is an encouragement for outstanding academic achievement, scientific discoveries and inventions, victories in olympiads and competitions, writing articles.

The amount of the scholarship of the Government of the Russian Federation in 2016-2017 academic years is 1440 rubles. per month. The scholarship is awarded for a period from September to August.

The government has compiled a list of areas of study that are strategically important for strengthening the Russian economy. Students studying in such areas are entitled to a special scholarship from the Government. Scholarship conditions:

The procedure for its issuance regulated primarily by Federal Law No. 273-FZ "On Education in the Russian Federation" dated December 29, 2012. However, it cannot be less than the basic scholarship.
Increased social This is the privilege of excellence. As a rule, its size is equivalent to the minimum subsistence level in the region where the student is studying.

Thus, the academic social payment is guaranteed to the student in any case, even if the grades are not very good. But the possibility of increasing this amount will need to be confirmed meritorious learning outcomes.

Those categories of citizens who are brought up in an incomplete family, or one of the parents is a disabled person of the 1st group, are entitled to an increased scholarship.

At the end of each semester, progress is evaluated, and if its result allows you to increase the scholarship without supporting certificates, this is done in automatic mode. All documents - about income, benefits are relevant throughout the year. If a student takes an academic leave, accruals are suspended and will resume when he returns to study.

As for secondary specialized educational institutions, there were no significant changes in the order of accrual of scholarship payments and their amount. As before, in 2019 this amount will be 730 rubles monthly. Who is eligible to receive

Paragraph 5 of Article 36 of Law No. 273-FZ presents a large list of those persons who are eligible for this scholarship. These persons include, in particular:

This list is closed. But in addition to this list, there are also two conditions, which determine the right to receive social scholarships and must be observed at the same time:

full-time education;
and in the budget department.

If the above persons study at a paid department and (or) they have an evening or correspondence form of education, then they are not entitled to count on a social scholarship. However, when assigning social scholarships to students, there are some nuances.

The nuances of the appointment of social scholarships

Law No. 273-FZ provides for the case when a social stipend can be paid in excess of the established standards. This case includes needy 1st and 2nd year students who study at the full-time, budgetary department and receive higher education under the bachelor's and specialist's programs. At the same time, these persons must have grades in their academic performance of at least “good and excellent”. The social scholarship for such students is increased to 10,329 rubles (excluding the regional coefficient). And it is appointed according to the results of the intermediate certification.

But in order to receive this scholarship, you need to document prove financial position student families.

If a student falls into (before the child reaches the age of three), due to pregnancy and childbirth, or takes an academic leave, then for this period the payment of a social scholarship does not stop. So it is established in paragraph 16 of the Order of the Ministry of Education and Science of the Russian Federation No. 1000 dated 08.28.13.

Regarding the scholarship nonresident students, then Law No. 273-FZ and other regulatory documents adopted in accordance with it do not establish a restriction on receiving social scholarships based on the registration criterion. Therefore, the specified student receives a social scholarship on a general basis.

Design rules

First of all, a scholarship is awarded from the date when the student submitted a document to the educational institution, which confirms his compliance with one of those categories of persons specified in Law No. 273-FZ in Article 36. As soon as the certificate is submitted, the scholarship is awarded. The basis for the actual payment of this income is the administrative local act issued by the head of the educational institution. The scholarship is paid every month. But the certificate confirming the right to a social scholarship is valid for only one year. Therefore, for the next academic year, you will have to draw it up again.

It is worth noting that the termination of the payment of a scholarship can be made if the student is expelled or there is no reason to receive it (i.e., a certificate from the social security authority is not submitted).
