Over the past 5 years, the Ministry of Defense has provided 142.5 thousand servicemen with service housing

Since 2012, 142,500 military personnel have received service housing through the Russian Ministry of Defense, and taking into account their family members, this is more than half a million people.

In particular, since the beginning of 2017, 25.5 thousand military personnel have been provided with service housing, which is 85% of the planned figures for the current year (in total, it is planned to provide 30 thousand by the end of the year).

In addition, an average of 50,000 servicemen annually receive monetary compensation for renting (sub-leasing) residential premises.

The activities of the housing authorities are aimed at maintaining such a pace of work that makes it possible to provide weekly service apartments for at least 600 families of military personnel.

Service living quarters are provided at the rate of at least 18 sq. m of total area for each family member and no later than three months from the date of arrival at a new place of military service.

Since 2010, since the formation of the Department of Housing of the Ministry of Defense of Russia, 610 residential buildings for 33,327 residential premises have been transferred to housing authorities for settlement, of which in 2017 - 28 residential buildings for 3,331 apartments.

In addition, by the end of 2017, it is planned to transfer another 46 residential buildings of the housing stock with a total capacity of 8,626 residential premises.

To provide military personnel and members of their families with official housing, the Ministry of Defense uses both new buildings and re-occupancy in the housing stock of the Ministry of Defense and residential premises of the municipal fund.

It should be noted that since the beginning of 2017, more than 1,000 servicemen have been provided with office space in Moscow alone, and over 4,000 in the Moscow Region.

The reason for the next media publications on the subject of the crisis in the housing and communal services sector of military camps was the prosecution of the management companies of the Russian Ministry of Defense in the Khabarovsk Territory. Employees of the military prosecutor's office achieved the resumption of gas supply to the military camp in the village of Knyaz-Volkonskoye-1. The service was not provided to its residents for more than six months.

There was no gas in the residential buildings of a military camp in the Khabarovsk Territory from September 2017 to March 2018. The supply of seven houses of officers was suspended due to the expired operation of the group liquefied gas tank plant, from which blue fuel is supplied to the houses of the military. One and a half thousand people remained without gas supply. After the completion of the installation check, the gas did not return to the apartments.

The prosecutor's office punished the resource-supplying organization JSC Gazprom Gas Distribution Far East for this, fined 120,000 rubles. The management companies of the Ministry of Defense - LLC "Main Department of the Housing Fund" (LLC "GUZHF") and which replaced it as a result of the reform of the Federal State Budgetary Institution "Central Housing and Communal Administration" (FGBU "TsZhKU") - received only reprimands.

In March, the supervisory agency reported that all gas networks and gas distribution installations had been checked, and gas had returned to the apartments of all 1,500 residents. But JSC "Gazprom gas distribution Far East" in April reported that the problem has not yet been resolved. And the reason for this is the negligent attitude to their duties of management companies.

Despite repeated attempts by Khabarovsk gas workers to inspect the gas equipment of officers' houses in the village of Knyaz-Volkonskoye, representatives of the gas service were able to get into only 51 apartments out of 397. Appeals to the management company and residents of the settlement to ensure one hundred percent access for gas workers did not bring any result. To organize an internal inspection and testing of the gas installation, as well as to inform the residents about this so that they let the gas workers into the apartments, the management companies - LLC "GUZHF" and FGBU "TsZhKU" should have.

Since March 27, our specialists have repeatedly tried to get into the apartments of the military camp. To date, we have managed to return gas only to a few entrances of seven officers' houses, which provided 100% access to the apartments for the necessary work. Provided that full access is organized, four days are enough for us to complete the process,” Mikhail Tsevelev, Deputy Chief Engineer, Head of the Khabarovsk Operational Department of JSC Gazprom Gas Distribution Far East, commented on the situation.

Problems of housing and communal services in the military camp of the village of Knyaz-Volkonskoye-1 are a common thing. Last spring, its residents complained about cold batteries and flooded basements to the deputy from United Russia in the parliament of the Khabarovsk Territory, Vladimir Larikov. Then the prosecutor's office also intervened.

According to the residents of the village, due to the poor quality of the work of the management company GUZHF LLC, cold water was supplied to the house only during the day and with great interruptions. The situation with heating was no better - it was constantly turned off at night, and sometimes the heat supply to the houses stopped even in the middle of the day. At the same time, residents paid for utilities in full, the management company did not make any recalculations.

During the inspection of the prosecutor's office, the facts cited by the residents were confirmed. As a result, an administrative offense case was initiated against GUZHF LLC. In general, in the Khabarovsk Territory, the situation in the communal sphere of military camps is not at all better. In December last year, against the backdrop of a cold snap to -30 degrees Celsius, heat supply companies limited the supply of heat to military camps in Transbaikalia. According to local media, this was due to the accumulated debt of the military department of more than 270 million rubles.

This year, residents of a multi-storey building in the village of Matveevka at 64 Matveevskoye Shosse almost boiled in boiling water. According to residents, a hot stream gushed from the attic and covered the entire entrance.

In two hours, we collected at least 200 liters of boiling water in basins, and the neighbors calculated that they had poured at least 300 liters of water, ”said a resident of one of the affected apartments.

The high-rise building is served by the Federal State Budgetary Institution "Central Housing and Communal Administration". But during the accident, the residents could not get through to the management company asking for help.

Khabarovsk itself has not bypassed the problem. Victoria Belykh, one of the residents of the new building on Podgaeva Street, told the Gubernia portal about her: “My husband received a three-room apartment in early December 2017. It would seem, live and rejoice, but not in our case. A month after the housewarming, the electrical wiring “flew”, then problems with plumbing began. The rooms began to smell of dampness, the humidity rose in the hallways. In addition, the apartment is cold, the front doors in the house do not close. Nobody removes snow in the yard. In new buildings in the neighborhood, the same difficulties are experienced by families of military personnel who, like my husband, received apartments from the military department.

At the same time, despite the fact that it was already March, utility bills had not arrived since December last year, and the tenants did not know how much money they owed for this service. The delay with receipts occurred due to a change in the managing organization, since it became necessary to revise personal accounts and approve utility charges. Previously, the housing stock of the military department was served by GUZHF LLC. In November 2017, he was replaced at this post by FSBI "TsZhKU".

At the moment, a number of military camps have already received sky-high bills for the entire interim period. People will have to pay for them, even if, due to accidents or other communal problems, they did not have gas, electricity or heating. The only concession made by the new management company is that it can be done in installments.

At the same time, LLC GUZHF and FSBI TsZhKU do not recognize each other's activities and debts due to differences in the forms of ownership of the companies. The first is a limited liability company, the second is a federal state budgetary institution. Although, according to the Kartoteka.ru service, GUZHF LLC established JSC Oboronstroy, the founder of which, in turn, was the military department, and the founder of the FSBI TsZhKU is directly the Ministry of Defense.
