What are the responsibilities of a freight forwarder? Job description of a forwarder

Forwarding agent is a complex and very in demand profession. Perhaps some will disagree with this statement, citing the fact that this specialist does practically nothing. However, this is only a superficial glance. In reality, the responsibilities that are regulated by the job description of a freight forwarder are very multifaceted, and not everyone is able to cope with them.

Especially when we are talking about large companies that transport goods not only on the territory of the Russian Federation, but also abroad. Therefore, let's look at all the features of this profession in order to understand what kind of items the job description of a freight forwarder may contain.

Who is a freight forwarder?

Despite the general opinion (they say that the need for this kind of specialists in the labor market arose relatively recently), this profession originated many centuries ago. Thus, the first freight forwarders appeared back in the 15th century. As now, their main task was to deliver the cargo to the specified location. And at the same time, they had to do everything possible so that the integrity and quality of the parcel did not suffer during the journey.

After many centuries, this profession not only has not lost its relevance, but has also strengthened its position. Nowadays, the position of freight forwarder is available in many firms and companies. However, their powers and responsibilities can vary greatly depending on the size of the organization and its scope of activity.

Key points of the profession

Considering all of the above, it is easy to guess that the main task of the forwarder is to deliver the cargo to its destination. But, despite the fact that it sounds quite simple, in practice everything turns out to be much more complicated.

To begin with, any cargo must be documented. Not to mention the fact that some items or objects even require a number of permits. For example, the transportation of dairy products is under strict control of the sanitary and epidemiological station, and its import into some countries is very difficult.

Another cornerstone of this profession is planning the route. A person applying for such a position should know that during the course of his work he will need to do everything possible to reduce the cost of the road. Simply put, the job description of a freight forwarder for the transportation of goods obliges him to look for the shortest, but at the same time effective delivery routes.

What does a freight forwarder need to know?

Given such a set of responsibilities, it is not surprising that many employers put forward a number of requirements for future employees. Some of them are indicated in the job description, while the rest remain behind the scenes, as a matter of course.

So, what should a freight forwarder know?

  • Regulatory framework.
  • Russian legislation.
  • International rules and regulations for the transportation of goods.
  • Features of filling out transport documents.
  • Basics of logistics.

Who can apply for this position?

Small companies engaged in local transportation do not pick too much on candidates for the post of forwarder. So, a person who has completed secondary education is quite suitable for them. But large companies are not so loyal.

In order to get a prestigious position, a freight forwarder must have a diploma indicating graduation from a university. Specialists with technical and economic education are especially in demand. Also, the job description of a freight forwarder has a clause requiring the candidate to know a foreign language. But this is quite justified, because due to the nature of his service, he will often have to deal with a language barrier, for example, when sending cargo abroad.

Forwarder job description: sample

Despite the fact that all job descriptions are drawn up by the company's management, based on their preferences and views, they should not contradict the current legislation of the Russian Federation and the Labor Code.

Let's look at what a document such as a forwarder's job description is

  1. The forwarder belongs to the category of technical workers.
  2. Specialists with completed higher education who have undergone preliminary training are appointed to this position.

  2. Cases of causing material damage are dealt with within the framework of the current legislation of Russia, as well as the Criminal Code.

Modifications that the forwarder’s job description may contain

Please remember that this document is only a template. It can be supplemented and modified, depending on the final purpose of application. For example, what changes may the job description of a delivery driver contain? The sample of this document is not much different from the above, but there is still a difference.

In particular, such instructions should have a number of separate points regulating the responsibilities of the forwarder in relation to the car. For example, it should indicate how often a technical inspection is required, where the car can be parked and what loads should be transported on it.

The term “forwarder” comes from the Latin verb “expedire”, which means “to accompany”. Thus, the forwarder is literally an “accompanying”.

A forwarder is an employee of an enterprise whose responsibilities include accompanying cargo in the broad sense of the word: from dispatch to delivery, including the preparation of transport and insurance documentation.

For all forwarders and carriers, customer satisfaction is the basis of their strategy and tactics. The main task is to offer the client a full range of services in one place and with minimal time investment. Currently, the carrier itself cannot provide a full range of transport and forwarding services when delivering cargo from door to door, especially during multimodal transportation, so it is also interested in the participation of the forwarder in the transportation process.

The forwarder undertakes, for a fee and at the expense of the other party (client), to perform or organize the performance of services related to the carriage of goods specified in the forwarding agreement.

The freight forwarding agreement may provide for the following duties of the forwarder:

  • - organize the transportation of cargo by transport and along the route chosen by the forwarder or client;
  • - conclude a contract for the carriage of goods on behalf of the client or on one’s own behalf;
  • - ensure the dispatch and receipt of cargo;
  • - obtain the documents required for export or import;
  • - fulfillment of customs and other formalities;
  • - checking the quantity and condition of the cargo;
  • - loading and unloading of cargo;
  • - payment of duties, fees and other expenses imposed on the client;
  • - cargo storage;
  • - receipt of cargo at the destination and preparation of relevant documents;
  • - other duties related to transportation.

Unless otherwise established by the transport expedition agreement, when organizing the transportation of goods, the forwarder, if necessary, carries out:

  • - agreement with carriers on the conditions of transportation and storage of cargo, the time of transshipment of cargo from one type of transport to another and other issues necessary for transportation;
  • - passing customs and other procedures necessary for transportation;
  • - settlements for cargo transportation with carriers both on behalf of the client and on one’s own behalf.

There are two stages in the forwarder's work process. The main one is actually accompanying the transported goods. At this stage, the forwarder’s tasks include monitoring the safety of the cargo. In particular, this is checking the reliable securing of cargo, ensuring their safety, including during forced stops, and, if necessary, temperature control if we are talking about transporting goods under conditions of ensuring a special temperature regime. So, the main task of this stage for the forwarder is to ensure the delivery of cargo intact and safe from the loading point to the destination.

The second stage in the work of a freight forwarder covers a set of operations related to the legal functions of the position of a freight forwarder. This stage is highlighted separately and contrasted with the transportation stage, but if we take the chronological period of time during which the forwarder’s work is carried out, then it includes at least two, chronologically “framing” the transportation stage. This is the stage of acceptance of cargo under the responsibility of the forwarder and the stage of delivery of cargo. In addition, sometimes another stage is required, chronologically dissecting the stage of transportation: passing through customs control.

In his activities, the Forwarder of the railway department is guided by the following documents:

  • - Charter of railway transport of the Russian Federation;
  • - Rules for the transportation of goods by rail;
  • - Technical Conditions for placing and securing cargo in wagons and containers;
  • - organization of loading and unloading operations;
  • - procedure for receiving and delivering cargo;
  • - forms of documents for acceptance and dispatch of goods and rules for their registration;
  • - internal labor regulations of the Company;
  • - rules and regulations of labor protection and safety; labor legislation of the Russian Federation.
  • - job description.

The forwarder is obliged:

  • - Obtain from the railway department office the numbers of wagons planned for loading.
  • - Upon arrival of the cars at the loading station, check the remaining mileage, the timing of the next depot repairs, and the carrying capacity of the car according to the passport.
  • - Determine the suitability of the wagon for safe transportation of a specific cargo by inspection:
  • - the ability to open and close doors;
  • - the condition of the insulation and lining inside;
  • - presence of floor gratings;
  • - degree of cleanliness of the body;

Obtain a sanitary passport for the carriage. Check the technical feasibility of timely placement of wagons on the loading (exhibition) tracks to the side of the vessel. Organize the delivery of the car and make sure that it is correctly positioned by the compiler.

In the case of organizing transportation on the basis of financial responsibility, 2 (two) hours before the actual start of loading, provide information (exact time and place) to representatives of the survey company.

Organize an inspection of the carriage by veterinarians, i.e. inspect the vehicle.

Provide information to the forwarder at the berth for issuing a veterinary certificate (according to the order and the decision on the numbers in the railway invoices) and about the readiness of the car for loading.

Upon completion of loading, securely close the working door of the car, hang up the safety device, check the safety and number of the safety device on the non-working door.

Obtain an extract from the survey report from the surveyor, a veterinary certificate from the forwarder at the port, and then fill out the railway consignment note.

With a veterinary certificate, railway waybill, sanitary passport, washing certificate, cargo labels, come to the veterinarians to receive a mark on the railway waybill.
