Where is Markin from the investigative committee now. General Markin left the Investigative Committee of Russia

Vladimir Ivanovich Markin was born in 1956 in Chelyabinsk. In 1985, he graduated from the Faculty of Journalism of Moscow State University (MGU), after which he returned to his hometown and became a correspondent for the Vecherniy Chelyabinsk newspaper. In 1986, Markin finally moved to Moscow and worked at the All-Union Radio, hosted the radio programs Time, Events, People and Man and Law.

In 1991, Markin began working at the Central Television of the USSR, later at the All-Russian State Television and Radio Broadcasting Company (VGTRK). He was the author and host of the talk show "Career", which included the mayor of St. Petersburg Anatoly Sobchak, director Eldar Ryazanov, famous actors and entrepreneurs.

Temporarily leaving television, in 1997 Markin served as director of public relations for the Reform international fund, which dealt with economic and social reforms and privatization in Russia. Then he was appointed to the post of First Deputy Minister for Press and Information of the Moscow Region, in this post he opposed the merger of TV channels near Moscow into a media holding based on the Moskovia channel (it was never created).

In 2001, Markin returned to television, was a producer of information broadcasting on the NTV channel and an executive producer of the Rossiya TV channel.

In 2004, Markin became director of public relations at the Smart Technologies Foundation, which dealt with issues of cooperation between authorities and scientific organizations, public institutions and industrial enterprises, as well as supporting the development of the smart technology industry in Russia.

In September 2007, the Investigative Committee under the Prosecutor's Office of the Russian Federation (SKP RF) was created, headed by Alexander Bastrykin. In the same month, Bastrykin appointed Markin to the post of head of the department for interaction with the media of the UPC RF. After his appointment, Markin stated that the UPC RF should become an "open structure" and work more closely with the media.

In September 2010, Russian President Dmitry Medvedev announced the upcoming liquidation of the Investigative Committee of the Russian Federation and the creation of the Investigative Committee of Russia (IC RF) on its basis.

On June 20, 2011, by Decree of the President of the Russian Federation, Markin was appointed head of the department for interaction with the media of the Investigative Committee of the Russian Federation.

Best of the day

During 2007-2015, the Investigative Committee of the Russian Federation, and then the Investigative Committee of Russia, consistently occupied leading positions in the rating of mention in the media, and in terms of the positive index, it was the leader among Russian law enforcement agencies. Close and constructive interaction with the media was achieved, the content and objectivity of materials appearing in the press on the work of the investigative bodies of the Investigative Committee of the Russian Federation have significantly increased, which in many ways contributes to the creation in society of the principle of the inevitability of punishment and the prevention of offenses.

Vladimir Markin was repeatedly rewarded for the successes achieved in his career. He has the Letter of Acknowledgment from the President of the Russian Federation, by decree of the President of the Russian Federation he was awarded the Order of Friendship, the badge "Honorary Worker of the Investigative Committee under the Prosecutor's Office of the Russian Federation", the badge "For participation in countering aggression in South Ossetia", the medal of the Investigative Committee under the Prosecutor's Office of the Russian Federation "For distinction”, medal of the Investigative Committee of the Russian Federation “For Distinction”, medal of the Investigative Committee of the Russian Federation “For fidelity to official duty”, badge “Honorary Officer of the Investigative Committee of the Russian Federation”, medal of the Federal Migration Service of the Russian Federation “For Merit”, medal of the Federal Tax Service Service of the Russian Federation "For assistance to the Federal Tax Service of Russia".

Markin was recognized as the newsmaker of the year according to the results of the Moscow contest of journalists "MOSCOW MEDIA 2011". Laureate of the "Bright Past-2011" award, established by the government of the Chelyabinsk region and the Oleg Mityaev Foundation. In 2011, 2013, 2014, 2015, he was included in the media rating of Russian persons prepared by Medialogy, and in 2016 he entered the media rating of Russian men prepared by Medialogy by February 23.

Together with Russian singer Stanislav Piekha, he recorded the composition "Motherland" to the music of Viktor Drobysh, which was first performed by them on Channel One in the program "Who Wants to Be a Millionaire", and then entered various charts. On the air of the Russian News Service, already in a solo performance, he presented a song about love for Russia, Side, written by Viktor Drobysh. He acted as a journalist-historian and presenter in the project "Russia Betrayed" on the Zvezda TV channel, dedicated to countries and peoples in whose lives Russian politicians, statesmen, army and navy played a crucial role.

Well, this Murkin had nothing to do with education. How did he become a general from a bulldozer? Is the rank of general worth anything? Of course, I was surprised when a general was assigned to the prosecutor of the Crimea. What years was Markin a major or captain?

"Release Major General of Justice Markin Vladimir Ivanovich, head of the department for interaction with the media of the Investigative Committee of the Russian Federation, from his post," the presidential decree published on Friday, October 7, on the official legal information portal says.

The document is dated 6 October. It has not yet appeared on the President's website. This decree also made other personnel changes in various structures of the Ministry of Internal Affairs.

Markin commented on the appearance of the decree with a line from Igor Talkov's song under the symbolic title "I'll be back." “Enemies breathe a sigh of relief, and friends say:“ Tired. ”They both make mistakes - this is a halt ...” he wrote in Twitter.

After his resignation from the UK, Markin will go to work in the RusHydro holding, TASS reports. According to the agency, he will take the post of first deputy general director in the company. Markin himself confirmed this. "Yes, I confirm," Markin said in response to a request to comment on rumors about his appointment.

Earlier on Friday, Interfax, citing a source, said that the former TFR representative would start working at RusHydro next week. "At the new place of work, Markin will deal with relations with authorities, the media, and also oversee the management of the company's affairs," the source said.

Markin has previously stated that he "had several job offers" but promised to give details only after he officially leaves the UK. He also said that he was going to continue to help the department in which he had worked for more than nine years. In particular, he will take part in the creative projects of the UK, including the creation of the Sledkom-TV channel. Markin considers his mission in the UK accomplished. “Therefore, I decided to try myself in a new field,” he told reporters (quoted by TASS).

On September 21, Markin announced that he had submitted his resignation. At the same time, information that the press secretary of the Investigative Committee was going to leave his post was leaked to the press a week earlier - after a scandal broke out with the discovery of plagiarism in Markin's just published book "The most notorious crimes of the 21st century in Russia."

Accusations of plagiarism aroused real anger in Markin. In his Twitter, he called the journalist, borrowings from the texts of which were found in his book. However, Markin later apologized for his behavior. Nevertheless, the representative of the UK canceled the meeting with readers, which was to be held at the Moscow bookstore on September 14th.

In addition to the dismissal of Markin, the media wrote about the possible imminent resignation of the chairman of the Investigative Committee Alexander Bastrykin. RBC journalists reported that it would take place immediately after the elections to the State Duma, which took place on September 18. Forbes wrote that Bastrykin had already been deprived of escort vehicles.

The Legal.Report website claimed to have a copy of Bastrykin's resignation letter. The information that he filed an application was also confirmed by a RBC source close to the presidential administration.

The Kremlin did not confirm the information, but did not refute it either. At the end of September, the press secretary of the President of Russia Dmitry Peskov refused to give a detailed comment on this topic, calling reports of Bastrykin's resignation and the liquidation of the Investigative Committee rumors. Markin called the rumors about the departure of the head of the Investigative Committee "sucked out of thin air."

In the summer, a corruption case was initiated against a number of high-ranking officials of the UK. After that, information appeared in the media about the upcoming large-scale reform of law enforcement agencies in the Russian Federation. It was reported that big changes are expected in the Investigative Committee of the Russian Federation: it can again become a structure under the Russian prosecutor's office, from which it was separated in 2011. At the same time, the status of its main departments will be lowered.

Vladimir Markin was born in 1956. In 1985 he graduated from the Faculty of Journalism of Moscow State University. In 1985-1986 he was a correspondent for the Vecherniy Chelyabinsk newspaper. In 1986 he moved to Moscow, where for more than five years he hosted the programs Time, Events, People and Man and Law on the All-Union Radio. In 1991 he moved to Central Television, where he worked for six years.

Markin worked in the Investigative Committee from September 2007 - immediately after the formation of the department (until 2011 the IC was called the Investigative Committee under the Prosecutor's Office). He took the post of head of the department of interaction with the media. In January 2011, the official representative of the UK received the rank of Major General of Justice.

Media reports about the resignation of the official representative of the RF IC. What is it - punishment or promotion? Is there a connection here with the “cleansing” in the Investigative Committee, or does Markin’s departure fit into the framework of the latest personnel changes?

The official representative of the Investigative Committee of the Russian Federation, Vladimir Markin, is leaving his post, TASS reports, citing a source close to the investigating authorities. According to the interlocutor of the agency, Markin's future work will in no way be connected with the current one.

Earlier it became known that a Moscow bookstore suddenly canceled the presentation of Vladimir Markin's book "The Most High-profile Crimes in Russia of the 21st Century", scheduled for September 14, in which the author was supposed to take part. The cancellation was preceded by a scandal: Kommersant and Novaya Gazeta journalists accused Markin of plagiarism when writing it. The official representative of the Investigative Committee responded on Twitter, calling Nadezhda Prusenkova from Novaya Gazeta "a useless journalist." Then Markin publicly apologized to her for these words. Responsibility for incorrect quoting ultimately fell on the Eksmo publishing house.

Markin himself has not yet commented on the possible resignation. There has been no official announcement as of yet. However, according to a TASS source, "Markin is changing his field of activity, as he received another offer, where he can solve no less large-scale and responsible tasks." An Interfax source in the fuel and energy complex claims that Markin may take the position of Deputy General Director of RusHydro.

On November 23, Vladimir Markin will turn 60, which means that the deadline for holding his current position will come. “Apparently, his powers will not be renewed,” another agency source said. If the resignation takes place, what will it be - resignation-punishment or promotion? This question was asked by Business FM to political scientist Konstantin Simonov.

Konstantin Simonov: The question is very curious, because, despite the position that he holds - an official representative, in fact, a speaker, a press secretary, Markin has become a household name and symbolic figure. It was he, by the way, thanks to his humanitarian work - I mean not only writing books, which he has been doing lately, we remember all his programs and articles, the songs that he sang - in this regard, he himself constructed such a figure out of himself , which symbolizes a power corporation, and even claimed such a role together with Mr. Bastrykin, who has also recently been fond of philosophical articles on the meaning of a power corporation, the Russian constitution, and so on. In this regard, Markin and Bastrykin not only claimed to fulfill their functional duties, but also tried to turn themselves into a kind of symbol of a power corporation. Why am I saying this? Because it seems to me that the public's perception of the latest trends in Putin's personnel policy, which we are still comprehending and have not fully understood, will depend on the fate of Markin.

What could be punished for plagiarism? For this, it seems like they don’t punish so harshly, maybe there were some other claims?

Konstantin Simonov: If we are still talking about the resignation of Mr. Markin, I personally think that the main problem lies in the situation with Mr. Bastrykin himself, Mr. Markin's immediate superior. We remember very well those unexpected ones, this concerns the closest people to Bastrykin. Mr. Markin is also associated with his immediate supervisor. Therefore, if the resignation takes place, I would consider it as a whole in connection with the situation with the “cleansing” of the Investigative Committee.

And if you raise it, then why?

Konstantin Simonov: Here the promotion can be considered as a signal to society that yes, these are the times, we have such a personnel policy now, keep in mind that we are betting on the next coming of representatives of law enforcement agencies to power. I would view it that way.

Major General of Justice Vladimir Markin became the head of the department for interaction with the media of the Investigative Committee of the Russian Federation in 2007. Before him, such a position did not exist at all. According to his first education, Markin is a journalist, in 1985 he graduated from the journalism faculty of Moscow State University. In 2009, he graduated in absentia from the Law Faculty of the Institute of Economics and Culture with a degree in Jurisprudence. In 2011, the Prosecutor General's Office revealed the facts of numerous violations in this institution. Rosobrnadzor deprived the educational institution of its license for six months and annulled Markin's diploma. Later, the department renewed the licenses of the Institute of Economics and Culture, and Markin's diploma in law was recognized as valid.

In early October 2016, the media reported that Vladimir Ivanovich Markin, Major General of Justice, was leaving the Investigative Committee of Russia, where he led the Office for Media Relations for nine years.
His name appeared in the presidential decree on newly appointed and dismissed civil servants.

Where does Markin go to work?

Approximately half a month before the decree was published, in some print media, for example, in RBC, materials appeared about the planned reshuffles in the RF IC.
General Vladimir Markin initially denied this information, but then personally told an Interfax correspondent that he had submitted a resignation letter. The reason is your own desire. Together with him, the head of the committee Alexander Bastrykin leaves his post.

Major General Vladimir Markin did not give any comments on the adoption of his decision. He told a TASS correspondent that he plans to work as the first RusHydro holding.

According to RBC, the country's leadership was forced to reshuffle the RF IC due to a number of scandalous events. In particular, General Markin was allegedly convicted of plagiarism in the process of publishing one of his books. He responded with insulting remarks to the journalist, who considered that the author of the book had used his text. Later, he was generally stated that he had nothing to do with writing this book.

Information has appeared in the media about the possibility of upcoming reorganizations in the security forces. Kommersant, for example, suggested that by the end of 2017 the Investigative Committee would return to the Prosecutor General's Office.

On the scandals around the Investigative Committee

In the Russian news agency URA.Ru, the fact that the main media person, General Markin, has resigned, is also associated with the scandalous events taking place in this department.

On July 19 this year, D. Nikandrov, deputy head of the department of the Moscow Investigative Committee, and M. Maksimenko, head of the committee's own security structure, were arrested. They are charged with exceeding their authority.

Conflict with Novaya Gazeta

On September 7, 2016, correspondent N. Prusenkova ("Novaya Gazeta") announced Markin's copyright infringement by quoting her article in her newly published book. General Markin, in his Internet blog, first called Prusenkova a "journalist" who intends to get a piece of fame at his expense, and then asked for forgiveness for this.

The reaction of political scientists to the events around Markin

The first vice-president of the Center for Political Technologies, Alexei Makarkin, expressed the opinion that the inadequate reaction of the official representative of the Investigative Committee to Prusenkova's statement served as a "trigger" for his resignation.

Makarkin called behavior towards a journalist strange and unusual for Markin. According to Makarkin, they do not practice apologies to representatives of the media.

The director of the Center for Political Studies of the University of Finance, Pavel Salin, expressed the opinion that the reason for this form of reaction of the head of the press center of the Investigative Committee to the accusation put forward by Novaya Gazeta was the fragility of his positions. P. Salin recalled the case of Markin being accused of illegally obtaining a diploma. At that time, Markin reacted somewhat softer and much more confidently. There were no apologies on his part, he stood in a tough position that "you yourself are worse."

From the lips of an associate professor at the RANEPA, who teaches at the Institute of Social Sciences, it was suggested that the resignation of the official representative of the RF IC is the result of internal processes in this department. However, she warns against drawing hasty conclusions on the basis of this circumstance.

Back in mid-September 2016, URA.Ru predicted the possibility of reshuffles in government circles at the vice-premier level and in law enforcement agencies, as well as the reorganization of the Investigative Committee in November of this year.
