The actions of an active Segezhan sometimes confuse not only his rivals, but also his comrades-in-arms

Among the figures crowding on the political chessboard of Karelia, Andrey Rogalevich occupies a special place. First of all, due to its recognition, media exposure and activity in the Internet space, as well as a tendency to unexpected moves. These moves are not always strong, but almost always noticeable. Which, in general, is required for a political chess player who wants to break into the big leagues.

First fights

The serious political ambitions of Andrei Rogalevich became known back in 2002, when he was only 25 years old. In April of that year, elections to the Parliament of Karelia were held, and Rogalevich, a carpenter-concrete worker of the Nadvoitsy aluminum plant, participated in them in constituency No. 49 (Segezhsky), giving battle not to anyone, but to Vasily Preminin himself, the general director of the Segezhsky pulp and paper mill. True, the fight as such did not work out, Preminin utterly defeated three of his rivals, gaining 2463 votes. For comparison: Rogalevich had to be content with 150 votes, which is 16 times less than the favorite had. True, the novice player's place was not the last, but the penultimate one (he scored 2 points more than Alexander Zabolotny, an employee of the Department for the Execution of Punishments).

The first failure did not discourage the novice player, and already in July of the same year he got involved in the Segezha city elective tournament. The move is commendable, saying that Rogalevich knows how to take a hit and does not give up his plans. But this is not enough to win. And the amateur political chess player is once again put in his place by more experienced players. The place is seventh (10 players took part in the tournament) and offensive - only 13 votes out of 1256 possible.

Probably, it was at that time that Andrei Rogalevich realized that it was futile to play alone. I had to join a team. And in the next elections to the City Council of Segezha, he was already running in the company of figures of the “United Russia” color. Won twice. The last time - in October 2009, beating the blue-yellow figure of the LDPR Vitaly Stepanov with a score of 181:84.

In principle, such a beginning of a political chess career can be considered successful, because by that time he did not even have a higher education (he graduated from the Petrozavodsk Civil Engineering College). And he worked as the head of the Children's Charity Fund. A.Rogalevich, before having worked, in addition to the Nadvoitsky aluminum plant, in the housing and communal services system. However, Andrei Sergeevich himself believed that he was capable of more. By his own admission, he had very good chances to compete for the position of head of Segezha. But the ER team did not support him in this aspiration, believing that he was not ready for such serious work. Rogalevich was offended and ... left the ranks of "ER", joining the team of "Fair Russia".

From the point of view of political chess, the move was correct, United Russia was not going through the best of times, and the Right Russians, on the contrary, were gaining strength. This was also shown by the 2011 elections, in which Andrey Rogalevich also took part as a candidate for deputies of the Legislative Assembly of the Republic of Kazakhstan from the “SR”. Quite strong candidates fought against him: the current figure of the Karelian parliament of the “United Russia” color Natalya Petrilyainen; a red figure from the Communist Party of the Russian Federation Galina Kiryatkova, who works as a deputy chief physician of the Segezha Central District Hospital; self-nominated Vasily Zakharov, Chief Engineer of Segozerskoye Trout Farm LLC; blue-and-yellow figure of the Liberal Democratic Party Sergei Krasikov, shooter of private security of the Ministry of Transport of Russia. Winning against such rivals is worthy of respect. And Rogalevich won with 3408 votes. In order to understand the scale of the game, we will also give the results of the opponents: Petrilyainen - 1837; Kiryatkov - 1608; Zakharov - 1402; Krasikov - 932. As you can see, the victory is more than convincing. And immediately leading a little-known deputy of the Segezha City Council to the republican political chess board.

"The crown would suit me"

In parliament, the affairs of the new figure were developing quite well. The “SR” faction promoted Andrei Sergeevich to the position of chairman of the committee on education, culture, sports and youth affairs. A good start, although at that time he honestly admitted that he had not yet become a "venerable politician." It is also true that he had a very indirect relationship to culture and education. After all, one should not take seriously his short experience as deputy director of the Segezha Centralized Library System. So his suddenly heavy political chess weight is entirely the merit of the “right-wing Russian” team.

Almost from the very beginning of his work in parliament, Andrei Rogalevich thought about his political future. To do this, he entered the Karelian branch of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. The move is strategically correct, because in our time without education it is very difficult to feel on an equal footing with other players. Having a diploma of a specialist in state and municipal administration is a completely different matter.

The entire last convocation in the legislative activity of Rogalevich was very noticeable, but he did not stand out strongly among other figures. But he was truly progressive in his activity in social networks and the media. He was willingly quoted, asked to speak on this or that occasion. And Rogalevich spoke out. For example, about the former political chess king of Karelia Alexander Khudilainen: “Alexander Petrovich is a man without a crown, hardworking, does not make loud statements, does not talk about what a wonderful future we have, but really looks at the situation that has developed in the republic.” These words are dated July 2012, almost immediately after Khudilainen was appointed head of Karelia. And in January 2015, Rogalevich already offers Khudilainen "to resign and compete with him in the election of the head of Karelia."

There are two interesting points here. First: Rogalevich is ready to hastily issue categorical comments (2012). The second is his ambition. The parliamentary board is not enough for him, he is ready to fight for the political chess crown of Karelia. In fact, such zeal is commendable for political chess pieces, “that soldier is bad who does not dream of becoming a general,” but does Rogalevich soberly assess his strengths and qualities?

The image of a knight

In the 2017 electoral tournament, Andrey Rogalevich became the only single-mandate opposition member who won against the "United Russia" candidate. The advantage is minimal - 2 votes, but everyone else has lost! An important point: on the eve of the tournament, Rogalevich again changed the political chess team and was chosen under the flag of Yabloko.

Divorce from "SR" was scandalous. Andrey Rogalevich said that he was “a member of the team and always worked for the result of this team,” but for some reason the queen of the “fair Russians” decided that this team did not need him. In fact, "SR" did not want to move Rogalevich to the elections in his native district in Segezha. He was offended, left the faction, went to the polls from Yabloko and won, thereby showing a high level of play. From the point of view of political chess, everything is done correctly, but from the side of political convictions...

Judge for yourself. After spending 6 years in the United Russia team, which gave him a chance to prove himself as a politician, Andrei Sergeevich leaves it because of resentment that he was underestimated, and joins the CP. After spending 6 years in the “fair Russian” team, which to a large extent helped him gain weight in parliament, he again takes offense at his associates and joins Yabloko. Are ideals changing too quickly? After all, Yabloko and ER have not only never been comrades, they have always been irreconcilable rivals. However, among the figures of the Karelian parliament there are many who have changed their color more than once. It's just that in the case of Rogalevich it looks more prominent. Perhaps due to the fact that the media and he himself stubbornly molded him into the image of a certain knight from parliament. Alas, there are no knights in politics, there are only pieces that are moved around the board, and the players who move them.

In addition to the rapid change in political color, Andrey Rogalevich has other weaknesses. He is touchy. He took and was offended by two of his countrywomen - the head of the rural settlement, Elena Sergeeva, and the deputy of the district council, Elena Preminina, who accused him of being rude and publishing insulting poems on the social network. The Parliamentary Committee on Law and Order called for an apology to voters for violating parliamentary ethics. However, Rogalevich demanded through the court to recover 500 thousand rubles from fellow countrywomen as compensation for non-pecuniary damage. The move is frankly weak. Not only does a deputy sue voters, but also a man with women. And the benefit would have won, but lost. And such an example is not isolated: the inhabitants of Sheltozero also demanded an apology from Rogalevich for using "unverified and discrediting" information.

Andrei Rogalevich also has problems with supporters. So, in 2015, his assistant Andrei Krasnikov was detained by law enforcement officers on charges of committing a crime unrelated to political activity. In principle, you can't look into someone else's soul, and this can happen to the assistant of any deputy. However, the reaction of Rogalevich himself to what happened is interesting. He took yes and wrote a letter of resignation from all his eight assistants. He explained it this way: “I recalled my assistants in order to check their ins and outs, in the future to protect myself and work with honest and decent people.” The move is unexpected and again frankly weak. After all, it turns out that Rogalevich, firstly, does not know how to select personnel, and secondly, he actually “eats” his assistants only because one of them was suspected of violating the law. Almost the same if the entire parliament were dissolved after the arrest of deputy Ivan Romanov. There is nothing to say about.

Disposable Hunger

It is impossible not to recall also his hunger strike demanding that funds be allocated for. Such a move could command respect if it were not so outrageous and ineffectual. The fact is that money for repairs could be allocated if there were design estimates for the facility. But it was not there, and therefore it was impossible to make decisions on the allocation of funds even theoretically. Knowing all this, however, Rogalevich began to "starve". In quotation marks, because he was starving in a very peculiar way - he switched to a one-time meal. But the deputy “hunger strike” was trumpeted everywhere, and even staged a flash mob - people began to post pictures on social networks with an appeal to the governor like “Khudilainen! Segezha Children's Polyclinic! You promised to do it!" And this betrayed the true purpose of Rogalevich's move - not the repair of the clinic, but an attack on the political chess king. After 7 days, the deputy stopped "starving". He no longer publicly mentions the clinic.

What do we have in the dry residue? Andrei Rogalevich proved his strength in the last elective tournament. He knows how to promote himself in the media space. He is not tied to any political chess color (he did not join Yabloko, although he joined its faction). Capable of unexpected moves, but does not always seem to calculate their consequences. This speaks of his impulsiveness and, so far, poor preparation as a real player. But failures do not frighten him: knowing the goal, Rogalevich stubbornly goes towards it. Do all these qualities give grounds to assume that Andrey Rogalevich is now capable of moving to another league, getting the title of a political chess grandmaster? In our opinion, not yet. The assessment of the situation is based, among other things, on the statement of the international grandmaster, one of the contenders for the world championship in the 1930s, Salomon Flohr: “A chess player is afraid first of all of his own mistakes, and then the opponent.”

Well-known Karelian politician, chairman of the committee of the republican parliament on education, culture, sports and youth affairs Andrei Rogalevich announced on June 1 that he was leaving the Just Russia party. According to the deputy, the reason for this step was the reluctance of the leadership of the regional branch of the party to support his candidacy in the autumn elections to the Legislative Assembly of Karelia in the single-mandate constituency in the Segezha district, from which Rogalevich was elected to the current composition of the Karelian parliament.

“Many people didn’t like my position and still don’t like it. It is very difficult for me to negotiate. I think that's what "let me down". For a long time, I was prepared for the fact that they did not want to see my candidacy in the upcoming elections of 2016 in a single-mandate constituency in the Segezha municipal district from the Just Russia party. As they explained to me, the government of the republic and the head of Karelia personally supported this,” Andrey Rogalevich wrote in an address to his voters.

According to the chairman of the parliamentary committee, on May 25 he learned that the regional branch of the party would not support his candidacy in the single-mandate constituency, where Andrey Rogalevich was elected to the LA of Karelia in 2011. As an alternative, Rogalevich was offered to participate in elections in one of the electoral districts of Petrozavodsk.

“Participation in elections for the sake of participation is, first of all, a betrayal of those people who have not yet lost confidence in their deputy. I do not want to act as a "bargaining chip" in the bargaining, which will lead to the fact that the party will support a candidate loyal to the current government. For my part, I did everything possible to convince the head of the regional branch of the party of the fallacy of the decision, which, it seems to me, was made by him alone, without any discussion with party members, - said Andrei Rogalevich. – I am sure that, being a registered candidate from this party, I could win the elections in September 2016. This is evidenced by all the sociological surveys that were conducted on the territory of the Segezha municipal district. But it turned out that, having enlisted your support, I lost in a collision with political intrigues and agreements in which I did not want to participate.

After announcing his withdrawal from the Just Russia party, Andrey Rogalevich, a member of the Karelian parliament, gave a short comment to Chernika, in which he noted that for over four years he had been “a member of the team and always worked for the result of this team,” but the leader For some reason, the teams single-handedly decided that this team does not need a deputy.

For example, a TV set, got from one of the deputies of the last convocation. According to him, the new owner sometimes follows the news on Rossiya 24 or watches broadcasts of meetings that take place within the walls of the Legislative Assembly.

At the table, on which there are several party flags, deputies of the profile committee, employees of the apparatus of the Legislative Assembly meet. Together they discuss the pressing issues of education, sports, culture and youth policy.
