Safety rules in the oil and gas industry are developed in the form of federal norms and rules in the field of industrial safety on the basis of and instead of the document with the same name (PB 08-624–03), approved by the Decree of the Gosgortekhnadzor of Russia dated 05.06.2003 No. 56.

The Rules establish industrial safety requirements for organizations and employees engaged in activities in the field of industrial safety at hazardous production facilities of oil and gas production facilities, and are applied to the extent that they do not contradict the current legislative and other regulatory legal acts.

The order of Rostekhnadzor on the approval of the Rules shall enter into force 6 months after its official publication.

The following persons took part in the development of these Rules: S.A. Zhulina, A.N. Sorokin, O.V. Kononov (Rostekhnadzor); A.S. Oganov, B.A. Dotsenko (Association of Drilling Contractors); N.F. Isaeva (ZAO STC PB).

Order of Rostekhnadzor N 1 dated January 12, 2015 "On Amendments to the Federal Norms and Rules in the Field of Industrial Safety "Safety Rules in the Oil and Gas Industry", approved by Order of the Federal Service for Environmental, Technological and Nuclear Supervision dated March 12, 2013 N 101 "(Registered in the Ministry of Justice of Russia on February 20, 2015 N 36191)
The Rules establish industrial safety requirements for organizations and employees engaged in activities in the field of industrial safety at hazardous production facilities of oil and gas production facilities, and are applied to the extent that they do not contradict the current legislative and other regulatory legal acts.
It is allowed to carry out shift-based types of work t without registration, but with registration in the register of work of increased danger, subject to the mandatory development of measures approved technical manager organizations for their safe implementation.
to carry out measures to ensure remote control of processes at HIFs, including the registration of parameters that determine the danger of technological processes, the operation of protection systems with a record in, and the transfer of this information to Rostekhnadzor in electronic form.
189. Before lowering non-standard elements of the drill string into the well, a sketch of this tool should be drawn up, indicating the dimensions, its location in the layout of the drill string, recorded in the daily report of the drilling crew.
554. Equipment that has been in contact with sour oil and is not used in the current scheme of the technological process must be turned off, freed from the product, washed (steamed), filled with an inert medium and isolated from those involved in technological process plug installation equipment. The installation of plugs is fixed in.
569. Serviceability of safety, regulating and stop valves installed on apparatuses and pipelines is subject to periodic inspection in accordance with the schedule approved by the operating organization.
The results of the checks are recorded in the shift log or the appropriate database.
926. The repair of the pipeline should be recorded in the passport and.
7. Familiarization with the PLA of production and technical personnel must be documented in a place for signature.
