c October 1, 2018 the procedure for awarding scientific degrees of Candidate of Science and Doctor of Science has been updated. The criteria that a dissertation must meet for the competition of scientific degrees are given.

Procedures for the submission, defense of dissertations, as well as deprivation, restoration of academic degrees, consideration of appeals are prescribed. It is regulated how the Higher Attestation Commission under the Ministry of Education and Science of Russia considers dissertations and attestation cases.

So, the applicant for a scientific degree submits a dissertation only on paper as a manuscript. Scientific report and monograph forms are excluded.

The grounds for refusing to accept a dissertation for defense are listed. Among them is the use of borrowed material without reference to the author and (or) source, the results of scientific works performed by the applicant in co-authorship, without reference to co-authors.

Attention is paid to the placement of information necessary to ensure the procedure for awarding academic degrees on the Internet. This procedure is determined by the Russian Ministry of Education and Science. At the same time, a requirement was established for the publication of the full text of the dissertation, information about opponents and their reviews of the dissertation, etc.

On June 2, 2017, the Decree of May 29, 2017 No. 650 was published on the website of the Government of the Russian Federation “On changes in the procedure for defending dissertations for scientific degrees”, according to which foreign citizens who have prepared dissertations for academic degrees are granted the right to defend in a foreign language in organizations where such an opportunity is provided. This Decree was developed by the Ministry of Education and Science in pursuance of the instructions of the Government following the meeting of the Presidium of the Council under the President of Russia for Economic Modernization and Innovative Development on June 24, 2016 in St. Petersburg.

"Regulations on the awarding of academic degrees" (hereinafter - the Regulations) was approved by the Government Decree of September 24, 2013 No. 842. The regulation determined that the defense of the dissertation should be carried out in Russian (if necessary, simultaneous translation into another language should be provided). The dissertation and abstract of the dissertation are submitted to the dissertation council in Russian.

By the signed resolution, the Regulations were amended, according to which foreign citizens who have prepared dissertations for academic degrees may be granted the right to defend in a foreign language in organizations that provide for the possibility of such defense. At the same time, the dissertation and the abstract of the dissertation are presented in Russian and foreign languages.

Translation into Russian of documents submitted by the applicant for a degree to the dissertation council, the provision of translation services (if necessary) in the case of the Higher Attestation Commission under the Ministry of Education and Science of Russia or the expert council of such a commission are provided at the expense of the organization in whose dissertation council the defense is being carried out, or at the expense of funds of the applicant for a scientific degree by agreement between them. The adopted decision will help attract foreign researchers to Russian educational and scientific organizations and will increase the competitiveness of these organizations.

On April 11, 2016, a meeting was held between the Prime Minister of the Russian Federation Dmitry Medvedev and the vice-premiers. The term of access on the Internet to the announcement of the dissertation defense for the degree of Doctor of Science has been increased - from 8 months to 12 months, the degree of Candidate of Sciences - from 5 months to 10 months, the term of access on the Internet to the full text of the dissertation for the degree of Doctor of Science - from 9 months to 12 months, PhD - from 7 months to 10 months (in order to ensure sufficient time for familiarization with the materials of all participants in the procedure).

The regulation is supplemented by two grounds for refusing to accept a dissertation for defense, related to the discrepancy between the text of the dissertation and the text posted on the website of the organization in which the dissertation council operates, as well as the identification of unreliable information submitted by the applicant for a degree to the dissertation council for preliminary consideration of the dissertation.

In addition, it was decided to abandon the notification procedure for the formation of a list of peer-reviewed publications and provide for the possibility of including a journal previously excluded from this list after three years (in the current version - without the right to restore).

Now the meetings of the dissertation council will be recorded by means of audio-video recording (in the current version - not regulated).

Expert councils are empowered to invite to their meetings applicants for scientific degrees, as well as other persons related to the substance of the issues considered at the meeting (in the current wording - only to meetings of the Higher Attestation Commission under the Ministry of Education and Science).

Also excluded is the requirement that applicants for the degree of doctor of science, candidate of science in medical sciences, veterinary sciences, and legal sciences have a specialized education, confirmed by a specialist or master's diploma.

In addition, the procedures for considering appeals against decisions of dissertation councils, including the deprivation of academic degrees, are detailed.

The adopted decisions will help to improve the efficiency of the state system of scientific certification.

Decree of the Government of the Russian Federation dated March 29, 2002 No. 194 General principles This Regulation establishes the procedure for conferring the academic titles of professor in the department, associate professor in the department, professor in the specialty and associate professor in the specialty.
The academic titles of professor in the department and associate professor in the department are assigned by the Ministry of Education of the Russian Federation to scientific and pedagogical workers with pedagogical skills, deep professional knowledge and scientific achievements, conducting pedagogical work in educational institutions of higher professional education (hereinafter referred to as higher educational institutions) and educational institutions of additional professional education (advanced training) of specialists (hereinafter referred to as advanced training institutions) with state accreditation, as well as at the departments of the Russian Academy of Sciences and having the state status of branch academies of sciences, training graduate students and applicants, including taking candidate exams, having a license for the right conducting educational activities (in the field of postgraduate professional education), according to attestation documents submitted by the academic councils of these institutions. The academic titles of professor in the specialty and associate professor in the specialty are awarded by the Higher Attestation Commission of the Ministry of Education of the Russian Federation to employees of scientific organizations, higher educational institutions or advanced training institutions that have state accreditation, according to attestation documents submitted by the scientific (scientific and technical) councils of these institutions. Persons who have been awarded the academic title of professor in a department or professor in a specialty, associate professor in a department or associate professor in a specialty, are issued an appropriate certificate of a single state standard. The previously assigned academic title of senior researcher corresponds to the academic title of associate professor in the specialty. Assignment of academic titles The academic title of professor in a department may be awarded to doctors of science who, under an employment contract, fill the positions of professor, head of department, dean of a faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational and methodological and scientific papers, read a course of lectures at a high professional level, as well as at the time of submission of attestation documents:
b) have at least ten years of experience in scientific and pedagogical work, of which at least five years of pedagogical work in higher educational institutions or institutions for advanced training;
c) are the authors (co-authors) of a textbook (teaching aid) or at least three educational and methodical works published in the last three years;

d) are the authors (co-authors) of a monograph (chapter in a monograph) or at least three scientific papers published in the last three years;
e) trained as scientific supervisors or scientific consultants, as a rule, at least two students who were awarded academic degrees. The academic title of professor in the department may be awarded, as an exception, to candidates of science who, under an employment contract, replace the positions of professor, head of the department, dean of the faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational -methodological and scientific works, give a course of lectures at a high professional level, as well as at the time of submission of attestation documents:
b) have at least fifteen years of experience in scientific and pedagogical work, of which at least ten years of pedagogical work in higher educational institutions or institutions for advanced training;
in)
d) are the authors of a textbook (teaching aid) or co-authors of at least three textbooks (teaching aids) for higher educational institutions, advanced training institutions, general educational institutions or educational institutions of primary and secondary vocational education recommended (approved) for use in the field of education by the Ministry of Education Russian Federation, other federal executive authorities and published over the past ten years, as well as at least three educational and methodological works published over the past three years;
e) are the authors (co-authors) of a monograph (chapter in a monograph) or at least five scientific papers published in the last three years;
f) have trained as supervisors at least two students who have been awarded PhD degrees, and are supervisors of at least two graduate students or applicants for the PhD degree. The academic title of professor in the department can be awarded to art workers who, under an employment contract, fill the positions of professor, head of the department, dean of the faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they conduct classes at a high professional level, and also at the time of submission of attestation documents:


have the academic title of associate professor in the department or associate professor in the specialty;
trained at least two students awarded honorary titles of the Russian Federation or who are laureates (diploma winners) of international and all-Russian exhibitions, competitions, festivals, reviews, prizes;
successfully work in the specified positions for 2 years;
have at least ten years of teaching experience in higher educational institutions or institutions of advanced training;
have the academic title of associate professor in the department or associate professor in the specialty;
prepared at least five students awarded honorary titles of the Russian Federation or who are laureates (diploma winners) of international, all-Russian and regional exhibitions, competitions, festivals, reviews, prizes. The academic title of professor in the department can be awarded to specialists in physical culture and sports who, under an employment contract, replace the positions of professor, head of the department, dean of the faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational and methodological and scientific works, give a course of lectures and conduct classes at a high professional level, as well as at the time of submission of attestation documents:
b) successfully work in the specified positions during the year;
c) have at least ten years of experience in scientific and pedagogical work, of which at least five years of pedagogical work in higher educational institutions or institutions for advanced training;
d) have the academic title of associate professor in the department or associate professor in the specialty;
e) are the authors (co-authors) of a textbook (manual) for higher educational institutions, advanced training institutions, general educational institutions or educational institutions of primary and secondary vocational education recommended (approved) for use in the field of education by the Ministry of Education of the Russian Federation, other federal executive bodies authorities and published over the past ten years, as well as at least three educational and methodological works published over the past three years, or prepared by at least two champions or prize-winners of the Olympic Games, the world, Europe or the Russian Federation;

f) are the authors (co-authors) of a monograph (chapter in a monograph) or at least three scientific papers published in the last three years. The academic title of professor in the department can be awarded to major specialists who have received international or all-Russian recognition in a particular field of knowledge, confirmed by relevant documents, who have at least five years of experience in scientific and pedagogical work, of which at least three years of pedagogical work in higher educational institutions or institutions advanced training, and the relevant requirements of paragraphs 6-9 of these Regulations. The academic title of professor in the specialty can be awarded to doctors of science who, under an employment contract, fill the positions of a leading researcher, chief researcher, head (head) of a research department (department, sector, laboratory), scientific secretary, deputy director, director in scientific organizations , scientific departments of higher educational institutions or advanced training institutions, if at the time of submission of attestation documents:
a) successfully work in the specified positions during the year;
b) have at least ten years of experience in scientific work in scientific organizations, scientific departments of higher educational institutions or advanced training institutions;
c) are the authors (co-authors) of at least 20 scientific papers published in leading scientific journals and publications, including at least five published after defending a doctoral dissertation;
d) trained as scientific supervisors or scientific consultants, as a rule, at least five students who were awarded academic degrees. The academic title of associate professor in a department can be awarded to doctors and candidates of sciences who, under an employment contract, fill the positions of associate professor, professor, head of department, dean of a faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they have published educational methodical and scientific works, give a course of lectures or conduct classes at a high professional level, as well as at the time of submission of attestation documents:
a) successfully work in the specified positions during the year;
b) have at least five years of experience in scientific and pedagogical work, of which at least three years of pedagogical work in higher educational institutions or institutions for advanced training;
c) are the authors (co-authors) of a textbook (teaching aid) or at least two educational and methodical works published in the last three years;
d) are the authors (co-authors) of a monograph (chapter in a monograph) or at least two scientific papers published in the last three years. The academic title of associate professor in the department may be awarded, as an exception, to persons with higher education, substituting for labor

c) are the authors of a textbook (teaching aid) or co-authors of at least two textbooks (teaching aids) for higher educational institutions, advanced training institutions, general educational institutions or educational institutions of primary and secondary vocational education recommended (approved) for use in the field of education by the Ministry of Education Russian Federation, other federal executive authorities or the relevant educational and methodological association and published over the past five years, as well as at least two educational and methodological works published over the past three years;
d) are the authors (co-authors) of a monograph (chapter in a monograph) or at least three scientific papers published in the last three years. The academic title of associate professor in the department can be awarded to art workers who, under an employment contract, replace the positions of associate professor, professor, head of the department, dean of the faculty, head of a branch or institute, vice-rector, rector of a higher educational institution or institution of advanced training, if they conduct classes at a high professional level , as well as at the time of submission of attestation documents:
a) have honorary titles of the Russian Federation, the former USSR or the former Soviet republics (People's Artist, People's Artist, People's Architect, Honored Artist, Honored Artist, Honored Artist, Honored Architect);

have at least three years of teaching experience in higher educational institutions or advanced training institutions;

successfully work in the specified positions during the year; have at least three years of teaching experience in higher educational institutions or advanced training institutions;
are the authors (co-authors) of a textbook (teaching aid) published over the past three years, or have prepared one champion or medalist of the Olympic Games, the world, Europe or the Russian Federation;
are the authors (co-authors) of a monograph (chapter in a monograph) or scientific work published in the last three years.
b) have the title of the Russian Federation, the former USSR (Honored Master of Sports, Master of Sports of International Class or Master of Sports);
successfully work in the specified positions for two years; have at least five years of teaching experience in higher educational institutions or institutions of advanced training;
are the authors (co-authors) of a textbook (manual) for higher educational institutions, advanced training institutions, general educational institutions or educational institutions of primary and secondary vocational education, recommended (approved) for use in the field of education by the Ministry of Education of the Russian Federation, other federal executive bodies or relevant educational and methodological association and published in the last five years, as well as at least two educational and methodical works published in the last three years;
are the authors (co-authors) of a monograph (chapter in a monograph) or at least two scientific papers published in the last three years. The academic title of associate professor in the department can be awarded to highly qualified specialists who have received international or all-Russian recognition in a particular field of knowledge, confirmed by relevant documents, who have at least three years of experience in scientific and pedagogical work, of which at least two years of pedagogical work in higher educational institutions or institutions advanced training, and the relevant requirements of paragraphs 12-15 of this Regulation.
The academic title of associate professor in the specialty can be awarded to doctors, candidates of sciences, who, under an employment contract, fill the positions of senior researcher, leading researcher, chief researcher, head (head) of the research department (department, sector, laboratory), scientific secretary, deputy directors, directors in scientific organizations, scientific departments of higher educational institutions and advanced training institutions, if at the time of submission of attestation documents they:
a) successfully work in the specified positions during the year;
b) have at least five years of experience in scientific work in scientific organizations, scientific departments of higher educational institutions or advanced training institutions;
c) have at least one year of teaching experience in higher educational institutions or advanced training institutions, or five final qualifying theses have been prepared and defended under their supervision;
d) are the authors (co-authors) of at least ten published scientific and educational works or inventions, including at least five published after defending a dissertation. The academic titles of professor in the department and associate professor in the department may be awarded to persons studying in doctoral studies who have previously carried out pedagogical work at a high professional level and meet the requirements of paragraph 7 (for a professor) and paragraph 12 (for an assistant professor) of these Regulations. Academic titles of professor in the department and professor in the specialty, associate professor in the department and associate professor in the specialty can be awarded to persons working part-time in higher educational institutions or advanced training institutions, scientific organizations and the relevant requirements of paragraphs 6-18 of these Regulations. Persons who do not have the academic degree of a candidate of sciences, who have been awarded the academic title of associate professor in the department, except for artists, specialists in physical culture and sports, cannot be presented for the assignment of the academic title of professor in the department without defending a dissertation for the degree of Doctor of Science. The decision of the academic (scientific and technical) council on the submission for the award of an academic title is made by secret ballot.
The meeting of the scientific (scientific and technical) council is considered competent if not participating in its work. less than two thirds of the members of the scientific (scientific and technical) council. The decision of the scientific (scientific and technical) council is taken by at least two thirds of the members of the council present at the meeting. The Ministry of Education of the Russian Federation may grant the academic councils of individual higher educational institutions and advanced training institutions the right to conduct a final examination of attestation documents submitted for conferring the academic titles of professor in a department and associate professor in a department.
The forms and procedure for issuing attestation documents submitted for the award of academic titles are established by the Ministry of Education of the Russian Federation. Recognition and establishment of equivalence of documents on awarded academic titles. Recertification of scientific and pedagogical if scientific workers the applicant or at his request. The list and forms of documents required for this, as well as the procedure for their consideration, are determined by the Ministry of Education of the Russian Federation. Recertification of scientific, pedagogical and scientific workers who have been awarded academic titles in states that do not have agreements (agreements) with the Russian Federation on the recognition of academic titles is carried out by the Ministry of Education of the Russian Federation. The list and forms of documents required for this, as well as the procedure for their consideration, are determined by the Ministry of Education of the Russian Federation. The academic titles of professor and associate professor may be conferred on citizens of foreign states who are invited for pedagogical and scientific work in the relevant institutions of the Russian Federation, subject to the requirements of these Regulations. Registration and issuance of certificates of a professor or associate professor The decision of the Ministry of Education of the Russian Federation on conferring the academic title of professor or associate professor in the department comes into force from the date of its adoption.
The decision of the Higher Attestation Commission of the Ministry of Education of the Russian Federation on conferring the academic title of professor or associate professor in the specialty comes into force from the date of its adoption by the Presidium of the Higher Attestation Commission. The term for consideration of attestation documents of applicants for academic titles, as well as (if they are received) proposals and applications containing an assessment of the educational, pedagogical and scientific activities of applicants for academic titles, should not exceed six months. In case of loss of a certificate of conferment of an academic title, its duplicate may be issued.
In the event of a change in the last name, first name, patronymic, the certificate can be replaced at the request of the owner of the certificate and at his expense. The procedure for issuing and issuing certificates and their duplicates is established by the Ministry of Education of the Russian Federation.
Deprivation (restoration) of academic titles Persons to whom the academic titles of professor in a department or associate professor in a department were erroneously awarded may be deprived of these titles by the Ministry of Education of the Russian Federation.
Decisions of the Ministry of Education of the Russian Federation on the deprivation of the academic titles of a professor in a department or associate professor in a department are taken, as a rule, on the basis of petitions from the academic councils, at the request of which these titles were awarded.
Persons who have been deprived of the academic titles of professor in a department or associate professor in a department may be reinstated in these titles by the Ministry of Education of the Russian Federation, as a rule, on the basis of petitions from academic councils, at the request of which these persons were deprived of academic titles. Persons to whom the academic titles of professor in their specialty or associate professor in their specialty were erroneously awarded may be deprived of these titles by the Higher Attestation Commission of the Ministry of Education of the Russian Federation.
Decisions of the Higher Attestation Commission on the deprivation of the academic titles of professor in the specialty or associate professor in the specialty are taken, as a rule, on the basis of petitions from the scientific (scientific and technical) councils at the request of which they were awarded.
Persons who have been deprived of the academic titles of professor in their specialty and associate professor in their specialty may be reinstated in these titles by the Higher Attestation Commission, as a rule, on the basis of petitions from academic (scientific and technical) councils, at the request of which they were deprived of these titles. A meeting of the academic (scientific and technical) council is considered competent if at least two thirds of the members of the council take part in its work. The decision of the academic (scientific and technical) council on the deprivation (restoration) of the academic title is taken by secret ballot of at least two-thirds of the members of the council present at the meeting.
Issues relating to the validity of decisions on awarding academic titles made more than ten years ago are not considered. The procedure for considering issues of deprivation (restoration) of the academic titles of professor and associate professor is established by the Ministry of Education of the Russian Federation. Consideration of appeals Appeals against decisions of the Ministry of Education of the Russian Federation and the Higher Attestation Commission of the Ministry of Education of the Russian Federation on the assignment, deprivation, restoration of academic titles and recertification of scientific, pedagogical and scientific workers can be sent to the Ministry of Education of the Russian Federation or to the Higher Attestation Commission of the Ministry of Education

Russian Federation no later than two months from the date of the relevant decision.
A new application for the award of an academic title may be submitted by the Academic (Scientific and Technical) Council not earlier than one year after the decision to refuse to award this title has been made.
A prerequisite for re-submitting an application for the award of the academic title of professor in the department or associate professor in the department must be the applicant's new published educational, methodological and scientific works.
A prerequisite for re-submitting an application for conferring the academic title of professor in the specialty must be that the applicant has new students or new published scientific works, and for an associate professor in the specialty - the presence of new published scientific and educational and methodological works. The procedure for consideration of appeals is established by the Ministry of Education of the Russian Federation. Issues of conferring or depriving (restoring) academic titles are covered in the publications of the Ministry of Education of the Russian Federation and the Higher Attestation Commission of the Ministry of Education of the Russian Federation.

A) add the words "for consideration and preparation of an opinion";

B) add the following paragraphs:

"The conclusion of the expert council on the appeal is submitted to the Ministry of Education and Science of the Russian Federation.

A copy of the conclusion of the expert council on the appeal is issued to the applicant for the degree who filed the appeal (against whom the appeal was filed), at his written request no later than 1 month from the date of registration of this request with the Ministry of Education and Science of the Russian Federation.

38. In the third paragraph of paragraph 61, the words "on the basis of which the Commission makes a recommendation on appeal" shall be deleted.

39. Item 62

"62. The appeal and the materials received on it, the conclusion of the expert council on the appeal are transferred by the Ministry of Education and Science of the Russian Federation to the Commission. The Commission submits to the Ministry of Education and Science of the Russian Federation a recommendation on the appeal.

A copy of the recommendation of the Commission on Appeal is issued to the person who filed this appeal, the applicant for a scientific degree who filed an appeal (against whom an appeal was filed), is sent to the dissertation council, on whose decision on the issue of awarding a scientific degree an appeal was filed, at their written request no later than 1 month from the date of registration of these appeals with the Ministry of Education and Science of the Russian Federation.

The words "extracts from" shall be replaced by the word "copies";

B) subparagraph "d" after the words "with documents attached" shall be supplemented with the words "and materials or their copies".

44. Paragraph 70 shall be stated as follows:

"70. The Ministry of Education and Science of the Russian Federation sends to the dissertation council, on whose decision to award a scientific degree, an application for deprivation of a scientific degree was submitted, as well as to the person in respect of whom an application was submitted (if possible), a notice of receipt of an application for deprivation of a scientific degree with an application attached.The dissertation council, no later than 2 months from the date of receipt of the said notice sent by the Ministry of Education and Science of the Russian Federation to the organization on the basis of which this dissertation council was created, in any available way that allows the Ministry to control the receipt of this notice by this organization, submits to the Ministry education and science of the Russian Federation:

In this case, the meeting of the expert council has the right to be present by the chairman or deputy chairman of the dissertation council, for whose decision to award the academic degree an application has been submitted, and other persons related to the essence of the issue under consideration at this meeting can also be invited.

The expert council has the right to invite members of other expert councils, leading experts in the relevant field of science to its meeting.

In case of non-appearance of these persons, the expert council has the right to consider the dissertation in their absence.

A copy of the conclusion of the expert council on the application for the deprivation of a scientific degree may be requested by the person in respect of whom the application has been submitted, and by the person who has submitted the application. Such a copy is sent by the Ministry of Education and Science of the Russian Federation to the indicated persons no later than 30 days from the date of receipt of the relevant request.

73. The Ministry of Education and Science of the Russian Federation has the right to request information about the publications of the person for whom the application for deprivation of a scientific degree has been submitted, the requirements for which are established by paragraphs 11 and 13 of this Regulation, the texts of dissertations and other materials necessary for considering the application, based on the relevant conclusion expert council.

74. An application for the deprivation of an academic degree and the materials received on it, the conclusion of the expert council on this application are submitted by the Ministry of Education and Science of the Russian Federation for consideration by the Commission for the Commission to develop recommendations on it to the Ministry of Education and Science of the Russian Federation.

A copy of the conclusion of the Commission on the application for the deprivation of a scientific degree is issued to the person who submitted the application, and the person in respect of whom the application was submitted, is sent to the dissertation council, for whose decision to award the academic degree the application was submitted, at their written request no later than 1 month from the date of registration these appeals to the Ministry of Education and Science of the Russian Federation.
