The application campaign for the summer vacation of Moscow children in 2019 is scheduled to begin on November 2, 2018, Vasily Ovchinnikov, general director of the Mosgortour agency, told reporters on Thursday.

Vouchers paid from the Moscow budget will be available to children belonging to one of 13 preferential categories: children from low-income families, children with disabilities, etc. Families with many children are not a preferential category.

The bidding campaign in modern Russia is the brainchild of the Soviet planned economy. However, this concept is known all over the world, because it is associated not so much with state capitalism (active state intervention in the economy), but rather with normative management in general. This approach has long been known far beyond the former socialist camp; certain elements of a planned economy are very successfully accompanied by a market economy, and the application campaign is used by many large enterprises abroad. The task of such a campaign is to plan the resource base of production. Any enterprise may require special documentation that calculates the necessary costs of raw materials for a certain period (usually a year), optimal for the goals and objectives that the enterprise sets for itself.

Typically, such a campaign precedes the procurement stage. Having the necessary documentation on hand, deliveries can be properly rationed, set a certain frequency for them.

Application campaign specifics

It should be understood that the same approach can bring profit and loss, depending on whether it suits a particular enterprise here and now. The bidding campaign puts many processes on track, and with proper elaboration, it will greatly relieve the time and effort of the enterprise; however, in a different situation, this may cause unjustified risks.

High automation of the process makes it clumsy, independent of other processes. This can lead to the collapse of the entire production, if automatic processes lose harmony with the production itself, the implementation and so on.

Application Campaign Benefits

  • The application campaign is a fairly simple and inexpensive process; it can be afforded even by small enterprises that do not have special managing departments;
  • It is possible to ration only a part of the raw material/goods, and not the entire production. If an enterprise has a stable history of production with low risks of emergency situations, then the introduction of application campaigns will only facilitate the work;
  • The application campaign can be used not only for further purchases, but also in order to calculate the general needs of the enterprise. In other words, there is no need to ration purchases if it is enough to calculate the average needs of production.

Disadvantages of a bid campaign

  • Although the results of a bidding campaign can relieve staff, running a bidding campaign is much more costly. Creating a nomenclature, restructuring production - all this requires resources;
  • Isolation from other production processes, and therefore - low maneuverability and the inability to change the rationing "on the go". If it is necessary to make changes, additional costs associated with changing the nomenclatures.

Application campaign management

Before starting the process of annual logistics planning, the chief specialists of structural divisions and service enterprises responsible for the implementation of projects form a system of relevant measures, for each of which a cost limit is indicated. The latter should not exceed the funding limit set by the Planning and Budget Department. After this, the needs can be formed only for the activities for which they are indicated, which allows you to clearly identify the performers and those responsible and further control the implementation of the plan. An enlarged functional model of interaction between enterprises is shown in Figure 10.

Structural divisions and service enterprises form requests for primary needs (annual requests) for materials and equipment with reference to activities and detailing to a specific material or equipment, broken down by months. The generated annual application is sent for approval to the chief specialist, then the consolidated need for all chief specialists is formed and agreed upon, and then the need of the entire company goes up the chain. Consolidated needs are coordinated according to the register of applications.

In addition, when new applications are received, links to them are automatically sent by e-mail to all persons participating in the approval process. Control over the approval process is carried out through the status and tracking system (STS), which includes the distribution of relevant notifications by e-mail to all participants in the business process.

The authority system delimits access to requests. Structural divisions do not have access to information on other structural divisions, and the chief specialist does not have access to information on other chief specialists. The superior employee additionally has access to the information of the subordinates. Based on the approved annual applications, the planning and budget department generates a plan for writing off materials and sends it to the logistics department, where a plan for financing the purchase of materials and equipment is automatically created, taking into account the planned balances at the beginning of the year, the seasonality of imports and payment terms.

Purchasing and inventory management

All purchases of the company can be conditionally divided into two groups: centralized purchases, which are carried out through the parent company, and decentralized, or own, purchases of logistics departments. The process of centralized procurement is fully implemented in the system, decentralized - is in the process of trial operation.

With centralized purchasing, after the approval of the MTO plan, the unprocessed items, grouped by purchasing groups and delivery basis, are sent to the central purchasing department of the parent company for processing. After receiving the register of outstanding orders, the trader processes the positions for their availability on the market and the possibility of buying. This is also where the budget is checked (the price of the supplier should not differ significantly from the planned price).

For materials not available on the market, the central purchasing department of the company proposes replacements and sends them for approval to the subsidiary. After the approval of new positions by the specialists of the subsidiary company (adjustment of the MTO plan), they are returned to the center for processing. Having selected the necessary positions, the trader conducts a tender for them. At the same time, there is an automatic exchange of information with the electronic trading platform (ETP): with the help of universal protocols, the system integrates with any external trading platforms. An analysis of suppliers' proposals for tenders is carried out, an analytical report is created on the selected positions (reflects all important delivery conditions). A supplier is selected, an agreement is drawn up with him and a subsidiary that ordered this product. To optimize the process of working with suppliers, the latter are provided with remote access to the Gazprom Neft portal (Fig. 3). Notification of the supplier about the appearance of a purchase order in the system is carried out automatically by e-mail, followed by the placement of the completed application form for payment in the document repository.

Having sent the goods to the customer, the supplier enters into the system an invoice in electronic form, which is registered as a preliminary one. When a document is received by a subsidiary, it is registered with a link to an annex to the relevant contract, after confirmation of the delivery of goods, the status is automatically updated in both the subsidiary and the parent company. Next, the accounting department posts the supplier's document and issues a sales invoice to the subsidiary.

To control the process of delivery of goods to a subsidiary company, invoice numbers and details of vehicles are entered into the system. After that, the goods are considered shipped and sent to the place of acceptance. At the time of the arrival of the MTR in the subsidiary, they are registered and the status of the invoice is updated in the parent company. The storekeeper creates an initial receipt report (PAP), where he indicates the actually received quantity of the goods (in this case, the system creates the document “Shipping advice”) with a reference to the provisional invoice or purchase order and confirms that the goods have been received. On this basis, the receipt of materials to the warehouse and their write-off for response-storage is recorded. At the same time, the change in status is also seen by the accounting department, which receives a reason to require original closing documents. The supplier, in turn, can control the shipment using reports.

The goods receipt information initiates accounting entries in the system for the debit of the inventory account and the credit of the clearing account, thus increasing the quantity of the material stock. Together with the goods receipt, an incoming batch of material is created with a classification of the characteristics of the batch (date of receipt, line of business, chief specialist, etc.). The processes of moving to structural divisions, writing off and selling materials to subsidiaries and third parties, as well as collecting actual costs are also recorded in the system.

The basis for making payments is the supplier's invoice (the latter, in turn, is created on the basis of the purchase order). Payment tasks are generated for unpaid invoices. Within the framework of the system, the function of electronic approval of payment tasks has been implemented. As a result, the entire selected block of approved invoices is printed (for example, for a specific date), and only invoices already approved by him are brought for signature to the manager. The approved payment is transferred to the accounting department for payment. After processing the payment documents, the accountant confirms the payment.

With the help of paper versions of the preliminary invoice, PPA of the storekeeper, receipt order, invoices are checked in the system, the necessary adjustments are made and accounting is carried out. At the same time, the system performs accounting entries for the debit of the clearing account and the credit of the supplier's account, as well as entries for incoming VAT, and forms accounts payable. These mechanisms make it possible to organize a unified cost and quantitative accounting of stocks of materials in real time.
