Independent assessment of the quality of education- an evaluation procedure that is aimed at obtaining information about the educational activities of organizations engaged in educational activities, about the quality of training students and the implementation of educational programs, providing participants in relations in the field of education with relevant information about the level of organization of work on the implementation of educational programs based on publicly available information and improving awareness consumers about the quality of work of educational organizations.

System Requirements for Evaluation include components such as

  1. the object of evaluation is the quality of the organization's work;
  2. criteria for the effectiveness of organizations;
  3. public ratings as a form of presentation of evaluation results.

The NOQS system of criteria and indicators are the tools of the NOQS system to measure the quality of services.

In accordance with federal legislation, the indicators for assessing the quality of the work of organizations providing social services in the field of education are determined by the order of the Ministry of Education and Science of Russia dated December 05, 2014 No. 1547 “On approval of indicators characterizing the general criteria for assessing the quality of educational activities of organizations engaged in educational activities”.

Methodological recommendations for conducting an independent assessment of the quality of educational activities of organizations engaged in educational activities were approved by the Deputy Minister of Education and Science of the Russian Federation A.B. Povalko April 1, 2015

NOKO results may be in demand by various groups of users to solve actual professional and personal problems, including:

Students and their parents (legal representatives)

as a mechanism for involving parents and representatives of the local community in the implementation of the tasks of its development, etc.

Federal and regional executive authorities

Indicators are characterized by the following features:

Starting point for developing NQF indicators— study of the regulatory legal framework, including the industry, in order to establish requirements for the quality of services, including the conditions for the provision of services.

Possible options for using indicators scores are:

  • building a rating (ranking) of the objects being evaluated;
  • calculation of the integral index for a set of indicators (aggregation of indicators);
  • comparison of the evaluated objects according to one of the evaluation indicators;
  • assessment of compliance with specified requirements, including regulatory ones;
  • qualitative characteristics (description of activities) of the assessed object using the relevant indicators.

General NOC Criteria

1. Openness and availability of information about the organization

This criterion means the possibility for citizens to obtain the required information about the organization in a convenient form and with understandable content.

Criteria indicators

The completeness and relevance of information about the organization engaged in educational activities (hereinafter - the organization), and its activities posted on the official website of the organization in the information and telecommunication network "Internet" (hereinafter - the Internet) (for state (municipal) organizations - information posted including on the official website on the Internet www.bus.gov.ru)

2. Availability on the official website of the organization on the Internet of information about the teaching staff of the organization

3 . The availability of interaction with recipients of educational services by phone, by e-mail, using electronic services provided on the official website of the organization on the Internet, including the possibility of making proposals aimed at improving the work of the organization

4 . Availability of information on the progress of consideration of citizens' appeals received by the organization from recipients of educational services (by phone, by e-mail, using electronic services available on the official website of the organization).

To measure these indicators, a point system is used (from 0 to 10 points). The organization-operator is engaged in the development of methodology and tools for conducting the assessment.

2. Comfortable conditions for the provision of social services and the availability of their receipt

This criterion is determined by the level of logistics of the organization; the territorial location of the organization, including with respect to public transport stops; the list of services provided and the technologies used for their provision; the convenience of organizing the internal space where services are provided; conditions created for people with disabilities and others.

3. Friendliness, courtesy, competence of employees of the organization

This criterion involves an assessment of the professional and personal qualities of employees of organizations in the social sphere.

1. An independent assessment of the quality of educational activities of organizations engaged in educational activities (hereinafter referred to as the educational activities of organizations) is carried out in order to provide participants in relations in the field of education with information about the level of organization of work on the implementation of educational programs based on publicly available information.

2. In order to create conditions for an independent assessment of the quality of educational activities of organizations:

1) the federal executive body that performs the functions of developing state policy and legal regulation in the field of education, with the participation of public organizations, public associations of consumers (their associations, unions) (hereinafter - public organizations) forms a public council for an independent quality assessment educational activities of organizations and approves the regulation on it;

2) the executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, with the participation of public organizations, form public councils for conducting an independent assessment of the quality of educational activities of organizations located in the territories of the constituent entities of the Russian Federation, and approve the regulation on them;

3) local governments with the participation of public organizations have the right to form public councils to conduct an independent assessment of the quality of educational activities of organizations located in the territories of municipalities, and approve the regulation on them.

3. By decision of the federal executive body that carries out the functions of developing state policy and legal regulation in the field of education, the executive bodies of the constituent entities of the Russian Federation that carry out state administration in the field of education, or local governments, the functions of the public council for conducting an independent quality assessment The educational activities of organizations can be entrusted to the public councils existing under these bodies. In such cases, public councils for conducting an independent assessment of the quality of educational activities of organizations are not created.

4. An independent assessment of the quality of educational activities of organizations is carried out according to such general criteria as the openness and availability of information about organizations engaged in educational activities; the comfort of the conditions in which educational activities are carried out; friendliness, courtesy, competence of employees; satisfaction with the quality of educational activities of organizations.

5. Indicators characterizing the general criteria for assessing the quality of educational activities of organizations are established by the federal executive body responsible for developing state policy and legal regulation in the field of education, with a preliminary discussion at the public council.

6. An independent assessment of the quality of educational activities of organizations, organized by public councils for its implementation, is carried out no more than once a year and no less than once every three years.

7. Public councils for conducting an independent assessment of the quality of educational activities of organizations:

1) determine the lists of organizations engaged in educational activities, in respect of which an independent assessment is carried out, provided for in this article;

2) form proposals for the development of terms of reference for an organization that collects, summarizes and analyzes information on the quality of educational activities of organizations (hereinafter referred to as the operator), takes part in the review of draft documentation on the procurement of works, services, as well as draft state, municipal contracts, concluded by the federal executive body that performs the functions of developing state policy and legal regulation in the field of education, executive bodies of the constituent entities of the Russian Federation that carry out state administration in the field of education, local governments with an operator;

3) establish, if necessary, criteria for assessing the quality of educational activities of organizations (in addition to the general criteria established by this article);

4) conduct an independent assessment of the quality of educational activities of organizations, taking into account the information provided by the operator;

5) submit, respectively, to the federal executive body that performs the functions of developing state policy and legal regulation in the field of education, the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, local governments, the results of an independent assessment of the quality of educational activities of organizations, as well as suggestions for improving their performance.

8. The conclusion of state, municipal contracts for the performance of work, the provision of services for the collection, generalization and analysis of information on the quality of educational activities of organizations is carried out in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs. The federal executive body that performs the functions of developing state policy and legal regulation in the field of education, the executive authorities of the constituent entities of the Russian Federation that carry out state administration in the field of education, local governments, based on the results of the conclusion of state, municipal contracts, draw up a decision to determine the operator, responsible for conducting an independent assessment of the quality of educational activities of organizations, and also, if necessary, provide the operator with publicly available information on the activities of these organizations, generated in accordance with state and departmental statistical reporting (if it is not posted on the official website of the organization).

9. The Public Council for conducting an independent assessment of the quality of educational activities of organizations is formed in such a way that the possibility of a conflict of interest is excluded. The composition of the specified public council is formed from among the representatives of public organizations. The number of members of the public council cannot be less than five people. Members of the public council carry out their activities on a voluntary basis. Information about the activities of the public council is posted by the state authority, local government under which it was created, on its official website on the Internet.

10. Information on the results of an independent assessment of the quality of educational activities of organizations is posted accordingly:

1) the federal executive body responsible for the development of state policy and legal regulation in the field of education, on the official website for posting information about state and municipal institutions on the Internet;

2) executive authorities of the subjects of the Russian Federation, exercising state administration in the field of education, and local governments on their official websites and the official website for posting information about state and municipal institutions on the Internet.

11. The composition of information on the results of an independent assessment of the quality of educational activities and the procedure for its placement on the official website for posting information about state and municipal institutions on the Internet are determined by the federal executive body authorized by the Government of the Russian Federation.

12. The federal executive body that carries out the functions of developing state policy and legal regulation in the field of education, the executive bodies of the constituent entities of the Russian Federation that carry out state administration in the field of education, local governments provide technical information on their official websites on the Internet the opportunity for citizens to express their opinions about the quality of educational activities of organizations.

13. Control over compliance with the procedures for conducting an independent assessment of the quality of educational activities of organizations provided for by this article is carried out in accordance with the legislation of the Russian Federation.

1.2. This Procedure defines the mechanism for conducting an independent assessment of the quality of the work of educational organizations in the Kirov region (hereinafter referred to as an independent quality assessment) based on the criteria and performance indicators of educational organizations in the Kirov region, approved by the Public Council under the Department of Education of the Kirov Region.

1.3. An independent quality assessment is carried out in order to determine the compliance of the education provided with the needs of an individual and a legal entity in whose interests educational activities are carried out, to assist them in choosing an organization engaged in educational activities and an educational program, to increase the competitiveness of organizations engaged in educational activities and implemented by them. educational programs.

1.4. The results of an independent quality assessment do not entail the suspension or cancellation of a license to carry out educational activities, the suspension of state accreditation or the deprivation of state accreditation in relation to organizations engaged in educational activities.

1.5. An independent quality assessment is carried out on the basis of:

Data from official statistical records relating to the regional education system;

Monitoring data of the education system, carried out by federal state bodies and executive authorities of the constituent entities of the Russian Federation, exercising state administration in the field of education, local governments exercising management in the field of education;

Other data obtained in the exercise of their functions by federal state bodies and executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, local governments exercising management in the field of education, organizations engaged in educational activities, as well as other organizations operating in the field of education;

Results of international comparative studies;

Information posted in the public domain in information and telecommunication networks, including on the official website of an educational organization on the Internet, about educational programs being implemented, the management system, features of financial and economic activities, the results of educational, innovative and scientific activities, in including on the basis of a report on the results of self-examination of the relevant organizations;

Data from independent sociological surveys, ratings, questioning of participants in the educational process, expert surveys with the participation of specialists from the education system, rating agencies, independent sociological organizations, "helplines", "hot lines", online voting on the Internet, information in the media.

1.6. The quality of the work of educational organizations is understood as the unity of the quality of the conditions for the implementation of educational programs, the organization of the educational process, the results of the development of educational programs and the needs of consumers of educational services in the context of individual institutions, groups of institutions united on given grounds, regional (district and municipal) educational systems.

The structure for evaluating the performance of educational organizations in the Kirov region for each criterion includes a set of indicators and indicators. The indicators included in each criterion are generalized independent judgments about the quality of conditions, the quality of the organization of the educational process and the quality of the result of the provision of services in the field of education, detailed in indicators corresponding to the type of educational organization and the educational programs it implements.

Based on the significance of the criterion, each indicator can be assigned a certain weight value by expert means during approbation or by decision of the Public Council.

1.7. The procedure for conducting an independent quality assessment determines the mechanism for collecting, processing and interpreting information that provides the ability to:

1.8. The results of an independent quality assessment can be used to solve problems:

Forecasting and comparative analysis of the performance of various organizations and types of educational organizations and evaluation of the activities of heads of educational organizations;

Designing an innovative infrastructure for regional education;

Improving the systems and mechanisms of state and public administration, public-private partnership in the field of education;

Section 3. Organization and procedure of public opinion poll and independent expert evaluation

3.1. The respondents of the public opinion survey are participants in the educational process (parents (legal representatives) and/or students). The opinions of survey participants are taken anonymously and used in aggregate form for research purposes only.

The procedure for polling public opinion involves the Operator's request to participate in the Questionnaire poll to the respondents. If the respondent does not wish to participate in the survey, the operator should contact another respondent. In total, 45-100 respondents in an educational organization should take part in each survey (or at least 50% of the total number of possible respondents in an educational organization).

The Operator provides the respondent with the opportunity to fill out the Questionnaire on paper.

When filling out the questionnaire, the respondent must make any mark (for example, put "+", "v" in the box next to the selected answer option). After filling out the questionnaire, the respondent passes the data to the operator to convert the data into electronic format.

The operator must warn the respondent that, when answering the questions of the Questionnaire, it is necessary to keep in mind exactly the educational organization that the respondent's child attends.

Generalized data of public opinion for each educational organization is transferred by the Operator to the IRO of the Kirov region.

When ensuring the procedure for filling out the Questionnaire by the respondent, the Operator is obliged to follow the rules for working with personal data that guarantee the independence of the participants in the questionnaire and the anonymity of the questionnaire.

3.2. The procedure for interviewing an independent expert assessment assumes that as independent experts.

Interaction with experts and organizational and technical support for filling out the Expert Assessment Sheet is carried out by district (municipal) operators of the electronic monitoring system, which provide:

Participation of 3 experts in the Evaluation of the work of each educational organization under study;

Transfer to the expert of tools in the form of an Expert Evaluation Sheet on paper or in electronic form;

Receipt of completed Expert Evaluation Sheets from the expert;

If the expert has completed the Expert Evaluation Sheet on paper, the electronic submission of data is carried out by the operator;

Transfer of the Peer Review Sheets to the IRO of the Kirov Region.

The results of the assessment of experts are treated as strictly confidential information and cannot be disclosed without the direct instruction or consent of the expert himself. All expert opinions will only be used in summary form for research purposes.

The expert has the right to fill out the Expert Evaluation Sheet on paper, which must be prepared by the district (municipal) operator. In this case, when filling out the questionnaire, the respondent must make any mark (for example, put "+", "v" in the box next to the selected answer option). After filling out the Sheet, the expert passes it to the district (municipal) operator for transferring the data into an electronic format.

3.3. District (municipal) operators are obliged, when ensuring the procedure for filling out the Expert Assessment Sheet by an expert, to follow the rules for working with personal data that guarantee the independence and anonymity of participation in an expert survey.
