How to open an IP for electrical work

Licensing. Since 2005, the Cabinet of Ministers of the Russian Federation has canceled the licensing of electrical installation work. A legislative act (“On Licensing”) came into force, which amended some related laws. As a result, the issue of issuing a license for this type of activity has disappeared.

Instead, they introduced the Certificate of Competence, only it is provided not by Energonadzor, but by regional public organizations (or local ones) acting jointly with Rostekhnadzor. So the government has reduced red tape for individual entrepreneurs. And at the same time, the group of electrical installation, design, repair and maintenance work in the electric power industry has been significantly adjusted and expanded. For example, the following job types have been added:

  • preparation and calculation of automatic control systems for electrical networks or power plants;
  • calculation and preparation of electrical documentation for heating plants or power plants, transformer substations of CHP boiler houses;

  • design and operational activities in the system of monthly quality control.

The package of documents for issuing a Certificate of Competence is very similar to the list of papers for licensing. But the duration is different and is 3 years. It follows that a permit is not required for electrical installation work, but a certified individual entrepreneur has advantages when conducting tenders or other similar competitions. And more and more often there are cases when, when concluding a contract with an entrepreneur, they require a Certificate of Competence.

Completion of registration. The final stage of opening an IP for electrical installation is registration with the Social Insurance Fund and the Pension Fund. Today, the process has been simplified. That is, when applying for registration as an individual entrepreneur to the tax office, documents are simultaneously received by the Pension Fund of the Russian Federation. Tax inspectors take care of this. After a certain time, you need to personally appear at the Pension Fund in order to accept the details for making payments.

In the case of hiring labor in the Pension Fund, you must register as an employer. You will need documents: an application (in the form of the Pension Fund of the Russian Federation), a document confirming the registration of individual activities, an identity document, TIN and documents indicating the admission of employees (various types of civil law contracts).

Individual entrepreneurs are not required to register activities with the FSS, but for individual entrepreneurs with employees it is mandatory.
